Israel releases its annual poverty report, showing that the poverty rate has stayed steady at 17.7% for the past 5 yrs. Unofficial estimates show that of the nearly 320,000 poor families, an estimated 90,000 families are Arab. Nearly 50% of Arab families are below the poverty line, compared to 1 in 7 Jewish families; 50,000 of the 75,000 children in poverty are Arab. (MM 11/5)

Following a funeral for settlers killed on 7/26, some 100 Jewish settlers rampage through Palestinian neighborhoods of Hebron, attacking Palestinian homes and cars, firing on homes, killing a 14-yr.-old Palestinian girl, injuring 15; 1 group of settlers breaks into a Palestinian home, destroys furniture, stabs and seriously injures an 8-yr.-old Palestinian boy; some settlers beat, destroy the cameras of 2 photographers (an American free-lancer and a Yedi'ot Aharonot rep.), a journalist (Yedi'ot Aharonot). Hrs. later an AMB suicide bomber detonates a device in Rishon Letzion, killing 2 Israelis, injuring 25. Nr. Bethlehem, the IDF fires on a group of 20 Palestinian laborers attempting to circumvent a checkpoint, killing 1 Palestinian. In Jenin, Islamic Jihad mbr. Khalid Zakarni dies in a mysterious explosion; the IDF claims explosives he was carrying detonated prematurely, Palestinian sources say he was hit by an IDF tank shell. Under an agmt. reached on 5/21, 12 of the 13 Palestinians deported to Cyprus are sent on to 3d countries (3 each to Italy, Spain; 2 each to Greece, Ireland; 1 each to Belgium, Portugal). They will be treated as refugees, given 1-yr. residency permits; if they leave their host country, they will not be allowed to return. The 13th, PA Bethlehem intelligence chief Abdallah Daoud, considered by Israel the "most dangerous" of the 13 men, will remain in Cyprus until a country can be found that will take him. In Washington, Sharon, Bush hold talks on PA reform, barely touch on the idea of a peace conference. They agree that the priority should be halting Palestinian violence, restructuring the PA, unifying the PA security services. Sharon also says that it is "premature" to discuss a Palestinian state, Israel will never agree to withdraw to 1967 lines; suggests Israel will not resume political talks until Arafat has been removed fr. power. In Ramallah, the IDF moves building-to-building, rounding up 10s of Palestinian men age 15-45 who have not surrendered, killing at least 9 Palestinians; raids, vandalizes, confiscates files of al-Haq human rights organization, among others; occupies 1 Ramallah hospital, attempts to search a 2d but is blocked by medical workers; declares Ramallah a closed military zone, warning journalists that their press credentials will be revoked if they are found in the city, their bureaus will be fined $15,000 if they "harbor" Palestinians in their offices. The IDF allows 34 foreign peace activists to meet with Arafat in the compound. A Hamas suicide bomber detonates a device in a restaurant in Haifa, killing 15 Israelis, some of them Israeli Arabs.
