In the West Bank, Israeli settlers injured 4 Palestinians, including 1 pregnant woman while they were traveling by car northeast of Ramallah; 2, including the pregnant woman, were described as in critical condition. 1 Palestinian was shot and wounded at a checkpoint south of Nablus after allegedly ramming 2 Israeli soldiers who sustained “minor wounds”; according to the Israeli army, the suspect tried to stab the soldiers after crashing his vehicle. Israeli forces also injured 2 Palestinians using live ammunition near Bethlehem and Jenin. 1 45-year-old Palestinian prisoner died of a heart attack at Ofer prison near Ramallah. Israeli forces demolished 2 houses and 1 shack and handed demolition notices for 5 Palestinian-owned houses near Yatta. Elsewhere, Israeli forces seized 3 tents in a Bedouin community near Ramallah. 3 Palestinians were arrested during late-night raids in and around Bethlehem, Yatta, and Jenin. In East Jerusalem, 1 Palestinian photojournalist was arrested during a house raid in Issawiyya; Israeli forces seized his equipment during the raid. In Gaza, Israeli forces made incursions to level agricultural lands. Israeli forces also opened fire at agricultural lands east of Khan Yunis and Khuza‘a. Chairman of the Hamas politburo Ismail Haniyeh embarked for Beirut for a week-long visit, where he is expected to meet with leaders of other Palestinian factions, Lebanese officials, and Hezbollah secretary-general Hassan Nasrallah. According to the spokesperson for PA president Mahmoud Abbas, the Palestinian factions will discuss “Palestinian unity to defeat conspiracies against Palestine.” President Abbas and other West Bank officials will be connected to the factions in Beirut via video conference. Senior advisor to U.S. president Donald Trump, Jared Kushner, met with the Qatari emir Shaykh Tamim bin Hamad al-Thani in Qatar to discuss potential Qatari normalization with Israel. According to Emir al-Thani’s cabinet, al-Thani informed Kushner that Qatari normalization of ties with Israel is dependent on a Palestinian state with East Jerusalem as the capital. (AJ, HA 9/2)

Syrian state news said Israeli fighter jets fired missiles near the T-4 airbase in Homs province, causing damage. According to the British-based Syrian Observatory for Human Rights, 16 people were killed in the attacks. (HA, TOI 9/3)

U.S. secretary of state Mike Pompeo announced that the U.S. administration had sanctioned ICC prosecutor Fatou Bensouda and head of the ICC’s Jurisdiction, Complementarity, and Cooperation Division Phakiso Mochochoko. Secretary Pompeo said that the U.S. had made the move “because the ICC continues to target Americans.” The UN secretary-general António Guterres expressed concern about the U.S.’s renewed attack on the ICC. Besides ICC’s investigation into potential war crimes committed by the U.S. in Afghanistan, the court is also investigating potential war crimes committed by Israel in the occupied Palestinian territories. PA social development minister Ahmed Majdalani said that, “There will be no Palestinian participation in the Manama workshop,” and further stipulated that, “Any Palestinian who would take part would be nothing but a collaborator for the Americans and Israel.” The message came in response to the White House announcement that the economic component of U.S. president Donald Trump’s peace plan would be presented in Bahrain in June. Four hundred out of 535 members of the U.S. congress signed a letter to President Donald Trump calling on him to support Israel. The letter read, “With the region in flux, it remains critical that we reiterate to both friend and foe in the region that we continue to support Israel’s right to defend itself.” (HA 5/21)

Trump tweeted that, “If Iran wants to fight, that will be the official end of Iran. Never threaten the United States again!” Iranian foreign minister Javad Zarif called Trump’s tweet a genocidal taunt in a separate tweet. (HA 5/20)

