Israeli forces shoot and kill a Palestinian youth in the Old City of Jerusalem after she allegedly attempts to stab an Israeli police officer at Damascus Gate, causing no injuries. Palestinian witnesses say that she did not pose a threat to the police, and that she was “executed in cold blood.” Elsewhere in East Jerusalem, the Israeli police open a new station in Shu‘fat r.c. It’s the first of 5 new stations planned across East Jerusalem as part of the NIS 1 b. plan to increase security announced in 8/2016 (see JPS 46 [1]). Meanwhile, Israeli forces arrest 6 Palestinians during late-night raids in Silwan and the Old City. Along Gaza’s border, Israeli forces conduct limited incursions to level land nr Dayr al-Balah and Khan Yunis. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. In the West Bank, Israeli settlers assault Palestinian farmers protesting the expansion of a settler bypass road nr. Ramallah; there are no serious injuries. IDF troops confiscate surveillance tapes, arrest 8 Palestinians, and issue 2 arrest summons during late-night raids in and around Bethlehem, Qalqilya, and Hebron; and patrol nr. The Egyptian authorities open the Rafah border crossing for the 2d of 3 planned days. They also announce that the crossing will be open an additional day on 5/9. (WAFA 5/7)

The IPS releases footage, taken on 4/27 and 5/5, purportedly showing Marwan Barghouti eating cookies and candy in his prison cell. Barghouti, the Fatah leader who organized the Dignity Strike, is currently being held at Kishon Prison. Some IPS sources say that they provided him with the food to see if they could get him to break his strike. Barghouti’s lawyer and various Palestinian leaders dismiss the videos as forgeries. Israel’s Ministerial Comm. for Legislation approves a new version of the so-called nation-state bill, which would cancel Arabic’s status as an “official language” of Israel and codify Israel’s status as the “national home of the Jewish people”. Disagreements over previous drafts of this bill led to the dissolution of the Knesset and national elections in 3/2015 (see JPS 44 [3, 4]). Unlike earlier drafts, the version approved today does not subordinate Israel’s democracy to its Jewish character. (HA, JP, TOI 5/7)

Unidentified fighters launch a rocket from Gaza into Israel, which lands in an open area nr. Ashqelon, causing no damage or injuries. The IDF then launches 3 rounds of air strikes on open areas and Hamas posts nr. Bayt Lahiya, Gaza City, and Khan Yunis, injuring 3 Palestinians and causing extensive damage (1 chicken farm is completely destroyed in Gaza City, killing 1,000 chickens). IDF troops stationed along the border fence also open fire on Hamas posts nr. Bayt Hanun, causing bird hunters and farmers to flee the area. Earlier, Israeli forces conduct a limited incursion to level land along the border fence in s. Gaza. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, causing no damage or injuries. In the West Bank, Israeli forces deliver stop-work orders to a Palestinian road under construction nr. Tubas. They also confiscate 3 drills. IDF troops arrest 11 Palestinians during late-night raids nr. Hebron, Jenin, Tulkarm, and Ramallah, and patrol during the day nr. Salfit, Qalqilya, and Ramallah. They also detain a Palestinian TV crew covering settlement growth nr. Nablus. Meanwhile, Palestinians living nr. The Israeli Knesset passes, 60–52, the so-called regulations bill into law, retroactively authorizing settlements built “in good faith or at the state’s instruction” on privately owned Palestinian land. France, Jordan, Turkey, the EU, the UN, the Palestinians, and the UK all denounce the new law, but the U.S. does not offer a direct comment. Instead, a White House spokesperson says that the Trump admin. needs to “have a chance to fully consult with all parties on the way forward.” (AJ, EI, JP, NYT, TOI 2/6; HA, JP, TOI 2/7)

Along Gaza’s border, IDF troops open fire on Palestinian farmers working nr. Khan Yunis. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya. There are no injuries in either incident. In the West Bank, Israeli forces deliver stop-work orders to a Palestinian home and a water pipeline under construction in Kardala village nr. Tulkarm. They also weld shut a car wash nr. Bethlehem. IDF troops arrest 6 Palestinians and issue 2 arrest summons during late-night raids nr. The PA cabinet announces that municipal elections will be held in the West Bank and Gaza on 5/13 (they were originally set for 10/8/16; see JPS 46 [2]). A Hamas spokesperson criticizes the announcement, saying that “elections should take place after disagreements are ended, reconciliation is achieved, and Palestinian institutions in Gaza and the West Bank are united.” (AP, JP, MNA, TOI 1/31)

