The Israeli raid in Jenin continued from 12/12, 3 Palestinian were killed, 2 in a drone strike including a child, raising the number of Palestinians killed during the raid to 9. Israeli forces also injured 3 others, destroyed 4 homes and a barber shop with anti-tank missiles, and arrested several, including the Jenin Freedom Theatre director Ahmed Tobasi during the raid. Israeli soldiers filmed themselves singing a Hanukkah song using a mosque’s loudspeaker. 5 Israeli soldiers were injured in friendly fire during the raid. Elsewhere, Israeli forces assaulted 4 Palestinians after detaining them in al-‘Azza refugee camp. Israeli forces also demolished a Palestinian home in Susiya in the Masafer Yatta area. In East Jerusalem, Israeli authorities demolished 4 Palestinian homes in Silwan, Ras al-Amud, and Wadi Qaddum, displacing 36 people. In Gaza, Israeli forces bombed Khan Yunis, Nuseirat refugee camp, Dayr al-Balah, Gaza City, and Rafah, killing at least 194 Palestinians and injuring 499. Palestinian witnesses told Al Jazeera that Israeli forces brought Palestinians to the Shadia Abu Ghazala School in Faluja and executed them, including women, children, and babies. Footage from the building showed dead people lying on the floor of a classroom and hundreds of bullet casings. (AJ 12/13)

Senior Hamas official Mousa Abu Marzouk told Al-Monitor that Hamas could follow the PLO and recognize Israel as a step toward reconciliation with Fatah. A poll conducted by the Palestinian Center for Policy and Survey Research showed that 42% of Palestinians in Gaza and 44% of Palestinians in the West Bank said they support Hamas, up from 12% in September, while 88% said they wanted PA president Mahmoud Abbas to resign. In the West Bank, a Palestinian man succumbed to injuries sustained from Israeli forces during a raid in Tulkarm on 11/7. Israeli settlers opened fire at Palestinian vehicles near Bethlehem; no injuries were reported. Israeli settlers also began constructing a settlement road on Palestinian-owned land in Birin. Israeli forces shot and killed 4 Palestinians, including 2 children, and injured 17 others during raids in al-Fara’a refugee camp, Ya’bad, and Balata refugee camp. Israeli forces also opened fire at a Palestinian vehicle and detained the driver in Husan. Elsewhere, Israeli forces also demolished a home in Umm Rukba near al-Khader and 2 homes and 2 agricultural structures in Umm Qissa in the Masafer Yatta area. 42 Palestinians were arrested during late-night raids in and around Hebron, Jenin, Ramallah, Nablus, Bethlehem, Qalqilya, and Tubas. UN secretary-general Antonio Guterres invoked Article 99 of the UN Charter, forcing the UN Security Council to convene on 12/8 on the basis of threats to “international peace and security,” saying a ceasefire is needed in Gaza to avoid “irreversible implications for Palestinians as a whole and for peace and security in the region.” Israeli ambassador to the UN Gilad Erdan said Guterres had reached “a new moral low.” Israeli foreign minister Eli Cohen called Guterres a “danger to world peace.” After the invocation of Article 99, the UAE circulated a draft resolution calling for “an immediate humanitarian ceasefire,” and for all parties to comply with international law. The Israeli security cabinet approved an increase in the amount of fuel entering Gaza from around 13,000 gallons to 26,000 gallons a day. Axios reported that the decision was made after pressure from the Biden administration, which had called on Israel to allow 39,000 gallons to enter Gaza daily. Israel’s military discussed closing the “Desert Frontier” unit made up of Israeli settlers in the West Bank after a series of incidents where soldiers from the unit attacked and abused Palestinians and Israeli activists. (HA 12/6)

The Association for Civil Rights in Israel (ACRI) said Israel has established 100 “Community Security Squads” equipped with M16 rifles, adding the members of the militias have only received 7 hours of training and lacked proper oversight. The U.S. Senate failed to pass a $111 billion bill to provide $50 billion to Ukraine and $14 billion to Israel in a 49-51 vote. All Republicans and Democratic senators Bernie Sanders (D-VT) and Chuck Schumer (D-NY) voted against the bill. Republicans sought to separate the aid for Israel from the aid for Ukraine as many Republican senators are opposed to significant spending on Ukraine, while Sanders opposed spending on Israel given the Palestinian death toll in Gaza. Reuters reported that an “orientation note” circulated among EU foreign ministers ahead of a meeting showed the EU was considering tougher sanctions on Hamas and imposing sanctions against violent Israeli settlers. More than 2,150 