In the West Bank, Israeli settlers raided Umm Safa, throwing stones at Palestinian farmers working their land. Israeli settlers also blocked Route 60 between Jerusalem and Ramallah, burning tires in protest over an Israeli demolition of a settlement outpost nearby. Israeli forces issued 12 stop work notices for 1 soccer field and 11 shacks in Masha and demolished an irrigation system under construction in Artas. Israeli forces also razed some 50 dunams (12.35 acres) of Palestinian land near Bruqin to expand the Brukhin settlement. In East Jerusalem, Israeli forces violently dispersed Palestinians celebrating Mawlid, the birthday of the Prophet Mohammad, assaulting people gathered at the Damascus Gate Plaza. In Gaza, Israeli forces violently dispersed Palestinian protesters near the Gaza fence, injuring 1 with live ammunition and others with tear gas east of Khuza’a. PA prime minister Mohammad Shtayyeh met with Saudi non-resident ambassador to Palestine and consul general in Jerusalem Nayef al-Sudairi in Ramallah. It was al-Sudairi’s third day of meetings with Palestinian officials in the West Bank. Al-Sudairi also canceled a visit to the Haram al-Sharif compound on the occasion of Mawlid, reportedly after social media calls to prevent the visit in protest over the Saudi-Israeli normalization plans and due to the visit not being coordinated with the Jordanian-run Waqf, making the security a matter for the Israeli police. UN envoy for the Middle East peace process Tor Wennesland said after visiting Gaza that the situation was dire and that all parties must avoid another conflict, saying that “the people of Gaza have suffered enough.” Wennesland also briefed the UN Security Council, saying that Israel has advanced more than 10,000 settlement housing units in the last 3 months, calling on Israel to cease settlement activity immediately and calling on member states to up funding for UNRWA and the World Food Programme, which both need funding for food assistance in Gaza and the West Bank. The U.S. admitted Israel into its Visa Waiver Program, allowing Israelis to enter the U.S. for 90 days without obtaining a visa. Democratic senators Chris Van Hollen (D-MD), Brian Schatz (D-HI), Jeff Merkey (D-OR), and Peter Welch (D-VT) criticized the move, saying Israel has failed to meet the reciprocity requirements as not all U.S. citizens are treated equally by Israel, referring to Palestinian Americans who do not enjoy the same freedom of movement in Israel and Israeli-controlled crossings in the Occupied Palestinian Territories as other Americans do. Palestinian American member of the House Rashida Tlaib also criticized the decision, saying “it explicitly condones and enables the Israeli government’s discriminatory practices towards Americans requesting entry, including hours of detainment and interrogation.” U.S. embassy to Israel chargé d’affaires ad interim Stephanie Hallett said the embassy had established a working group to solve the issue of Palestinian Americans not being able to drive from the West Bank to Israel. The Lebanese army said it had exchanged smoke grenades with Israeli forces while working to remove “infringements” placed by Israeli forces on the Lebanese side of the Blue Line. A similar incident occurred on 9/23. (HA 9/27)

In the West Bank, Israeli settlers armed with clubs attacked 1 Palestinian shepherd in al-Farisiya, breaking his hand. Israeli settlers also attacked Palestinians and Israeli activists at a settlement outpost near the Otniel settlement. Elsewhere, Israeli settlers opened fire and threw stones at a Palestinian home in Bethlehem. Israeli forces shot and killed 1 Palestinian minor during a raid in al-Arroub refugee camp, shooting him in the back with live ammunition. Israeli settlers also assaulted 1 Palestinian man in al-Khader, causing fractures to both his legs. In East Jerusalem, Israel forced 1 Palestinian to demolish his own restaurant in Silwan. 3 people were killed and at least 10 injured during clashes in Ain al-Hilweh refugee camp in Lebanon. PA president Mahmoud Abbas spoke to caretaker Lebanese prime minister Najib Mikati, discussing the situation. A ceasefire was reported early in the day but did not hold. (AJ, AP, HA, MEE, WAFA 9/9)

U.S. president Joe Biden, Indian prime minister Narendra Modi, and EU commission president Ursula von der Leyen unveiled a new infrastructure project at the G20 summit in India. The new project, Partnership for Global Infrastructure Investment, will see Europe and India connected via rail and shipping corridors that goes through the UAE, Saudi Arabia, Jordan, and Israel. U.S. national security advisor Jake Sullivan said the inclusion of Israel was significant but not a “precursor” to an Israeli-Saudi normalization deal. (AX, HA 9/9)

