Israeli forces arrest 35 Palestinians during late-night raids in and around Awarta, ‘Urif, Sabastia, Bani Na’im, Dura, Bruqin, and Kafl Haris. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, mobile phone services are partially restored in southern Gaza, internet services remain out throughout the entire strip. Israeli forces storm al-Khair Hospital in Khan Yunis, arresting medical staff. Israeli finance minister Bezalel Smotrich says Israel must “dramatically increase the intensity of the war” on Gaza during a meeting of his Religious Zionist Party. EU high commissioner for foreign affairs Josep Borell calls on Israel to tell the world what it envisions if it does not want a 2-state solution, saying “[w]hich are the other solution they have in mind? To kill off them?” A discussion paper sent to EU countries ahead of a meeting on the Israeli-Palestinian conflict shows that the EU is planning to call for a “preparatory peace conference” to be organized by the EU, Egypt, Jordan, Saudi Arabia, and the Arab League. Axios reports that Israel has suggested a 2-month ceasefire that would see 130 Hamas-held captives released in exchange for the release of a number of Palestinian prisoners. Israeli national security minister Itamar Ben-Gvir tells Israeli Channel 7 that Israel should hit Hezbollah with “a preemptive attack” as he thinks “no political settlement will help.” Ben-Gvir also condemns Prime Minister Benjamin Netanyahu for not making sure that Israel could examine the medical aid shipment that entered Gaza earlier. U.S. secretary of state Antony Blinken says there is a need for a “pathway to a Palestinian state,” adding Israel will not “get genuine security absent that.” Blinken also describes the situation in Gaza as “gut-wrenching.” The U.S. redesignates the Houthi movement as a terrorist organization, placing them under sanctions. Elsewhere, Israeli settlers throw stones at Palestinian vehicles traveling in Huwwara. Israeli settlers posing as soldiers also attack a school in Khallet al-Maiya. Meanwhile, Israeli settlers throw stones at a house in Turmus ‘Ayya and attempt to set fire to it, causing damage to the house, a solar panel, and several vehicles. Save the Children says more than 1,000 Palestinian children in Gaza have had 1 or both legs amputated after being hit by Israeli bombs, many of the amputations are done without anesthetics. The footage circulated amid reports that Palestinians have been executed in Israeli detention throughout Gaza. Egypt presented a proposal for ending Israel’s assault on Gaza to Israel, Hamas, the U.S., and European governments that would see Israel withdraw from Gaza, all the captives released from Gaza, many Palestinian prisoners freed by Israel, and a united technocratic Palestinian government installed. In the first stage of the plan, all civilian captives would be released over a 7 to 10 day ceasefire period where Palestinian prisoners would also be released. The second stage would see all female soldiers released in exchange for Palestinian prisoners over a weeklong period. In the last stage, Hamas and Israel would negotiate the release of the remaining captives and Palestinian prisoners. MK and former Israeli ambassador to the UN Danny Danon said in an interview that Israel had received inquiries from countries in South America and Africa that are willing to take Palestinian refugees from Gaza in exchange for payment. The Times also reported that U.S. officials overseeing arms transfers to foreign countries will approve the sale of 24,000 assault rifles to Israel, despite concerns that some of the rifles will be handed out to settlers and civilian militias in Israel. Axios reported on 11/6 that the Biden administration, the Senate Foreign Relations Committee, and the House Foreign Affairs Committee have approved the Israeli purchase of M16 rifles from U.S. companies on the condition that they would not be handed to civilians in Israeli settlements in the West Bank. IDF troops violently disperse them near Gaza City and al-Bureij refugee camp; 8 Palestinians are injured. Later, IDF troops arrest an unarmed Palestinian who crossed into Israel and open fire on Palestinian agricultural lands near al-Maghazi refugee camp, causing no damage. Two Palestinians, including 1 photojournalist, succumb to injuries sustained when the IDF violently dispersed peaceful protesters along Gaza’s border on 4/6, bringing the death toll of the IDF’s response to the Great March of Return to 28.