The IDF delivers a notice to the illegal Amona settlement outpost overnight, ordering residents to evacuate within 48 hours (midnight on 2/1 is the deadline). Israel’s High Court of Justice previously ordered the outpost demolished by 2/8. During the day, hundreds of settler youths flock to Amona to demonstrate in solidarity with its residents. Many of Amona’s residents are planning to resist the IDF’s order because the govt. has failed to implement its side of their 12/22 deal trading a pledge to peacefully evacuate for sanctioned relocation to a nearby plot of land. Israeli PM Netanyahu and DM Lieberman approve the construction of 3,000 residences in Israel’s West Bank settlements. Hours earlier, a joint Knesset comm. approves the so-called regulations bill, clearing it for a 2d and 3d reading in the full plenum on 2/6. (HA, JP, MNA, TOI 1/31; MNA, NYT, TOI, WAFA 2/1)

Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya, injuring 2 fishermen (1 seriously). Meanwhile, Israeli aircraft spray herbicides on Palestinian agricultural fields along the border fence nr. Khan Yunis. In the West Bank, IDF troops raid 2 shops in Husan village nr. Bethlehem, confiscating construction materials and tools. They arrest 7 Palestinians during further raids nr. Ramallah, Hebron, and in Tulkarm, and patrol nr. Qalqilya and Hebron. Israeli forces demolish an agricultural road, 3 animal shelters, and 3 residential facilities nr. Jericho. Israeli forces demolish 9 Palestinian structures nr. Jericho. An IDF soldier is injured when a pipe bomb explodes nr. him on a road nr. Ramallah. It’s unclear who is responsible for the attack. In East Jerusalem, Israeli forces arrest 5 Palestinians during late-night raids in Issawiyya. In Israel, Palestinian citizens of Israel travel in a convoy of around 200 vehicles from Qalanswa and Umm al-Hiran to the Knesset building in Jerusalem in protest against the recent home demolitions targeting their communities on 1/10 and 1/18. As its closure of Hebron and its surrounding district continues, the IDF conducts raids in and around the city, arresting 6 Palestinians, destroying some property, and sparking clashes in both Dura and Sa‘ir (2 Palestinians are injured). IDF troops arrest 11 Palestinians during further raids and house searches in Qalqilya, and nr. Bethlehem and Jenin; and patrol during the day nr. Jenin, Ramallah, and Qalqilya. Israeli forces also raze a swath of Palestinian land nr. Ramallah. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Khan Yunis and open fire on Palestinian farmers nr. Bayt Hanun late at night, causing 1 minor injury. Israel’s Knesset passes the so-called NGO bill into law, 57–48, following a 6-hour debate in which opponents of the bill cited numerous international reports criticizing the bill’s chilling effect on freedoms of speech. Inter alia, the law requires NGOs receiving more than 50% of their budget from public foreign entities to reveal the sources of their funding in all communications with public officials, on TV, newspapers, billboards, and online. For the first time in a week, a Palestinian youth allegedly stabs and injures an IDF soldier in Tel Aviv. He is arrested after the incident. Elsewhere, IDF troops arrest 8 Palestinians during raids and house searches nr. Hebron, Bethlehem, Tulkarm, and in East Jerusalem; they also patrol nr. Hebron and Salfit throughout the day. The Israeli cabinet unanimously approves Yisrael Beytenu chair Lieberman as DM; the Knesset approves his appointment in a 55–43 vote, and he is then sworn in. In a press conference following the vote, PM Netanyahu welcomes Egyptian pres. al-Sisi’s 5/17 speech calling for a return to Palestinian-Israeli peace talks predicated on the Arab Peace Initiative, stating that the initiative has some “positive elements.” His embrace of the Arab Peace Initiative is widely viewed as a ploy to deflect allegations that he has formed the most rightwing govt. in Israeli history and has no intention of making peace with the Palestinians. Sarayat al-Shaykh Umar Hadid fires a rocket from Gaza into s. Israel nr. Ashqelon, causing no damage. The IAF responds by firing at the rocket’s launch site nr. Bayt Hanun in n. Gaza, causing no damage or injuries. Earlier, IDF troops on the border e. of Khan Yunis open fire on agricultural lands nr. the border fence, causing no serious damage. Egyptian authorities open the Rafah border crossing for passage in both directions, and the entry of construction materials (they will keep it open through 6/25). In the West Bank, IDF troops patrol in 2 villages nr. Jericho and 1 nr. Hebron. In East Jerusalem, Israeli forces arrest 7 Palestinian youths in Bayt Hanina after assaulting several. Despite the 6/16 announcement of its dissolution within 24 hours, the PA consensus govt. will continue working while the PLO Exec. Israel’s Knesset House Comm. votes, 10–2, to strip MK Ghattas (Joint List) of his parliamentary immunity from prosecution in response to his 6/21 announcement of participation in the Freedom Flotilla III. The comm.’s decision is transferred to the Ethics Comm. for approval, and Joint List MKs vow to appeal the decision to the High Court of Justice. Israel’s High Court of Justice orders the state to demolish 2 residential buildings under construction in the Beit El settlement in the West Bank by 7/30. The court also orders the demolition of 17 residences in the Derech Ha’avot settlement outpost. (JP, TOI 6/23; JP 6/24)

