Israeli forces also arrested, Yahya al-Saadi, the son of senior Islamic Jihad commander Bassam al-Saadi during a raid in Jenin. Elsewhere, Israeli forces demolished 1 mosque in Dura, 3 agricultural structures in Tarqumiyah, and issued a stop-work notice for 3 stores in Bayt Rima. Israeli forces also violently dispersed Palestinian protesters in al-Khader and Hebron, causing tear-gas related injuries. Israel said that 2 Israeli soldiers were injured by an explosive device thrown at them near Aida refugee camp, causing light injuries. 16 Palestinians were arrested during late-night raids in Ni’lin, al-Bireh, Dheisheh refugee camp, and Hebron. An Israeli court upheld a demolition order for an apartment building in Wadi Qaddum in the East Jerusalem neighborhood of Silwan, giving the resident until 12/7 to demolish the building. Approximately 100 Palestinians reside in the building. (WAFA 12/5)

PA foreign minister Riyad al-Maliki met with ICC chief prosecutor Karim Khan, providing materials about Israeli war crimes against Palestinians. In the West Bank, Israeli settlers assaulted 2 Palestinians in Kafr ad-Dik, causing hospitalization. Israeli settlers also threw stones at Palestinian vehicles near Huwwara. Israeli forces handed temporary eviction notices to 2 Palestinian families, ordering them to leave their land for 3 days from 11/1 and for 10 hours on 11/9 while Israeli forces conducted military drills in Khirbet Humsa. Israeli forces also handed punitive demolition notices in Kafr Dan to 2 families who are relatives of 2 Palestinians killed by Israeli forces on 9/14. 37 Palestinians were arrested during late-night raids in Tulkarm, Abud, ‘Anata, Biddu, Dheisheh refugee camp, Beit Umar, Surif, Iraq al-Tayeh, Nablus, al-Yamun, Jenin, al-Jiftlik, and Hebron. Lebanon and Israel officially signed their maritime border demarcation agreement. Lebanese president Michel Aoun and Hezbollah secretary general Hassan Nasrallah both praised the agreement, saying that it does not signify a move towards normalization with Israel. The agreement provides Lebanon with the vast majority of potential profits from the Qana gas field and Israel all the profits from the Karish gas field. 20 Democratic members of the U.S. house of representatives signed a letter, circulated by representative Don Beyer (D-VA), to U.S. secretary of state Antony Blinken saying that Israel should not be included in the U.S. visa waiver program due to its ethic discrimination and racial profiling. In the West Bank, Israeli settlers attacked Palestinians harvesting olives near Qaffin, assaulting 1 and stealing olive harvest. Israeli forces fired tear gas at a home in the Masafer Yatta area, causing tear-gas related injuries. Haaretz reported that the U.S. department of homeland security informed U.S. congress in September that Israel does not meet the criteria for the Visa Waiver program. Congressperson Don Beyer (D-VA) circulated a letter telling his colleagues that Israel still does not meet the criteria as it does not extend visa-free travel to “all U.S. citizens and nationals.” (HA 10/18; WAFA 10/19)

The Australian foreign ministry announced that the country had reversed the former government’s recognition of West Jerusalem as the capital of Israel, saying that the Australian embassy will remain in Tel Aviv and that Jerusalem is a final status matter. Elsewhere, Israeli forces violently dispersed a funeral procession for a Palestinian minor killed on 10/12 in al-Arroub refugee camp, causing tear gas related injuries. Israeli deputy mayor of Jerusalem Aryeh King called on Jewish settlers to volunteer to “protect” East Jerusalem neighborhoods during ongoing Palestinian protests in East Jerusalem over Israel’s continued siege of ‘Anata and Shu‘fat. (HA 10/12)

Israeli public security minister Omer Bar-Lev instructed Israeli police to ease the checkpoint restrictions around Shu‘fat, in what was described as an effort to ease tensions in East Jerusalem after days of protests against the siege of Shu‘fat and ‘Anata, which started on 10/8. (HA 10/13)