The parent company of Facebook, Meta, deleted Al Jazeera presenter Tamer Almisshal’s Facebook profile 24 hours after his program Tip of the Iceberg aired an episode about Meta’s censorship of Palestinian content. (AJ 9/10)

In the West Bank, Israeli settlers set up tents on land near Deir Sharaf. Israeli settlers also threw stones at Palestinian vehicles traveling near Duma, injuring 2 Palestinians and damaging a car. Elsewhere, Israeli settlers assaulted Palestinians with pepper spray near Jamma’in, injuring 1. Israeli forces uprooted 70 olive trees in Khallet al-Qutun near Tuqu’. Israeli forces also leveled land near Qaryut in preparation for settlement expansion. In East Jerusalem, Israeli forces raided the home of 16 Palestinians who had previously been imprisoned by Israel, seizing cash, several vehicles, and jewelry, claiming that the Palestinians had received payments from the PA. An Israeli parole board denied an early release petition for Palestinian prisoner Walid Daqqa, who the Israeli prison service acknowledge is terminally ill with cancer. Daqqa, who has been imprisoned by Israel for 39 years, has already completed his original sentence but was sentenced to an additional 2 years for allegedly helping smuggling cellphones into prison. The Israeli Higher Planning Council approved 5,700 settlement housing units and retroactively approved the Palegi Maim, HaYovel, and Nof Harim settlement outposts. 818 housing units received final validation including 359 in Elkana, 381 in Revava, 29 in Givat Ze’ev, 42 in Carmiel, and 7 in Hermesh. 4,915 housing units were approved for deposit, including 1,563 in Eli, 98 in Ariel, 714 in Givat Ze’ev, 340 in Ma ‘ale Adumim, 312 in Beitar Ilit, 310 in Adora, 264 in Etz Efraim, 152 in Ma ‘ale Amos, 78 in Asfar, and 754 in the 3 settlement outposts. Peace Now reported that more than 13,000 housing units had been approved in the first half of 2023. The French foreign ministry and the UN issued a statement condemning the settlement approval and the recent Israeli settler violence. The UN Office for Coordination of Humanitarian Affairs counted 570 Israeli settler attacks on Palestinians and Palestinian property between 1 January and 26 June, raising the number of attacks counted by the UN from 71 in 2022 to 95 incidents in the first half of 2023. (HA 7/1)

The Taub Center for Israel Studies at New York University made available documents from the Israeli archives showing that the Israeli military poisoned Palestinian land around Aqraba in 1972 to ensure that Palestinians could not cultivate the land as Israel established the Gitit settlement on land confiscated from the town’s residents. The Israeli military estimated that they had caused property loss from the spraying of the land amounting to $25,000. (HA 6/23)

