The IDF conducts house searches and arrest raids in Hebron and 1 nearby village at night; patrols in 1 village nr. Ramallah in the morning, and in 5 villages nr. Hebron and 1 village nr. Ramallah at night. Also in the West Bank, Jewish settlers attack a Palestinian home with Molotov cocktails in Burin village nr. Nablus, causing property damage but no injuries. Senior Palestinian official Nabil Shaath says that the Palestinian leadership is preparing to join international bodies and ratify agreements such as the Rome Statute of the International Criminal Court, due to the lack of progress in the peace talks. Shaath also confirms that Saeb Erakat’s resignation (11/13) was not accepted by Pres. Abbas, and thus Erakat continues in a caretaker role. (MNA 11/26)

Israel and the EU finalize an agreement to allow Israel’s participation in the Horizon 2020 scientific research project. Following lengthy talks between Israeli justice minister Tzipi Livni and EU foreign affairs chief Catherine Ashton, a compromise formula is reached. This includes the publication of an appendix stating the applicability of the EU’s funding guidelines approved in 7/2013, which renders ineligible entities based in West Bank settlements, accompanied by an Israeli appendix stating the govt.’s opposition to those guidelines. Gen. Salim Idriss, leader of the FSA, tells Al Jazeera that his group plans to shun the peace conference that UN Secy.-Gen. Ban Ki-moon announced on 11/25, claiming that “conditions are not suitable” for the talks. Meanwhile, the Syrian National Coalition (SNC) issues a statement saying it wants to see progress on the ground through the establishment of humanitarian corridors and a release of political prisoners, before it decides whether to attend the talks. U.S. Secy. of State John Kerry addresses Congress in a video message, and places the onus on Iran to prove that their nuclear program is peaceful. In an effort to reassure lawmakers who criticized the 6-mo. interim deal as being too soft on the Iranian govt., Kerry affirms that, should the agreement fall apart, Tehran would face “even tougher sanctions.” Meanwhile, marking his 1st 100 days in office, Pres. Egyptian armed forces kill Mohammed Hussein Muhareb, the leader of a militant group in the Sinai Peninsula, nr. Shaykh Zuweid. Muhareb was wanted for various attacks on state security forces. (AP 11/26)

U.S. Secy. of State Kerry meets Palestinian pres. Abbas in Bethlehem and subsequently urges Israel to limit settlement construction. Kerry affirms that the position of the U.S. is that the settlements are “illegitimate,” and also announces a contribution of $75 million in aid to the Palestinians, with a focus on job creation. Both before and after the talks with Abbas, Kerry meets Netanyahu where the Israeli PM accuses Palestinians of creating “artificial crises.” (AFP, AP, JP, REU 11/6)

Yisrael Beitainu leader Avigdor Lieberman is acquitted of corruption charges, with Netanyahu quickly congratulating him and welcoming him back to the govt. It is expected that Lieberman will resume his position as FM next week. (JP, REU 11/6)

Widow of Yasir Arafat, Suha Arafat, says her late husband was poisoned with radioactive plutonium, after she receives the results of Swiss forensic tests conducted on the Palestinian leader’s corpse. (REU 11/6)

National Security Council spokesperson Bernadette Meehan announces that the Obama administration will look to a “phased approach” in relation to the negotiations with Iran over its nuclear program, offering “limited and reversible” sanctions relief in exchange for steps being taken by Tehran. An unnamed Israeli official confirms that the govt. will press ahead with plans to build in the so-called settlement blocs and East Jerusalem, claiming that such construction is in accordance with agreements reached as talks recommended. Meanwhile, the Financial Times reports that the PA has sent letters to 50 countries urging them to clamp down on companies doing business with West Bank settlements, citing an unnamed Palestinian official. The White House hosts a meeting of Senate cmte. leaders’ aides as part of a drive to get new sanctions targeting Iran delayed. At the same time, dep. national security adviser to Pres. Obama Ben Rhodes tells a conference in Washington that the U.S. will not be easing sanctions until Tehran takes “concrete steps.” (REU 10/24)

Palestinian pres. Abbas meets with European Council pres. Herman van Rompuy in Brussels and demands that European companies end all business with settlements. Meanwhile, speaking to a German newspaper, Abbas says that the lack of progress in negotiations is in part due to Netanyahu’s insistence on starting from scratch. Meanwhile, Arab League spokesperson Nasif Hata emerges from a meeting in Paris with U.S. Secy. of State Kerry to say that the body is not optimistic about the renewed peace talks. U.S. Secy. of State Kerry holds extensive talks with Israeli PM Netanyahu in Rome, with discussions focusing on the peace process, Iran, and Syria. Kerry is particularly keen to seek answers from Netanyahu on Israel’s positions vis-à -vis a final settlement with the Palestinians, during 7 hours of talks. Since negotiations began on 7/29, 13 Israeli-Palestinian meetings have taken place, 3 of them in the previous 5 days. (HA, REU 10/23)

