In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Hebron at night, and patrols in 2 villages nr. Hebron and 1 village nr. Salfit in the afternoon. Fatah Central Cmte. mbr. Nabil Shaath tells Palestinian media that the leadership will not accept proposed temporary solutions in the West Bank, and claims Israel has yet to put any offers on the table in negotiations. Shaath says the 2 sides have spent almost 6 weeks presenting issues like borders and security, and that Israel insists on maintaining control of the Jordan River. Israel’s Prime Minister’s Office refuses to comment on leaks in the press, including suggestions that Israel suggested the establishment of a temporary Palestinian state in 60% of the West Bank. U.S. Pres. Obama meets Russian pres. Putin at the G20 summit in St. Petersburg, where they are due to discuss pressing issues such as Syria and the global economy. (REU 9/5)

Iran’s Pres. Hassan Ruhani says that the Foreign Ministry will take over the running of talks with the international community over the nuclear program, but without specifying a chief negotiator. Meanwhile, State Dept. spokesperson Jen Psaki says that Washington hopes Tehran will “engage substantively” with global powers to find a solution to the crisis and issues with IAEA inspections. Palestinian amb. to Egypt Barakat al-Farra says that Palestine has called an emergency meeting of Arab League representatives to discuss recent clashes in al-Aqsa Mosque compound (see 3/8). (MNA 5/9)

Hizballah leader Hasan Nasrallah says that Syria will supply the organization with ‘‘game-changing’’ weapons, following recent Israeli air strikes, and that Hizballah would help other groups looking to liberate the Syrian Golan Heights from Israeli occupation. Meanwhile, deputy Syrian FM Faisal Miqdad says that his country will ‘‘respond immediately’’ to any further Israeli attack in its territory. (AFP 5/9; DS 5/10)

In a meeting with Swiss FM Didier Burkhalter, Israeli PM Benjamin Netanyahu says that he intends to bring any proposed peace agreement with the Palestinians to a national referendum. Meanwhile, Israeli sources suggest that PM Netanyahu is afraid that Israel’s negotiation position would be undermined if U.S. Secy. of State John Kerry accepts the Arab League’s recent statement on borders and territorial exchange (see 4/29). Hamas leader Khalid Mishal rejects the Arab League endorsement of land swaps, and claims that the proposal is designed to find economic peace between Arab states and Israel. Meanwhile, Israel’s Justice Minister Tzipi Livni and Netanyahu’s negotiation adviser Yitzhak Molcho arrive in Washington to discuss peace process issues with Kerry. (AP, HA, MNA 5/2)

U.S. Secy. of State John Kerry tells the House of Representatives Foreign Affairs Committee that the ‘‘window for a two-state solution is shutting’’ and that the chance to create a Palestinian state alongside Israel will be lost in 1–2 years. (Guardian 4/18)

Officials from a dozen Palestinian factions including the PFLP, DFLP and Islamic Jihad—but excluding Hamas and Fatah—meet in Gaza City to discuss the resignation of Salam Fayyad. In a subsequent news conference, the factions say Pres. Mahmud Abbas should immediately start forming a Palestinian unity government of technocrats to be sworn in within three weeks. The government should then set a date for presidential, parliamentarian, and Palestinian National Council elections. (MNA 4/18)

Anonymous diplomats say that Iran and the International Atomic Energy Agency have agreed to discussions in mid-5/2013. Meanwhile, U.S. Secy. of State John Kerry tells the U.S. Senate Foreign Relations Committee that he was disappointed by the failure of talks in Kazakhstan but that a diplomatic solution to the dispute with Iran is still the best option. Palestinian chief negotiator Saeb Erekat says that a delegation of Arab ministers, including the foreign ministers of Palestine, Qatar, Jordan, and Egypt, will go to Washington to discuss the Arab Peace Initiative with the Obama admin. and offer a joint position on the peace process. (MNA 3/27)

In Hebron, IDF forces shoot and injure a 12-year-old Palestinian boy during clashes. Meanwhile, the IDF arrests 4 Hamas leaders, including Palestinian Council member Mohammaed Natsheh, in Hebron. Israeli medics treat 7 wounded Syrians who approached the border with the occupied Golan Heights, one of whom dies in an Israeli hospital. Meanwhile, the UN Security Council warns of violations of the cease-fire line between Israel and Syria (e.g. 2/27, 3/2, 3/6, 3/24), and the risk posed to UN peacekeepers. (HA, REU 3/27)

U.S. Pres. Barack Obama arrives in Israel and holds talks with Israeli PM Benjamin Netanyahu. At their news conference, Obama says that a ‘‘strong and secure Jewish state’’ is key to a lasting peace, ‘‘alongside a strong Palestinian state.’’ Obama also promises to do ‘‘what is necessary’’ to stop Iran obtaining a nuclear weapon. Meanwhile, the New York Times reports on a leaked document from the Palestinians’ Negotiations Affairs Department that indicates an apparent willingness by Pres. Mahmud Abbas to soften the demand that Israel publicly pledge to halt settlement construction before resumption of negotiations, instead accepting a secret, or de facto, freeze. (AP, MNA, REU 3/20)