In East Jerusalem, approximately 35 right-wing Jewish activists tour Haram al-Sharif. In the West Bank, IDF troops arrest 7 Palestinians and confiscate NIS 500,000 (approximately $134,731) during raids near Jenin, Tulkarm, Hebron, and Nablus; and patrol near Hebron, Tulkarm, and Salfit. Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Khan Yunis and open fire on Palestinian shepherds and agricultural lands near Dayr al-Balah, causing no damage or injuries. PA president Mahmoud Abbas signs accession papers for the State of Palestine to join 11 international organizations and conventions, including the Universal Postal Union, Convention on the Nationality of Married Women, Optional Protocol to the Convention on the Rights of the Child, Optional Protocol to the Convention on the Rights of Persons with Disabilities, Optional Protocol to the Convention on the Elimination of All Forms of Discrimination against Women, Basel Protocol on Liability and Compensation for Damage Resulting from Transboundary Movements of Hazardous Wastes and their Disposal, Vienna Convention of Road Traffic, Protocol concerning countries or territories at present occupied, Convention on Consent to Marriage, Minimum Age for Marriage and Registration of Marriages, Agreement Establishing the Common Fund for Commodities, and the International Convention on the Arrest of Ships. One day after Israeli defense minister Avigdor Lieberman resigned in protest of Prime Minister Benjamin Netanyahu’s decision to reach a cease-fire with the armed Palestinian groups in Gaza, both Finance Minister Moshe Kahlon and Interior Minister Aryeh Deri call for snap elections to be held as soon as possible. Meanwhile, hundreds of Israelis from communities near Gaza gather in central Tel Aviv to protest the government’s response to the recent rocket fire from Gaza. Many call for Netanyahu to resign. Netanyahu, for his part, presents to a group of leaders from the border communities a NIS 500 million (approximately $135 million) plan to support them over the next 2 years. UNRWA commissioner general Pierre Krähenbühl says that the agency has almost entirely made up for the budget shortfall caused by U.S. president Trump’s decision to slash U.S. support for UNRWA earlier this year. He says that UNRWA has raised an addition $382 million, bringing the deficit to just $64 million. “I’ll be very honest in saying, I don’t think many people believed that we would be able to overcome a $446 million shortfall at the beginning of the year,” he says, crediting the EU, Kuwait, Qatar, Saudi Arabia, and the UAE for each upping their pledges of support this year. They also confiscate surveillance cameras during a raid in al-Bireh and patrol near Ramallah, Jenin, and Hebron. Israeli forces demolish a Palestinian residential building in al-Zayim village near Jerusalem. Unidentified persons open fire on an Israeli bus near Ramallah, injuring 2 Israeli settlers. Israeli settlers verbally and physically assault Palestinian schoolchildren in central Hebron, sparking minor confrontations. Separately, settlers slash a number of tires on Palestinian-owned vehicles and leave racist graffiti on nearby walls in Kafr al-Dik near Salfit. Vehicles bearing $15 million in cash pass through the Erez border crossing into Gaza. The money was reportedly provided by Qatar, approved for transfer by Israel, and set to help Hamas pay the salaries of civil servants in Gaza and support Gazan families struggling to meet their basic needs. The transfer is yet another indication of progress in the Egypt- and UN-mediated efforts to broker a “calm” or some sort of cease-fire between Israel and Hamas. It is reportedly the first of 6 planned monthly transfers. (JP 11/8; NYT 11/9)

