In East Jerusalem, Israeli forces kill 2 Palestinians in separate incidents. First, Israeli forces shoot and kill a Palestinian after he stabs and injures an Israeli police officer nr. the Damascus Gate to the Old City. Israeli forces then temporarily shut down all entrances to Nablus, home of the alleged attacker. In the evening, Israeli forces violently disperse Palestinians protesting the morning’s killing, in Ras al-Amud, firing at protesters with live ammunition. A 17-year-old Palestinian is shot and taken to a medical center in Silwan, where he succumbs to his injuries; Israeli forces raid the center in an attempt to retrieve the boy’s body and question the Palestinian medical staff. Also nr. Ras al-Amud, Israeli police arrest a Palestinian after he allegedly stabs and injures a Nepalese woman on a bus. Meanwhile in the West Bank, IDF troops violently clash with Palestinians protesting outside a settlement nr. Ramallah, in a village nr. Hebron, in Bethlehem, and at Palestine Technical University in Tulkarm; at least 12 Palestinians are injured. The IDF conducts a raid in a village nr. Ramallah, sparking clashes with stone-throwers wherein 3 Palestinians are injured. Israeli forces take pictures and measurements of the Hebron-area homes of Palestinians who were shot and killed on 11/22 and 11/23 during confrontations with Israeli settlers and the IDF. They also conduct late-night raids and house searches in 2 villages nr. Jenin, 3 nr. Hebron, 1 each nr. Tulkarm and Nablus, arresting 9 Palestinians; patrol in Tulkarm, Qalqilya, and 2 villages and al-Fawar r.c. nr. Hebron. Israeli settlers spray racist graffiti on a Palestinian car nr. Bethlehem. In response to the EU’s new labeling guidelines for products imported from Israel’s settlements (11/11), the Israeli govt. announces that PM Netanyahu has ordered all Israeli contacts with EU bodies involved in the peace process to be suspended, including EU-sponsored projects for the Palestinians and all Foreign Ministry contacts with the EU. Off the n. Gaza coast, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. In the West Bank, Israeli forces violently disperse around 300 Israeli settlers in the Beit El settlement protesting the High Court’s 7/26 injunction on building in the settlement and its order for 2 residential buildings to be demolished by 7/30; 2 settlers are arrested. The settlers throw stones at empty Palestinian vehicles in the area. A separate group of over 200 Israeli settlers reoccupies the Sa-Nur settlement outpost nr. Jenin that was evacuated in 2005, calling for the govt. to approve the return of settlers to the site. Overnight in East Jerusalem, Israeli forces demolish 2 Palestinian stores, 2 warehouses, and 3 residences in Silwan; assault and arrest 2 Palestinians during a raid in Ras al-Amud. Israeli PM Netanyahu says that his govt. is taking “legal action” against the High Court’s 7/26 demolition order for the 2 residences in the Beit El settlement. His comments follow 2 days of minor clashes between settlers and Israeli troops in and around Beit El. (HA, JP, TOI 7/28)

Netanyahu meets with Cypriot pres. Anastasiades in Cyprus and, according to PA sources, Anastasiades reportedly outlines a new European and Cypriot initiative to restart the Israeli-Palestinian peace negotiations . The PA sources say that Anastasiades discussed the initiative with PA pres. Abbas on 7/27, and it includes an invitation for Netanyahu and Abbas to separately address EU leaders in Brussels at a future summit. (JP 7/27; JP, MNA, REU, TOI 7/28)

The U.S. Parole Commission announces that imprisoned Israeli spy Jonathan Pollard’s parole has been approved and that he will be released from prison on 11/21, having completed a 30-year sentence after being convicted of passing military intelligence to Israel in 1985. Pollard will be required to stay in the U.S. for 5 years after his release. Secy. of State Kerry reiterates that Pollard’s release is not connected to the tension surrounding the nuclear deal reached by the P5+1 and Iran on 7/14. (EI, HA, MNA 7/28; HA 7/29)