In the Gaza Strip, IDF soldiers open fire in two locations nr. Khan Yunis from positions along the border fence, causing no casualties. In the West Bank, the IDF patrols in Hebronin the morning (briefly detaining over a dozen Palestinian children for throwing stones at troops) and in al-Bireh at night. (PCHR 3/21)

To mark Obama’s visit, around 100 Palestinian activists set up a tent camp east of Jerusalem to draw attention to Israeli settlement activities. Israeli security forces immediately surround the camp. Palestinians also rally in Ramallah, ahead of the U.S. president’s visit. (MNA, REU, JP 3/20)

Fatah sources in Gaza report that Hamas security services have summoned 7 Fatah members for interrogation (but they are not arrested). (MNA 3/20)

In the West Bank, the IDF opens fire on Palestinians protesting the killing of a man in al-Fawar r.c. on 3/12, injuring 4 with rubber-coated steel bullets. The IDF conducts house searches and arrest raids in 1 village each nr. Bethlehem and nr. Ramallah at night. In the Gaza Strip, IDF forces conduct an incursion nr. Jerusalem’s municipal Planning and Building Committee removes from its agenda two construction plans for the expansion of Har Homa settlement and a waste infrastructure project for Ma’ale Adumim settlement. The decision comes a week before the arrival of U.S. Pres. Barack Obama and is understood to have been taken to avoid diplomatic friction. (JP 3/14)

The World Bank transfers $60.5 million to the PA from the Palestinian Reform and Development Plan MultiDonor Trust Fund (PRDP-MDTF), a budget support mechanism that, in this instance, is channelling money from the UK and Norway to support urgent PA budget needs. (WAFA 3/13)

Hamas authorities in the Gaza Strip launch an amnesty campaign for collaborators with Israel, saying that anyone who turns themselves in by 4/11 will not be interrogated or imprisoned. Meanwhile, Hamas also denies claims by Israeli security service Shin Bet that it is trying to set up cells in the West Bank. (Guardian, MNA 3/13)

Israeli media report that National Security Adviser Yaakov Amidror has recently privately warned PM Benjamin Netanyahu that settlement construction is causing Israel to lose support even among its strongest allies in the West. Sources in Netanyahu’s office do not deny the substance of Amidror’s remarks, but say that they should not be seen as a hint that the PM is considering a settlement freeze to help start negotiations. Hamas official Izzat al-Rishq says that Fatah and Hamas will meet in Cairo on 2/10 to discuss the composition of a unity government. On 2/8, the discussion will focus on PLO reform. Meanwhile, an anonymous PA official tells Agence France-Presse that PA security forces have arrested more than 25 Hamas mbrs. over the past 48 hours. Earlier in the week, IDF forces arrested another 25 Hamas mbrs. in the West Bank, including 3 mbrs. of the PC from the Hamas-affiliated Reform and Change party. (AFP, MNA 2/7)

Islamic Jihad politburo mbr. Shaykh Nafith Azzam says that the group may run in the next elections of the PLO’s Palestine National Council (PNC) if certain conditions related to the political program, decision-making mechanism, and structure of the PLO are met. Azzan says PNC elections are necessary, particularly as the council represents Palestinians in Palestine and in the diaspora. (MNA 2/7)

White House spokesperson Jay Carney responds to a question about the consequences of the Israeli election for peace efforts by restating the administration’s call for a resumption of direct negotiations on final-status issues. Meanwhile, the UN’s special coordinator for the Middle East peace process, Robert Serry, tells a UNSC meeting that courageous steps by Israeli and Palestinian leaders are required to save the two-state solution. At the meeting, Palestinian FM Riyad al-Maliki sits behind a ‘‘State of Palestine’’ nameplate, drawing criticism from U.S. amb. Susan Rice, who says that the U.S. does not recognize the UNGA vote in 11/2012 (see Quarterly Update in JPS 166). After the meeting, Maliki says that the Palestinians’ decision about whether to go to the ICC over Israel’s settlement construction will depend on what the Israeli government does in the E1 area nr. The IDF also makes a brief incursion into Gaza to a distance of 200 m from the border fence nr. Bayt Hanun to level land. In the West Bank, IDF soldiers open fire on Palestinians at the entrance to al-‘Arub r.c. nr. Hebron, killing 1 woman with a shot to the head. Eyewitnesses say the soldiers were traveling in a civilian car. Also, a Palestinian teenager shot by the IDF during clashes in Aida r.c. on 1/18 dies in the hospital. The IDF patrols in 1 village nr. Human rights NGO the Palestinian Center for Human Rights publishes a list of media workers in the Gaza Strip arrested by Hamas security services over the previous 48 hours. Meanwhile, dep. head of Hamas politburo Musa Abu Marzuq says that there is no disagreement within Hamas about Mahmud Abbas heading a unity government. (MNA 1/23)

