In the West Bank, Israeli forces demolished 2 houses in al-‘Arub refugee camp. 10 Palestinians were arrested during house raids in and around Ramallah, Hebron, and Jenin. In East Jerusalem, Israeli forces demolished a Palestinian-owned house in Jabal Mukabir. 15 Palestinians were arrested during late-night raids in Issawiyya. (WAFA, WAFA 11/19; PCHR 11/21)

Israel said it had intercepted 4 missiles launched from Syria at the Israeli-occupied Golan Heights. Israel subsequently hit more than 20 targets in Syria, killing 23 people, according to the British-based Syrian Observatory for Human Rights. (AJ, HA 11/19; AJ, HA 11/20; HA 11/22)

In a significant departure from previous votes at the UN, Canada voted for a resolution supporting Palestinians’ right to self-determination. Canada has since 2006 voted with Israel and the U.S. or abstained on issues pertaining to Palestine. A Canadian official told Canadian media that the country was sending a message to the U.S. that it does not agree with the U.S. change of policy in stating that it no longer considers Israeli settlements illegal under international law as announced by U.S. secretary of state Mike Pompeo on 11/18. In the West Bank, Israeli settlers chased Palestinian farmers off their land near Ramallah. Separately, Israeli settlers stole olive harvests in Dayr Sharaf and tools for harvesting olives in Yasuf. Israeli settlers also vandalized more than 20 cars and wrote racist graffiti on walls in al-Bireh. Israeli forces injured a Palestinian man using live ammunition near Jenin; the man was subsequently taken to a hospital. Israeli forces demolished the family home of an alleged attacker in Qalandia, who was killed by Israeli forces in 2011. In the West Bank, Israeli forces demolished part of a house, a car wash, and another small structure in al-Jib. Israeli forces also razed land and set up caravans in Huwwara. Israeli settlers set up mobile homes on Palestinian-owned land near the Maskiyot settlement in the Jordan Valley. 8 Palestinians were arrested during late-night raids in and around Salfit, Jenin, and Bethlehem. In the raid near Bethlehem, Israeli forces clashed with local residents, leaving 1 Palestinian injured by live ammunition. In East Jerusalem, Israeli forces demolished a car wash in Sur al-Bahir, a commercial structure in Bayt Hanina, and 4 commercial structures in Silwan. Several heads of international organizations such as the UN, the World Bank, and the UNRWA called for Israel to halt planned demolitions of 10 residential buildings in Sur al-Bahir in East Jerusalem. The buildings are scheduled to be demolished on 7/18. (WAFA 7/17)

U.S. special representative for international negotiations Jason Greenblatt said in an interview with PBS that he rejects the term “occupied” to describe the West Bank, saying that, “Judea and Samaria . . . is disputed” rather than occupied. Of illegal Israeli settlement, Greenblatt said, “I don’t even like the word settlement. I think it’s a pejorative term. I use the term neighborhoods and cities.” (PBS 7/17; HA 7/18)

In the West Bank, Israeli forces prevented Palestinians from making a road to their agricultural land east of Nablus. Elsewhere in the West Bank, Israeli forces arrested 11 Palestinians in and around Jenin, Nablus, Qalqilya, and Bethlehem. The raid in Jenin triggered confrontations with local Palestinians, wounding 3 of them; 2 from live ammunition, and 1 from being hit by an Israeli military vehicle. Others suffered from tear gas inhalation. An additional 13 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, Ramallah, and Jenin. Israeli settlers chopped down dozens of Palestinian-owned almond trees near Nablus. In East Jerusalem, Israeli police evicted Muslim worshippers from the al-Aqsa Mosque for the 3d day in a row. Israeli settlers with military escort also stormed the Haram al-Sharif compound to perform prayers. In Gaza, Israeli forces made incursions to level land east of Bayt Hanun. The Israeli civil administration approved 2 roads to isolated Israeli settlements in the West Bank. The construction of the roads requires the Israeli government to seize 807 dunams (200 acres) of Palestinian-owned land. The construction is scheduled to start in July. (HA 5/13)

A Qatari envoy headed by Mohammed al-Emadi arrived in Gaza to hold meetings with UN envoy Nickolay Mladenov and Hamas chief Ismail Haniyeh about the transfer of $30 million in aid. (HA 5/13)

