Israel Hayom reported that the U.S. embassy in Israel is considering denying visas to Israelis suspected of violence and incitement against Palestinians. Chilean president Gabriel Boric told members of the Palestinian community in Chile that the country will open an embassy to Palestine. The Chilean foreign minister Antonia Urrejola confirmed the plans on 12/22, saying that a timeline has not been drawn up yet. (AJ, AN, MEMO, WAFA 12/22; MEE 12/23)

In the West Bank, the body of 1 Druze citizen of Israel was kidnapped for a 2nd time after it was arranged that the body would be transferred to Israel in a Red Crescent ambulance. The ambulance was stopped by armed men and the body taken to an unknown location. The Druze man was taken from a hospital in Jenin on 11/22. Hundreds of Palestinians marched in Jenin calling for the release of the body to his family. 1 Palestinian man succumbed to injuries sustained by Israeli live fire during a raid in Nablus in July. Israeli settlers threw stones at Palestinian vehicles near al-Bireh, causing damage. Israeli settlers also set fire to 1 Palestinian vehicle and threw stones at a house in Burin, causing damage. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Huwwara, causing damage. Israeli forces shot and killed 1 Palestinian minor during a raid in Nablus and injured 4 others. Israeli forces also demolished 1 Palestinian school serving 22 Palestinian children in the Masafer Yatta area. Elsewhere, the Israeli Nature Authority seized 12 Palestinian-owned cows near Umm al-Ghabar in the Jordan Valley. Israeli forces delivered stop-work orders against 11 residential structures and ordered the demolition of 20 agricultural structures near Jericho, delivered stop-work orders against 2 houses in ‘Azzun, a demolition notice against a house under construction in Forush Bayt Dajan, and demolished 1 house in al-Khader. Itamar Ben-Gvir, who is slated to become the next Israeli public security minister, called for collective punishment of towns and villages where alleged Palestinian attackers are from and for assassinations of Palestinian members of militant groups. (HA, MEMO 11/23)

In the West Bank, Israeli forces raided Jenin, injuring 1 Palestinian with live ammunition and arresting 1. Israeli forces also delivered stop-work notices to 2 families for several structures in Humsa. 10 Palestinians were arrested during late-night raids in Nil‘in, Burqa, Qalqilya, Aida refugee camp, Hebron, and Kuseis. In East Jerusalem, 2 Palestinians were arrested in the Old City. In Gaza, Israeli forces made incursions to level agricultural land east of Dayr al-Balah. Israel ended the trial program to extend the hours at the Allenby Bridge crossing. The trial program ran from 11/6 to 11/10 and was initiated under U.S. pressure during President Joe Biden’s visit to Israel in July. The U.S. had announced that Israel would open the crossing 24 hours a day from September, but Israel insisted on carrying out the trial before changing the operating hours. The Times of Israel reported that Israel is preparing to open the Allenby crossing 24 hours a day between Sunday morning and Friday afternoon and on Saturdays between 8 a.m. and 3.30 p.m. starting from 2 April 2023. Otzma Yehudit leader Itamar Ben-Gvir attended an event commemorating the 22nd anniversary of the death of Israeli American terrorist Meir Kahane. Ben-Gvir, who is expected to become a minister in the incoming Benjamin Netanyahu-led government, was jeered when he said that unlike Kahane he does not support expelling all Palestinians from Israel. Ben-Gvir said “Kahane’s main characteristic was love.” At the event, participants burned Palestinian flags. Adalah and the Center for Constitutional Rights wrote a letter to U.S. secretary of state Antony Blinken and ambassador to Israel Tom Nides urging them not to move forward with plans to build an embassy in Jerusalem on lands confiscated from Palestinians. The letter, written on behalf of the Palestinian landowners, stated “[s]hould the US proceed with this plan, it would not only be complicit with Israel's illegal confiscation of Palestinian-owned land, but it would also become an active participant in the seizure of the land of US citizens.” (MEE, WAFA 11/11; WAFA 11/14; MDW 11/17)

