Israeli forces demolish the outer wall of a Palestinian cemetery and the foundation of a planned multi-purpose center near Jenin. Israeli settlers enter the grounds of Palestinian high school in Urif village near Nablus, throwing rocks and sparking minor confrontations with the students; there are no reported injuries or arrests. The organizing committee behind the Great March of Return announces that the protests will resume on 11/9 as planned, but that the demonstrations will be quieter and protesters again will stay away from the border fence, as they largely did during the protests on 11/2. Meanwhile, The Hamas-run Finance Ministry in Gaza pays partial salaries to civil servants across the region. The payment is reportedly made in connection with developments in the ongoing Egyptian effort to broker a de-escalation of violence. (HA 11/8)

After meeting with PA foreign minister Riyad al-Maliki in Brussels, Belgian foreign minister Didier Reynders tweets that Belgium is upgrading the status of the Palestinian mission in Brussels, a significant step toward recognition of the State of Palestine. The specific nature of the upgrade is unclear. Reynders and al-Maliki also sign a joint declaration affirming their intention to further develop bilateral relations in a variety of ways. IDF troops violently disperse thousands of Palestinians gathering along Gaza’s border fence near Gaza City, Khan Yunis, and Jabaliya refugee camp to continue the Great March of Return; 3 Palestinians are injured. Meanwhile, Israeli firefighters put out 12 fires in southern Israel that were reportedly sparked by incendiary balloons and kites flown from Gaza. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City, causing no damage or injuries. In East Jerusalem, 420 right-wing Jewish activists tour Haram al-Sharif in the morning to commemorate Sukkot. Meanwhile, Israeli police detain 2 Islamic Waqf guards attempting to bring tools and other equipment into the sanctuary. They also assault and arrest 2 Palestinians in the Old City and arrest a 3d during a late-night raid in Abu Dis. In the West Bank, IDF troops order a number of Palestinian shops in central Hebron to close and set up mobile checkpoints in the area, easing access to al-Ibrahimi Mosque for right-wing Jewish activists commemorating Sukkot. They also arrest 7 Palestinians during late-night raids near Hebron, Qalqilya, and Tulkarm; and patrol in the Hebron area throughout the day. A Hamas spokesperson denies that the Egyptian-mediated talks on a long-term cease-fire with Israel and a reconciliation agreement with Fatah have stalled. “The efforts of our Egyptian brothers continue,” he says. “We in Hamas are responsive to these ongoing efforts.” (AFP, TOI 9/25)

The World Bank reports that Gaza’s economy is in “free fall,” having contracted by 6% in the first quarter of 2018. World Bank officials are planning to present the report to the Ad Hoc Liaison Committee, the main policy-level fundraising body for the Palestinians, at its meeting in New York City on the sidelines of the UN General Assembly on 9/27. An Israeli settler shoots and fatally injures a Palestinian after he allegedly attempts to stab another settler with a screwdriver at a gas station outside the Mishor Adumim settlement near Jerusalem (the Palestinian will succumb to his injuries on 4/9). Elsewhere in the West Bank, Israeli forces block Palestinian farmers from working their lands near Tulkarm, without offering any justification. They also arrest 8 Palestinians during late-night raids in and around Tulkarm, Qalqilya, and Nablus; and patrol near Salfit and Hebron. In East Jerusalem, Israeli forces evict 3 Palestinian families from their homes in Silwan, implementing a recent court ruling that an Israeli settler group owns the buildings. They also arrest 3 Palestinians during late-night raids in Jabal Mukabir, Anata refugee camp, and Abu Dis. Along Gaza’s border, IDF troops shoot and injure 2 Palestinians amid clashes near Khan Yunis and open fire on agricultural lands near Dayr al-Balah, causing no damage or injuries. At a meeting of the Fatah Central Committee, PA president Abbas lays out conditions for Palestinian engagement with the U.S. peace initiative. “We will not listen to anything that comes [from the Trump administration], regardless of what it is, unless the 2-state solution [is endorsed] and East Jerusalem as the capital of the State of Palestine is recognized,” he says. Following the burning of hundreds of tires along Gaza’s border on 4/6, a PA official says that the Israeli authorities have suspended all tire imports into Gaza. (JP 4/8)

Israeli DM Lieberman condemns the calls for an independent, transparent investigation into the killings along Gaza’s border over the past 2 weeks. “The demand to investigate the shooting [. . .] is hypocrisy,” he says. Separately, Israeli officials say that the IDF will react with force, including air strikes on Hamas military targets, if Palestinians continue attempting to damage the border fence during the ongoing Great March of Return. In 3 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Jabaliya refugee camp, injuring and then arresting 2 fishermen. In the West Bank, IDF troops raid an air-conditioning factory in Tulkarm, damaging some materials and causing a work stoppage. They also arrest 14 Palestinians and issue 2 arrest summons during raids near Tulkarm, Hebron, Nablus, Bethlehem, and Salfit; and patrol near Hebron. A raid near Nablus sparks minor clashes with stone-throwing Palestinian minors; there are no serious injuries. In East Jerusalem, following several reports of Palestinians throwing stones at Israeli forces and settlers, the Israeli authorities close the roads between Hizma and Issawiyya. In an interview with Israel Hayom, U.S. pres. Trump says that he is not sure Israel and the Palestinians are interested in reaching a peace agreement. Specifically, he responded to a question about the U.S. promise to release a peace plan: “We are going to see what goes on. Right now, I would say the Palestinians are not looking to make peace, they are not looking to make peace. And I am not necessarily sure that Israel is looking to make peace. Palestinian diplomatic delegations discuss the future of the peace process with local officials in Moscow and Beijing. PLO executive committee member Salih Ra‘fat says that the delegations are part of the Palestinians’ efforts to gather support in the wake of U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. Both Russia and China have expressed interest in becoming more active in the peace process, and the Palestinians are looking to replace the U.S. as sole mediator. (HA, TOI, WAFA 12/20)