Israeli president Reuven Rivlin granted Prime Minister Benjamin Netanyahu 2 additional weeks to form the next government. The extension allows Netanyahu until 29 May to form a government. (JPOST, TOI 5/13)

PLO executive committee member Hanan Ashrawi wrote on Twitter that her U.S. visa application had been rejected without any reason. In February, U.S. special representative for international negotiations Jason Greenblatt invited her to meet him at the White House as Ashrawi and Greenblatt exchanged tweets about the U.S. peace plan. The UNRWA released a statement urging donors to contribute, as UNRWA needs an additional $60 million to continue providing food for 620,000 Palestinians in Gaza. (AJ 5/13)

In the West Bank, Israeli settlers with military escort raided an archeological site near Bethlehem to perform prayers. During the raid, Israeli forces sealed off the area, impeding traffic for local Palestinians. In East Jerusalem, some 90 Israeli settlers with military escort stormed the Haram al-Sharif compound. All Gaza and West Bank crossings into Israel were closed except for medical and other emergencies for the 4th day in a row. Israeli authorities announced the closure on 5/6, citing Israeli celebrations of Memorial Day and Independence Day. Additionally, Israeli forces closed a road between Nabi Salih and Ramallah in the West Bank. (HA 5/6; MNA, WAFA 5/9)

Palestinians in Israel commemorated the Nakba on Israel’s Independence Day by marching to 1 of the villages that was depopulated during the Nakba. Each year, Palestinians in Israel march to 1 of the more than 140 villages that was depopulated during the Nakba. This year, they marched to Khubbayza. (HA 5/9)

At the UN, PA foreign minister Riyad al-Maliki called the U.S. peace plan “conditions for surrender” and not a plan for peace. U.S. special representative for international negotiations Jason Greenblatt was at the UN meeting. Greenblatt has been actively debunking rumors on Twitter about the U.S. peace plan and criticizing the Palestinian leadership for not engaging with the U.S.. Al-Maliki told Mondoweiss at the UN that he urged European nations to start thinking about putting sanctions on Israel, as calls for stopping settlement expansions have proven ineffective. An Egyptian security delegation arrived in Gaza to meet with Hamas leader Yahya Sinwar and other officials from Hamas and Islamic Jihad in Palestine. The officials discussed demonstrations on Nakba Day held on 15 May and efforts to ensure a relative calm. (HA 5/9)

The Lebanese president Michel Aoun said, during a meeting with a delegation from the Middle East Council of Churches, that “Lebanon would never survive if half a million Palestinian refugees and 1.6 million Syrian refugees remained in the country.” (MNA 5/10)

Canada announced that it contributed $2.4 million to the UN World Food Programme for vulnerable Palestinians in Gaza and the West Bank. New Zealand pledged $2 million for the UNRWA. (MNA, WAFA5/9)