The Israeli government and the world soccer federation FIFA announced that direct flights between Israel and Qatar would be available for World Cup ticket holders. Palestinian ticket holders were said to be allowed to use Ben-Gurion International Airport if they receive a special permit. In the West Bank, Israeli settlers threw stones at Palestinian vehicles in Hebron, causing damage. Israeli forces shot and killed 1 Palestinian man after he allegedly rammed his car into an Israeli soldier at the Beit Sira checkpoint, injuring the soldier. Israeli forces also shot and injured 1 Palestinian man driving near Kharas. In the final communique from the 1st Arab Summit in 3 years, Arab state leaders pledged their continued to support for Palestine, said Jerusalem must be protected, condemned Israeli use of violence against Palestinians, and urged Israel to lift the blockade of Gaza. The 31st Arab Summit, held in Algeria, was the 1st since the UAE, Morocco, Bahrain, and Sudan normalized relations with Israel. At the summit PA president Mahmoud Abbas asked the participating countries to form 2 ministerial committees to support Palestine in international diplomacy. A spokesperson for the newly appointed UK prime minister Rishi Sunak said that his government does not intend to move the British embassy to Israel to Jerusalem, walking back statements made by Prime Minister Sunak’s predecessor Liz Truss who resigned last month. Truss, who like Sunak had been appointed by the Conservative Party, had told Israeli prime minister Yair Lapid that her government would review moving the British embassy to Israel to Jerusalem last month. Truss served as prime minister for 45 days before resigning due to dissatisfaction with her policies and popularity among Conservative Party members. In the West Bank, Israeli settlers attacked Palestinians in Huwwara, injuring 6. Israeli settlers also threw stones at Palestinian vehicles outside of the Yitzhar settlement, causing damage. Elsewhere, Israeli settlers vandalized some 40 olive tree saplings in al-Khader. Israeli forces shot and killed 2 Palestinians and injured 1 other during a late-night raid in Jalazun refugee camp. Israel claimed the 3 attempted to ram Israeli soldiers with a car, but this was disputed by Palestinians present at the scene. Israeli forces also fired tear gas near a high school in Tell during a raid, causing tear-gas related injuries among students and staff. PA prime minister Mohammed Shtayyeh warned UK prime minister Liz Truss that if the UK moves its embassy to Israel from Tel Aviv to Jerusalem, it would be seen by the PA as a recognition of the Israeli annexation of Jerusalem. The UK political parties Labour, Scottish National Party, and Liberal Democrats told Middle East Eye that they oppose moving the UK embassy to Jerusalem. The EU-Israel association council convened for the 1st time since 2012. Addressing the EU representatives, Israeli prime minister Yair Lapid said that “Palestinians need to put an end to terrorism and incitement” in order for a 2-state solution to happen. After the meeting, EU ministers published a paper hailing cooperation with Israel, condemning Hamas, and criticizing Israel for its settlement policies, mentioning settlements in East Jerusalem and plans for E1. In the West Bank, Israeli settlers vandalized 450 olive, plum, grape, and almond trees near Turmus ‘Ayya. 7 Palestinians were arrested, including 5 returning to the West Bank from Jerusalem at the Qalandia checkpoint, 1 crossing from the West Bank to Jordan via the Allenby Bridge, and 1 while working his land in Idhna. Haaretz reported that the World Zionist Organization’s settlement division was finalizing plans to invest $8.5 million to connect settlement outposts in the West Bank to the Israeli electrical grid and preparing plans to have the outposts retroactively authorized by the Israeli government. Israeli defense minister Benny Gantz approved 5,500 Palestinians to be registered with the Palestinian population registry and increased Gaza merchant permits for commerce in Israel from 1,500 to 15,000. Defense Minister Gantz also gave final approval for construction in Hizma and Harmaleh and 1st level approval for construction in Haris, Kisan, and Battir. Additionally, Israel said it would open a new crossing from Israel to the northern part of the West Bank to ease access to Jenin and delayed a meeting to expand Israeli settlements in East Jerusalem. The moves were described by Israel as a result of a meeting between Gantz and PA president Mahmoud Abbas last week and comes 1 day before U.S. president Joe Biden will arrive in Israel for a 4-day tour of Israel, Palestine, and Saudi Arabia. 