Al-Hayat reports that PA president Mahmoud Abbas has given in to Egyptian pressure and agreed to stop working against the Egyptian effort to broker a “period of calm” between Israel and Hamas. According to Palestinian sources, Abbas has agreed not to impose new sanctions on Gaza and to resume fully paying PA employees in Gaza. The Egyptian plan is reportedly to mediate a period of calm lasting 2 to 3 weeks, then to broker some kind of reconciliation between Hamas and Fatah, and then to resume talks on a long-term cease-fire between Israel and a newly unified Palestinian side. Later, a senior PA official says he is unaware of any change in Abbas’s position, as the al-Hayat report indicates. “Abbas agreed with the Egyptian president that there was a need to alleviate the suffering of our people in the Gaza Strip,” the official says. “But [Abbas] also emphasized that Hamas was not authorized to reach any agreement with any party on behalf of the Palestinians." In the West Bank, Israeli settlers throw rocks at a Palestinian home in southern Hebron, injuring 2 Palestinians. Later, IDF troops shut down a number of streets in central Hebron, clearing the way for Israeli settlers to perform religious rites in the area. Some settlers throw stones at Palestinian property in the area, causing damage. IDF troops also arrest 1 Palestinian during raids near Ramallah; and patrol in and around Tulkarm and Hebron. The Lebanese newspaper al-Akhbar publishes a draft Hamas-Israel cease-fire agreement, reportedly the product of the most recent round of Egypt-mediated talks. The agreement would see Egypt permanently opening the Rafah border crossing and lifting other border restrictions, Israel expanding the fishing zone off Gaza’s coast to 14 nautical miles and permitting 5,000 Gazans to enter Israel to work. The deal would also see the PA pay 80% of the salaries of Gaza’s civil servants, with Qatar funding those salaries for at least 6 months. Meanwhile, PA president Mahmoud Abbas meets with Egyptian president Abdel Fattah al-Sisi in Sharm al-Shaykh. They discuss a slew of regional issues, reportedly including the Egyptian effort to mediate the stalled Palestinian national reconciliation process and a cease-fire in Gaza. Israeli settlers uproot approximately 40 olive trees in a Palestinian grove near Hebron. Along Gaza’s border, IDF troops violently disperse dozens of Palestinians gathering along the border fence near Dayr al-Balah to continue the Great March of Return; 5 Palestinians are injured. Separately, Israeli forces conduct a limited incursion to level land near Bayt Lahiya. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Abu Dis. The first shipment of Qatari-funded diesel fuel—450,000 liters on 6 trucks—enters Gaza to supply the region’s only power plant. The shipment was previously blocked on 10/4, allegedly due to PA president Abbas’s interference, and it is reportedly going forward today without PA approval. A UN spokesperson says that 7 more truckloads of fuel are set to enter Gaza on 10/10, with the goal of 15 truckloads entering per day. “In addition to other long-term efforts underway to increase the energy supply, additional fuel for the Gaza Power Plant remains the fastest and most immediate way to increase electricity and help alleviate the humanitarian and related public health needs on the ground,” the spokesperson says. Meanwhile, Israeli prime minister Benjamin Netanyahu blames PA president Mahmoud Abbas for “suffocating” Gaza. “I am trying to find a solution that will restore quiet and security,” he says. “I am not interested in getting into needless wars.” A Hamas spokesperson rejects allegations that Hamas will benefit from the $60 million that Qatar recently pledged to support Gaza. “The funds that came from Qatar through international associations are directed to the Gaza power plant in a move to partially ease [the burden] on Gazans in terms of electricity,” he says. “Hamas has absolutely nothing to do with the money.” (MNA, HA, HA, JP, TOI, YA 10/9)

A U.S. State Department spokesperson comments on the case of U.S.-Palestinian student Lara Alqasem, who the Israeli authorities denied entry to Israel and have detained since 10/2. “We are aware of her case. Our embassy is providing consular access as we would to all American citizens,” she says. “Ultimately it is up to the government of Israel to decide who it wants to let into the country.” Later, Israel’s Strategic Affairs Minister Gilad Erdan says he would reconsider allowing Alqasem entry if she publicly condemns the BDS movement. Israeli defense minister Avigdor Lieberman orders the reduction of the fishing zone off Gaza’s coast from 9 nautical miles to 6 nautical miles, citing concerns about the recent violence along Gaza’s border. “The defense minister’s decision was made following the violent rioting over the weekend near the fence and attempts to harm IDF forces and launch confrontational flotillas,” according to a Defense Ministry statement. This marks the 2d time in the past few months that Lieberman has ordered a punitive reduction of the fishing zone. (MNA, TOI 10/6)

