PA FM al-Maliki says that the Trump administration is reconsidering its threat, 1st reported on 11/17, to shutter the PLO office in Washington, following the Palestinians’ refusal to comply with their demands. He says that in the meantime, the Palestinians have decided to freeze contacts with the U.S. “In practice, by closing the office they are freezing all meetings and we are making that official.” A State Dept. spokesperson responds, “In our view, communications are not frozen.” She says that Trump administration officials are in contact with Palestinian officials “about the status of that PLO office in Washington, as well as having conversations with them about our larger efforts on the part of a lasting and comprehensive peace process.” (HA, TOI 11/21)

Israeli forces punitively seal the entrances to Dayr Nizam village near Ramallah following repeated incidents of Palestinian youths throwing stones at Israeli settler vehicles in the area. Elsewhere in the West Bank, Israeli forces demolish a water pipeline serving Palestinian communities near Tubas. IDF troops arrest 13 Palestinians during late-night raids near Tulkarm, Hebron, Jenin, and Ramallah; arrest 3 Palestinian youths accused of stone-throwing in central Hebron, and patrol in and around Hebron and Tulkarm. Meanwhile, Israeli settlers throw stones at Palestinian vehicles driving outside Huwwara near Nablus, injuring 2 Palestinians. Settlers also attack Palestinian farmers working in the area, causing no damage or injuries. In East Jerusalem, a Palestinian demolishes his own shop in Silwan to avoid paying Israeli demolition fees. Israeli forces arrest 6 Palestinians during raids in Silwan and Anata refugee camp. Following weeks of tension in the wake of the 10/30 tunnel demolition (see Update), the IDF raises its alert level across Israel, triggering several precautionary measures in case PIJ retaliates. Leader of the messianic Temple Mount movement and ultranationalist MK Yehuda Glick (Likud) and MK Shuli Moalem-Refaeli (Jewish Home) visit Haram al-Sharif under heavy police protection. Their visit follows Israeli PM Netanyahu’s decision to temporarily lift his ban on MKs and ministers visiting the sanctuary for 1 day only (Netanyahu initially imposed the ban in 10/2015 amid escalating violence across the oPt; see JPS 45 [2, 3]). Israeli forces plan to assess today’s visit and to make a recommendation about the ban’s future. A spokesperson for the Islamic Waqf says the decision to lift the ban is “unacceptable” and shows that “extremist right-wing entities are in control of the Israeli occupation’s government.” Elsewhere in East Jerusalem, Israeli forces arrest 1 Palestinian in the Old City and another during a raid in Abu Dis. In the West Bank, IDF troops escort hundreds of Israeli settlers to visit Joseph’s Tomb near Nablus overnight, sparking clashes with stone-throwing Palestinian youths from nearby Balata refugee camp; 2 Palestinians are injured. IDF troops also arrest 8 Palestinians during late-night raids near Hebron and Bethlehem, and patrol in and around Qalqilya and Hebron. Israeli settlers throw stones at Palestinian Bedouin homes near Hebron, causing minor damage. Late at night, Israeli forces carry out the punitive demolition of the Kobar home of the Palestinian who killed 3 settlers at the nearby Halamish settlement on 7/21. The demolition sparks clashes with stone-throwing Palestinians in the area; 12 Palestinians are injured. Separately, IDF troops arrest 5 Palestinians and issue 1 arrest summons during raids nr. Hebron, Ramallah, and Bethlehem; and patrol nr. Nablus. In East Jerusalem, Israeli forces demolish a 2-story building in Issawiyya, a makeshift home in Silwan, a car wash in Bayt Hanina, and a commercial structure in Jabal Mukabir. They also arrest 5 Palestinians during raids in al-Tur and Abu Dis. In Israel, the police arrest Shaykh Raed Salah, the head of the Islamic Movement’s outlawed Northern Branch, on charges related to incitement. IDF troops raid a protest camp nr. Hebron where approx. 175 Palestinian and Israeli activists are protesting the eviction of an entire Palestinian community in the area. The IDF tears down the activists’ tents and confiscates their generator and sound system; there are no serious injuries. IDF troops also violently disperse Palestinians nr. Ramallah (Silwad and Nabi Salih) and Jericho rallying in solidarity with the hunger-striking prisoners; at least 11 Palestinians are injured. Elsewhere in the West Bank, IDF troops shoot stun grenades and tear gas at Palestinian students in al-Khadir nr. Bethlehem, seriously injuring 1. Israel’s security cabinet approves a package of measures designed to facilitate economic growth in Area C of the West Bank. The package is explicitly meant as a confidence-building gesture of good faith ahead of U.S. pres. Trump’s visit to Israel and the occupied Palestinian territories (oPt) on 5/22–23. Israel’s security cabinet creates a comm. to address unregulated settlement outposts and the implementation of the so-called regulations law that the Knesset passed in 12/2016 (see JPS 46 [3]). Elsewhere in Jerusalem, Israeli police arrest 4 Muslim worshippers when they attempt to stop Jewish settlers from praying at Haram alSharif. They arrest 10 more as they are exiting the sanctuary, and also arrest 2 Palestinians during raids in Shu‘fat. In the West Bank, IDF troops arrest a Palestinian at a checkpoint outside Nabi Salih after he is found to be carrying a knife. Meanwhile, they violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, settlements, and withholding of Palestinian corpses in 3 villages nr. Ramallah (Nabi Salih, Bil‘in, and Ni‘lin), Kafr Qaddum nr. Qalqilya, and Bethlehem; 4 Palestinians are injured. Israeli forces conduct raids in the bedouin village of Umm al-Hiran nr. Beersheba overnight to prepare for demolitions during the day. The raids spark clashes with residents and solidarity activists, including Joint List MKs; 1 bedouin and 1 Israeli police officer are killed. (The Israeli police shoot and kill the bedouin after his vehicle strikes the police officer, killing him. An autopsy of the driver will reveal that he was struck in the leg by a police bullet, causing him to depress the accelerator pedal and strike the officer.) Later, Israeli forces demolish 8 homes and 7 agricultural buildings in the village, leading to renewed clashes throughout the day; a number of Palestinians are injured, including Joint List chair Odeh.
