In the West Bank, Israeli settlers attack a Palestinian vehicle traveling near Nahalin, causing damage. Israeli settlers also set fire to an agricultural structure in Ya’bad. Israeli forces shoot and kill a Palestinian child, claiming he tried to stab soldiers at a checkpoint near al-Eizariya. Israeli forces also demolish a Palestinian home in al-Burj, displacing 7 people. Elsewhere, Israeli forces erect a surveillance tower and place caravans near Beit Umar. Israeli forces also arrest 28 Palestinians during late-night raids in and around Silwad, Ramallah, Tulkarm, Hebron, Jenin, Tubas, and Nablus. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Dayr al-Balah, Khan Yunis, Gaza City, and Nuseirat refugee camp, killing at least 113 people. Israeli naval forces bomb an UNRWA aid truck. Israeli forces abduct al-Amal Hospital general manager Haider al-Qaddura and administrative director Maher Atallah as 8,000 people are evacuated from the hospital in Khan Yunis, which has been under an Israeli siege for 2 weeks. More than 27,478 Palestinians have been killed by Israeli forces in Gaza, including at least 11,500 children and 7,200 women, and around 66,835 have been injured since 10/7. At least 8,000 people are missing in rubble, including 1,700 children. 375 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 95 children. More than 4,415 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 223 Israeli soldiers have been killed and 1,300 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. UNOCHA says Palestinians sheltering in and around Khan Yunis and Rafah need 50,000 cold weather tents, 200,000 bedding sets, 200,000 sealing kits, and 200,000 winter clothing kits. 218 trucks carrying aid enter Gaza via the Rafah and Karem Abu Salem (Kerem Shalom) crossings. PA prime minister Mohammed Shtayyeh says Israel has not transferred the PA tax funds to Norway and that the PA has not received any of the money. President Mahmoud Abbas meets with French foreign minister Stephane Sejourne in Ramallah, calling on France to recognize the state of Palestine. Israeli opposition leader Yair Lapid says he told Prime Minister Benjamin Netanyahu that he would enter the emergency government to provide a safety net in favor of a ceasefire deal to get the remaining captives released. A no confidence motion against the government at the Knesset gets 21 votes in favor, failing to obtain the 61 votes required. (HA 2/5)

UN secretary-general Antonio Guterres appoints an independent review group led by former French foreign minister Catherine Colanna to assess UNRWA’s neutrality and Israeli allegations against the agency. UK’s Channel 4 reports, after seeing the 6-page dossier Israel used to accuse 12 UNRWA staffers of taking part in Operation Al-Aqsa Flood, that Israel “provides no evidence” to back its claim. Instead, the dossier states that “from intelligence information, documents, and identity cards seized during the course of the fighting, it is now possible to flag around 190 Hamas and PIJ terrorist operatives who serve as UNRWA employees. More than 10 UNRWA staffers took part in the seventh of October.” The New York Times reports that UNRWA will lose $65 million by the end of February due to funding suspensions by Germany, Japan, and Sweden. U.S. secretary of state Antony Blinken meets with Saudi crown prince Mohammed bin Salman in Riyadh, discussing humanitarian aid to Gaza and regional diplomacy. After the meeting, Blinken says that Saudi Arabia has a strong interest in pursuing normalization with Israel but that it requires “an end to the conflict in Gaza, and a clear, credible, time-bound path to the establishment of a Palestinian state.” Blinken also announces that the U.S. will cancel visas for employees of companies that provide spyware that is used against political activists, human rights defenders, and journalists. In the West Bank, Israeli settlers set fire to olive trees in Burin. Israeli forces shot and injured 4 Palestinians with live ammunition and injured 9 others with shrapnel during a raid in Nur Shams refugee camp, Israeli bulldozers also razed streets and damaged electricity and sewage networks during the raid. Israeli forces also shot and injured 2 Palestinians, including a medic, during a raid in ‘Askar refugee camp. Elsewhere, Israeli forces demolished a house in Khirbet Humsa and a mobile home in Battir. 14 Palestinians were arrested during late-night raids in Beita, Nablus, Bethlehem, al-Mughayyir, Beit Kahil, Beit Umar, Nur Shams refugee camp, Qatanna, and Shu’fat. The Israeli Be’er Sheva Magistrate Court ruled that 500 Palestinians living in Ras Jrabah must demolish and leave their homes by March 2024 to make way for expansion of Dimona. The Palestinians will also have to pay $31,700 in legal fees. The residents of Ras Jrabah had requested that they remain in the area they have lived in since before the Nakba by being absorbed into Dimona, a request the court denied. The Knesset passed the third and final reading of the bill that overturns the reasonableness standard, which has allowed the Israeli High Court of Justice to void government decisions that it deems unreasonable. The bill is a component of the Israeli government’s judicial overhaul plans. Israeli police used water cannons to disperse Israeli protesters outside of the Knesset and 1 Israeli man rammed 3 protesters with his car in Kfar Sava. More than 11,000 Israeli reserve soldiers said on 7/21 and 7/22 that they would not report for voluntary reserve duty if the law passed. The Knesset passed the so-called Ben-Gvir law, granting incoming National Security Minister Itamar Ben-Gvir of the Otzma Yehudit party more authority over the Israeli police when he is sworn in. The law broadens the national security minister’s authority over police policy and police investigations. The coalition agreement between Benjamin Netanyahu and Ben-Gvir will see the Border Police become an independent entity under Ben-Gvir’s authority. The incoming government coalition also published a text laying out some policies, including that “[t]he Jewish people have an exclusive and inalienable right to all parts of the Land of Israel. Israel’s police commissioner Kobi Shabtai instructed the Israeli police to halt Palestinian home evictions and demolitions in East Jerusalem and the Naqab during the month of Ramadan. (HA 3/9)