Al Akhbar reports that the UN has agreed to pay the salaries of Gaza’s civil servants for 3 months and that Israel has agreed in principle to permit 5,000 Gazan merchants to enter Israel for business. The report comes days after similar reports of a deal under which Qatar would pay $60 million for fuel for Gaza’s sole power plant. Meanwhile, senior Israeli defense officials say that PA president Mahmoud Abbas was enraged at the UN plan to transfer Qatari-funded diesel fuel to Gaza, as reported on 10/4. Abbas later confirms that he is considering possible response, including a suspension of the approximately $100 million that the PA transfers to Gaza per month. Also, a senior Fatah official calls UN Special Coordinator Mladenov a “servant” of the Trump admin., presumably in response to the UN official’s work to facilitate transfers of aid to Gaza without PA involvement. “He should not be intervening in internal affairs,” the official continues. “It is not his right or mandate to interfere, but he puts his nose in everything.” (AH, TOI, TOI, WAFA 10/6; TOI 10/8; TOI 10/9)

In the West Bank, the IDF conducts nighttime house searches and raids in 1 village each nr. Hebron and Bethlehem, arresting 2 Palestinians and issuing summons to 3; patrols in ‘Aqabat Jabir r.c. nr. Hamas’s parliamentary bloc Change and Reform passes the National Solidarity Tax Law, imposing a new tax on “non-basic” goods being imported into Gaza. Meats, fruits, vegetables, and clothing would all be subject to as much as a 10% tax, but medicine and flour will be exempt. The revenues collected under the new tax policy would be used to pay the salaries of the Hamas-run govt.’s civil servants. (TOI 4/21)

The Fatah Central Comm. issues a statement supporting PA Pres. Abbas’s plans to go the UNSC for a res. establishing a time line to end occupation. During the meeting, Abbas thanks Jordan, Saudi Arabia, Qatar, the UAE, Kuwait, and Egypt for supporting his plan. Meanwhile, PLO chief negotiator Erakat says that “it is really difficult to convince at least 9 mbrs. in the UNSC to vote in favor.” Unnamed Palestinians officials say that 7 mbrs. of the council have already agreed to support such a res. In the Gaza Strip, the IDF continues its assault, launching air strikes on approximately 47 targets, killing 38 Palestinians and injuring dozens. Among the 38 are 3 high-ranking commanders in al-Qassam Brigades, who are killed overnight by Israeli fighter jets in Rafah. Five Palestinian civilians are also killed in the strike and at least 40 are injured. The armed Palestinian groups fire 109 rockets and mortars into Israel, with 7 landing in built-up areas and 13 intercepted by Iron Dome batteries. One Israeli man is injured with mortar shrapnel nr. Eshkol. Meanwhile, Hamas executes 3 alleged collaborators with Israel, and arrests 7 others. In the West Bank, IDF troops level land nr. Salfit to clear space for an Israeli settlement to expand. Also, the IDF conducts house searches and raids in 4 villages nr. Hebron, Dayr Istya, ‘Askar r.c., al-Bireh, and Bayt Liqya, arresting 9 and issuing summons to 2. Clashes break out with Palestinians in Bayt Liqya, and the Israeli soldiers open fire with live ammunition, tear gas canisters, and sound bombs. There is no major diplomatic progress as disagreements that led to the breakdown of talks on 8/19 remain between the Palestinian factions and the Israeli negotiators. Mishal says in an interview with Turkish Anadolu News Agency that Hamas will keep fighting until Israel meets its terms for a permanent truce, while Israel’s Maj. Gen. Yoav Mordechai says that Israel will not hold cease-fire negotiations as long as rocket fire from Gaza continues. PA Pres. Abbas travels again to Doha where he will meet with Qatari emir Bin Hamad al-Thani and Hamas leader Mishal to discuss the continued Israeli assault and possible future cease-fire negotiations. In the Gaza Strip, armed Palestinian groups and the IDF maintain the 5-day cease-fire on its final day. Palestinians in Gaza continue emergency relief efforts and, as more bodies are found in the rubble and more people succumb to their injuries, the Palestinian death toll since the beginning of OPE rises above 2,000. Overnight in the West Bank, IDF troops enter Hebron overnight and destroy the homes of the 3 Palestinians they hold responsible for the kidnapping and killing of 3 teenage Israeli settlers in 6/2014, demolishing 2 and sealing 1 with concrete. During the demolitions, local residents clash with Israeli soldiers, and several Palestinians are injured with rubber-coated metal bullets. The IDF also conducts house searches and raids in 2 villages s. of Jenin, Jenin refugee camp (r.c.), Hebron, and Ramallah, arresting or detaining 9 Palestinians. Palestinian and Israeli negotiators, as well as Egyptian mediators, conduct 6 hours of talks in Cairo during the day, with the goal of extending the 5-day cease-fire that is set to expire at midnight. They also work on the outline of an agreement, based on the 8/15 Egyptian proposal, that reportedly includes the opening of some crossings between Israel and Gaza, the importation of construction materials with international supervision, and the extension of the permitted fishing area to 12 naut. mi., with larger points of disagreement being deferred to future negotiations. The Israeli negotiators leave Cairo to brief PM Netanyahu and senior defense officials in the evening. PA Pres. Abbas travels to Doha, Qatar, for talks with Hamas leader Mishal and Qatari emir Shaykh Tamim Bin Hamad al-Thani. The Norwegian Foreign Ministry announces that it plans to cohost a conference with Egypt in Cairo for reps. of donor countries to attend so they can coordinate the reconstruction of Gaza. The conference will be held on 10/12. (HA, REU 8/18)

