In retaliation for Palestinian rocket fire on 8/24, the IDF carries out an early morning air strike on smuggling tunnels on the Rafah border, collapsing a tunnel, killing 2 Palestinians and injuring at least 6 others; 1 person is reported missing. In the West Bank, the IDF storms the Bayt Jala offices of Bethlehem 2000 Radio, confiscating $150,000 worth of equipment; conducts raids, house searches nr. Ramallah, and Jericho, in Hebron and al- ‘Arub r.c. nr. Hebron, arresting 5 Palestinians (including 2 teenagers); patrols and opens fire in Qabatya village nr. Jenin, causing no reported injuries. Palestinian Authority (PA) PM Salam Fayyad publicizes a 65-page plan to unilaterally build a de facto Palestinian state comprising both the West Bank and Gaza by 2011. (NYT, WP, WT 8/26; WJW 8/27; JPI 9/4)(See Doc. B4 in JPS 153)

To mark captured IDF soldier Cpl. Gilad Shalit’s upcoming 23d birthday on 8/28, 100s of Israeli activists demonstrate outside Israeli security prisons where Palestinians are detained to prevent prisoners’ families fr. visiting them; Israeli police arrest 4 demonstrators. Israel consequently suspends family visits for West Bank prisoners in the Hadarim and Shikma prisons allegedly to reduce the likelihood of clashes. (OCHA 8/25; JPI 9/4)

In an address intended as a response to Obama and Netanyahu’s recent policy addresses, PA PM Fayyad calls for the creation of a Palestinian state within 2 yrs. (WP, WT 6/23; WJW 6/25)

In the West Bank, the IDF enters alShuhada Triangle nr. Jenin in the morning, raiding several brick factories and checking workers’ IDs, but making no arrests; conducts late-night arrest raids, house searches in Bil‘in, arresting 2 15-yr.-old boys. (OCHA, PCHR 6/25)

Netanyahu gives a major policy speech on Israeli peace and security, drafted as a rebuttal to Obama’s 6/4 Cairo address and intended to inject a Zionist narrative (see Doc. C1). In an effort to appease Obama, he for the 1st time agrees to support the creation of a Palestinian state, but only under a host of conditions that would essentially redefine Palestinian sovereignty. The badly decomposed body of a Palestinian shepherd missing since 4/21/09 is found 50 m fr. the n. Gaza border fence nr. Bayt Hanun, raising speculation that he was fatally shot by the IDF when he strayed nr. the border. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Jenin (firing on residential areas, causing no injuries), Jerusalem. Jewish settlers attack a 10-yr.-old Palestinian boy in Silwan nr. Jerusalem; when the boy’s family intervenes, 30 settlement guards fr. settlements in the area join in the attack, beating another 4 Palestinians. A Palestinian dies in an Egyptian hospital of injuries received in an IDF drone strike on Jabaliya r.c. during OCL. (OCHA, PCHR 6/18)