U.S. pres. Trump threatens to cut economic aid to any country that votes in favor of a UNGA resolution rejecting his 12/6 recognition of Jerusalem as Israel’s capital, which is set for a vote on 12/21. “They take hundreds of millions of dollars and even billions of dollars, and then they vote against us,” he says. “Well, we’re watching those votes. At an emergency meeting of the Organisation of Islamic Cooperation (OIC) in Istanbul, reps. of the 57 OIC members jointly declare East Jerusalem to be the capital of the State of Palestine and urge all countries to recognize Palestine. Addressing the attendees, PA pres. Abbas says that Israel’s violations and of international law free the Palestinians from prior commitments made in context of the peace process, threatens to abandon the PA’s security coordination with the IDF, and announces the Palestinians’ intention to go to the UNSC for full UN membership. Shukri Bishara announces that PA employees earning more than NIS 2,000 ($515) per mo. will only receive 60% of their salaries for 3/2015 on 4/2, despite the Israeli govt.’s 3/27 pledge to unfreeze the transfers of tax revenues collected on behalf of the PA. In Syria, fighters affiliated with ISIS conduct an assault on Yarmouk r.c. outside Damascus. During a day of intense fighting, they take control of large areas of the camp, casting further uncertainty over the fate of the approximately 18,000 Palestinian refugees and other civilian residents. Egypt’s cabinet approves a new res. designed to crack down on smuggling tunnels from Gaza into Egypt, which would make tunnel digging, or knowledge of tunnel digging, punishable by life imprisonment and home confiscation. The Israeli PM’s office announces that it is unfreezing tax revenue transfers to the PA that it has held as a punitive response to the Palestinian accession to the ICC since 1/2015. A statement announcing the move says that the total will be reduced by an undisclosed amount to pay portions of the PA’s debts to Israeli utility providers, such as the IEC. French FM Fabius announces that, now that the 3/17 Israeli election has passed, he plans to explore the prospect of introducing another United Nations Security Council (UNSC) res. laying out parameters for a new round of Israeli-Palestinian peace negotiations. Meanwhile, an EU spokesperson announces that Hamas will remain a designated terrorist organization pending a decision on an appeal of the General Court’s 12/17/2014 removal of Hamas from the list. Similarly, the Holy Land Foundation for Relief and Development, which the U.S. claims funneled money to Hamas, has been removed from the list since it was last published in 7/2014. The PA unity govt. delegation led by PM Hamdallah meets with Fatah and Hamas officials in the Gaza Strip, concluding its 3-day trip. (MNA 3/26) The Egyptian attorney, Samir Sabri, who filed the original motion to designate Hamas a terrorist organization in Egypt withdraws his case, saying he hopes to remove “obstacles which Egypt’s political leadership might face in serving its role in the Palestinian reconciliation.” The Court of Urgent Matters, which designated Hamas a terrorist organization 2/28, is expected to reconsider its initial ruling, though it was only in part based on Sabri’s motion. They reaffirm the Palestinians’ right to self-determination, confirm Palestinian rights to sovereignty over their natural resources, and condemn ongoing settlement growth in the West Bank and East Jerusalem. Nablus on a raid and clash with Palestinians, injuring 3 with live ammunition and tear gas. IDF troops enter an area e. of Yatta nr. Hebron and seize a tractor and 4 water tanks; demolish several mobile homes in a village e. of Ramallah; deliver stop-work notes to several construction sites nr. Jericho and demolition notices for 6 wells in Qusra village in the n. West Bank, where Israeli settlers later attack Palestinian property; 2 of the settlers are detained. Separately, around 100 settlers from Adi Ad gather nr. al-Mughir village, but IDF troops intervene before they can attack the residents. In East Jerusalem, Israeli security forces enter Jabal Mukabir to deliver demolition orders to the homes of the Palestinians who attacked a synagogue and were killed on 11/18, then raid a mourning tent set up for them; 5 Palestinians are injured in the ensuing clashes. Philip Hammond in London, U.S. Secy. of State Kerry travels to Paris for meetings with French FM Laurent Fabius and Saudi FM Saud al-Faisal, then to Vienna to join the P5+1 negotiating team ahead of the 11/24 deadline. Meanwhile, the head of the International Atomic Energy Agency (IAEA), Yukiya Amano, calls on Iran to increase its cooperation with the agency, saying that the govt. has not been transparent about some aspects of its research.
