Separately, IDF troops arrest a Palestinian at Qalandia checkpoint when she is found with a knife on her person; arrest 6 Palestinians during further raids near Bethlehem, Hebron, and Qalqilya; and patrol near Hebron, Tulkarm, and Salfit. In East Jerusalem, Israeli forces demolish a Palestinian mobile home in Qalandia refugee camp near Jerusalem. The Palestinian owner was living in the mobile home since Israeli forces demolished his previous home on 6/20. Israeli forces raze a plot of Palestinian land and confiscate a vehicle, demolish 2 car washes, a food shop, several storage buildings and offices in Silwan and Jabal Mukabir; and arrest 5 Palestinians during late-night raids in Issawiyya. Meanwhile, hundreds of Palestinians gather along Gaza’s northern coast to continue the Great March of Return and to cheer on a number of Palestinian boats sailing in a symbolic challenge to the Israeli blockade. IDF troops and Israeli naval forces violently disperse the protests; 10 Palestinians are injured. Education Minister Naftali Bennett and Justice Minister Ayelet Shaked, both of the Jewish Home Party, announce that they intend to remain in Prime Minister Netanyahu’s ruling coalition and that they are dropping their demand for Bennett to take over the Defense Ministry. “There’s no apocalypse on the way. Haaretz reports that Israel’s Population and Immigration Authority last week increased by 1,500 the number of permits awarded to West Bank Palestinians hoping to work as dishwashers and cleaners in Israeli restaurants, bars, and cafes. The increase is reportedly designed to ease the strain on restaurant owners who are struggling to find enough low-cost labor. Before this increase, approximately 30,000 West Bank Palestinians were permitted to come into Israel to work such jobs. (HA 11/19)

UNRWA commissioner general Pierre Krähenbühl tells reporters that the agency’s budget shortfall, which was created by U.S. president Trump’s decision to slash U.S. aid to UNRWA earlier this year, has been cut to $21 million, following another round of pledges from the EU and several Gulf countries. The deficit was reportedly $64 million as recently as last week. “This is a very encouraging result at the end of a lot of work,” Krähenbühl says. (AFP, TOI 11/19)

Airbnb, a U.S.-based home-share company with listings all over the world, announces that it is removing all 200-some of its listings in Israel’s West Bank settlements. “We concluded that we should remove listings in Israeli settlements in the occupied West Bank that are at the core of the dispute between Israelis and Palestinians,” a statement from the company reads. In response, Israel’s Tourism Minister Yariv Levin instructs his deputies to restrict the company’s operations across Israel. Strategic Affairs Minister Gilad Erdan calls on the settler-hosts who used Airbnb to sue the company using Israel’s anti-boycott law. “National conflicts exist throughout the world,” he argues. “Airbnb will need to explain why they chose a racist political stance against some Israeli citizens.” (EI, HA, JP, YA, YA 11/19; AJ, BBC, CNN 11/20)

Marking the second major BDS victory of the day, the Canadian Federation of Students, Canada’s largest and oldest students’ association, endorses the BDS movement and condemns the “ongoing occupation of Palestine.” Marking the third, the Quakers in Britain Church, a group 17,000 strong, announces that it is divesting from companies that profit from the Israeli occupation. “This includes companies—whichever country they are based in—involved for example in the illegal exploitation of natural resources in occupied Palestine, and the construction and servicing of the separation barrier and Israeli settlements,” a senior church official explains. After a night of air strikes in Gaza, unidentified Gazans fire 5 rockets at southern Israel. Four are intercepted by the Iron Dome missile defense system; the 5th lands in an open area, causing no damage or injuries. The Israeli Air Force then conduct air strikes on sites near Jabaliya refugee camp and Khan Yunis, causing damage. In the West Bank, an IDF driver rams 2 Palestinians during a patrol near Qalqilya, causing moderate injuries to both. An IDF spokesperson claims that Islamic Jihad in Palestine (PIJ) was responsible for the rocket fire on 10/26 “with clear guidance from Iran and the Revolutionary Guards’ Quds Force in Syria.” A PIJ spokesperson then says that the group has reached a new agreement to end the violence in Gaza, thanks to Egyptian mediation. “After contacts between the Islamic Jihad leadership and the brothers in Egypt, it was agreed that a comprehensive cease-fire will begin immediately,” he says. A day after Israeli prime minister Netanyahu visited Oman, Omani foreign minister Yusuf bin Alawi bin Abdullah says that the Omani government is “very optimistic” about the Trump administration’s Palestinian-Israeli peace efforts. “We are not mediators in Israel-Palestine, but we offer facilitation and ideas to help 2 parties to come together,” he adds. “We are not saying that the road is now easy and paved with flowers, but our priority is to put an end to the conflict and move to a new world.” (AFP, HA, REU, TOI, YA 10/27)