Iran’s parliament passes the bill amended on 6/21 that would establish criteria for any final agreement made in the negotiations with the P5+1 and increase oversight of the implementation of such an agreement. Of the 244 lawmakers present, 214 support the bill. (AFP, TOI 6/23; AP, FNA 6/24)

In the Gaza Strip, IDF troops e. of Khan Yunis shoot live ammunition and smoke bombs at Palestinians protesting the Israeli occupation and blockade nr. the border fence, causing no injuries. Late at night, IDF troops e. of al-Bureij arrest 3 Palestinians approaching the border fence to attempt to cross into Israel. In 3 separate incidents off the coast, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in c. Hebron and nr. Bethlehem; patrols nr. Hebron and Qalqilya. IDF troops arrest a Palestinian in c. Hebron on the suspicion that he was going to enter al-Ibrahimi Mosque with a knife. In 2 separate incidents nearby, Israeli settlers hit a Palestinian and an Israeli photographer for the human rights organization B’Tselem with their cars, injuring both. Israeli forces deliver stop-work orders to Palestinians constructing 2 homes in Bayt Umar nr. Hebron and confiscate a tractor being used for the project; demolish 2 farmhouses, a well, 800 dunams of crops, and 500 m of stone walls in a village s. of Nablus. In East Jerusalem, Israeli forces arrest a Palestinian man at Haram al-Sharif and another on a raid in the Old City. PM Hamdallah says that the PA will be paying its employees a portion of their salaries “soon,” but that the Israeli govt. may be freezing transfers of tax revenues for the 2d mo. in a row. (MNA, WAFA 2/1; JP 2/2)

MK Masud Ghnaim (United Arab List) says that the newly united list of non-Zionist parties will not join a coalition formed by PM Netanyahu or his chief rivals, MKs Herzog and Livni, but that it would support a center-left bloc, confirming the stance presented by MK Ahmad Tibi on 1/17. (TOI 2/1)

The IDF launches dozens of air strikes across the Gaza Strip, killing 28 Palestinians and wounding approximately 550. There are fatal strikes in Gaza City, Rafah, Dayr al-Balah, Jabaliya, Khan Yunis, and Bayt Lahiya, among others. Palestinians fire dozens of projectiles into Israel, with 1 rocket hitting a house in Ashdod, causing damage. Other targeted towns include Beersheba, Ashqelon, and Sdot Negev in the s., and Rehovot, Yavne, Lod, Ramle, and Gadera in the c. Iron Dome batteries intercept 2 rockets fired at the Jerusalem area and 2 others fall in open areas. A mortar shell injures 2 Israeli soldiers close to the border. Israeli PM Netanyahu says that attacks will continue to “expand and continue until the fire on our communities is over and the quiet returns.” The PM also tells mbrs. of the Knesset Foreign Affairs and Defense Comms. that a cease-fire with Hamas is not on the agenda. Islamic Jihad spokesperson Abu Ahmad says the “factions in Gaza are not going to surrender.” At an emergency meeting of the UNSC in New York, UN Secy.-Gen. Ban says that “it is now more urgent than ever to try to find common ground for a return to calm and a cease-fire understanding,” and that he has been in contact with Israel, the PA, Saudi Arabia, Qatar, Egypt, the Arab League, the U.S., and the EU. Palestinian UN amb. Riyad Mansour tells the meeting that the international community is obliged to ensure protection of Palestinian civilians, and accuses Israel of violating its responsibility as an occupying power. Israeli UN amb. Ron Prosor says Hamas is “committing a double war crime: targeting Israeli civilians while hiding behind Palestinian civilians.” Pres. Obama telephones PM Netanyahu and tells him that the U.S. is willing to help negotiate a cease-fire. State Dept. spokesperson Psaki says that Kerry has been “reaching out to countries in the region” including Qatar and Egypt, which “can play a role in bringing an end to the rocket fire from Hamas.” (AFP, AP, HA, JP, MNA, REU 7/10)

