In the Gaza Strip, IDF troops on the e. border fence twice open fire on Palestinian agricultural lands, causing no injuries. Late at night, Israeli naval forces open fire on Palestinian fishing boats off the coast nr. alSudaniyya, causing no damage or injuries. In the West Bank, PA security forces enter the H2 area of c. Hebron and arrest 2 Palestinians. IDF troops deliver demolition orders to several homes, tents, and other residential structures in 2 bedouin communities s. of Hebron. The IDF conducts house searches in Jalazun r.c., as well as nr. Hebron and Bethlehem; patrols nr. Salfit, Hebron, Tulkarm, Jenin, and in al-‘Arub r.c. An IDF raid in ‘Askar r.c. nr. Nablus sparks clashes with stone-throwing residents; 1 Palestinian is injured. In East Jerusalem, Israeli security forces enter Shu‘fat r.c. and clashes break out with residents, causing no injuries; conduct house searches in Ras al-Amud and Jabal Mukabir. Israeli PM Netanyahu fires Fin. Min. Lapid and Justice Minister Livni from his cabinet. Netanyahu criticizes the 2 ministers for disloyalty, citing their opposition to his “nation-state” bill, and tells the press that he will soon call for the 19th Knesset to be dissolved. Meanwhile, reps. of the 4 nonZionist parties in the Knesset, Balad, Hadash, Ra’am, and Ta’al, meet to discuss running as a joint list in the upcoming elections. The UNGA passes a res. introduced by Egypt, which calls on Israel to give up its nuclear weapons and put its nuclear facilities under international oversight. (YA 12/2; EI 12/4)

The French parliament passes a symbolic res. that facilitates recognition of Palestinian statehood. The res. “invites the French govt. to use the recognition of the State of Palestine as an instrument to gain a definitive res. of the conflict,” and sets a 2-year deadline for the creation of an independent Palestinian state. In the Gaza Strip, Palestinians continue emergency relief efforts, with many more bodies found in the rubble and many people succumbing to their injuries. In East Jerusalem, right-wing Jewish activists, accompanied by MK Moshe Feiglin, tour Haram al-Sharif with Israeli security forces escorting them. Israeli police close the main gates into the area while the group is inside. They also bar access to all women and men under 50 years of age. The Palestinian delegation and the Israeli negotiators return to Cairo to restart talks on extending the current 5-day cease-fire, which is set to expire on 8/18. Upon landing at Cairo International Airport, an anonymous Palestinian negotiator says that his side is “less optimistic than we were earlier” about reaching a deal in time and that the final point of contention is Hamas insistence that Israel agree to lift the blockade on Gaza before the talks conclude. The parties meet for 9 hours of negotiations. Meanwhile, at the start of a cabinet meeting, Israeli PM Benjamin Netanyahu says that he has given the Israeli negotiators a “very clear mandate to stand firmly on Israel’s security needs.” Hamas spokesperson Sami Abu Zuhri responds, saying that lifting the blockade on Gaza would be the only way to ensure Israeli security. In a goodwill gesture aimed at facilitating the negotiations in Cairo, Israeli authorities lift the fishing ban on Gaza, allowing Palestinian fishermen to sail 3 naut. mi. offshore. (HA 8/17)

The Qatari Comm. for Rebuilding the Gaza Strip says that it will double the previously reported donation to each Palestinian family whose home was destroyed, following up on the 8/16 announcement. (JP 8/17)

The IDF launches dozens of air strikes across the Gaza Strip, killing 28 Palestinians and wounding approximately 550. There are fatal strikes in Gaza City, Rafah, Dayr al-Balah, Jabaliya, Khan Yunis, and Bayt Lahiya, among others. Palestinians fire dozens of projectiles into Israel, with 1 rocket hitting a house in Ashdod, causing damage. Other targeted towns include Beersheba, Ashqelon, and Sdot Negev in the s., and Rehovot, Yavne, Lod, Ramle, and Gadera in the c. Iron Dome batteries intercept 2 rockets fired at the Jerusalem area and 2 others fall in open areas. A mortar shell injures 2 Israeli soldiers close to the border. Israeli PM Netanyahu says that attacks will continue to “expand and continue until the fire on our communities is over and the quiet returns.” The PM also tells mbrs. of the Knesset Foreign Affairs and Defense Comms. that a cease-fire with Hamas is not on the agenda. Islamic Jihad spokesperson Abu Ahmad says the “factions in Gaza are not going to surrender.” At an emergency meeting of the UNSC in New York, UN Secy.-Gen. Ban says that “it is now more urgent than ever to try to find common ground for a return to calm and a cease-fire understanding,” and that he has been in contact with Israel, the PA, Saudi Arabia, Qatar, Egypt, the Arab League, the U.S., and the EU. Palestinian UN amb. Riyad Mansour tells the meeting that the international community is obliged to ensure protection of Palestinian civilians, and accuses Israel of violating its responsibility as an occupying power. Israeli UN amb. Ron Prosor says Hamas is “committing a double war crime: targeting Israeli civilians while hiding behind Palestinian civilians.” Pres. Obama telephones PM Netanyahu and tells him that the U.S. is willing to help negotiate a cease-fire.
