In Yemen, Houthi militants fire a missile at the True Confidence cargo ship, killing 3 people. It is the first time that a Houthi attack enforcing the Red Sea blockade has caused casualties. More than 30,717 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,156 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 416 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 108 children. More than 4,648 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. Israel’s National Planning and Building Council approves the advancement of 3,476 new settlement units in the Ma’ale Adumim, Kedar, and Efrat settlements. 694 units in Efrat receive final approval, while 2,452 in Ma’ale Adumm and 330 in Kedar are moved to the planning process. The PA calls for sanctions to deter Israel from its settlement enterprise. Saudi Arabia, Jordan, the UAE, Egypt, Bahrain, Turkey, and Qatar condemn the settlement expansion. The Washington Post reports that the U.S. has secretly approved and delivered more than 100 separate arms shipments to Israel since 10/7/2023. The Post says the U.S. has circumvented congressional oversight in the majority of instances by processing arms sales that are below the threshold to notify Congress. Israeli finance minister Bezalel Smotrich says Gantz is in the U.S. to advance U.S. plans to establish a Palestinian state. Deputy Assistant to the President and Senior Adviser for Energy and Investment Amos Hochstein meets with Lebanese Parliament speaker Nabih Berri in Beirut, discussing the escalation between Hezbollah and Israel. UNRWA says some of its staff have been forced to give confessions under torture and ill-treatment by Israeli forces. The statement follows an Israeli claim that there are more than 450 Hamas and Islamic Jihad affiliated people working for UNRWA and the release of audio files purporting to be evidence that 2 UNRWA workers confessed to taking part in events on 10/7/2023. UN special representative of the secretary-general on sexual violence in conflict Pramila Patten says during a press conference that a UN investigation team has found that Palestinians in the West Bank are subject to “cruel, inhuman and degrading treatment” in detention and are subject to “disproportionate physical and sexual violence, including sexual harassment and threats of rape during house raids, including at night, and at checkpoints.” Patten also say that the team has “found clear and convincing information that sexual violence, including rape and sexual torture” has been committed against Israeli captives released after being held in Gaza and that there are “reasonable grounds to believe conflict-related sexual violence” occurred on 10/7/2023 in at least 3 locations. Patten says some highly publicized allegations of sexual violence were determined to be unfounded and stresses that the report is not the result of an investigation as Israel did not share any evidence of allegations. In the West Bank, 1 Palestinian man, described as a bystander, was killed during an exchange of fire between Palestinian militants and PA forces in Tulkarm. Palestinian militants threw an explosive device at Israeli soldiers who were escorting Israeli settlers to Joseph’s Tomb in Nablus, injuring 4. Israeli settlers assaulted 1 Palestinian man in Khirbet Umm Zuqah in the Jordan Valley. Israeli forces shot and injured 1 Palestinian man before arresting him, claiming he had attempted to ram Israeli soldiers near Hebron; his father at their home in Karma. Israeli forces also violently dispersed Palestinians in Beit Umar, causing tear-gas related injuries. Elsewhere, Israeli forces demolished an agricultural structure in Khirbet Tiba. 14 Palestinians were arrested during late-night raids in Jericho, Tulkarm, and Ramallah. In East Jerusalem, an Israeli settler shot and killed 1 Palestinian minor in Bab a-Zahara, claiming he had stabbed 1 Israeli soldier. Israel denied the director of the Bisan Center for Research and Development, Ubai Aboudi, exit to Jordan via the Allenby crossing, summoning him for questioning. Axios reported that the PA has provided Saudi Arabia with a list of possible deliverables in exchange for not opposing Saudi-Israeli normalization. PLO secretary-general Hussein al-Sheikh was reported to have given Saudi national security advisor Musaed bin Mohammed al-Aiban the list 3 months ago. The list reportedly included: changing the status of parts of Area C to Area B, for the U.S. to reopen its consulate to Palestinians in Jerusalem, for Saudi Arabia open a consulate to the PA in Jerusalem, for Saudi Arabia to resume funding of the PA, and for Israel to agree to resume final status negotiations under a clear timeline. Axios further reported that al-Sheikh, PA intelligence chief Majed Faraj, and PA president Mahmoud Abbas’ foreign policy advisor Majdi Khaldi met with U.S. assistant secretary of state for near eastern affairs Barbara Leaf last week in Jordan. Axios later reported that the meeting between the Palestinian officials and Leaf was tense, as Leaf dismissed the idea that the U.S. would support Palestine to obtain full UN membership. Israeli forces also shot and killed 1 Palestinian man trying to enter Israel through the separation wall west of Jenin. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beit Umar, injuring 5 with live ammunition and baton rounds, while others suffered tear-gas related injuries. Israeli forces also demolished 1 residential structure in Kafr ad-Dik and seized 3 caravans in Birin. Commander of the Samaria Brigade Roi Zweig told his soldiers, in a televised speech, that they had to “restore the honor to this land and the people of Israel,” before the troops entered Nablus to guard the site of Joseph’s Tomb, which is undergoing restoration work after it was vandalized on 4/9. PA president Mahmoud Abbas addresses the UN General Assembly in New York City, calling on the Trump administration to reverse its recognition of Jerusalem as Israel’s capital, reinstate aid to UNRWA, and oppose Israel’s settlement enterprise. “It is ironic that the [Trump] administration still talks about what they call the ‘Deal of the Century,’” he says. “But what is left for this administration to give to the Palestinian people?" The Jerusalem District Court rules that the Mitzpeh Kramim settlement outpost in the West Bank can be retroactively authorized, setting a precedent that could allow for the authorization of other illegal outposts that were established “in good faith” and with government support. Israel’s Civil Administration previously stated that it approved the construction of the outpost in 1999 based on erroneous mapping of the area. Israel’s Justice Ministry releases a list of 27 nongovernmental organizations (NGOs) that might be affected by the so-called NGO Transparency Bill, which is currently under discussion in the Knesset. Twenty-five of the 27 NGOs are distinctly left-wing human rights groups, including B’Tselem and Yesh Din. This lends credence to accusations that the Transparency Bill is simply an attempt to silence opponents of the right-wing govt. (HA 6/3)