14 Palestinian factions, including Hamas and Fatah, signed an agreement in Algeria to hold Palestinian elections. The agreement comes after 2 days of meetings mediated by Algerian officials. At the meetings were Hamas chairman of the political bureau Ismail Haniyeh, Fatah member Azzam al-Ahmad, and PFLP secretary general Talal Naji. The agreement recognized the PLO as the sole representative for the Palestinian people and called for elections within 1 year. According to leader of the DFLP Tayseer Khalid, Hamas and Fatah rejected a clause in the agreement to form a unity government. PA president Mahmoud Abbas met with Russian president Vladimir Putin in Kazakhstan. During the meeting, President Abbas said he does not trust the U.S. as a mediator for peace, instead voicing support of mediation efforts by the Quartet. Abbas also met with the leaders of Qatar, Kazakhstan, and Pakistan. In the West Bank, Israeli forces shot and injured 5 Palestinians with live ammunition during a raid in Dheisheh refugee camp. Israeli forces also ordered Palestinian farmers near Jenin to stop drilling water wells for irrigation, delivered stop-work orders for 4 houses under construction in al-Karmel, and demolished 4 residential structures in al-Jiftlik. 17 Palestinians were arrested, including 16 during late-night raids in Silwad, Ras Karkar, Deir Jarir, Dheisheh refugee camp, and Hebron, and 1 was arrested at a checkpoint near Jericho. An Israeli court extended the solitary confinement of Palestinian prisoner Ahmad Manasra to November. Manasra, who is now 21 years old, has been held in Israeli prison since he was 13 and suffers from mental health issues. PA president Mahmoud Abbas met with German chancellor Olaf Scholz in Berlin. During a press conference, President Abbas responded to a question of whether he would apologize for the 1972 Munich Olympics killing of Israeli hostages by remarking that “[f]rom 1947 to the present day, Israel has committed 50 massacres in Palestinian villages and cities. 50 massacres, 50 Holocausts, and until today, and every day there are casualties killed by the Israeli military.” Abbas’s Holocaust remark drew widespread condemnation, including from Chancellor Scholz, who issued a statement on the matter after the press conference. Israeli forces violently dispersed Palestinians protesting a raid in Kafr ad-Dik, injuring 1 minor with a tear gas canister to his head. Israeli forces also demolished 1 house in Kafr al-Dik and delivered a stop-work order for a house in Faqqua. 40 Palestinians were arrested during late-night raids in and around Hebron, Nablus, Beit Furik, Jayyus, Sanur, Dheisheh refugee camp, and Jalazun refugee camp; 1 Palestinian was shot and injured during the raid in Nablus. Breaking the Silence published testimonies from Israeli soldiers who previously served in the Civil Administration in a booklet called Military Rule, saying that Israeli settlers have direct involvement in shaping the policies of the Civil Administration. It also said that soldiers are given full access to sensitive information about Palestinians and that the Civil Administration arbitrarily rejects Palestinian entry permits and cancels visitation permits to family members of Palestinian prisoners on hunger strike to pressure the prisoners to end their strike. Haaretz reported that soldiers previously serving in the Civil Administration had told the newspaper about a secretive program where soldiers coerce Palestinians in the West Bank to provide information to the Civil Administration in exchange for easier access to travel permits. The Israel Religious Action Center released a study showing that between 2014 and 2021, 77% of indictments filed for incitement to violence and racism in Israel were filed against Palestinians. The study also showed that Israeli prosecutors tended to avoid filing incitement charges against rabbis. Israel’s minister of education Yifat Shasha-Biton revoked the permanent licenses to operate for 6 Palestinian schools in East Jerusalem, saying their textbooks “incite against the State of Israel and the Israeli Army.” The 6 schools were granted temporary licenses allowing them to operate for 1 year and amend the school curricula. Director of the Jerusalem affairs unit at the PA ministry of education Dima al-Samman said Israel was trying to “eliminate the national awareness of the children of Jerusalem and create a sense of inferiority within them.” (TOI 7/28; MEE 7/29; ALM 8/12)

Democratic members of the House of Representatives André Carson (D-IN), Betty McCollum (D-MN), Marie Newman (D-IL), Alexandria Ocasio-Cortez (D-NY), Ilhan Omar (D-MN), Rashida Tlaib (D-MI), and Ayanna Pressley (D-MA) held a press conference with members of Shireen Abu Akleh’s family, demanding a U.S.-led investigation into the killing of Abu Akleh. Separately, members of the senate appropriations subcommittee on state and foreign operations Chris Van Hollen (D-MD), Patrick Leahy (D-VT), Dick Durbin (D-IL), Jeanne Shaheen (D-NH), Jeff Merkley (D-OR), and Chris Murphy (D-CT) included language in the State and Foreign Operations report giving the U.S. state department 170 days to submit a report on the steps taken to ensure an independent investigation into the killing of Shireen Abu Akleh is carried out. In the West Bank, Israeli settlers raided Yatma before being repelled by Palestinians. Israeli forces shot and injured 1 Palestinian with live ammunition during a raid in Jenin. Israeli forces also demolished 1 residential structure, 1 village council building, 1 agricultural structure, and 1 water reservoir in Khirbet Izbek, and 1 irrigation pond in Birzeit. 22 Palestinians were arrested during late-night raids in Jalazun refugee camp, Silwad, Dheisheh refugee camp, Hebron, Jenin, and Kafr Qaddum. Representatives from the U.S., Israel, the UAE, Egypt, Morocco, and Bahrain met in Manama to discuss the establishment of the Negev Forum based on a meeting between the parties in Israel in March. According to Axios, sources present at the meeting said Morocco and Egypt pushed for the inclusion of the PA in the plan regional cooperation; however, it is unclear if the PA wants to take part in the normalization-based cooperation. In the West Bank, Israeli settlers razed 2 dunums (0.5 acres) of Palestinian farmland near Kisan. Israeli settlers also threw stones at Palestinians at the Deir Sharaf junction, injuring 1. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Silat ad-Dhahr, damaging 1. Israeli settlers also chased Palestinian herders in Khillet Makhoul; no injuries were reported. Israeli police indicted 1 Israeli settler for attacks on left-wing Israeli activists in the Masafer Yatta area on 6/10. The settler was indicted on charges of assault, armed assault, and intentionally damaging a vehicle. (HA 6/20)