In the Gaza Strip, Israeli forces kill 3 Palestinians from the Saraya al-Quds Brigades (the armed wing of Islamic Jihad) in an air strike nr. Khan Yunis, shortly after they had fired a mortar shell toward IDF troops. Later in the day, Palestinians fire 1 rocket into s. Israel, causing no damage or injuries. IDF troops conduct 2 separate limited incursions nr. Khan Yunis and nr. Rafah alongside the border fence to level land. Israeli naval vessels open fire on Palestinian fishermen working off the coast nr. Gaza City, and arrest 2, before releasing them later. In the West Bank, IDF troops wound an unspecified number of Palestinian youth during clashes nr. al-Azza r.c. in Bethlehem, at a rally organized to protest Israel’s recent killing of Palestinians. Separately, IDF troops wound 2 Palestinians with rubber-coated metal bullets in clashes in Jalazun r.c. nr. Ramallah, after locals throw stones at soldiers conducting a raid. The IDF conducts house searches and arrest raids in Nablus and 2 villages and ‘Ayn Bayt al-Ma’ r.c. nearby, and 1 village each nr. Hebron and Salfit at night; patrols in 1 village each nr. The Knesset passes a new law that raises the threshold for entering the parliament from 2% to 3.25% of the vote in a general election. (The bill was previously approved by the cmte. on 3/3.) The bill passes with 67 yeas, though the vote is boycotted by all the opposition parties, including Labor, Shas, and United Arab List Ta’al. (HA 3/11)

Israeli PM Netanyahu tells his Likud-Yisrael Beitenu faction at the Knesset that the govt. is not on the way to a final-status agreement with the Palestinians, ahead of U.S. Secy. of State Kerry’s on 12/11, his 9th trip to the region since taking office. Netanyahu also reportedly rejects the U.S. Gen. John Allen’s security plan, saying it was important to maintain Israeli forces on the border shared with Jordan. Meanwhile, PLO Secy.-Gen. Yasir ‘Abid Rabbuh also rejects the U.S. security proposals, which he says will lead to a “total failure” of Kerry’s efforts. Separately, PA Minister of Prisoners Issa Qarage says that any delays to the scheduled release of a 3rd group of Palestinian prisoners on 12/29 will be considered a serious blow to the peace process. Israel, Jordan, and the PA sign a watersharing agreement that includes the proposed construction of a desalination plant in Jordan on the Gulf of Aqaba, and a pilot study for a pipeline linking the Red Sea-Dead Sea. Israel also intends to sell more water from the Sea of Galilee to Jordan and to sell water to the PA at reduced rates. The agreement is signed at the World Bank in Washington. Ahmet Uzumcu, head of the Organisation for the Prohibition of Chemical Weapons (OPCW), says that the removal of chemical weapons from Syria, scheduled in 2 stages for 12/31 and 2/5/14, may be delayed slightly due to the difficulties of operating during the ongoing violent conflict. (REU 12/9)

Mohamed Badie, leader of the Muslim Brotherhood in Egypt, appears in a Cairo court for the 1st time since being detained on 8/20. Meanwhile, Egyptian armed forces shoot and kill an Islamist militant nr. Shaykh Zuweidi in the Sinai Peninsula, describing him as a leader of Ansar Bayt al-Maqdis. (AP, JP, REU 12/9)

In the Gaza Strip, IDF troops open fire on and wound Palestinians in 2 separate incidents; 1 nr. Khan Yunis, a civilian close to the border fence, and 2 nr. al-Musaddar, hitting a farmer. IDF troops also conduct a limited incursion in the c. Gaza Strip to level land close to the border fence. In Israel, a Palestinian from Jenin stabs to death an Israeli soldier on a bus in Afula, later telling investigators that he was motivated to avenge the imprisonment of his relatives. In the West Bank, the IDF shoots and injures a Palestinian with live ammunition during clashes nr. Rachel’s Tomb in Bethlehem. The IDF conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon (that of the killer of an IDF solider on the bus), and in Hebron and 2 nearby villages, and 2 villages nr. Jenin at night; patrols in 1 village nr. Hebron in the morning, Hebron and 1 nearby village in the afternoon. Jewish settlers set fire to a Palestinian home nr. The Palestinian negotiating team resign in protest at Israeli settlement construction, Pres. Abbas announces. Negotiator Mohammed Shtayyeh says that the move had not yet been accepted by Abbas. An unnamed Palestinian official says that there are no immediate plans for new peace talks, in light of the development. In response, U.S. State Dept. spokesperson Jen Psaki notes that Abbas remains committed to a 9-month time frame peace process. Meanwhile, the Knesset Finance Cmte. authorizes NIS 36 million by way of compensation to settler councils for the 2009 construction freeze. (AFP, HA, MNA, REU 11/13)

