The IDF opens fire on a Jenin market full of children on their way to school, fatally shooting an 18-yr.-old Palestinian, wounding 23; fires on a group of Palestinians throwing stones, Molotov cocktails at APCs patrolling central Tulkarm in search of wanted AMB mbrs., killing 1 Palestinian bystander, wounding 18; fires on Palestinians firing a mortar at Nisanit settlement (no damage), killing 1 Palestinian bystander, wounding 9; fatally shoots an armed Islamic Jihad mbr., dressed in an IDF uniform, attempting to infiltrate Netzarim settlement; searches, blows up a clearly marked UN World Food Program (WFP) warehouse in Gaza, containing 500 metric tons of food to feed 38,000 needy Palestinians for 1 mo.; bars a Palestinian heart-attack victim fr. fr. reaching a hospital in Azariyya, allowing him to die. In Hebron, the IDF announces that it plans to demolish 15 Palestinian homes to create a bypass road, protective wall linking Kiryat Arba settlement to the Cave of the Patriarchs/al-Ibrahimi Mosque (see 11/17); soldiers search several homes in the area to see if they are inhabited. YESHA settlers council chmn. Bentzi Liberman says that settlers are planning to set up new neighborhoods (15+n50 units each) in 14 settlements, expand construction in 10s of settlements in the run-up to 1/28/03 elections. The IDF makes a predawn raid on Salfit, imposing a curfew, blowing up 2 Palestinian homes; fires on Palestinian protesters in Rafah, killing 2 Palestinian teenagers, wounding 25 others (including a 1-yr.-old boy); lifts the day curfew on e. Nablus (see 10/7); fires on residential areas and 2 schoolyards in Khan Yunis, injuring 8 Palestinians (at least 4 of them children). The IDF removes caravans fr. 2 unoccupied settler outposts in the West Bank; Jewish settlers dismantle 2 other unoccupied outposts. Jewish settlers block, attack a group of 5 international peace activists, 100 Palestinians attempting to reach Palestinian olive groves btwn. Elon Moreh and Itamar settlements, injuring 6 Palestinians; the IDF intervenes, orders Palestinians to leave. Israel releases Reuters journalist Jussry al-Jamal whom the IDF has held without charge since arresting him 5 mos. ago during Operation Defensive Shield; 3 other Palestinian journalists detained in 4/02, a reporter for al-Quds and 2 photographers for Agence France-Presse, are still being held. In Tel Aviv, Israeli DM Benjamin Ben-Eliezer, PA Interior M `Abd al-Razzaq Yahya agree on implementation of Ben-Eliezer's Gaza First plan: the IDF is to withdraw fr. parts of Gaza and fr. Bethlehem within 48 hrs.; the PA is to take control of security in areas evacuated; if calm is maintained, Israel would extend the arrangement to Hebron. Israel makes no promises to halt assassinations, arrest raids, home demolitions; the PA makes no promises to make preventive arrests of mbrs. of opposition groups. A Jewish settler injured in the 7/16 bus ambush dies of her injuries, bringing the toll in that attack to 9. A previously unknown group called al-Nathir claims responsibility for the 7/17 Tel Aviv bombing, originally claimed by Islamic Jihad. The IDF bulldozes a Palestinian house, aviary nr. Dayr al-Balah; conducts arrest raids in Hebron (including confiscating files fr. Israel escalates its offensive against the Palestinians, conducting major attacks on Balata, Jenin r.c., Nablus, Ramallah; entering the villages of Qabatiyya, al-Til. At least 50 Palestinians, 5 IDF soldiers are reported killed during the day. In Gaza, 1 IDF soldier is killed, 4 are wounded in an exchange with Islamic Jihad gunmen reportedly attempting to infiltrate a Jewish settlement; 2 Islamic Jihad mbrs. are also killed. In Bethlehem, the IDF blows up 9 cars in the farmers' market, collapsing the market's roof, causing a fire damaging several nearby shops. The IDF admits it has bulldozed houses in Jenin r.c. to find wanted Palestinians. In Ramallah, the IDF allows the PRCS to deliver food, water, medicine to Arafat and his men still under siege in the compound, which the IDF shells today, injuring 4. The IDF allows the PRCS to remove 1 injured Palestinian fr. the compound, but after IDF TV films the evacuation, soldiers seize the man fr. the ambulance, arrest him. Bush phones Sharon to say that Israel must begin its withdraw fr. Palestinian cities "without delay"; reiterates that Arafat has not earned his trust. Sharon says he will "expedite" his operation but does not guarantee it will be completed by the time Powell arrives. (NYT, WP, WT 4/7)

For the 1st time, the IDF erects portable housing for soldiers in PA-controlled areas of the West Bank nr. Jenin. Israeli police halt a vehicle outside an IDF training base nr. Hadera, Israel. 1 Palestinian flees, is fatally shot by police; the 2d Palestinian detonates an explosive device, killing himself, injuring 3 policemen, 3 bystanders; al-Aqsa Martyrs Brigade (AMB) takes responsibility. Israeli PM Ariel Sharon meets with his cabinet to discuss how to respond; no decision is announced. IDF F-16s shell PA targets in Nablus (hitting a government building, PSF office, apartment building), Ramallah (hitting a PSF office); repeatedly break the sound barrier over Jenin. The IDF also conducts arrest raids in Umm al-Sharayit; demolishes a water network, digs a trench along a main road in Nablus; sets up observation towers with heavy machine gun emplacements, reinforces positions on the western border of Khan Yunis refugee camp (r.c.); tightens closures on Jenin, Nablus, Qalqilya, Ramallah.