The New York Times reported that its own investigation into the killing of Palestinian American journalist Shireen Abu Akleh concluded that the bullet that killed Abu Akleh on 5/11 was fired from the location of an Israeli military convoy and “most likely by a soldier from an elite unit.” It also concluded that there were no armed Palestinians near where Abu Akleh was killed. Investigations by CNN, Bellingcat, B’Tselem, and many other organizations have also found that Israeli soldiers deliberately killed Abu Akleh. (AJ, NYT, WAFA 6/20)

Israeli prime minister Naftali Bennett and foreign minister Yair Lapid held a press conference announcing that they have decided to hold a vote next week to dissolve the Knesset. If the vote passes, Foreign Minister Yair Lapid will be caretaker prime minister until new elections are held on 10/25. In a joint statement, the 2 ministers said that they had “exhausted options to stabilize” the government coalition. Israeli media reported that Prime Minister Bennett was mulling retiring from politics. A decisive factor in the government coalition’s collapse was the failure to extend the emergency regulations extending Israeli law to Israeli settlers, which will be automatically extended if the Knesset is dissolved. Prime Minister Bennett also claimed that Türkiye, in coordination with Israel, had arrested several people said to be planning attacks against Israelis in Türkiye. It was reported that the people arrested were working on behalf of Iran. Foreign Minister Yair Lapid is expected to travel to Türkiye on 6/23. Israeli defense minister Benny Gantz told the Foreign Affairs and Defense Committee that Israel and partners in the Middle East had begun working together on air force cooperation against Iran, calling the cooperation the “Middle East Air Defense Alliance.” Defense minister Gantz said that he continues to work with the U.S. to strengthen the cooperation with Middle East countries. The Israeli ministry of housing and construction added 468 settlement housing units in the Givat Hamatos settlement in East Jerusalem to its lottery, providing steep discounts to the winners of the lottery in purchasing the settlement units. Peace Now said that once the winners of the lottery are announced, it will be harder to prevent the settlement expansion of the Givat Hamatos settlement. (HA, PCN 3/24)

The PA Detainees Affairs Commission said Palestinian prisoners in Israeli prisons had canceled a planned open-ended hunger strike scheduled to begin on 3/25 after Israel’s prison service agreed to the prisoners’ demands. (WAFA 3/24)

PA prime minister Mohammed Shtayyeh met with EU commissioner for Neighbourhood and Enlargement Olivér Várhelyi in Ramallah. The 2 discussed Várhelyi’s insistence that the PA rewrite its schoolbooks to have EU financial support for the PA released. Prime Minister Shtayyeh told Várhelyi that the PA refuses Várhelyi’s demands. Haaretz reported that Israeli soldiers are forced to register information about at least 50 Palestinians during their shifts at checkpoints and guard posts, and those who do not fill their quota are not allowed to leave their post until they have registered their quota. The registration of information is used in Israel’s Blue Wolf system, a database with photos and details about random Palestinians living in the West Bank including ID number, age, gender, residence, license plate number, and contacts. The Blue Wolf system was 1st reported by the Washington Post in November 2021. In footage obtained by the Israeli anti-occupation group Breaking the Silence, a security coordinator at an Israeli settlement is also heard telling Israeli soldiers to photograph foreign activists in the West Bank to make sure they will not be allowed to enter Israel at Ben Gurion Airport next time they try to enter. In the West Bank, Israeli settlers attempted to set a Palestinian-owned home on fire in Hebron, but fled when the family living in the home woke up. Israeli forces demolished 1 retaining wall and 1 agricultural structure in al-Maniya. Israeli forces also temporarily evicted 6 Palestinian families from their homes in in Khirbat Ibziq to conduct a military exercise; during the drill, 2 cows were killed and 3 were injured. 5 Palestinians were arrested during late-night raids in Silat al-Harithiya, ‘Anata, Dheisheh refugee camp, and Hebron. In East Jerusalem, Israeli forces delivered demolition notices for several commercial structures in Wadi al-Juz; 1 Palestinian minor was arrested during a late-night raid in Isawiya. According to figures obtained by Haaretz from Israeli police, charges were only filed in 3.8% of criminal cases where Israeli settlers attacked Palestinians or their property. (HA 2/7)