Israeli naval vessels fire on and chase 30 Palestinian fishing boats (69 fishermen) off the n. Gaza coast to force them back to shore, seizing 3 boats, demanding that the 8 crew mbrs. of 1 boat strip naked and jump into the water, then detaining them and taking them to the Ashdod port. In the West Bank, the IDF lifts the closure on Khirbat Safa imposed on 4/2 and withdraws fr. the area, but reenters the vicinity later in the day after Jewish settlers fr. Bet Ayn fire toward the village, causing no injuries; fires on stone-throwing Palestinian youths nr. Jericho, wounding 1; conducts late-night arrest raids, house searches in ‘Askar r.c., Balata r.c., al-Fara‘a r.c., Nablus, Tulkarm, and nr. Hebron, Jenin, Ramallah. In the West Bank, the IDF sends undercover units into Qabatya village nr. Jenin at midday in a car with Palestinian license plates to raid a cafe and arrest a wanted ´ Palestinian; demolishes 4 Palestinian homes in Azariyya nr. Jerusalem, in the E1 area marked for expansion of Ma’ale Adumim settlement, displacing 42 Palestinians. Late in the evening, the IDF conducts synchronized late-night incursions into Hebron, Nablus, Ramallah, and Zatara village nr. Bethlehem to raid and search the homes of 8 senior figures affiliated with Hamas (fmr. PA Dep. PM and Education M Nasser al-Din al-Sha‘ir in Nablus; Reform and Change Palestinian Council legislators Nizar ‘Abd al-‘Aziz Ramadan and ‘Assam Nu‘man Salhab in Hebron; Ayman Husayn Darghma in Ramallah; Khalid Tafish Thwayb in Zatara; Reform and Change office director for Ramallah and al-Bireh Mazin al-Rimawi in Ramallah; senior Hamas leader Adnan Ahed Asfur and al-Najah University prof. Issam Rashid al-Ashqar in Nablus), arresting them for their “ongoing efforts to restore the administrative branch of the Hamas terror organization in the [West Bank].” The moves come as an Israeli Justice Min. comm. debates limiting the privileges (e.g., visitation, phone calls, study groups) of Hamas prisoners in Israel. Some 40 Hamas-affiliated legislators have been arrested since Shalit’s capture in 6/06, most of whom remain in detention. Hamas views the moves as Israel’s attempts to pressure it to make concessions in the ongoing Cairo prisoner exchange talks. The IDF conducts additional late-night arrest raids, house searches in Nablus, and nr. Hebron, Jenin, and Tulkarm. Mbrs. of Kiryat Arba settlement’s private security service detain a Canadian journalist and a fieldworker for the Israeli human rights group B’Tselem as they pass nr. the settlement, holding them until the IDF arrives to question them; they are released 4 hrs. later. In the 1st serious breach of the Gaza cease-fire, 1 IDF soldier is killed, 3 are wounded when Palestinians remotely detonate a roadside bomb nr. an IDF patrol near the Gaza border inside Israel, e. of Dayr al-Balah, nr. Kissufim crossing; Hamas denies involvement and says it is unclear who staged the attack; no group asserts responsibility. IDF soldiers make a brief incursion into Dayr al-Balah under cover of helicopters to bulldoze land along the border fence, directing heavy helicopter and machine-gun fire on nearby residential areas, wounding 1 Palestinian. Later, an IDF drone fires a missile at a Hamas-affiliated police officer riding a motorcycle in Khan Yunis (wounding him and 2 Palestinian children, ages 5 and 13, nearby) and briefly sends troops into Khan Yunis, withdrawing after several hrs. (Israel claims that the targeted man broke fr. Hamas to start a new faction, called Global Jihad, and was responsible for planning the Kissufim bombing earlier in the day.) Separately, IDF troops on the s. Gaza border fire on Palestinian farmers working land nr. the border fence, killing 1 Palestinian. Israel seals Gaza’s borders completely, denying entry to humanitarian aid (14 truckloads of goods entered before the closure) and, late in the evening, makes air strikes on smuggling tunnels on the Rafah border for the first time since OCL. As OCL enters day 6, Israel announces that it will allow 443 foreign passportholders living in Gaza (mostly the spouses and children of Gazan Palestinians, including U.S., Russian, Moldovan, Ukrainian, Turkish, and Norwegian passport-holders) to leave on 1/2, raising concerns that a major ground incursion into Gaza is imminent.

Israeli actions: The IDF continues air strikes and naval bombardment of Gaza, hitting at least 70 targets and carrying out at least 40 air strikes. Primary targets include the PA parliament building, Justice Min., Education Min., the headquarters of the PA presidency in Gaza City, homes of several other Hamas and PRC cmdrs., tunnels on the Rafah border, suspected weapons depots, 2 mosques in Jabaliya r.c., a fishing harbor w. of Khan Yunis, a water reservoir in Bayt Hanun. Target areas include Abasan, Bani Suhayla, Bayt Hanun, al-Bureij r.c., Gaza City, Jabaliya, Khan Yunis, al-Maghazi r.c., Nussayrat, al-Qarara, Rafah, Tal al-Za‘atar. By day’s end, the Palestinian toll is at least 412 dead.

Palestinian actions: Palestinians fire 59 rockets (at least 10 of them fired by Islamic Jihad) and 1 mortar into Israel, with 1 longrange rocket hitting an apartment building in Ashdod (causing heavy damage but no major injuries) and 3 in open areas outside Beersheba (causing no damage or injuries). Beersheba municipal official Shimon Krief says that city emergency workers received only 18 calls from concerned citizens during incoming rocket warnings today, stating “People are relaxed.” Beersheba hospital reports that since the city first came under rocket fire on 12/30, it has treated 10 Israelis for moderate physical injuries and 154 for stress, adding that “with each attack, we’ve gotten significantly fewer patients.”

Humanitarian notes: Israel allows 60 trucks of humanitarian aid into Gaza. The International Comm. of the Red Cross (ICRC) warns that humanitarian needs are growing sharply despite the limited entry of aid, noting severe shortages of water, cooking gas, electricity. Israeli human rights groups issue an appeal to DM Barak to restore fuel shipments to Gaza to allow proper functioning of hospitals, water services, and so on.

Of note: Air strikes today include an attack on the home of Hamas’s Nizar Rayyan, a cleric and chief liaison btwn. Hamas’s political and military wings, in a densely populated residential area inside Jabaliya r.c., assassinating him and killing his 4 wives and 11 of his 12 children, causing heavy damage to surrounding buildings; Rayyan is the most senior Hamas official to be killed since Israel assassinated Abd al-‘Aziz Rantisi in 2004 and one of the only Hamas figures who has not gone into hiding since OCL began. The IDF seals the West Bank through 1/3, citing unspecified security concerns. IDF troops at Ni‘lin checkpoint fire rubbercoated steel bullets, percussion grenades, tear gas at mbrs. of a funeral procession that refuses to lower a Palestinian flag while going through the crossing, injuring 2 Palestinians; 1 tear gas canister lands inside a nearby Palestinian home, sparking a fire that guts the 1st floor.