U.S. Secy. of State Kerry and VP Joe Biden brief the Senate Banking Cmte. and ask them to hold back on new sanctions targeting Tehran to allow talks with Iran to proceed in a productive atmosphere. (AP 11/13)

Israeli PM Netanyahu accuses the Palestinians of setting preconditions for talks, speaking in a Knesset Foreign Affairs and Defense Cmte. meeting on the same day that it is reported by Israeli media that U.S. Secy. of State John Kerry will postpone a planned visit to Israel and the West Bank, with Kerry now likely to arrive within a week to 10 days. Meanwhile, Israeli army radio reports that no new construction projects have been started in East Jerusalem since the start of 2013, suggesting that there could be a policy of a “silent freeze.” Former FM Avigdor Lieberman responds to the reports by describing the de facto freeze as a “temporary hiatus” designed to allow Kerry’s peace efforts to succeed. A Cairo court adjourns to 7/6 the retrial of ousted pres. Husni Mubarak on charges of corruption and responsibility for the deaths of protesters, and at the same time, release his 2 sons Alaa and Gamal. They remain in detention, however, over other corruption-related cases. (AP 6/10)

Israeli PM Benjamin Netanyahu meets with Yesh Atid leader Yair Lapid to have the 1st discussions about forming a coalition. Lapid reportedly sets 2 conditions for joining a governing coalition: (1) a universal draft bill (see Quarterly Update in JPS 165) and (2) the resumption of peace talks with the Palestinians. Meanwhile, Yisrael Beiteinu leader Avigdor Lieberman says that domestic issues will be the priority of the next government. (HA, YA, JP 1/24)

Secy.-gen. of the PLO Executive Comm. Yasir ‘Abid Rabbuh says that Pres. Abbas wants to meet and talk with centrist mbrs. of the new Knesset in coming weeks, including newcomers such as Yair Lapid. (YA 1/24)

Nominated U.S. secy. of state John Kerry tells his Senate confirmation hearing that he intends to invest effort in the Israeli-Palestinian peace process and hopes that the Israeli election can help restart talks. (JP 1/24)

Israeli security agency Shin Bet announces that for the 1st year since 1973, there were no Israeli casualties from a Palestinian attack in the West Bank. The report covering 2012 says that there was an uptick in so-called popular terror in the West Bank, referring to stone-throwing and Molotov cocktails. The report notes that 10 Israelis were killed in security-related incidents during 2012, and that more than 2,500 rockets and mortar shells were fired from the Gaza Strip into Israel. However, Shin Bet reports that since Operation Pillar of Defense in November 2012, no rockets have been fired. The report also records that 8 rockets were fired at Israel from Egypt’s Sinai Peninsula, and that there were 11 attempts to fire anti-aircraft weaponry at IDF planes, up from just 1 effort in 2011. Palestinian pres. Mahmud Abbas heads to New York ahead of the expected 11/29 UNGA vote on a resolution to upgrade the status of Palestine to a non-member observer state. PA officials express optimism about the anticipated level of European support, and also say they do not take seriously threats from Israel that the PA will be punished for pursuing the initiative. The Palestinians circulate a revised draft resolution. Behind the scenes, Israeli and U.S. officials press the Palestinians to tone down the wording of the text (see Quarterly Update in JPS 167 for details). Israeli diplomatic officials now say that Israel’s response to the bid will depend on what Abbas does with the upgraded status. U.S. officials spend the day trying to broker a compromise with Israel that will guarantee that direct talks will continue. Despite U.S. appeals, Netanyahu allows the freeze to expire at midnight local time (6:00 p.m. EDT). Abbas agrees not to follow through on threats to halt direct talks immediately to give U.S. diplomacy more time to work, but says he plans to consult with Fatah and PLO leaders, as well as the Arab League regarding how to move forward. (At his request, an Arab League session is set for 10/4, essentially leaving a week to resolve the freeze issue; the date is later changed to 10/6.) Even before the freeze ends, Israel’s Dep. PM Silvan Shalom lays the cornerstone for construction of a new yeshiva at a ceremony in Beit Romano settlement in Hebron attended by settlement leaders and right-wing Knesset members. Likud party mbrs. and 1,000s of settlers bussed in from around the West Bank attend a rally in neighboring Revava settlement to count down the end of the moratorium. The Knesset votes (59–12) to grant citizenship to Palestinians married to Israelis only if the Palestinian men are over age 35 and the Palestinian women are over age 25. The decision replaces an emergency measure (in place since 3/03, set to expire on 7/31) banning all Palestinians fr. becoming Israeli citizens under family reunification, but writes into law limitations previously considered temporary.