The World Bank announces that it has increased its annual allotment of aid to the Palestinians from $55 million to $90 million this year. The organization’s new strategy, adopted in 12/2017, has a “very strong focus on job creation and private sector development,” according to a World Bank spokesperson. (WAFA 10/27)

Meanwhile, Israeli firefighters put out 12 fires in southern Israel that were reportedly sparked by incendiary balloons and kites flown from Gaza. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Gaza City, causing no damage or injuries. In East Jerusalem, 420 right-wing Jewish activists tour Haram al-Sharif in the morning to commemorate Sukkot. Meanwhile, Israeli police detain 2 Islamic Waqf guards attempting to bring tools and other equipment into the sanctuary. They also assault and arrest 2 Palestinians in the Old City and arrest a 3d during a late-night raid in Abu Dis. In the West Bank, IDF troops order a number of Palestinian shops in central Hebron to close and set up mobile checkpoints in the area, easing access to al-Ibrahimi Mosque for right-wing Jewish activists commemorating Sukkot. They also arrest 7 Palestinians during late-night raids near Hebron, Qalqilya, and Tulkarm; and patrol in the Hebron area throughout the day. A Hamas spokesperson denies that the Egyptian-mediated talks on a long-term cease-fire with Israel and a reconciliation agreement with Fatah have stalled. “The efforts of our Egyptian brothers continue,” he says. “We in Hamas are responsive to these ongoing efforts.” (AFP, TOI 9/25)

The World Bank reports that Gaza’s economy is in “free fall,” having contracted by 6% in the first quarter of 2018. World Bank officials are planning to present the report to the Ad Hoc Liaison Committee, the main policy-level fundraising body for the Palestinians, at its meeting in New York City on the sidelines of the UN General Assembly on 9/27. PLO secretary-general Erakat says that the Palestinians are considering a reduction in their political, economic, and security relations with Israel in response to the new Israeli law allowing for deductions to the monthly transfers of tax revenues to the PA. They also patrol near Hebron and Nablus, and deliver stop-work orders to a mosque and a building under construction in Yatta village near Hebron. For a 2d day in a row, the PLO Central Council convenes in Ramallah to coordinate a long-term strategy for responding to U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. In a concluding statement, the council calls for international support for Palestinian statehood, directs the PLO Executive Committee to revoke the PLO’s recognition of Israel until the Israeli government recognizes the State of Palestine, and declares that the transitional period laid out in the Oslo Accords is no longer applicable to the current situation. At an emergency meeting of the Organisation of Islamic Cooperation (OIC) in Istanbul, reps. of the 57 OIC members jointly declare East Jerusalem to be the capital of the State of Palestine and urge all countries to recognize Palestine. Addressing the attendees, PA pres. Abbas says that Israel’s violations and of international law free the Palestinians from prior commitments made in context of the peace process, threatens to abandon the PA’s security coordination with the IDF, and announces the Palestinians’ intention to go to the UNSC for full UN membership. The Vatican signs a treaty officially recognizing the State of Palestine. Archbishop Paul Gallagher, the Vatican’s equivalent to a FM, says that he hopes the treaty might “in some way be a stimulus to bringing a definitive end to the long-standing Israeli-Palestinian conflict.” (The Vatican will deny Israel’s requests to review the treaty.) ICC prosecutor Bensouda says that she has not been provided any official information from either the Palestinians or Israel relating to Israel’s assault on the Gaza Strip in 7–8/2014, and that, unless that changes, her decision to launch a full investigation will be based on publicly available materials. Israeli PM Netanyahu’s new govt. presents a document to the Knesset outlining the basic principles binding its ruling coalition. In language similar to that used for the 2009 and 2013 govts., it says that the govt. will work toward a peace agreement with the Palestinians, but it does not specify a 2-state solution. It also notes that “if an agreement of this kind is reached [with the Palestinians], it will be brought for the approval of the cabinet and Knesset, and if necessary, a national referendum as well.” (AFP, HA 5/13)