On the 2d day of the 31st session of the PLO Central Council, Rawhi Fattouh was elected speaker of the National Council, replacing Salim Zanoun, who retired. Hussein al-Sheikh was appointed as a PLO negotiator with Israel and the U.S. Al-Sheikh was also 1 of 3 new members elected to the PLO executive committee. Hamas called the appointments “illegal” and said they lacked support from the national consensus. The Knesset approved the 1st of 3 votes of the citizenship law that would prevent family reunifications of Palestinians married to Israeli citizens. Meretz and United Arab List boycotted the vote. Interior Minister Ayelet Shaked told Yedioth Ahronoth in an interview that the bill is meant to prevent a “creeping right of return.” (HA 2/7; HA, MEE 2/9)

Palestinian member of the Knesset from the Meretz party and minister for Regional Cooperation Issawi Frej was hospitalized after suffering a stroke. Frej’s chief of staff said he would make a full recovery. (HA 2/8)

Calcalist reported that Israeli police used the NSO Group’s Pegasus spyware against Israeli journalists, politicians, rights activists, former prime minister Benjamin Netanyahu’s son Avner, and people involved in the court case against Benjamin Netanyahu. The German news outlet Deutsche Welle fired 5 Palestinian and Lebanese employees, saying the had posted anti-Semitic content on social media. The social media posts in question were largely criticism of Israel and not targeting Jewish people. Deutsche Welle was criticized for trying to silence criticism of Israel. In the West Bank, Israeli settlers uprooted 60 olive tree saplings in Khallet al-Dabe. Israeli settlers also assaulted 1 Palestinian minor herding sheep near Hebron. Israeli forces razed residential structures belonging to Bedouins in al-Husa near Deir Nidham. 8 Palestinians were arrested during raids in Silat al-Harithiya, Hableh, Kafr Thulth, Tubas, Deir Istiya, and Dheisheh refugee camp. The PA reported that there were more than 70,000 active cases of Palestinians infected with the Omicron variant of the COVID-19 virus in the West Bank, more than twice the amount from previous COVID-19 surges. While the Omicron variant is less lethal, the high infection rate has put the West Bank hospitals near capacity. According to the Health Ministry, West Bank hospitals were at 85% capacity and more were expected to be admitted to hospitals in the near future. 80 Palestinians were admitted in intensive care and 24 were on ventilators. In Gaza, there were 63 serious cases of COVID-19 infection. At least 4,859 Palestinians have died while infected with the COVID-19 virus since the pandemic hit Palestine in March 2020. About half of Palestinians in the West Bank are vaccinated against the COVID-19 virus. The Omicron variant is able to infect vaccinated people, but symptoms are typically milder for vaccinated people than for those who have not been fully vaccinated. The Palestinian Prisoners’ Society also reported that half of the Palestinian prisoners held at Ofer Prison are infected with COVID-19. (AP, WAFA 2/3)

Addameer, al-Haq, Bisan Center for Research and Development, Defence for Children International – Palestine, and the Union of Palestinian Women’s Committees filed a procedural objection to their designation as unlawful, made by the Israeli military’s central command 2 weeks after Israeli defense minister Benny Gantz designated the organizations as “terrorist organizations” in October 2021. The organizations said that they have not been able to review the claims against them as they are classified and thus are unable to defend themselves against the allegations. The Union of Agricultural Work Committee was filing its objection separately, as it was designated unlawful by the Central Command 1 year before the 5 other organizations. (HA 2/3)

In response to a petition filed by Palestinian landowners in Beita to the Israeli supreme court, the Israeli government said that it will continue to allow Israeli settlers to study at the yeshiva built on the evacuated settlement Homesh, despite a law from 2005 barring Israeli settlers from visiting the site. The government further said that it was up to Defense Minister Gantz to raze the remaining structures at the site. Thousands of Israeli settlers visited the site in January without the Israeli military making an effort to enforce the law against them visiting it. (HA 2/4)