4 members of the U.S. senate Chris Van Hollen (D-MD), Patrick Leahy (D-VT), Chris Murphy (D-CT), and Dick Durban (D-IL), wrote a letter to U.S. secretary of state Antony Blinken saying that the U.S. review of the evidence into the killing of Palestinian American journalist Shireen Abu Akleh “hardly constitutes an independent investigation into the overall circumstances of her killing.” In a separate letter, U.S. senators Cory Booker (D-NJ) and Bob Menendez (D-NJ) called on the Biden administration to provide a senior-level classified briefing on the investigation details and the administration’s plan for accountability. Citing insufficient evidence, the foreign ministries of Belgium, Denmark, France, Germany, Ireland, Italy, Holland, Spain, and Sweden issued a joint statement saying that the countries have decided to dismiss Israeli claims that 6 Palestinian rights organizations are linked to terrorism and will continue funding them. The PA handed the bullet that killed Palestinian American journalist Shireen Abu Akleh to U.S. security envoy Mike Fenzel, who brought the bullet to the U.S. embassy in Jerusalem for forensic analysis with Israeli representatives present. It was reported that the PA was under intense pressure from the Biden administration to hand over the bullet and had not been told that the Israelis would partake in the forensics analysis. PA general prosecutor Akram al-Khatib later said that the U.S. had given guarantees that Israel would not take part in the analysis of the bullet. Israel said it had shot down 3 Hezbollah drones at a gas drilling rig in a maritime area disputed between Lebanon and Israel. Israel announced that Israeli citizens will be able to travel to the Qatar 2022 soccer World Cup, despite Israel and Qatar not having formal relations. Foreign minister Yair Lapid said the development “opens a new door for us to warm ties [with Qatar].” Israel is not qualified for the World Cup in Qatar. (MEE, REU 6/9)

The U.S. state department announced that the Palestinian Affairs Unit at the Israeli embassy will change its name to U.S. Office of Palestinian Affairs and start reporting directly to the Near Eastern Affairs Bureau in the State Department “on substantive matters” instead of the U.S. embassy in Jerusalem. The diplomatic representative to the PA was also changed from U.S. ambassador to Israel Tom Nides to Hady Amr, who was promoted to the state department envoy to Palestinians. The PA has demanded that the Biden administration uphold president Joe Biden’s promises made during his presidential campaign, including to reopen the U.S. consulate to Palestinians in Jerusalem. A bipartisan group of members of the U.S. house and senate introduced legislation that would require the defense department to submit a strategy for an integrated air and missile defense system for Israel, Jordan, Egypt, Iraq, Saudi Arabia, the UAE, Qatar, Bahrain, Kuwait, and Oman within 180 days. The bill, “the Deterring Enemy Forces and Enabling National Defenses Act of 2022,” was described as an effort to bolster Israeli ties with countries in the Middle East. The senate version of the bill was introduced by Cory Booker (D-NJ), Jacky Rosen (D-NV), Joni Ernst (R-IA), and James Lankford (R-OK), while the house version was introduced by Brad Schneider (D-IL), David Trone (D-MD), Jimmy Panetta (D-CA), Cathy McMorris Rodgers (R-WA), Ann Wagner (R-MO), and Don Bacon (R-NE). The director general of the international atomic energy agency (IAEA) Rafael Grosso warned that Iran is in the process of removing 27 surveillance cameras from the country’s nuclear sites. The Iranian move comes as the progress in talks for the U.S. to renter the Iran nuclear deal has stalled, and Israel has intensified its assassinations of Iranian military personnel and scientists. Director General Grosso said that Iran would leave some 40 surveillance cameras at its nuclear facilities. The PA finance ministry said it would pay PA employees 80% of their wages as it continues to be unable to pay its employees in full due to Israel’s withholding of parts of the PA tax revenue. (REU 6/7)

PA prime minister Mohammed Shtayyeh met with German vice chancellor and economy and energy minister Robert Habeck in Ramallah. The 2 discussed German support for energy projects in Palestine. Prime Minister Shtayyeh briefed Vice Chancellor Habeck on Israeli violations against Palestinians. Shtayyeh also called on the international community to create a political horizon for ending the Israeli occupation and for Germany to exert pressure on Israel to allow the PA to hold elections in East Jerusalem. UN human rights council’s commission of inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel, released its 1st report since receiving its mandate on 5/27/2021. In its report, it pointed to Israel’s continued occupation of Palestinian territory and discrimination against Palestinians as a key factor in recurrent tensions between Israelis and Palestinians. 