IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries except in Kafr Qaddum with 2 injured by tear gas canisters. Meanwhile, Jewish settlers vandalize property in a village nr. Nablus, leaving “price-tag” graffiti. In East Jerusalem, Israeli forces violently disperse Palestinian worshippers at Haram al-Sharif, using tear gas, rubber-coated metal bullets, and stun grenades, injuring around 40. As he departs Israel, U.S. Secy. of State Kerry says that Israel and the Palestinians are closer than they have been in years to achieving a peace deal. Speaking to reporters at Ben Gurion Airport, Kerry issues an upbeat assessment following 2 days of meetings with Netanyahu (who he met on 3 separate occasions) and Abbas (who he met once). Kerry says that 160 experts were involved in preparing a security plan presented by Gen. John Allen during the trip to both Netanyahu and Abbas (the details of which are not revealed). Separately, Israeli FM Lieberman tells the annual Saban Forum at the Brookings Institution in Washington that a deal is unlikely but talks are positive if only for the sake of conflict management. An explosion targets IDF troops patrolling the border fence between the Israeli-occupied Golan Heights and Syria, causing no injuries or damage. Army investigations conclude that the blast was from a bomb remotely-detonated as troops passed by. (YA 12/6; AFP 12/7)

The Organisation for the Prohibition of Chemical Weapons announces in a statement that it has verified the destruction of Syria’s unfilled munitions, as well as the destruction of parts of buildings at weapons production facilities. (AP 12/6)

The UNGA approves Jordan’s 2-year term on the UNSC, taking the place that Saudi Arabia rejected on 10/18 as a protest over the UN’s response to the civil war in Syria. Jordan will assume its role on 1/1, having secured 178 votes from the body’s 193 mbrs. (AFP 12/6)

In the West Bank, IDF troops clash with residents in a village nr. Qalqilya during a raid, with 1 Palestinian wounded by a tear gas canister striking him on the hand. In a televised interview, Hizballah leader Shaykh Hasan Nasrallah accuses Saudi Arabia of being behind the suicide bombing attacks that targeted the Iranian Embassy in Beirut on 11/19. UNESCO’s World Heritage Cmte. in Phnom Penh passes a Jordanian-sponsored resolution in an 8–3–10 vote condemning Israeli actions in Jerusalem, such as developments of the Western Wall and Temple Mount site, and resolving to maintain the places of the Old City and Church of the Nativity in Bethlehem on its World Heritage Sites in Danger list. Israel’s Ministry of Foreign Affairs criticizes the resolution, saying it is a “dark day for UNESCO.” (ToI 6/26)

Austria completes the withdrawal of its UNDOF peacekeepers from the Golan Heights, with the remaining 70 departing via Israel. (HA 6/26)

Israeli DM Moshe Ya’alon declares that U.S. Secy. of State John Kerry’s effort to restart peace talks has failed and that the Arab League proposal is just spin. Ya’alon’s remarks are made in an address to the Washington Institute for Near East Policy in Washington, ahead of a meeting with U.S. Defense Secy. Chuck Hagel. His remarks are criticized by Israel’s Science and Technology Minister Jacob Perry as not conducive to resuming negotiations. (HA, JTA 6/14)

Norway’s Dep. DM confirms that UN Secy.-Gen. Ban Ki-moon has asked Sweden, Norway, Finland, and Denmark to contribute soldiers to the UNDOF in the Golan Heights, following Austria’s withdrawal. Meanwhile, U.S. Amb. to the UN Susan Rice says that the Obama administration has determined that sarin gas was used on 3/19 in an attack by the Syrian army in Aleppo and that unidentified chemical weapons were also used on 5/14 and 5/23. Separately, Hizballah leader Hasan Nasrallah declares in a televised speech that his group will continue to fight alongside Syrian pres. Israeli officials confirm that plans will proceed to build more than 1,000 new homes in Bruchin and Itamar settlements, drawing criticism from the U.S. administration, with U.S. State Dept. spokesperson Jen Psaki calling the announcement “unhelpful.” Bruchin was granted legal status last year, and its residents will be allowed to construct 550 new houses, while Itamar’s will be permitted to construct 537 new homes, in association with the relevant govt. agencies. An estimated 3,000 protesters march in Beersheba to demonstrate against the proposed Prawer Plan, which will displace tens of thousands of Bedouins in the Negev. Bedouins also conduct a community-wide strike in protest of the Plan. (AFP, YA 6/13)

U.S. Pres. Barack Obama authorizes sending U.S. weapons to Syrian rebels for the 1st time. Meanwhile, a statement from the White House says that between 100 and 150 people have died from chemical weapons attacks in Syria. (AP, REU 6/13)

UN spokesperson Martin Nesirky says that the peacekeeping dept. has asked Austria to delay to the end of 7/2013 its full troop withdrawal from the UNDOF mission in the Golan Heights to enable a smooth transition. Separately, the UN also says that Syrians are being killed at an average rate of 5,000 per month, with the overall death toll nearly 93,000. (AP 6/13)

Former president of an-Najah University Rami Hamdallah is sworn in as Palestinian PM at a ceremony with Pres. Mahmud Abbas, with the 24-member cabinet remaining mostly the same except for a few changes (such as the appointment of 2 deputy PMs, Ziad Abu Amr and Mohammed Mustafa, and a new fin. min., Shukri Bishara). Hamdallah replaces Salam Fayyad, who resigned in 4/2013. Abbas says that the new govt. is intended to remain until there can be an agreement with Hamas about when to hold elections. (MNA, REU 6/6)