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. The bodies of 62 unidentified Palestinians were buried in a mass grave near al-Shifa Hospital. Israeli military spokesperson Richard Hecht said Israel may not use the same “level of fidelity” in warning civilians before striking homes and apartment buildings. It had been reported that Israel no longer used smaller munitions to “knock” on the roofs of apartment buildings or call building managers before demolishing them with larger bombs. Hecht also called the parliament and ministries in Gaza legitimate targets. Hecht further said Palestinians in Gaza should flee to Egypt via the Rafah crossing, first saying that it is open and later tweeting that he did not know if it was open. U.S. president Joe Biden gave a televised speech calling the Hamas operation on 10/7 “pure, unadulterated evil,” recounting unconfirmed Israeli narratives of militants committing rapes. Biden also compared Hamas to ISIS, attributed the operation to anti-Semitism, rather than resistance, and reiterated his stance in support of Israel, saying Israel has a “duty to respond,” despite the mass civilian casualties in Gaza. Biden further stated that the U.S. is sending ammunition and interceptors for the Iron dome to Israel. Lastly, Biden warned other countries and organizations against getting involved against Israel. Hamas called Biden’s speech deplorable and inflammatory, saying Hamas launched its operation to defend the Palestinian people and put an end to the occupation. Biden also spoke with Prime Minister Netanyahu about U.S. assistance. 392 members of the U.S. House of Representatives co-sponsored a resolution in support of Israel, calling the Hamas operation “barbaric.” It is unknown if the resolution will pass, as it is unclear if the acting speaker of the House Patrick McHenry (R-NC) has the authority to bring the resolution to the floor. EU high commissioner for foreign affairs Josep Borell said he had invited PA and Israeli foreign ministers Riyad al-Maliki and Eli Cohen to an EU foreign ministers meeting to discuss the situation in Palestine and Israel. Borell also said that Israel must adhere to international law, saying Israel violates the law by imposing a total blockade on Gaza. Hamas launched Operation Al-Aqsa Flood, entering Israeli towns and villages near Gaza through the Gaza fence and by air, using improvised paramotoring gliders, attacking military equipment with explosive drones, and firing thousands of rockets. The U.S., Germany, the UK, and the EU condemned remarks by PA president Mahmoud Abbas, who said in a speech at the Fatah Revolutionary Council that Adolf Hitler killed European Jews over ‘social functions’ such as usury, rather than out of anti-Semitism. Paris mayor Anne Hidalgo also stripped Abbas of the Grand Vermeil de Paris medal which he received from her in 2015. The Knesset approved amendments to the Basic Law on the Government to allow 2 ministers at the defense ministry. The Israeli central election committee barred the Palestinian party Balad from running in the upcoming Israeli parliamentary elections. Balad chairman Sami Abu Shehadeh said his party will appeal the decision, which he called “an attempt by Gantz and Lapid to engineer the Arab leadership according to their political needs. Just like the party came out stronger following previous attempts to disqualify us and to disqualify our platform, it won't work this time as well.” Balad was banned from running based on its platform, which calls for Israel to be a state for all its citizens and thus not a Jewish state. The U.S. state department’s annual fiscal transparency report said that the PA has failed to provide complete data on its budget within the required period. U.S. Assistant Secretary of State for Near Eastern Affairs Barbara Leaf has in recent weeks met with Israeli and PA officials, calling on both parties to ensure that the PA is strengthened as both the U.S. and Israel have expressed concerns that the PA does not have the power to exert control over parts of Area A. Iran’s Fars News reported that 1 employee at the Semnan Space Center was killed while on a mission. The reporting followed the death of an Iranian aerospace expert working for the Revolutionary Guard on 6/12. The initial reporting said the man was killed in a car accident. Several Iranians linked to Iran’s Revolutionary Guard, nuclear, and missile programs have been killed or mysteriously died in the past weeks. The Israeli supreme court rejected a petition for a retrial in a case where the Israeli settler group Ateret Cohanim allegedly purchased 3 buildings in the Old City from the Greek Orthodox church, allowing the settler organization to evict the Palestinian tenants. The Greek Orthodox church called the