2d, the report noted Palestinian resentment is fueled by lack of consequences for Israeli human rights violations. A commissioner working on the report said that “Israel clearly has no intentions of ending the occupation. In fact, it has established clear policies to ensure complete permanent control over the Occupied Palestinian Territory.” The report also criticized the PA and Hamas for using the occupation as justification for human rights violations against their own people. Israeli ambassador to the UN Gilad Erdan was elected vice president of the 77th session of the UN general assembly (UNGA), along with 20 others. The appointment will see Ambassador Erdan chair UNGA meetings and being part of agenda selection. Erdan will serve for 1 year, starting in September. In the West Bank, PA forces arrested 9 Palestinian protesters during a general strike in Hebron over rising food prices. Food prices have been rising throughout the world due to Russia’s blockade of Ukrainian wheat and global supply chain issues. In Palestine, prices on flour, sugar, and cooking oil have risen up to 30% in the last quarter. 1 Israeli settler opened fire at Palestinians, claiming they had thrown stones at him; no injuries were reported. Israeli forces delivered a demolition notice for part of a Palestinian home in al-Rakiz in the Masafer Yatta area. In the trove of released documents are conversations between then Israeli prime minister Menachem Begin and U.S. president Ronald Reagan, where President Reagan suggests that Palestinian refugees in Lebanon become Lebanese citizens. An Israeli military court sentenced 1 Palestinian man to life in prison plus 25 years for the killing of an Israeli soldier in the West Bank on 8/2019 and ordered him to pay $450,000 to the family of the soldier. PA president Mahmoud Abbas spoke with U.S. secretary of state Antony Blinken in a phone call. According to Axios reporting, President Abbas pressed Secretary Blinken on Israeli attempts to change the Status Quo at the Haram al-Sharif compound, the lack of a political horizon, the Israeli settler march on 5/29, and the Biden administration’s failure to act on its campaign promises on Palestine. Abbas also asked the U.S. to remove the PLO from the U.S. list of terror organizations and to reopen the PLO mission in Washington D.C. Haaretz reported that an Israeli plan to reduce the economic gaps between Palestinians and Israeli Jews living in Israeli cities had been postponed due to failure to fund the program. The plan was finalized in October 2021 in response to tensions between Palestinians and Israeli Jews in cities in which both populations reside. Additionally, some local governments have opposed earmarking funds exclusively for Palestinian communities in the cities they govern. (HA 5/31)

Israel and the UAE signed a free trade agreement removing tariffs on food, agriculture, cosmetics, medical equipment, and medicine. The agreement also defines tax rates, imports and intellectual property. The free trade agreement was part of the Israeli-UAE-U.S. normalization agreement. The Times of Israel reported that the U.S. Biden administration had shelved plans to reopen the U.S. consulate to Palestinians in Jerusalem and instead is promoting the deputy assistant secretary of state for Israeli and Palestinian affairs Hady Amr to special envoy to Palestinians. The Palestinian Affairs Unit at the U.S. embassy to Israel will, according to the TOI reporting, begin to report to Hady Amr rather than to the U.S. ambassador to Israel. PA officials have voiced frustration with the U.S. administration for failing to fulfill its promises to Palestine and using the Israeli government coalition’s instability as an excuse. A Jerusalem court overturned an Israeli police decision to bar 3 Jewish people from entering the Haram al-Sharif compound after they violated the ban on praying at the Muslim site. PA president Mahmoud Abbas called the court decision “a grave assault against the historic status quo,” and Jordan said the ruling violates international law. Israeli prime minister Naftali Bennett’s office issued a statement saying that there had been no policy change at the Haram al-Sharif compound. Hamas said that the court decision crossed “all red lines and is a dangerous escalation.” Israeli police appealed the decision on 5/23. Ghaida Rinawie Zoabi, who on 5/19 announced that she was leaving the Israeli government coalition, said she would resume supporting the coalition after meetings with foreign minister Yair Lapid and several mayors. Rinawie Zoabi’s reversal brought the government coalition back to an equal number of Knesset members to that of the opposition. Rinawie Zoabi told her colleagues on 5/19 that she was leaving the coalition due to Israeli attacks on Palestinians at the Haram al-Sharif compound and at the funeral for Al Jazeera journalist Shireen Abu Akleh. In Iran, a colonel in the Iranian Revolutionary Guard’s Quds Forces, Hassan Sayyad Khodaei, was assassinated in front of his house in Tehran by 2 people on a motorbike. PA prime minister Mohammed Shtayyeh met with 15 conservative members of the UK Parliament in Ramallah. Prime Minister Shtayyeh called on the MP to