Caller claiming to be "Avenger" phones in death threat to Pres. Herzog. UK Foreign Sec. Howe meets with Elias Freij, Rashad Shawa, Gabi Baramki & Hikmat al-Masri in E. Jerusalem. Before Tel Aviv U. audience, US amb. to Israel Lewis criticizes Reagan peace plan, saying timing was "abysmal," tactics "worse," and results to date are "nil." Ciskei Pres. Lennox Sebe inaugurates "twinning" of Ariel settlement and Ciskei's capital, Bisho.

Arab World: In al-Sharq al-Awsat interview, King Hussein criticizes US role in Middle East and says he will buy Soviet weapons.

Other Countries: In global nuclear weapons survey, Carnegie Endowment for Intl. Peace reports Israel has capability to deploy 10-20 nuclear bombs.

Arab World: Chrmn. Arafat meets with UK amb. in Tunis.

Other Countries: US State Dept. announces willingness to grant "several hundred million dollars" additional aid to Israel, if sufficient anti-inflationary austerity measures taken.

Occupied Palestine/Israel: Unidentified gunmen in passing car shoot and kill Rafah (Gaza) Mayor Abd al-Karim Qishta. Arab World: Lebanese militias twice repel Israeli gunboats firing on West Beirut.

Occupied Palestine/Israel: Knesset Settlement Committee approves 5 new settlements in West Bank. Bodies of 2 commandos killed by Shin Bet (4/12/84) exhumed for 2nd autopsy under inquiry commission order.

Arab World: Morocco hosts conference of Jews of Moroccan origin, including 35 Israeli delegates at Rabat Hilton; Crown Prince Mohammed and cabinet members attend. In BBC interview, King Hussein accuses US of providing material help to Israel for West Bank settlements.

Other Countries: Former Nazi Walter Rauff, subject of Israeli attempts to obtain unprecedented extradition arrangements with Chile [where 350,000 Palestinians live], dies in Santiago.

Arab World: Grenade explodes near Israeli patrol in Sidon, no damage.
