In the West Bank, Israeli forces delivered stop-work orders for 3 agricultural structures in al-Mughayyir. 8 Palestinians were arrested during late-night raids in Arrabah, Jaba‘, Faqqua, Qalqilya, Dheisheh refugee camp, Dura, and Bayt Awa. Israeli forces raided the offices of Union of Agricultural Work Committees, Al-Haq, Addameer, Bisan Research Center, Defense for Children International – Palestine, Union of Palestinian Women’s Committees, and Union of Health Work Committees. The raid was in response to Israel’s terrorist designations against the 7 organizations. The forces seized documents and equipment from some of the Palestinian rights organizations and sealed the doors of the offices. The UN Human Rights office condemned the Israeli raids and the EU called the Israeli allegations against the organizations unsubstantiated. The U.S. expressed concern about Israel’s raids, saying that Israel has not provided sufficient evidence to justify the terrorist designations against the organizations. In a show of solidarity, officials from the EU, Belgium, Chile, Denmark, Finland, France, Ireland, Italy, Mexico, the Netherlands, Norway, Poland, Spain, Sweden, and the UK visited the offices of Al-Haq, which had been forced open by Palestinians after the Israeli forces sealed the entrance. 6 of the rights organizations were deemed terrorist organizations by Israel in October 2021, and 1 was designated as such in 2020. Several EU countries have dismissed the Israeli claims after reviewing files submitted to the EU. In the West Bank, Israeli forces shot and injured 5 Palestinians with live ammunition during a raid in Dheisheh refugee camp. Israeli forces also ordered Palestinian farmers near Jenin to stop drilling water wells for irrigation, delivered stop-work orders for 4 houses under construction in al-Karmel, and demolished 4 residential structures in al-Jiftlik. 17 Palestinians were arrested, including 16 during late-night raids in Silwad, Ras Karkar, Deir Jarir, Dheisheh refugee camp, and Hebron, and 1 was arrested at a checkpoint near Jericho. In East Jerusalem, Israeli forces demolished 1 banquet hall in Isawiya and delivered a demolition notice against 1 apartment building in the neighborhood. 3 Palestinians were arrested during late-night raids in Isawiya. Off the coast of Gaza, Israeli naval forces arrested 4 Palestinian fishermen and seized their boat west of al-Sudaniyya. An Israeli court extended the solitary confinement of Palestinian prisoner Ahmad Manasra to November. Manasra, who is now 21 years old, has been held in Israeli prison since he was 13 and suffers from mental health issues. PA president Mahmoud Abbas met with German chancellor Olaf Scholz in Berlin. During a press conference, President Abbas responded to a question of whether he would apologize for the 1972 Munich Olympics killing of Israeli hostages by remarking that “[f]rom 1947 to the present day, Israel has committed 50 massacres in Palestinian villages and cities. 50 massacres, 50 Holocausts, and until today, and every day there are casualties killed by the Israeli military.” Abbas’s Holocaust remark drew widespread condemnation, including from Chancellor Scholz, who issued a statement on the matter after the press conference. In the West Bank, Israeli settlers set up a settlement outpost outside of the Metzad settlement near Wadi Sa‘ir. Israeli forces shot and killed 1 Israeli soldier near the Separation Wall west of Tulkarm; the killing was described as “friendly fire.” Israeli forces also violently dispersed Palestinian protesters in Beit Lid. Elsewhere, Israeli forces demolished 3 agricultural structures in Burqa, Kafr ad-Dik, and Battir, and seized water pipelines and agricultural tools in Ras al-Ahmar. Israeli forces also violently dispersed Palestinian protesters at the Qalandia checkpoint, causing tear-gas related injuries. 21 Palestinians were arrested during late-night raids in Deir Abu Mash‘al, Birzeit, Beit Fajjar, Dheisheh refugee camp, Asira ash-Shamaliya, Silat ad-Dhahr, and Zabbuba. In East Jerusalem, Israeli forces shot and killed 1 Palestinian man in Kafr ‘Aqab during a late-night house raid; eyewitnesses said the man was standing in his doorway when he was shot from close range, while Israeli police claimed that the man was attempting to stab a police officer. An Israeli military judge rejected an appeal to release Khalil Awawdeh from administrative detention. Awawdeh, who is hospitalized in critical condition, has been on hunger strike for 155 days in protest over his administrative detention. Iran responded to the EU draft text to reinstate the Iran Nuclear Deal by asking the U.S. to show flexibility on 3 issues. It was unclear what the 3 issues were, but Iran said that if the 3 issues were resolved, an agreement could be made this week. (HA 8/16; AX, HA, MEE, MEMO, REU 8/18)

In the West Bank, Israeli forces delivered notices that it will seize 170 dunams (42 acres) of land in Qusra, affecting 20 families. Israeli forces also demolished 1 sheep pen in Qalandia. 20 Palestinians were arrested during late-night raids in Silat al-Harithiya, Nur Shams refugee camp, Nablus, al-Khader, Bethlehem, Halhul, and Dheisheh refugee camp. In Israel, 50 Palestinians returning to the West Bank after working in Israel were forced off a bus in Bnei Brak to allow 3 Jewish Israeli men on the bus who did not want to ride with Palestinians. The bus company Tnufa said 1 of the Jewish passengers had impersonated an employee of the Transportation Ministry, who told the bus driver to remove the Palestinians. (HA, MEE 8/9; MEMO 8/10)

The Gaza power plant said it had to reduce the daily supply of electricity from 8 hours to 2-3 hours due to not receiving fuel from Israel, as Israel has closed all crossings into Gaza. (HA, PCHR 8/4; MEMO, MEMO 8/5)

In the West Bank, Israeli settlers assaulted 1 Palestinian and punctured the tires on his car in al-Twana. Israeli forces violently dispersed Palestinians protesting a raid in Kafr ad-Dik, injuring 1 minor with a tear gas canister to his head. Israeli forces also demolished 1 house in Kafr al-Dik and delivered a stop-work order for a house in Faqqua. 40 Palestinians were arrested during late-night raids in and around Hebron, Nablus, Beit Furik, Jayyus, Sanur, Dheisheh refugee camp, and Jalazun refugee camp; 1 Palestinian was shot and injured during the raid in Nablus. Breaking the Silence published testimonies from Israeli soldiers who previously served in the Civil Administration in a booklet called Military Rule, saying that Israeli settlers have direct involvement in shaping the policies of the Civil Administration. It also said that soldiers are given full access to sensitive information about Palestinians and that the Civil Administration arbitrarily rejects Palestinian entry permits and cancels visitation permits to family members of Palestinian prisoners on hunger strike to pressure the prisoners to end their strike. Haaretz reported that soldiers previously serving in the Civil Administration had told the newspaper about a secretive program where soldiers coerce Palestinians in the West Bank to provide information to the Civil Administration in exchange for easier access to travel permits. The Israel Religious Action Center released a study showing that between 2014 and 2021, 77% of indictments filed for incitement to violence and racism in Israel were filed against Palestinians. The study also showed that Israeli prosecutors tended to avoid filing incitement charges against rabbis.
