Islamic Jihad mbrs. fire 2 rockets fr. n. Gaza towards an IDF base nr. Ashkelon, injuring 5 IDF soldiers; the IDF retaliates with artillery fire on the launch site, killing 1 Palestinian bystander in adjacent Jabaliya r.c.; Israel warns that it could send ground forces back into Gaza. The IDF also raids Nablus, assassinates local PFLP cmdr. Bashar Hanani (also reported as Bashar Khalani), AMB mbrs. Ahmad Jayyusi and Anas Hamad; shells areas northwest of Bayt Lahiya, wounding a farmer working his land; sends troops into Qabatya, fires on stone-throwing youths who confront them, wounding 5 Palestinians; raids, searches a building in Qiffin nr. Tulkarm, confiscating files fr. and sealing the offices of the Loans Association, Palestinian Peoples Party, Popular Campaign against the Wall, and Union of Agricultural Relief Comms.; conducts arrest raids, house searches in Bethlehem, Nablus, Ramallah and nr. In the evening, the Israeli security cabinet approves new measures, known as Operation Blue Skies, aimed at curbing Palestinian rocket fire fr. Gaza, including using artillery, helicopter, and gunboat fire to enforce a new n. Gaza buffer zone; more stringent monitoring of the Gaza Strip by air; “other steps we have not taken until now,” but does not immediately give orders for the IDF to implement the plan. The IDF tightens restrictions on Palestinian movement around Jerusalem, in Hebron citing the Sukkoth holiday; continues arrest raids, house searches in Hebron, as well as in Jaba’ nr. Jenin; fires on stonethrowing Palestinians along the Jerusalem– Bethlehem road nr. Kefar Etzion, killing 1 Palestinian. The IDF also ends escorts of Palestinian children in s. Hebron, citing concerns that troops could be drawn into clashes with angry Jewish settlers targeting Palestinians for retribution following the 10/16 drive-by shootings; the IDF began escorts about 1 yr. ago to protect the children fr. repeated attacks by Jewish settlers fr. The IDF bulldozes 8 Palestinian homes, a gas station constructed without permits in areas of East Jerusalem slated for a new park; demolishes 22 structures (including a school) in Khirbet Tana nr. Nablus (pop. 450) built without permits, leaving only 2 buildings in the village and the 200-yr.-old mosque standing; imposes a curfew on ‘Ayn al-Bayda nr. Jenin, searches homes, arrests around 30 Palestinian farmers, shepherds who are not residents of the village; raids a municipal building in n. Ramallah, arresting 1 Palestinian; fires live ammunition at Palestinians protesting separation wall construction in Qutna nr. Jerusalem, wounding 2; fires on residential areas of Aida r.c.; raids, occupies 3 Palestinian homes in Yatta as observation posts. Hamas holds a prayer rally in Nablus calling on Palestinians to boycott the evening’s Palestine International Festival (an annual wk.-long festival, not held since 2000, that opened in cities across the West Bank on 6/30) performance in the city by pop singer Ammar Hassan, citing the impropriety of men and women dancing to “risqu´e” music as well as of holding such a celebration when families are still mourning the losses of the intifada; the AMB assures that it sanctioned the event after Hassan agreed to sing only “conservative songs”; the performance ultimately is disrupted by some masked AMB mbrs. fr. The United Church of Christ passes a resolution calling for the use of “economic leverage” to promote Middle East peace, but rejects resolutions calling for divestment in companies that supply Israel with bulldozers, military equipment. Two additional resolutions also denounce all forms of violence in the Middle East, “including suicide bombing by Palestinians and the use of force by Israelis in perpetuating occupation of Palestinian lands,” and call on Israel to dismantle the separation wall.