In the West Bank, 1 Israeli settler and Israeli forces shot and killed 2 Palestinians who allegedly shot and killed 4 Israeli settlers and wounded 4 others at a gas station near the Eli settlement east of al-Lubban ash-Sharqiya. Israeli settlers subsequently raided al-Lubban ash-Sharqiya, setting fire to 30 cars and 10 homes. Israeli settlers also raided Huwwara setting fire to 20 cars, throwing stones at Palestinian vehicles, and attacking Israeli forces. Elsewhere, Israeli settlers threw stones at Palestinian vehicles near Nablus and Za‘atra. Israeli settlers, including Religious Zionism Party MK Zvi Sukkot, also entered the evacuated Evyatar settlement outpost in an attempt to resettle it. Israeli forces issued demolition notices for 3 homes and an agricultural building in al-Karmel. Israeli forces also closed several checkpoints near Jenin, Salfit, Ramallah, and Nablus. In East Jerusalem, Israeli authorities demolished 1 Palestinian house in Silwan. Israeli forces raided the Haram al-Sharif compound, forcing overnight worshippers at al-Aqsa Mosque to leave in order to facilitate settler tours of the compound in the morning. In response to the killing of the 4 settlers, Israel revoked travel permits for all Palestinians sharing the last names of the 2 alleged perpetrators. Israeli national security minister Itamar Ben-Gvir demanded that the Israeli government respond to the killing of the 4 Israeli settlers by assassinations by airstrikes, demolitions, deportations, and death penalty. U.S. ambassador to Israel Tom Nides tweeted that he was “[d]eeply concerned about the civilian deaths and injuries that have occurred in the West Bank these past 48 hours, including that of minors,” referring to both Israeli settler and Palestinian casualties. This led to criticism from Israeli ambassador to the U.S. Michael Herzog, who said that the “balanced” statement was disrespectful to the Israeli settler casualties. In the West Bank, 1 Israeli settler was killed near the Hermesh settlement; the Al-Aqsa Martyr’s Brigades took responsibility, calling it revenge for Israeli attacks on the organization. Israeli forces subsequently closed multiple checkpoints in and around Tulkarm. Israeli settlers raided Jalud, throwing stones and attempting to set fire to a house. When Israeli forces showed up, they violently dispersed Palestinian protesters, injuring 3 with baton rounds. Israeli settlers also threw stones at Palestinian-owned vehicles traveling near Yasuf and Ya’bad. Elsewhere, Israeli settlers erected tents near Deir Istiya. Israeli settlers also vandalized Palestinian-owned vehicles near the Homesh settlement outpost. Israeli forces raided Askar refugee camp, injuring 1 with a baton round and 44 with tear gas. Israeli forces seized 2 bulldozers and 1 tractor in al-Walaja. In the West Bank, hundreds of Israeli settlers, led by Finance Minister Bezalel Smotrich, held mass prayers at the evacuated Homesh settlement outpost. Israeli settlers also threw stones at Palestinian vehicles in the area. Elsewhere, Israeli settlers set fire to a Palestinian-owned house near Jalud and stole a donkey from the property. Israeli settlers uprooted some 100 grapevine plants in al-Khader. Israeli forces razed land in Haris, uprooting several olive trees. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound and raised an Israeli flag at al-Aqsa Mosque. Israeli forces also raided Bab al-Rahma for the fourth day in a row. In Nazareth, Israeli police raided the local branch of the Hadash party to confiscate a Palestinian flag, 1 person was arrested for refusing to take down the flag. A group of foreign diplomats visited a school in Jubbet ad-Dib near Bethlehem in protest against Israeli plans to demolish the school along with 57 others in the West Bank. An Israeli court ruled in March that the Israeli Civil Administration must demolish the school by 5/5. (WAFA 4/26; PCN 4/28)

European Commission president Ursula von der Leyen released a congratulatory video on Israel’s 75th Independence Day, using the trope that Israel made “the desert bloom.” The PA issued a statement criticizing von der Leyen for using the phrase, calling it “anti-Palestinian racist” and said her remarks were “inappropriate, false, and discriminatory,” calling on von der Leyen to apologize. In the West Bank, thousands of Israeli settlers, including 7 cabinet ministers, National Security Minister Itamar Ben-Gvir and Finance Minister Bezalel Smotrich among them, and several MKs marched to the Evyatar settlement outpost. 22 Palestinians protesting the march were injured by baton rounds fired by Israeli forces, while more than 100 suffered tear-gas related injuries. Israeli settlers also threw stones at vehicles near al-Khader, Bethlehem, and al-Bireh and threw stones at commercial structures in al-Khader. Israeli forces shot and killed 1 Palestinian minor during a raid in Aqabat Jaber refugee camp, 3 were injured, including 2 by live ammunition, and 5 were arrested. A video of the incident showed the minor running away from Israeli soldiers when he was shot in the back. Israeli prime minister Benjamin Netanyahu said in a press conference that he had rescinded his firing of Defense Minister Yoav Gallant on 3/26. Gallant had continued to act as the defense minister despite his dismissal. In the West Bank, 1 Israeli American man was shot and killed by an unidentified assailant near the Dead Sea. Israeli forces then instituted a blockade on Jericho which lasted until a Palestinian suspect was arrested on 3/1. Israeli settlers raided Huwwara for the second day in a row, intimidating Palestinians in the aftermath of the large-scale settler attack on the town on 2/27. Israeli settlers also threw stones at Palestinian vehicles and houses in Sinjil, Jaba’, Mukhmas, al-Mughayyir, and Umm Safa, causing damage. Elsewhere, Israeli settlers also threw stones and attempted to ram Israeli soldiers near Huwwara. Israeli settlers also uprooted 80 olive trees near Sinjil. Israeli national security minister Itamar Ben-Gvir’s party Otzma Yehudit boycotted a Knesset session to hold a party meeting in the Evyatar settlement outpost to complain about the Israeli government being too lenient on Palestinians. Ben-Gvir said of the Israeli settler attacks in Huwwara on 2/26 that “this is not the way. Our enemies need to be crushed by the Israeli government.” Finance Minister Bezalel Smotrich also said he will work to have the Evyater settlement outpost legalized. (HA, HA 2/27; MEE 2/28)