Syrian opposition fighters briefly take control of a UN Disengagement Observer Force (UNDOF)-operated crossing between Syria and the Israeli-occupied Golan Heights before it is retaken by the Syrian army. In response, Austria says it will withdraw its 380 members of the 1,000-strong UNDOF force. In a separate incident, a Filipino peacekeeper is injured when a shell lands at another UNDOF base. It is unclear whether the shell was fired by govt. or opposition forces. (AP, REU 6/6)

PLO Secy.-Gen. Fathi Abu al-Ardat says that at least 55,000 Palestinian refugees have fled Syria to Lebanon since the civil unrest in Syria began. (DS 5/11)

Two small rockets and later a mortar land in the Israeli-occupied Golan Heights, causing no damage or injuries. While the IDF says the fire is ‘‘accidental spillover’’ from the Syrian civil war, rather than intentional, the Popular Front for the Liberation of Palestine-General Command says that Syrian government has given the Damascusbased group permission to attack Israeli targets in the Golan Heights. Syrian pres. Bashar al-Asad says that Syria is capable of facing Israel, but does not suggest Damascus will retaliate for the recent Israeli air strikes (e.g., 5/5). Hizballah’s deputy head Naim Qassem says that the Israeli attacks aim to boost the opposition fighters and does not comment on claims that missiles bound for the Lebanese group were the target. Meanwhile, Syrian rebel faction the Yarmouk Martyrs Brigade says that it is holding 4 Filipino UN peacekeepers it detained on the Syrian side of the ceasefire line between Syria and the occupied Golan Heights, claiming that fighting had endangered the observers. In Washington, U.S. Secy. of State John Kerry and VP Joe Biden meet with senior Arab officials including the Bahraini, Egyptian, Jordanian and Qatari FMs, and representatives from the PA, Arab League, Lebanon, and Saudi Arabia for talks on the peace process. Qatari PM Shaykh Hamad Bin Jassem al-Thani, speaking on behalf of the Arab League delegation, cites the possibility of a border agreement that includes mutually agree and minor land swaps between the Israelis and the Palestinians. Kerry affirms the importance of the 2002 Arab Peace Initiative that promised full normalization for Israel’s complete withdrawal from the occupied territories (including the Golan). (AP, REU 29/4)

Unidentified Palestinians fire 1 rocket from Gaza into Israel, causing no damage or injuries. In response to recent rocket fire (see also 4/27), Israel closes the Kerem Shalom commercial crossing, further restricts movement through the Erez crossing to ‘‘humanitarian cases,’’ though it cancels visits for Gazan families of Palestinians jailed in Israel (VIPs were the only others allowed to cross Gaza). Israeli naval vessels fire on Palestinian fishermen off the south Gaza coast east of Rafah, causing no damage or injuries. In the West Bank, IDF soldiers evict several hundred Bedouin from Wadi al-Malih village in the Jordan Valley after declaring the area a live fire training zone (see 4/24). U.S. Secy. of State John Kerry meets with Palestinian pres. Mahmud Abbas in Ramallah, and reportedly offers him incentives for a return to direct negotiations with Israel. Palestinian sources say that offers include ensuring that Israel does not withhold transfer of tax revenues again and possibly expanding the PA’s jurisdiction to parts of West Bank Area C (under Israeli civil and security control). In addition, a Palestinian official claims that Kerry expresses interest in reviving the Arab Peace Initiative of 2002, which offered Israel full normalization for Israel’s complete withdrawal from the o.t. Israel’s Transportation Ministry announces that new Palestinian-only bus lines will soon operate between locations in the West Bank and central Israel. Israel presents the plan as a gesture to ease travel arrangements for Palestinian day laborers, but critics denounce the plan as de facto ‘‘segregation,’’ noting that Jewish settlers have voiced complaints about sharing buses with Palestinian workers. An Israeli diplomatic source reveals that Israeli PM Benjamin Netanyahu and Jordan’s King Abdullah II met in Jordan last week to discuss the peace process. No further details are revealed. (AFP 3/2)

Several mortars fired from inside Syria land in the Israeli-occupied Golan Heights, causing no injuries or damage. Israel says that it assumes the mortars were misfired, but nonetheless files a complaint with the UN. (HA 3/2)

A report by the European Union’s consuls general in East Jerusalem and Ramallah is leaked, revealing that the diplomats have urged the EU to implement economic sanctions against Israeli settlements in the West Bank and East Jerusalem. The recommendations include that the EU ‘‘prevent, discourage and raise awareness’’ of direct investments by European companies in settlements. A previous leaked report (see JPS 163) had warned that Israeli settlement activities were ‘‘closing the window’’ on the 2-state solution, and encouraged the EU to look at ways of stopping ‘‘financial transactions in support of settlement activity.’’ (AP, HA 2/27)

At talks in Kazakhstan, Iran’s top official Saeed Jalili praises an offer of international concessions that would both allow Tehran to keep a limited amount of highly enriched uranium and also lead to the removal of some trade sanctions. A UNHRC investigation into Israel’s settlements in the West Bank publishes its conclusions, declaring such activity a contravention of the Geneva Convention and thus a potential war crime under the jurisdiction of the ICC. The investigators, led by French judge Christine Chanet, call on Israel to halt settlement expansion and withdraw all settlers. Israeli newspaper Yedi’ot Aharonot reports that the EU is preparing a new plan for Israeli-Palestinian peace talks, to be presented following the forthcoming Israeli elections. The plan reportedly will be detailed and aim to complete negotiations on core issues during 2013. The initiative is sponsored by the British and French foreign ministries, but could be adopted by the whole EU. The PA subsequently says it is unaware of such a plan.
