The IDF bulldozes a 7-km Palestinian road that links Tubas and agricultural areas of Yazra village and a similar agricultural road leading from al-Khadir village (nr. Bethlehem) to outlying farmlands; demolishes a Palestinian restaurant in Bayt Jala (nr. Bethlehem); cuts down and confiscates 350 Palestinian olive trees and demolishes an irrigation network on a plot of land nr. Hebron that Israel has declared state land. The IDF also conducts late-night arrest raids, house searches nr. Qalqilya; conducts late-night patrols in Tulkarm and 1 nearby village. (PCHR 5/10; OCHA 5/11)

In an effort to show positive movement on the peace process in advance of Netanyahu’s 7/6 meeting with Obama, Israel releases its new guidelines for the entry of goods to Gaza in keeping with its 6/20 cabinet decision, issuing 2 lists of (1) prohibited goods, which include all weapons and munitions, and (2) restricted “dual use” items with military or terrorist applications (including many common chemicals and fertilizers, optical equipment, knives). Israel also itemizes 19 permitted construction goods allowed for import only for PA or internationally supervised projects. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials 700 m fr. the border, seriously wounding a 13-yr.-old boy. Israeli naval vessels fire on Palestinian fishing boats off the c. Gaza coast, seriously wounding a 14-yr.-old boy and damaging the boat. In the West Bank, the IDF patrols in Tulkarm and neighboring Dayr al-Ghusun in the morning and Bidya village in the afternoon, making no arrests; enters Kafr Lakif village nr. Qalqilya in the afternoon, raiding a metal workshop and arresting 2 Palestinians; fires rubber-coated bullets, tear gas, stun grenades at Palestinians holding a nonviolent demonstration against settlement expansion in Bayt Jala (injuring 4, including 1 journalist); conducts late-night arrest raids, house searches nr. Qalqilya, Salfit. Israeli tax authorities search Palestinian shops in East Jerusalem’s al-Misrara market, seizing the truck of one shop, releasing it later in the day after the owner pays $13,000 in back taxes. Israeli mayor of Jerusalem Nir Barkat unveils a plan to demolish 10s of Palestinian homes built without permits in al-Bustan in the Silwan area of East Jerusalem to make way for a tourist center (offering the Palestinians new apartments over retail space to be constructed, which they reject) but delays the plan at the last minute at the request of PM Netanyahu, who tells Barkat to continue efforts to negotiate an amicable deal with Palestinian residents. In the West Bank, the IDF sends troops covered by helicopters into several villages w. of Jenin in search of 2 Islamic Jihad mbrs., surrounding and searching relatives’ homes, making no arrests; resumes work on a segment of the separation wall in Bayt Jala nr. Bethlehem (suspended for 3 yrs.) where 300 d. of agricultural land and 2,000 olive trees are slated to be razed; conducts late-night arrest raids, house searches in and around Tulkarm, nr. Ramallah. In the West Bank, the IDF patrols in, fires on residential areas of Dahaysha r.c., seriously wounding a Palestinian teenager; conducts daytime arrest raids, house searches in Bayt Jala and nr. Hebron, and similar latenight operations in and around Jenin town and r.c., in Dahaysha r.c. and Nablus (firing on stone-throwing youths, wounding 2), and nr. Bethlehem, Hebron, and Salfit; patrols in, fires on residential areas of Anabta nr. Tulkarm, causing no injuries. In the West Bank, the IDF sends undercover units into Jenin r.c., where they assassinate Islamic Jihad mbr. Mahmud Abu Obeid, an alleged bomb maker; also sends undercover units into Bayt Jala to arrest a wanted Palestinian; conducts arrest raids in and around Bethlehem and Tulkarm, nr. Hebron, and in Balata r.c. nr. Nablus, Jenin town and r.c.; demolishes a Palestinian home northwest of Jerusalem. In Gaza, a Palestinian farmer is killed when he accidentally detonates unexploded IDF ordnance. Palestinians fire at least 1 rocket fr. Gaza toward Israel that lands inside Gaza nr. Bayt Lahiya, wounding 6 Palestinians. Egyptian security forces conduct raids in Egyptian Rafah, detaining 2 Palestinians connected to the Palestinian arrested on 2/20, charging them with plotting suicide bombings; Egyptian authorities say they have arrested 23 Palestinians and Egyptians in the n. Sinai in recent days. In Gaza City, unidentified assailants detonate an explosive device outside the home of a PA police officer, causing damage but no injuries. As the IDF continues to prepare for a ground invasion of Gaza, moving into place 2 infantry regiments, bringing the total buildup along the border to 5,000 troops, Palestinian militants in Gaza begin building sand berms, setting explosive devices along major routes an invading force might take; the U.S. urges Israel to give diplomacy time to work before launching a military operation. The IDF also reopens Gaza’s Erez crossing to reps. of international agencies and PA officials with VIP status (though they must cross on foot); conducts arrest raids, house searches nr. Qalqilya; sends troops into al-Fara‘a r.c., firing on stone-throwing youths who confront them, wounding 3; conducts arrest raids, house searches in Qabatya, nr. Tulkarm; begins work on a new segment of the separation wall in Bayt Jala nr. Bethlehem, uprooting 200 Palestinian olive trees. The PRCs announced that they have kidnapped an 18-yr.-old Jewish settler fr. Itamar, who was last seen hitchhiking nr. French Hill settlement in East Jerusalem on 6/25. A car bomb explodes in Gaza City, killing Hamas military cmdr. Hamza Abu Mukharrib, wounding several bystanders; the IDF denies responsibility, no other group claims it. PSF mbrs. shoot, wound a Hamas mbr. in Khan Yunis in what may be a continuation of 6/23–24 clashes. Overnight, the IDF fatally shoots 2 Islamic Jihad mbrs. who allegedly attempted to attack an IDF patrol in central Gaza. During the day, the IDF halts Operation Eastern Step outside Gaza City; demolishes 5 Palestinian homes in Walaja nr. Bethlehem, begins bulldozing land for a new road; fires on residential areas of Jenin town and r.c.; conducts arrest raids, house searches nr. Hebron and Ramallah, and in Bayt Hanun, Bayt Jala, Bayt Lahiya, Jericho, Tulkarm r.c. and town. The PRCs fire 2 Nasir 3 rockets fr. n. Gaza toward Sederot, 1 lands inside Gaza, the other inside Israel; neither causes damage or injuries. Hamas fires 3 mortars at Nisanit, 1 mortar at Aley Sinai, causing no damage or injuries. After holding emergency sessions with the PA national security council and cabinet, Abbas orders the PA security forces to make “maximum efforts” to stop Palestinian attacks on Israelis, to investigate the 1/13 Qarni attack. PA Negotiation Affairs M Saeb Erakat says that security forces in Gaza would “create security zones and road blocks” to prevent rocket and mortar fire.