The U.S. State Department released its 2021 Country Reports on Terrorism, which stated that “Israeli security personnel often did not prevent settler attacks and rarely detained or charged perpetrators of settler violence.” The report also noted that settler attacks in 2021 had “expanded in severity and scale.” (AX, HA 2/28)

In the West Bank, Israeli settlers set fire to 1 car and threw stones at homes in ‘Urif. Israeli settlers also attempted to set fire to a car near Burin. Unidentified gunmen also opened fire at a vehicle near the Havat Gilad settlement outpost, no injuries were reported. Israeli forces assaulted 2 Palestinians and violently dispersed protesters in Husan, causing tear-gas related injuries. Israeli forces also demolished 1 car repair shop in Hebron and 1 house in al-Khader. 11 Palestinians were arrested during late-night raids in Tulkarm, Nablus, Jenin, Jalazun refugee camp, Kobar, Hebron, and Idhna. Israeli forces shot and killed 3 Palestinians and injured 10 others during late-night raids in Jenin and Jenin refugee camp. Israeli forces also shot and killed 1 Palestinian minor with 2 shots in his back and injured 2 others with live ammunition in Abud; Israel claimed that the 3 had thrown stones at settler cars in the area. Elsewhere, Israeli forces delivered a demolition order for 1 home in Maeen and 2 stop-work orders for homes in Shaab al-Butum and Qawawis in the Masafer Yatta area. Israeli forces also raided an office of the PA Ministry of Culture in Jenin, damaging books and paintings. In the West Bank, 1 Israeli settler stabbed and killed 1 Palestinian man in Iskaka after the Palestinian man, along with others, confronted Israeli settlers erecting a settlement outpost near the Ariel settlement. According to eyewitnesses, there were Israeli soldiers at the scene when the man was stabbed, and they were said to have prevented Palestinians from providing the victim aid. Israeli forces arrested 1 Israeli settler on 6/22, suspected of having carried out the stabbing. Israeli settlers also threw stones at Palestinian herders in Kisan. Israeli forces shot and injured 2 Palestinians during a raid in Qabatiya. Israeli interior minister Ayelet Shaked met with Moroccan officials, including foreign minister Nasser Bourita, In Rabat. During Interior Minister Shaked’s trip, she expressed support for Morocco’s sovereignty claims to Western Sahara and worked on negotiations to allow Moroccan construction workers and nurses to work in Israel to bolster the 2 countries’ normalization deal. In Iran, colonel Ali Esmailzadeh of the Quds Force died in an incident at his home in Karaj. Iran denied that Esmailzadeh was assassinated. Local reporting said Esmailzadeh fell from the roof or a balcony at his home. Esmailzadeh’s death follows an incident on 5/22 in which another Iranian colonel was assassinated and an incident on 5/25 in which an Iranian scientist was killed in a drone strike. Both of those incidents were reportedly linked to Israel. Israel’s higher planning council approved 4,427 new settlement housing units in the West Bank. 2,791 received final approval, while 1,636 were deposited for public comment before final approval. Among the new housing units are the retroactive legalization of the Mitzpeh Dani and Givat Oz VeGaon settlement outposts and expansion of the settlements of Negohot, Shvut Rachel, Dolev, Betar Ilit, and Kiryat Arba. According to Haaretz, the government’s meeting to approve the settlements was a condition by Yamina MK Nir Orbach to remain in the fragile government coalition. German chancellor Olaf Scholz met with Israeli prime minister Naftali Bennett in Jerusalem, discussing the Iran nuclear deal and Russia’s war in Ukraine. Prime Minister Bennett said that the 2 had agreed to a new strategic partnership, which Bennett called a “big upgrade” in the 2 countries’ relations. The Jewish Agency said that that up to 10,000 Ukrainian immigrants could arrive in Israel to seek Israeli citizenship based on their Jewish heritage. The Jewish Agency said that 5,000 Ukrainians had contacted the agency since Russia’s invasion of Ukraine on 2/24. 30,000 Ukrainian Jews immigrated to Israel between 2014 and 2018 after Russia annexed Crimea and fomented insurgencies in eastern Ukraine. The Knesset ministerial committee for legislation approved a bill that would bar Palestinians married to Israeli citizens from getting residency rights in Israel. The bill, which must still pass in the Knesset, builds on a temporary ban on Palestinian family unification, which expired in July 2021. Qatar and Egypt signed a deal to supply fuel and building supplies to Gaza during the Ad Hoc Liaison Committee meeting. The deal will see Qatar pay Egypt for oil and gasoline which will be given to Hamas and distributed at gas stations in Gaza and some funds will be directed at vulnerable families in Gaza and to help pay civil servants.