ruling “unfair” and without “any legal logical basis.” The EU voiced concern about the supreme court ruling. The Israeli Knesset failed to pass the 1st vote on extending the Emergency Regulations – Judea and Samaria, Jurisdiction and Legal Aid, extending Israeli law to Israeli settlers living in the West Bank. 58 voted against and 52 voted for, as the Israeli right-wing opposition voted against the measure to trigger the dissolution of the coalition government. Haaretz reported on recently released documents at the Israeli State Archive, which details conversations between Israeli and U.S. officials during the 1st Israeli Invasion of Lebanon. In the trove of released documents are conversations between then Israeli prime minister Menachem Begin and U.S. president Ronald Reagan, where President Reagan suggests that Palestinian refugees in Lebanon become Lebanese citizens. Prime Minister Begin responds by suggesting that Palestinians in Lebanon be deported to Libya, Iraq, Syria, or Saudi Arabia. (HA 6/6)

An Israeli military court sentenced 1 Palestinian man to life in prison plus 25 years for the killing of an Israeli soldier in the West Bank on 8/2019 and ordered him to pay $450,000 to the family of the soldier. Haaretz reported that an Israeli plan to reduce the economic gaps between Palestinians and Israeli Jews living in Israeli cities had been postponed due to failure to fund the program. The plan was finalized in October 2021 in response to tensions between Palestinians and Israeli Jews in cities in which both populations reside. Additionally, some local governments have opposed earmarking funds exclusively for Palestinian communities in the cities they govern. (HA 5/31)

Israel and the UAE signed a free trade agreement removing tariffs on food, agriculture, cosmetics, medical equipment, and medicine. In the West Bank, Israeli settlers threw stones at 4 Palestinian-owned vehicles in Marda. Israeli settlers also attacked 1 Palestinian man near Burqa; the man was treated at a hospital for fractures to his hand. Elsewhere, Israeli settlers set up a settlement outpost in al-Muarrajat between Ramallah and Jericho. Israeli settlers also vandalized 2 solar panels in Burin. Israeli forces closed the Shufa and al-Kafiyat checkpoints. Israeli forces also violently dispersed Palestinian farmers trying to work their lands near Qusra, causing tear-gas related injuries. Elsewhere, Israeli forces delivered stop-work orders for 6 residential and commercial structures in al-Khalediya. 13 Palestinians were arrested during late-night raids in Qabatiya, al-Lubban ash-Sharqiya, Beita, ‘Urif, Tammun, Tubas, Bethlehem, and Hebron. In East Jerusalem, 1 Israeli settler rammed 1 Palestinian minor with their car in Silwan. In Israel, 1 Palestinian man shot and killed 5 people in Bnei Brak, including 2 Ukrainian nationals, 1 police officer, and 2 Israeli civilians, before he was shot and killed. The Palestinian man was from the West Bank town of Ya‘bad and was in Israel without a permit working nearby. PA president Mahmoud Abbas condemned the attack. In the West Bank, 1 Palestinian man hit 1 Israeli soldier with his car in a crash near the Halamish settlement near Deir Nidham. Israeli forces arrested the Palestinian man who also sustained injuries; it was unclear if he hit the soldier on purpose. Israeli settlers threw stones at Palestinian vehicles near Sabastia and closed a road between Jenin and Nablus. Israeli settlers with military escort also closed an entry to al-Lubban al-Sharqiya. Israeli forces shot and injured 5 Palestinian protesters with rubber-coated bullets at a checkpoint near Birzeit University; others suffered tear-gas related injuries. Israeli forces also uprooted 40 dunams (9.9 acres) of land planted with olive and almond saplings, demolished agricultural structures in Battir, and demolished 1 residential tent in Bayt Jala, displacing 6. 9 Palestinians were arrested during raids in Beit Sahour, Dheisheh refugee camp, Tulkarm, Bir al-Basha, Jaba‘, and Kobar. In East Jerusalem, 1 Palestinian was arrested during a raid in Silwan. In Gaza, Israeli forces opened fire at Palestinian farmers east of Dayr al-Balah; no injuries were reported. Israeli forces also opened fire and fired tear gas at Palestinian farmers northeast of Beit Hanun, causing tear-gas related injuries. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza City, damaging 1 boat; no injuries were reported. In Gaza, Israeli forces made incursions and leveled land east of al-Shuka. In the Naqab desert, Israeli police violently dispersed Palestinians protesting a forestation program designed to displace Palestinian Bedouins from their land near Sawa; 16 were arrested and 2 Israeli police officers were reportedly injured.