PA fin. min. Nabil Qassis says that the government’s financial crisis is structural, requiring systematic changes in the budget and culture. He reveals that the deficit has now exceeded $1.4 b. (MNA 1/23)

Jordan holds parliamentary elections, which are boycotted by the Muslim Brotherhood–affiliated Islamic Action Front. The boycott is based on claims that the electoral system is biased in favor of rural tribal areas where pro-regime sentiment is highest, in contrast to large, more densely populated urban areas, where pro-Brotherhood views are strong among poor Palestinians. In the election, 1,425 candidates compete for 150 seats, up from 120, in the lower house. King Abdallah has agreed to cede some powers to the new legislature, such as choosing the PM and running day-to-day affairs. There are numerous reports of vote-buying and small-scale clashes in Karak governorate and some districts of Amman. The results see pro-government candidates maintain their dominance of the parliament, though 37 Islamist and other government critics win seats in the legislature. The Lebanese army states that 12 Israeli warplanes violated Lebanese airspace overnight, claiming that the breach of Lebanon’s sovereignty is a violation of UN Res. 1701, which was accepted as the basis for the cease-fire that ended the Israeli-Lebanon war of 2006. (Daily Star 1/23)

PM Salam Fayyad says that the PA is in ‘‘extreme jeopardy’’ due to an unprecedented financial crisis caused by Israel’s withholding of tax revenues and the subsequent failure of Arab countries to send promised funds. Meanwhile, the union of government employees in the West Bank says it will continue its partial strike to protest salary delays; part of 11/2012’s salaries are still outstanding. (AP, MNA 1/6)

Sixty-two truckloads of gravel enter the Gaza Strip via the Rafah crossing, part of a shipment from the Qatari government intended to help reconstruction. It is the 2d such delivery since 2007, following the entry of building materials via Rafah on 12/30. In the West Bank, the IDF patrols in 1 village nr. Jericho in the morning, in 1 village nr. Jailed Fatah leader Marwan Barghouti says that Palestinians should use mass popular protest to help end the split between the governments in the West Bank and Gaza Strip, calling for sit-ins in front of Hamas and Fatah party buildings in Palestine and internationally. (MNA 1/6)

Talks continue among PLO leaders, the Free Syria Army, and Syrian regime forces about Yarmuk r.c., without concluding a deal. PLO representatives are demanding that all armed groups, including Palestinian gunmen, withdraw from the camp; that authorities allow food and fuel to enter for residents; and that all parties to respect the neutrality of the camp. Israeli PM Netanyahu vows to build a fortified fence along the border with Syria in response to claims that radical Islamist groups have taken over the area alongside the occupied Golan Heights. (AP, REU 1/6)

In a meeting chaired by Pres. Abbas, the PLO Executive Comm. affirms the need for a UNSC resolution against Israeli settlement construction. Abbas also signs a decree changing the name of the PA to the ‘‘State of Palestine,’’ with all stamps, signs, and official letterheads set to carry the new name. (MNA 1/3; ToI 1/4)

IDF soldiers make a brief incursion into c. Gaza, e. of Juhur al-Dik, to level land 100 m inside the border fence. In the West Bank, Israeli undercover forces launch an arrest raid into Jenin, sparking a clash with a large crowd of stone-throwing Palestinians; troops open fire on the crowd, wounding 1 man in the leg. Around 30,000 people participate in a festival in Nablus to mark Fatah’s 48th anniversary. Meanwhile, the movement’s supporters in the Gaza Strip begin to gather in preparation for their rally on 1/4. (MNA 1/3)

The Israeli organization Ir Amin reports that in 2012, publication of tenders for settlement apartments in East Jerusalem showed a three-fold increase compared to 2011 (rising to 2,386 units), and units approved for future construction a four-fold increase (to 6,932 units). (HA 1/3)

Head of Operations, Logistics, and Property at Israel’s Defense Ministry, Bezalel Treiber, says that in light of the war in Syria, the government is looking to improve the border fence with Syria and may do the same with Jordan, funds permitting. (NYT, ToI 1/3)

Speaking at an annual conference for Israel’s ambassadors abroad, PM Netanyahu says that Iran has not yet crossed the ‘‘red line’’ set by Israel on its nuclear program. The same gathering receives a Foreign Ministry paper predicting that the Syrian civil war has weakened the ability of Asad and Hizballah to respond in the event of an Israeli attack on Iranian nuclear facilities.