The Israeli civil administration said, after having to respond to a freedom of information petition from HaMoked, that during 2021 it had banned 10,594 Palestinians from the West Bank from traveling abroad. According to a source in the civil administration, travel bans can be applied to Palestinians by Israel automatically, for example, in cases where the person is a relative of someone deemed by Israel to be involved with terrorism. The Jewish Agency said that “[i]f all goes well, we will bring tens of thousands [of Ukrainians] to Israel in the coming year,” referring to the refugee crisis in Ukraine as Russia has declared war on the country. (HA 3/9)

Israeli settlers also stole around 200 olive trees and saplings in Kafr ad-Dik and vandalized an agricultural structure. Israeli settlers also hid metal rods in a road in Kafr Malik puncturing the wheels of a tractor. Israeli forces shot and injured 1 Palestinian minor with live ammunition near Ramallah. Israeli forces also violently dispersed protesters in Kafr Qaddum, Hebron, Bayt Dajan, and Dayr Jarir, leading to tear-gas related injuries; 1 Palestinian minor was taken to a hospital after being hit with a rubber-coated bullet during the protest in Kafr Qaddum. 2 Palestinians were arrested while riding a motorcycle in Ya‘bad. The U.S. released a declassified report that concluded that Saudi crown prince Mohammed bin Salman is responsible for the murder of U.S. resident and journalist Jamal Khashoggi on 10/2/2018. Despite publishing that the administration had reaching that conclusion the Biden administration said it would not move to punish Mohammed bin Salman. President Joe Biden said during his presidential campaign that he would hold Saudi Arabia accountable for its actions after the Saudi royal family had been shielded by the Trump administration. Yesh Atid leader Yair Lapid said in an interview that he is ready to form a government supported by Palestinian-Israeli members of Knesset and that he wanted to do so after the last Israeli election but his then coalition partner, and now deputy prime minister and defense minister, Benny Gantz, refused. PA president Mahmoud Abbas extended the COVID-19-related state of emergency for another 30 days as cases continued to rise in the West Bank. (WAFA 12/2)

The PA said it would pay its civil servants their full salaries for November plus an additional 50 percent as the PA starts repaying its civil servants who have only received 50 percent of their salaries for months. The Israeli Knesset voted, in a preliminary vote, to dissolve itself, paving the way for a 4th Israeli election in 2 years. Among the votes to dissolve the Knesset was Kahol Lavan party leader Benny Gantz, who is currently serving as deputy prime minister and minister of defense. The bill was proposed by Yesh Atid and supported by Meretz and Labour, and eventually supported by Gantz’s party, which is part of the government it seeks to dissolve. 3 of the 4 parties that constitute the Joint Arab List also voted for the bill. The foreign ministry of the Czech Republic released a statement saying the country will open a branch of its embassy in Jerusalem, which will be manned by a diplomat. The country’s main embassy will remain in Tel Aviv. The president of the Czech Republic is a proponent of moving the country’s embassy to Jerusalem. In the West Bank, Israeli forces summoned an 8-year-old girl for interrogation for allegedly harassing Israeli settlers in Hebron. By the Gaza fence, 1 Palestinian was killed after he crossed into Israel and opened fire on 3 Israeli soldiers, injuring all 3. Israeli forces subsequently shelled a Hamas outpost east of Khan Yunis. Israel’s transportation minister and member of Knesset Bezalel Smotrich wrote on Facebook that the approval for 715 housing units in Area C for Palestinians yesterday (7/30) was made “to prevent the establishment of an Arab terror state in the heart of Israel, to protect all of our Land of Israel and develop settlement and sovereignty in all its spaces.” The spokesperson for PA president Mahmoud Abbas, Nabil Abu Rudayna, said of the approval for the Palestinian housing units, “[t]he Palestinian people have the right to build on all of their land occupied in 1967 without the need for a permission from anyone. The heads of the parties in Israel’s ruling coalition announce their decision to dissolve the current Knesset and hold early elections on 4/9/19. Israeli prime minister Benjamin Netanyahu says that the decision was unanimous and that he intends to bring new parties into the current coalition after the elections. Netanyahu reportedly made his decision to push for early elections on 12/22 after consulting with his lawyers and top aides about a variety of issues, including several stalled legislative initiatives and the percolating corruption case against him. Netanyahu also says that the IDF has asserted control over the northern border and that this is the “perfect” time for early elections. Later, the ruling coalition agrees with the opposition to suspend work on all legislation that they don’t agree on until the Knesset is dissolved. Israel’s Knesset passes a new law allowing the interior minister to revoke the residency rights of anyone in Jerusalem exhibiting a “breach of loyalty” to Israel, and to allow the Israeli government to deport any person whose residency status is revoked. Meanwhile, the Knesset also passes a law giving police commanders the authority to set conditions for returning the corpses of Palestinian citizens of Israel and residents of Jerusalem killed in confrontations with Israeli civilians, with the purpose of avoiding clashes or further attacks during funeral processions. A senior PLO official says that the PLO Executive Committee has decided to convene the PLO’s legislative body, the Palestinian National Council (PNC), on 4/30 to “discuss challenges to the Palestinian cause, especially after the U.S. decision against Jerusalem.” (JP, REU, WAFA 3/7)