recognize the State of Palestine, citing the UK’s historical responsibility for the current situation. The 6 Palestinian rights organizations deemed terrorist organizations by Israel in October 2021—al-Haq, Addameer, Bisan Center for Research and Development, Defence for Children International – Palestine, the Union of Palestinian Women’s Committees, and the Union of Agricultural Work Committees—issued a joint statement calling for international help to have their terror designations rescinded. Idit Sliman of Yamina said she would leave the Israeli government coalition after striking a deal with former prime minister Benjamin Netanyahu. Sliman’s departure from the coalition ended the coalition’s majority in the Knesset that is now split 60-60. Sliman commented that “the time has come to form a national, Jewish and Zionist government.” Sliman was promised, by Netanyahu, the role of health minister if he wins the next election. The security coordinator at the Gilad settlement outpost was arrested by Israeli forces on suspicion of having aided settler vandalism in Fara‘ata in the West Bank on 3/14. Another security guard at the settlement was also arrested for partaking in the vandalism. (HA 3/17)

The Israeli supreme court voted to uphold the Israeli ministry of justice’s decision to seize 7.5 acres of land owned by residents in the Israeli town of Taibeh, using the Absentee Property Law despite the Palestinian owners not having left their property during the Nakba. The ministry of justice decided to seize the land in 2017 after the owners applied to fill a quarry to convert into agricultural lands. Furthermore, the 3 supreme court justices ruled that the families must pay $9,100 in court fees. (HA 3/15; HA 3/18)

The EU delayed its annual $236 million aid to the PA and various Palestinian civil society projects, as a Hungarian representative wanted to condition the aid on removing “incitement” from Palestinian schoolbooks. The European Commission will have to rule on the Hungarian demand before the aid can be released to the PA. PA representatives told Haaretz that the Hungarian delegate is behaving like the Israeli far-right by raising demands on conditioning aid to Palestine. U.S. ambassador to Israel Tom Nides told Americans for Peace Now, during a virtual event, that he is infuriated by Israeli settlement expansion but that he is unable to stop it. He further stated that he did everything in his capacity to stop Israeli plans to construct settlements in the E1 area. Ambassador Nides also said that the U.S. wants to reopen its consulate to Palestinians in Jerusalem but that the Israelis are “aggressively” opposing it and that both Israel and the PA are making “too big a deal” over the issue. More than 500 Google employees signed a petition in protest over Google’s decision to relocate 1 Jewish employee from the U.S. to Brazil after she voiced criticism of Google’s contract with the Israeli cloud server Project Nimbus. Israeli forces also prevented Palestinians from digging a water well in Thaher al-‘Abed near Ya‘bad. Minister at the negotiations affairs department of the PLO Dr. Shaddad Attili spoke at the Israel Climate Change Conference in Jerusalem, saying that Israelis and Palestinians, along with others in the region, have to cooperate on climate change. Dr. Attili said that Palestinians have pushed back on climate initiatives because of the economic crisis in the PA. 1 of the issues Attili pointed to was the lack of water security and the inequity in distribution of water between Israel and Palestine. At the UN security council, a French representative said that France will continue to support the 6 Palestinian rights organizations that Israel deemed terrorist organizations in October 2021, citing a lack of evidence. In an interview with the Jerusalem Post, Israeli prime minister Naftali Bennett reiterated his opposition to a Palestinian state, saying, “I think it would be a terrible mistake to create a Palestinian diplomatic entity in our land.” Prime Minister Bennett said he would not prevent his ministers from meeting with Palestinian representatives, as long as they did not talk diplomacy. Bennett also said that he had rejected U.S. pressure to reopen the U.S. consulate to Palestinians in Jerusalem. The PA condemned Bennett for rejecting negotiations with the PA. In the West Bank, Israeli settlers razed Palestinian-owned land around the Yitzhar settlement. Israeli undercover forces raided Birzeit University campus, forcing 5 students into a van with Palestinian license plates; 2 other students attempting to aid the 5 were shot and injured. Members of the U.S. House and Senate formed the Abraham Accords Congressional Caucus to promote normalization deals between Israel and various Arab and Muslim countries.