Unidentified persons launch a rocket from Gaza into central Israel. It strikes an Israeli home north of Tel Aviv, injuring 7 Jewish Israelis and causing damage. The Israeli Air Force then retaliates with dozens of air strikes on Hamas sites all across Gaza, causing extensive damage and injuring at least 3 Palestinians. Palestinians in Gaza respond, firing at least 50 projectiles into southern Israel and setting of hours of cross-border attacks. An hour after an Egyptian- and UN-backed cease-fire is supposed to go into effect, 30 projectiles are fired into Israel from Gaza. Most are intercepted by Israel’s Iron Dome missile defense system. The rest land in open areas, causing no damage or injuries. The Israeli Air Force then continues its air strikes across Gaza, bombing at least 15 targets in and around Jabaliya refugee camp and causing extensive damage. After a rocket from Gaza strikes an Israeli home near Tel Aviv (see above), Israeli prime minister Benjamin Netanyahu announces that he is cutting his trip to the U.S. short. He still meets with President Donald Trump at the White House, but he skips his planned address at the annual AIPAC conference. At their meeting, Trump signs a formal declaration conveying U.S. recognition of Israeli sovereignty over the Golan Heights, codifying his 3/21 pledge. Meanwhile, the Israeli authorities decide to indefinitely shut down the Erez and Kerem Shalom border crossings, blocking all traffic of persons and good in and out of Gaza. In the West Bank, Israeli settlers spray-paint racist anti-Palestinian graffiti on Palestinian vehicles and buildings near Jerusalem. They also puncture the tires of 28 Palestinian vehicles. Separately, settlers chop down a number of olive and almond trees in a Palestinian grove near Hebron. Israeli forces deliver stop-work orders to 2 Palestinian homes under construction near Hebron and a water well under construction near Tubas. IDF troops arrest 6 Palestinians during late-night raids in and around Hebron and Ramallah; and patrol near Salfit and Qalqilya. An unexploded piece of Israeli ordnance detonates near Bethlehem, injuring 3 Palestinian minors. Approximately 1,000 Palestinians gather along Gaza’s northern shore to continue the Great March of Return and to cheer on 20 Palestinian boats sailing in a symbolic challenge to the Israeli blockade. IDF troops and Israeli naval forces violently disperse the demonstrations; 23 Palestinians are injured (1 critically). The Hamas-run Ministry of Health in Gaza states that the critically injured Palestinian was a farmer working in the area, and not a protester. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli settlers chase a number of Palestinian shepherds off their land near Jericho. IDF troops arrest 11 Palestinians during late-night raids near Jenin, Hebron, Ramallah, and Nablus; and patrol near Hebron and Bethlehem. PA prime minister Rami Hamdallah submits on behalf of his government his resignation to PA president Mahmoud Abbas. “[Hamdallah and his government] will continue to serve our people wherever they are and shoulder all its responsibilities until a new government is formed,” according to a PA statement. Abbas later accepts Hamdallah’s resignation, requesting that he continue to serve until a new government is formed. It’s unclear when that will be. The Egyptian authorities open the Rafah border crossing for passage in both directions for the first of 2 planned days. They have largely kept the crossing closed since 1/5. (ALM 1/31)

One day after Israeli prime minister Benjamin Netanyahu announced his intention not to renew the Temporary International Presence in Hebron (TIPH)’s mandate, PLO secretary-general Saeb Erakat calls on the UN to deploy a permanent international force in the West Bank and East Jerusalem. The UN should “guarantee the safety and protection of the people of Palestine” until “the end of Israel’s belligerent occupation,” he says. Separately, Norway’s Foreign Minister Ine Marie Eriksen Søreide says that Netanyahu’s “one-sided” decision to not renew the TIPH’s mandate is “worrying” and that if could “mean that the implementation of an important part of the Oslo Accords is discontinued.” (AP, YA 1/29; TOI 1/30)

Widely seen as one of the greatest challenges to Israeli prime minister Benjamin Netanyahu, former head of the IDF Benny Gantz officially launches his campaign ahead of the 4/9 Israeli elections. “Under my leadership, the government will strive for peace and will not miss an opportunity to bring about regional change,” he says, pledging to strengthen the “settlement blocs and Golan Heights” and build a “united Jerusalem.” Netanyahu later criticizes Gantz’s speech as just “another speech by [Yesh Atid leader Yair] Lapid. In the West Bank, IDF troops shoot and injure 1 Palestinian during clashes sparked by a raid near Jenin; arrest 5 Palestinians during further raids near Bethlehem, Hebron, and Jenin; and patrol near Nablus and Hebron. Israeli settlers bulldoze 30 dunams (approximately 7.5 acres) of Palestinian land south of Nablus. In East Jerusalem, Israeli forces assault and injure a Palestinian and arrest a 2d during a raid in Jabal Mukabir. They arrest 3 more Palestinians during raids in Qalandia refugee camp and Qatanna. At a formal ceremony in New York City, PA president Mahmoud Abbas assumes chairmanship of the UN’s Group of 77 and China, pledging to “pursue the path paved by previous chairs” and to “strive to carry forth the legacy and traditions of our group in addressing the challenges before us for achieving progress and prosperity for our peoples and states.” The group comprises 134 member states, making it the UN’s largest bloc. Meanwhile, PA foreign minister Riyad al-Maliki says that the Palestinians still intend to move forward with their bid for full membership at the UN this month, despite a likely U.S. veto.