After the Israeli police install new security cameras, turnstiles and metal detectors at 3 entrances to Haram al-Sharif (which was closed after the deadly attack on 7/14), the Islamic Waqf calls for a Muslim boycott of the sanctuary as long as the new security measures are in place. Muslim worshippers then refuse to enter the sanctuary throughout the day and pray outside; 10 protesters are injured and 3 are arrested during scuffles with Israeli forces late at night. Meanwhile, senior Palestinian officials convene in Ramallah and reaffirm that the status quo at Haram al-Sharif should not change after the deadly attack nr. the sanctuary on 7/14. Israel’s Ministerial Comm. for Legislation approves a bill, dubbed the “United Jerusalem Law,” that would require a supermajority of the Knesset, 80 MKs, to agree to any concession of land within Jerusalem’s current city limits. It would also stipulate that a simple majority, 61 MKs, could approve a shift in Jerusalem’s borders, which would allow land outside the city to be ceded in the context of a peace agreement with the Palestinians. The Israeli press reports that the Israeli PM’s office approved a plan to increase the municipal boundaries of Qalqilya, which would allow the construction of approximately 14,000 new Palestinian homes in Area C of the West Bank. (It will be reported that only approximately 5,000 new homes could be built in the space allotted.) PM Netanyahu’s office later confirms that the plan was presented in 2016 and approved by the cabinet. The Samaria Regional Council pledges to file a formal petition against the plan. Israel’s Knesset advances a bill that would deduct from the monthly transfers of tax revenues to the PA a sum equal to the amount that the PA pays to Palestinians convicted of serious crimes against Israelis and their families. Israel’s security cabinet approves a 40% reduction in the transfer of electricity to Gaza, acquiescing to the PA’s 4/27 request (see JPS 46 [4]). The security cabinet also discusses a proposal to build an artificial island off Gaza’s coast to host a port to facilitate economic growth and alleviate the region’s humanitarian crisis. The Israeli Knesset’s Ministerial Comm. for Legislation approves a bill to deduct from Israel’s monthly transfers of tax revenues to the PA a sum equal to the amount the PA pays to Palestinians convicted of serious crimes against Israelis and their families. The bill is modeled after similar legislation introduced in the U.S. Congress in 2/2017 (see H.R. 1164 of 2/16/2017 and S. 474 of 2/28/2017 at congressionalmonitor.org, as well as H.R. 1164 of 2/16/2017). The IPS releases footage, taken on 4/27 and 5/5, purportedly showing Marwan Barghouti eating cookies and candy in his prison cell. Barghouti, the Fatah leader who organized the Dignity Strike, is currently being held at Kishon Prison. Some IPS sources say that they provided him with the food to see if they could get him to break his strike. Barghouti’s lawyer and various Palestinian leaders dismiss the videos as forgeries. Israel’s Ministerial Comm. for Legislation approves a new version of the so-called nation-state bill, which would cancel Arabic’s status as an “official language” of Israel and codify Israel’s status as the “national home of the Jewish people”. Disagreements over previous drafts of this bill led to the dissolution of the Knesset and national elections in 3/2015 (see JPS 44 [3, 4]). Unlike earlier drafts, the version approved today does not subordinate Israel’s democracy to its Jewish character. (HA, JP, TOI 5/7)

The Israeli Knesset passes, 60–52, the so-called regulations bill into law, retroactively authorizing settlements built “in good faith or at the state’s instruction” on privately owned Palestinian land. France, Jordan, Turkey, the EU, the UN, the Palestinians, and the UK all denounce the new law, but the U.S. does not offer a direct comment. The IDF delivers a notice to the illegal Amona settlement outpost overnight, ordering residents to evacuate within 48 hours (midnight on 2/1 is the deadline). Israel’s High Court of Justice previously ordered the outpost demolished by 2/8. During the day, hundreds of settler youths flock to Amona to demonstrate in solidarity with its residents. Many of Amona’s residents are planning to resist the IDF’s order because the govt. has failed to implement its side of their 12/22 deal trading a pledge to peacefully evacuate for sanctioned relocation to a nearby plot of land.