In Lebanon, 3 days of fighting in Tripoli between supporters and opponents of Syrian pres. Asad have killed 2 and wounded 33. (AFP 10/23)

In the Gaza Strip, IDF troops conduct 2 separate, limited incursions nr. Khan Yunis, leveling land along the border fence before withdrawing. In the West Bank, the IDF shoots and kills a Palestinian in Jenin r.c., and wounds 4 others in subsequent clashes. Islam al-Tubasi was killed when Israeli soldiers raided his house and shot him. For the 1st time in 6 years, Israel will allow entry into the Gaza Strip of a limited quantity of construction materials intended for private projects, according to separate reports by crossings director Nazmi Muhanna and an unnamed Israeli defense official. Three hundred and fifty trucks of cement, steel and concrete will cross into the territory weekly. (REU, WAFA 9/17)

PA Pres. Abbas meets in Ramallah with U.S. peace process envoy Martin Indyk, where the 2 assess the outcome of previous rounds of negotiations (8 meetings in total). Meanwhile, PLO Secy.-Gen. Yasir ‘Abid Rabbuh tells Palestinian media that the “indicators” of the talks have thus far been negative. (JP 9/17)

Diplomats from the U.S., Britain, Russia, France, and China begin talks in New York on a draft res. that will implement the proposed plan to rid Syria of chemical weapons. U.S. Secy. of State Kerry insists that the agreement with Moscow must be backed up by the threat of force in the case of noncompliance, talking to reporters on Capitol Hill. Russia, meanwhile, says that a res. will not allow the use of force. (AP, REU 9/17)

Israeli PM Benjamin Netanyahu says he is willing to launch direct peace talks with the Palestinians without preconditions, speaking at a press conference in Warsaw alongside Polish PM Donald Tusk. Meanwhile, the Israeli media report that plans are going ahead to build 675 new housing units in Itamar settlement. (HA, YA 6/12)

Israeli DM Moshe Ya’alon departs to Washington for talks with U.S. Defense Secy. Chuck Hagel, his 1st such visit since taking office in 3/2013. The 2 men are said to be focusing their discussion on military and intelligence cooperation with regard to Syria. Ya’alon will also meet with U.S. politicians and pro-Israel lobbying group AIPAC. A Syrian army helicopter opens fire on a Lebanese border town in the e. Bekaa Valley, wounding 2. State news agency SANA says that the helicopter was chasing “terrorist groups.” In response, the Lebanese army says it will immediately respond to any further such cross-border attacks. In the Gaza Strip, Israeli authorities partially open the Kerem Shalom crossing to allow entry of 220 truckloads of goods for the commercial, agricultural, and aid sectors. Cooking gas is also pumped through the crossing. In the West Bank, the IDF conducts an arrest raid in 1 village nr. Nablus including the participation of undercover forces. (MNA 6/9; PCHR 6/13)

Israeli NGO Peace Now reveals official govt. figures showing that building of West Bank settlement homes hit a 7-year high in the 1st quarter of 2013, with 865 housing starts compared to 313 for the same period in 2012. Meanwhile, Israeli PM Benjamin Netanyahu emphasizes at a cabinet meeting that his govt. is committed to reaching an agreement that would see the establishment of a demilitarized Palestinian state. U.S. troops begin military exercises in Jordan, with more than 4,500 U.S. soldiers, some 3,000 Jordanians, and 500 British soldiers participating. The drills also involve the deployment of Patriot missiles and fighter jets, which may be kept by Jordan after the exercises finish. (REU 6/9)

Egypt’s Supreme Constitutional Court rules against elements of an election law passed by the Muslim Brotherhood-dominated legislature, sending the bill back to the Upper House for review. Meanwhile, U.S. Secy. of State John Kerry meets Pres. Mohamed Morsi on the sidelines of an African Union summit and urges the Egyptian govt. to implement economic reforms necessary to secure a $4.8 billion International Monetary Fund (IMF) loan. Four more people die in clashes between residents of the Sunni Bab el-Tebbaneh district and Alawite area Jabal Mohsen, bringing the death toll over 6 days of fighting in Tripoli to 28, with over 200 wounded. Meanwhile, Hizballah head Hassan Nasrallah broadcasts a televised speech saying that the fall of the Bashar al-Asad govt. in Syria would be a disaster for the “resistance” and for Palestine and a victory for U.S. and Israeli interests. Hizballah leader Hasan Nasrallah says that Syria will supply the organization with ‘‘game-changing’’ weapons, following recent Israeli air strikes, and that Hizballah would help other groups looking to liberate the Syrian Golan Heights from Israeli occupation. Meanwhile, deputy Syrian FM Faisal Miqdad says that his country will ‘‘respond immediately’’ to any further Israeli attack in its territory. (AFP 5/9; DS 5/10)

