Some 100 PA policemen occupy the Rafah border terminal to protest the death of a policeman on 12/29; EU monitors shut the crossing, leave the area for several hrs., until the demonstration breaks up. In Gaza City, a Palestinian clan attacks a PA police station, trades gunfire with police for a 2d day in an attempt to force them to free a jailed relative; a 14-yr.-old Palestinian is fatally shot in the crossfire. The IDF conducts arrest raids, house searches, interrogations in Hebron, al-Ma’ni in Gaza; occupies a Palestinian home nr. the Kissufim settler bypass road as an observation post. (PCHR 9/1)

The IDF tightens restrictions on Palestinian movement inside Gaza, declares the n. West Bank a closed military zone in preparation for disengagement; begins going door to door in the Gaza settlements, asking residents to leave within 48 hrs. In Aley Sinai, 56 of 59 families who had agreed to leave rescind their decision, vowing to resist evacuation until the Israeli government finds permanent living solutions for the community as a whole; the government had promised them space together in an Ashkelon hotel, but only today learned that not enough space was available. During the day, some 1,000 right-wing settlers in various locations in s. Gaza simultaneously begin marching toward Gush Katif to block troops, but are prevented fr. reaching the settlement bloc by IDF troops and border police. Other settler youths slash the tires of several army jeeps, spray liquid soap on windshields to limit visibility, spread nails on roads to delay convoys of movers. Jewish settlers fr. Neve Dekalim vandalize, attempt to set fire to several Palestinian homes in al-Mawasi. In Gan Or, local settlers who want the IDF’s help to evacuate scuffle with settler youths blocking soldiers fr. entering the settlement. In the West Bank, the last residents of Ganim (est. 1983, pop. 172) and Qadim (est. 1983, pop. 169) evacuate voluntarily by evening, while settlers in the other 2 West Bank settlement slated for removal, the hard-line enclaves of Homesh (est. 1980, pop. 228) and Sanur (est. 1982, pop. 105), refuse to accept their notices. The major Palestinian factions, including Hamas, agree to oversee jointly how the PA uses land evacuated by settlers and the IDF; the PA expects 5% of the land to revert to individual Palestinian owners, with the rest being state land that will fall under PA jurisdiction. In a signal to reassure Palestinians about how it will handle land use, the PA security forces demolish a house, cabana, pool built illegally on Gaza public land by 2 senior PA security officials; when a neighbor of one of the officials tells journalists that the demolitions were good because his neighbors “were criminals . . . a gang,” several PA security officers beat him, threaten to shoot him, before he retreats into his house. Tulkarm, 1 in Wadi al-Silqa) as observation posts; fires on residential areas of Rafah. Jewish settlers vandalize Palestinian homes in Hebron. The IDF begins dismantling 1 of its main posts in Khan Yunis in preparation for disengagement; conducts arrest raids, house searches in Aida r.c. and Wadi al-Silqa, around Hebron, nr. Qalqilya. Major Hamas-Fatah clashes erupt in Gaza City when PA preventive security force officers outside the force’s headquarters open fire on a car driven by an Izzeddin al-Qassam Brigades mbr. Within the hr., Hamas political leaders, senior PA officials hold a press conference appealing for calm, say they are ready to put aside all differences and hold talks on improving relations. Hrs. later unidentified gunmen (some reports say Hamas mbrs.) fire on the Gaza City homes of PA police cmdr. Abu Shibak (see 6/10), Fatah Gaza head Abdallah Franji, Fatah Revolutionary Council mbr. The IDF continues massing tanks, armored vehicles on the n. Gaza border; Sharon instructs security officials to take “all measures, without restrictions, in order to stop the wave of terrorism,” though his advisers suggest that any push into Gaza likely would not happen until after Condoleezza Rice’s visit on 7/22. An IDF sniper (reportedly firing fr. a nearby Jewish settlement) assassinates senior Hamas cmdr. Sa‘id Siyam (not Shaykh Sa‘id Siyam, the Hamas spokesman) outside his home in Khan Yunis. The IDF also lifts the curfews on Tulkarm and surrounding areas imposed on 7/13; fires missiles at a Palestinian vehicle in Bayt Lahiya, injuring 1 Hamas mbr., injured 2 bystanders in an apparent assassination attempt; fires on stone-throwing youths in Tulkarm, wounding 1; shells residential areas of Khan Yunis; conducts arrest raids, house searches nr. Sharon authorizes the widening of the IDF’s campaign to include Hamas. Later 4 rockets fired fr. n. Gaza hit the Israeli town of Netiv Haasara, killing 1 Israeli woman, wounding 1; Hamas, the AMB each claim responsibility (the AMB for the fatal strike, which it says was in retaliation for the 7/10 assassination attempt); as many as 21 mortars and rockets are fired during the day, also damaging an IDF post. The IDF also continues operations in and around Tulkarm; launches arrest raids targeting Islamic Jihad nr. Bethlehem, in Abu Dis and Asira al-Qibliyya, and in and around Hebron. Abbas declares a state of emergency, placing PA security forces in Gaza on high alert and ordering them to prevent any fire on Israeli targets. The IDF imposes a curfew, makes a predawn raid on Saida nr. Tulkarm to arrest 2 wanted Islamic Jihad mbrs., marking the IDF’s 1st reentry of the town since returning it to PA security control on 3/22, sparking an exchange of gunfire that leaves dead wanted Islamic Jihad mbr. Shafiq ‘Abd al-Ghani and 1 IDF soldier (the 1st Israeli killed by a Palestinian since 2/25); 1 Islamic Jihad mbr. is wounded, escapes, is later arrested; the PA condemns the incursion as a violation of agmts. btwn. the 2 sides; Israel denounces the PA for failing to rein in militants. In response, Islamic Jihad fires 2 rockets at Sederot, causing no damage or injuries. The IDF also demolishes a Palestinian home in Jabal al-Mukabir and 1 in Sur al-Bahir, both in the Jerusalem municipality; sends troops into Tubas nr. Jenin to search Palestinian vehicles. As part of Abbas’s ongoing anticorruption efforts, PA security forces bulldoze 3 seaside homes in Gaza illegally built on public land seized by senior PA security officials. The IDF issues demolition orders for 10 wells in a bedouin area nr. Hebron; imposes a curfew on Burqa nr. Nablus, claiming someone fr. the village threw a Molotov cocktail at an IDF patrol, causing no injuries; bulldozes Palestinian land and places barbwire nr. the Erez crossing, fires on a Palestinian farming his land nearby, wounding him; sends troops into al-Arub r.c. nr. Hebron to arrest 2 Palestinian teenagers (ages 14, 16) for throwing stones at passing IDF patrols. Overnight, Hamas, the PRCs reportedly fire another 45 mortars, 30 rockets at Jewish settlements in Gaza (lightly damaging 1 house) and the Negev in retaliation for the deaths of 3 Palestinians on 4/9. The IDF arrests Fatah mbr. Firas Tanbur in Nablus on charges of planning a terrorist attack on behalf of Hizballah; Palestinians confront soldiers with stones during the raid; soldiers respond with rubber-coated steel bullets and tear gas, injuring 10. The IDF also raids, searches an elementary school in, imposes a curfew on al-‘Asa’sa nr. Jenin; fires on stonethrowing Palestinians nr. Nablus; conducts arrest raids, house searches nr. Bethlehem, Hebron, Jenin; occupies a Palestinian home in Ramallah as an observation post; sends troops into Aida r.c. to break up a nonviolent protest against threats by Revava to attack al-Aqsa mosque. Some 3,000 Israeli police bar a rally at the Temple Mount/Haram al-Sharif by Revava attended by only 50 rightwing Israelis. Ma’ariv 3/18 reports that that the financial officer of the Greek Orthodox Church, Nikolaos Papadimas, who has power of attorney for Greek Orthodox Patriarch Irineos, recently signed a secret deal, without Irineos’s permission, to sell the church’s Omar Bin Khattab Square property in the Old City of Jerusalem to Jewish investors fr. abroad and then fled the country with his family, depositing $1.5 m. in a Tel Aviv bank account. The square is a valuable commercial area inside the Jaffa Gate, where 3 prominent Palestinian hotels and a number of shops are located. Irineos denies that he gave permission for the sale, meaning that, by church bylaws, the sale is void. The IDF also imposes new restrictions on Palestinian movement nr. the Ibrahimi Mosque/Tomb of the Patriarchs in Hebron, erecting an iron gate 30 m away fr. the site, closing the main road leading to the site to Palestinians, checking all Palestinians before allowing them through the gate to the site. Jewish settlers fr. Ma’on attack 5 Palestinian shepherds grazing their animals nearby; the IDF intervenes, arrests the Palestinians, takes them to Kiryat Arba for interrogation, releases them later. Israel authorizes the construction of a “temporary wall” btwn. A Damascus-based Islamic Jihad cell claims responsibility for the 2/25 Tel Aviv bombing, noting the end of the unofficial 1-mo. truce on 2/25 and stating that Israel had to be punished for cease-fire violations it committed; Islamic Jihad’s leadership in Gaza, however, denies responsibility, saying the group would continue to abide by an unofficial cease-fire. Israel shifts blame to Syria, which denies any responsibility, saying Islamic Jihad offices in Damascus have been closed for some time. Meanwhile, the PA security forces arrest 2 suspects in Gaza in connection with bombing; Israeli security forces arrest at least 5 suspects in Israel.