In an interview published today, U.S. Pres. Obama says that the U.S. is “taking a hard look” at its positions regarding the Israeli-Palestinian conflict, and that the Palestinians “deserve an end to the occupation and the daily indignities that come with it.” Obama is hosting several leaders of the GCC countries at a summit in Washington today to discuss regional issues. The head of the Palestinian Power and Natural Resources Authority Omar Kittanah announces that the PA cabinet has approved an initiative to connect the electricity grid in the West Bank to Jordan. The PA will begin looking for funding for the project, which is estimated to cost $100 m. It is part of a regional, 3-year initiative to connect the grids of Turkey, Lebanon, Syria, Iraq, Libya, Egypt, Jordan, and the oPt. (MNA 5/13)

U.S. Secy. of State Kerry holds extensive talks with Israeli PM Netanyahu in Rome, with discussions focusing on the peace process, Iran, and Syria. Kerry is particularly keen to seek answers from Netanyahu on Israel’s positions vis-à -vis a final settlement with the Palestinians, during 7 hours of talks. The Israeli media reports that PM Netanyahu is unhappy with Justice Minister and chief negotiator Tzipi Livni, who is apparently undermining his position in talks with the Palestinians. Livni reportedly is willing to remove all IDF troops from the Jordan Valley, something Netanyahu will not countenance. Meanwhile, PA Pres. The U.S., Britain, and France issue a joint warning to Syrian pres. Asad that there would be consequences should he fail to comply with the international community’s demand he hand over his entire chemical weapon stockpile. Meanwhile, UN human rights investigator Karen Koning Abuzayd says that war crimes attributed to the Syrian opposition are largely being carried out by foreign fighters. The EU announces a €52 million assistance package to help PA development schemes, such as municipal infrastructure projects and private sector-led economic initiatives. Russian FM Sergey Lavrov makes a statement calling for military action against Syria to be averted through a plan for the internationally coordinated destruction of Damascus’s chemical weapons’ arsenal. The dramatic intervention is welcomed as a possible breakthrough by Pres. Obama, who faces opposition in Congress and among the public to any U.S. military intervention. Democratic Senate leader Harry Reid postpones a scheduled test vote for lawmakers to assess the Russian plan. The Egyptian military’s offensive in the Sinai continues, with security forces killing a further 9 militants and arresting 10 nr. Rafah. In 2 separate incidents in c. Sinai, gunmen open fire and wound 3 soldiers. In addition, Egyptian forces destroy 6 smuggling tunnels under the Egypt-Gaza border located n. of Rafah, with an Egyptian official claiming that more than 90% of the smuggling tunnels have now been destroyed. Israel’s Economics and Trade Minister Naftali Bennett says that the idea of a Palestinian state is “dead” and urges Israel to annex Area C of the West Bank as soon as possible. In response, Palestinian chief negotiator Saeb Erakat says that the international community needs to recognize that Israel has declared the end of the two-state solution. However, separately, Israel’s Housing Minister Uri Ariel says that the govt. has frozen nearly all housing starts in settlements in the West Bank and East Jerusalem, to boost efforts to restart talks. PLO chief negotiator Saeb Erakat reveals that the PA is in consultations with Arab countries and others over the text of a draft resolution requesting the UNGA accept Palestine as a non-member state. Erakat reiterates that the UN bid is intended to complement rather than harm the peace process. Reports indicate that the U.S. government is lobbying European countries to oppose the Palestinian initiative on the basis that it would be counterproductive and lead to negative consequences, such as sanctions, for the PA.