The day before U.S. Pres. Obama arrives in Israel, the IDF and Israeli police raze 6 structures in 2 unauthorized Jewish settler outposts in the West Bank (Oz Zion and Ramat Migron). In retaliation, Jewish settlers vandalize 18 Palestinian cars and a bus in Nablus. In the West Bank, the IDF patrols in al-Fawar r.c. nr. Palestinian PM Salam Fayyad and EU foreign policy chief Catherine Ashton sign a deal in Brussels for the EU to provide $9 million of new funding for Palestinian development, aimed at supporting the Palestinian presence in West Bank Area C (under full Israeli civilian and security control). Fayyad and his delegation then attend the annual meeting of the Ad Hoc Liaison Committee (AHLC)—the main donor body responsible for formulating broad policy for development assistance to the Palestinians. There he presents a paper on how the Israeli occupation affects the Palestinian economy. Donors are asked by the Palestinian delegation to protect projects in Area C and are told how irregularities in aid transfers to the PA and Israel’s withholding of tax revenue have worsened a financial crisis. After talks, Norwegian FM and AHLC head Epsen Barth Eide says that progress was made towards securing the $1.2 billion needed to fund the PA this year (see QU 168). (AFP, MNA 3/18; HA 3/19)

A World Bank report warns of the continued deterioration of the Palestinian economy, citing Israeli-imposed restrictions and the impact of closures (See Docs in JPS 168). The report also notes a drop in donor funding, and the PA’s large debts to banks and suppliers. Palestinian gross domestic product grew 6.1% in the first three quarters of 2012, down from an 11% average in 2010 and 2011. (HA 3/12)

PM Salam Fayyad says that the PA is in ‘‘extreme jeopardy’’ due to an unprecedented financial crisis caused by Israel’s withholding of tax revenues and the subsequent failure of Arab countries to send promised funds. Meanwhile, the union of government employees in the West Bank says it will continue its partial strike to protest salary delays; part of 11/2012’s salaries are still outstanding. (AP, MNA 1/6)

Sixty-two truckloads of gravel enter the Gaza Strip via the Rafah crossing, part of a shipment from the Qatari government intended to help reconstruction. Jailed Fatah leader Marwan Barghouti says that Palestinians should use mass popular protest to help end the split between the governments in the West Bank and Gaza Strip, calling for sit-ins in front of Hamas and Fatah party buildings in Palestine and internationally. (MNA 1/6)

Talks continue among PLO leaders, the Free Syria Army, and Syrian regime forces about Yarmuk r.c., without concluding a deal. PLO representatives are demanding that all armed groups, including Palestinian gunmen, withdraw from the camp; that authorities allow food and fuel to enter for residents; and that all parties to respect the neutrality of the camp. Israeli PM Netanyahu vows to build a fortified fence along the border with Syria in response to claims that radical Islamist groups have taken over the area alongside the occupied Golan Heights. (AP, REU 1/6)

In a meeting chaired by Pres. Abbas, the PLO Executive Comm. affirms the need for a UNSC resolution against Israeli settlement construction. Abbas also signs a decree changing the name of the PA to the ‘‘State of Palestine,’’ with all stamps, signs, and official letterheads set to carry the new name. (MNA 1/3; ToI 1/4)

IDF soldiers make a brief incursion into c. Gaza, e. of Juhur al-Dik, to level land 100 m inside the border fence. In the West Bank, Israeli undercover forces launch an arrest raid into Jenin, sparking a clash with a large crowd of stone-throwing Palestinians; troops open fire on the crowd, wounding 1 man in the leg. Around 30,000 people participate in a festival in Nablus to mark Fatah’s 48th anniversary. Meanwhile, the movement’s supporters in the Gaza Strip begin to gather in preparation for their rally on 1/4. (MNA 1/3)

The Israeli organization Ir Amin reports that in 2012, publication of tenders for settlement apartments in East Jerusalem showed a three-fold increase compared to 2011 (rising to 2,386 units), and units approved for future construction a four-fold increase (to 6,932 units). (HA 1/3)

Head of Operations, Logistics, and Property at Israel’s Defense Ministry, Bezalel Treiber, says that in light of the war in Syria, the government is looking to improve the border fence with Syria and may do the same with Jordan, funds permitting. (NYT, ToI 1/3)

Speaking at an annual conference for Israel’s ambassadors abroad, PM Netanyahu says that Iran has not yet crossed the ‘‘red line’’ set by Israel on its nuclear program. The same gathering receives a Foreign Ministry paper predicting that the Syrian civil war has weakened the ability of Asad and Hizballah to respond in the event of an Israeli attack on Iranian nuclear facilities.