In East Jerusalem, IDF troops shoot and kill a Palestinian teenager during an arrest raid in Qalandia r.c. Later, thousands of Palestinians march in a funeral procession for the teenager in Qalandia; Israeli forces stationed in the area clash with a number of stone-throwing mourners; 14 Palestinians and 3 Israeli troops are injured. Israeli forces also arrest 11 Palestinians during raids in Issawiyya; arrest and assault a Palestinian in the Old City. Israeli settlers assault a Palestinian bus driver with pepper spray in Shaykh Jarrah. In the West Bank, the IDF conducts raids and house searches in 2 villages nr. Hebron, 3 nr. Ramallah, 1 each nr. Jenin, Qalqilya, and Tulkarm, as well as Bethlehem and a nearby area, arresting 16 Palestinians, issuing an arrest summons to 1, and confiscating a tractor; patrols in 1 village nr. Hebron, and Salfit and a nearby village. Meanwhile, hundreds of Israeli settlers set up a tent camp in and around the Beit El settlement to protest the Israeli High Court’s 7/26 injunction against building in the settlement and its order for 2 residential buildings to be demolished by 7/30. Cypriot pres. Anastasiades discusses a new Israeli-Palestinian peace initiative with PA pres. Abbas, according to PA sources, which reportedly includes invitations for Abbas and Israeli PM Netanyahu to address EU leaders at a future summit in Brussels. In the West Bank, IDF troops raid Jalazun r.c. nr. Ramallah and arrest 1 Palestinian, sparking clashes with stone-throwing Palestinian youths. The IDF also conducts late-night raids and house searches in Balata r.c. and 1 village nr. Nablus, Jenin, and 2 villages nr. Bethlehem, arresting 9 Palestinians, including 1 journalist; patrols in 1 village nr. Hebron. Israeli settlers throw stones and set fire to a Palestinian home in c. Hebron, causing damage. In a Washington Post interview, PA PM Hamdallah says the Palestinians have “received assurances” from the U.S. that it will “resume negotiations” between Israel and the Palestinians once the P5+1 and Iran reach a final nuclear agreement. He adds that the Palestinians are interested in a “new framework” for negotiations, including talks sponsored by the U.S., EU, and UN. (WP 5/31; JP, TOI 6/1)

The Knesset’s Ministerial Comm. for Legislation unanimously approves an amendment to the penal code allowing convicted stone-throwers to be sentenced to 10–20 years in prison and reducing the govt.’s burden of proof for obtaining such convictions (the Knesset will pass it into law on 7/20). The Union of European Football Associations’ (UEFA) exec. comm. agrees to oppose the Palestinians’ bid to suspend Israel from FIFA via a res. at the body’s 5/29 congress. Meanwhile, PFA chair Jibril Rajoub says, “The vote is still on the agenda,” following talks with FIFA pres. Meanwhile, the Palestinian Authority security forces (PASF) conduct raids in and around Hebron, Nablus, Bethlehem, and Tubas, arresting 4 Palestinians affiliated with Hamas and issuing arrest summons to 3 others. PA pres. Mahmoud Abbas’s spokesperson calls PM Netanyahu’s 5/17 remarks about Jerusalem a clear violation of UN res. and states that there will be no peace in the Middle East unless the Palestinians have a capital in East Jerusalem. (HA, TOI 5/18)

After a meeting of the European Union (EU) FMs in Brussels, EU foreign policy chief Federica Mogherini says that the EU is “ready and willing” to play a major role in a new round of peace negotiations between the Israelis and Palestinians. IDF troops on the Gaza border e. of Khan Yunis fire on a group of Palestinians approaching the border fence, causing 3 to suffer from tear gas inhalation. Separately, IDF troops stationed e. of Rafah open fire on agricultural lands nr. the border fence, causing damage. In 2 incidents off the coast nr. Jabaliya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations to commemorate Land Day, upcoming on 3/30, and protest Israel’s occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, outside Ofer Prison, and Jalazun r.c.), and Kafr Qaddum nr. Qalqilya; 10 Palestinians are moderately injured. The Israeli soldiers also cut off a main waterline into Kafr Qaddum, denying the village water for several hours. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. The PA FM criticizes the announced deductions, saying in a statement that they are “an unjustified and illegal procedure that could cause complications.” (AP, HA, JP, NYT, TOI 3/27; AFP, WAFA 3/28; JP 3/29)