In the Gaza Strip, Palestinians continue to undertake emergency relief efforts, uncovering many bodies of people killed earlier during Israel’s Operation Protective Edge (OPE), while many more Palestinians succumb to injuries. The Israel Defense Forces (IDF) and the armed Palestinian groups continue to hold to the 5-day cease-fire. In the West Bank, a group of Israeli settlers in Hebron throws stones at Palestinian houses on al-Shuhada Street and IDF troops arrest 1 Palestinian in the clashes that follow. The IDF conducts raids on several houses in Dayr Istya, and patrols in 2 villages n. of Jenin. During the day, the IDF conducts 13 other incursions into various areas of the West Bank. There are no talks held today between Egyptian mediators, the Palestinian delegation, and Israeli negotiators. Hamas head of foreign affairs Usama Hamdan responds to the Egyptian proposal of 8/15, saying Israel must accept the demands of the Palestinian people or face a long war, and that the proposal was, therefore, insufficient. Head of the Palestinian delegation and senior Fatah official Azzam al-Ahmad says that he is quietly optimistic that a long-term agreement can be reached before the 5-day cease-fire expires on 8/18. Meanwhile, in a televised speech from Ramallah, Palestinian Authority (PA) Pres. Mahmud Abbas says that the “goal is to stop the fighting and to stick to the Egyptian initiative, and no other,” in an implicit reference to efforts by Qatar and Turkey to serve as alternative diplomatic channels. PLO chief negotiator Saeb Erakat meets with Hamas political office chief Khalid Mishal and urges him to continue talks with Israel based on the Egyptian initiative. Among the dead is an Islamic Jihad commander, killed in a strike on his home in Bayt Hanun along with 5 civilians. Palestinians fire 82 rockets and mortar shells into Israel, with 48 rockets striking Israel and 21 intercepted by Iron Dome batteries. Abbas and Hamas leader Mishal end 2 days of talks in Qatar on forming by Fatah-Hamas consensus a transitional government of independent technocrats with a limited mandate to take the Palestinians to new presidential and parliamentary elections and to lead reconstruction of Gaza, as agreed under the 5/2011 national unity deal. To overcome international concerns about Hamas’s participation and differences between Fatah and Hamas regarding who should serve as PM (Hamas strongly opposed current PA PM Salam al-Fayyad), the sides agree that Abbas would lead the transitional government, serving as both pres. and PM. They stress that the new government “will be a technical one more than a political one” and that diplomacy will rest with the PLO.