French FM Fabius announces that, now that the 3/17 Israeli election has passed, he plans to explore the prospect of introducing another United Nations Security Council (UNSC) res. laying out parameters for a new round of Israeli-Palestinian peace negotiations. Meanwhile, an EU spokesperson announces that Hamas will remain a designated terrorist organization pending a decision on an appeal of the General Court’s 12/17/2014 removal of Hamas from the list. Similarly, the Holy Land Foundation for Relief and Development, which the U.S. claims funneled money to Hamas, has been removed from the list since it was last published in 7/2014. The PA unity govt. delegation led by PM Hamdallah meets with Fatah and Hamas officials in the Gaza Strip, concluding its 3-day trip. (MNA 3/26) The Egyptian attorney, Samir Sabri, who filed the original motion to designate Hamas a terrorist organization in Egypt withdraws his case, saying he hopes to remove “obstacles which Egypt’s political leadership might face in serving its role in the Palestinian reconciliation.” The Court of Urgent Matters, which designated Hamas a terrorist organization 2/28, is expected to reconsider its initial ruling, though it was only in part based on Sabri’s motion. The 28th regular session of the UNHRC concludes today after a mo. of meetings, with the council having agreed on 3 res. on the Palestinians. They reaffirm the Palestinians’ right to self-determination, confirm Palestinian rights to sovereignty over their natural resources, and condemn ongoing settlement growth in the West Bank and East Jerusalem. A group of Palestinians in Israeli prisons cancels its plans, announced on 3/9, to begin a series of demonstrations on 3/10 in protest of the poor conditions. According to Al Jazeera, the move comes after the group makes a preliminary deal with the Israel Prison Service (IPS), allowing for more frequent family visits, but an IPS official will refute the report on 3/11. In the Israeli-occupied Golan Heights, an IDF officeris lightly injured from gunfire emanating from Syria nr. Qunaytra. Meanwhile, senior United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) official Pierre Krähenbühl accompanies a convoy of aid into Yarmouk r.c. in Syria, the 1st shipment of assistance to the camp’s 18,000 occupants in 3 mos. In Gaza, the chair of Qatar’s Comm. to Rebuild Gaza, Mohammed al-Emadi announces a series of new projects to build 1,000 housing units in Gaza, and that the 1st shipment of materials—4 truckloads of cement—arrived from Israel today. In the Gaza Strip, civil employees continue their strike for a 2d day, protesting the fact that they haven’t been paid a full salary since 6/2. Separately, almost 200 Palestinians gather nr. the French Cultural Center in Gaza City to protest the recent publication of cartoons featuring the Prophet Muhammad by Parisbased satirical magazine Charlie Hebdo. Gaza’s police arrest 7 of the protesters. Late at night after the protests, unknown assailants set off a homemade bomb under the car of an administrative official with Hamas’s military police, which was parked outside his home in Shaykh Radwan. Off the coast nr. al-Sudaniyya, Israeli naval forces open fire on Palestinian fishing boats, causing no injuries. Additionally, Israeli naval forces capture a boat sailing from the Sinai to Gaza with materials for building rockets and detain the 3 Palestinians aboard, according to the IDF. (The incident will not be reported until 2/11, due to an IDF gag order.) In the West Bank, IDF troops expel 2 Palestinian women from their home in c. Hebron, then seal the property. In nearby villages, Israeli forces close 2 Palestinian-owned stores; destroy a well and an animal barn. They also deliver a stopwork order to a site nr. Jenin where Palestinians are building a new park. The IDF conducts house searches and arrest raids nr. Hebron, Ramallah, Qalqilya, Jenin, and at Nur Shams r.c. nr. Tulkarm. In East Jerusalem neighborhoods, Israeli forces demolish 2 homes and a residential building. As a result, 1 Palestinian woman is injured with a rubber-coated metal bullet during clashes with IDF troops in Issawiyya. Nearby, Israeli forces arrest 9 Palestinians, including 1 pregnant Palestinian journalist and 4 other women at Haram al-Sharif. Across Israel, 100s of Palestinians gather to protest the killing of 2 Palestinian bedouins in Rahat on 1/14 and 1/18. After a funeral for the man killed on 1/18, clashes break out between residents of Rahat and Israeli police, but police refrain from using crowddispersal measures on orders from a district cmdr.
