In the West Bank, the IDF conducts late-night patrols in Rumana nr. Jenin, arresting 2 16-yr.-old Palestinians who are out on the street; conducts late-night arrest raids, house searches nr. Hebron. In East Jerusalem, Israeli authorities issue fines of thousands of dollars and demolition orders for 9 Palestinian homes and 1 mosque in Jabal Mukabir neighborhood. Israeli security forces break up Palestinians holding a public gathering at Damascus Gate to mark the formal end of the Arab League’s designation of Jerusalem as the Arab cultural capital for 2009; at least 6 Palestinians are arrested for illegal political activity in Jerusalem, and several are beaten. In the West Bank, Palestinian activists celebrating the 20th anniversary of the fall of the Berlin Wall with a protest against the separation wall in Dayr Ghusun nr. Tulkarm attempt to remove and subsequently damage a gate in the separation wall that prevents Palestinian farmers in the area fr. reaching their lands. The IDF fires rubber-coated steel bullets, sound bombs, tear gas at the protesters (causing no reported injuries) and arrests 6 Palestinians (including 2 teenagers). Jewish settlers fr. Carmiel attack Palestinians fr. the nearby Bedouin village of Umm al-Khayr, badly injuring 1 Palestinian woman and damaging several Palestinian houses and 1 car. (MNA 11/14; PCHR 11/19; OCHA 11/20)

In the West Bank, the IDF raids houses in al-Shuyukh nr. Hebron, arresting 3 Palestinians (2 of whom are quickly released); patrols in Izbat al-Tabib nr. Qalqilya, detaining and violently beating 3 Palestinians; conducts late-night raids, house searches nr. In the West Bank, the IDF stages synchronized late-night house searches in villages w. of Jenin, making no arrests; conducts late-night arrest raids, house searches in Bil‘in. In East Jerusalem, Israeli authorities raid the Nidal Center for Community Development, closing it until 8/11/09 for “supporting terror activities” (not further explained); break up a press conference held by al-Hamra Castle hotel, attended by several PA officials, to open an art exhibit celebrating the Arab League’s designation of Jerusalem as the Arab cultural capital of 2009, stating the event constitutes illegal Palestinian political activity in the city (see 7/5). In the West Bank, the IDF conducts late-night arrest raids, house searches in Tulkarm r.c. and nr. Jenin. Israeli police raid the offices of a Palestinian folklore troupe in East Jerusalem, giving them an order banning upcoming performances scheduled to celebrate the Arab League’s declaration of Jerusalem as the Arab cultural capital of 2009 (see Quarterly Update in JPS 152), saying the show constitutes illegal Palestinian political activity in the city. In the West Bank, the IDF fires tear gas and stun grenades at Palestinian, Israeli, and international activists taking part in a nonviolent demonstration against the confiscation of Palestinian land in Wadi Abu al-Rish n. of Hebron to expand Bet Ayn settlement (the scene of heavy settler violence last quarter; see Quarterly Update in JPS 152), also violently beating several Palestinians and an international activist; Jewish settlers at the scene throw stones at the protesters, injuring a Palestinian photographer covering the incident. Bayt Hanun, wounding 1. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Nablus and neighboring Balata r.c., nr. Bethlehem and Jenin. Palestinians report that over the previous wk., the IDF has bulldozed Palestinian land in Abu Dis, Azariyya, and al-Sawahara to expand the Container checkpoint southeast of Jerusalem, which obstructs travel btwn. the n. and s. West Bank; has confiscated 300 dunams (d.; 4 d. = 1 acre) of land southwest of Jenin, giving residents 45 days to evacuate. (PCHR 5/21; OCHA, PCHR 5/28)

The IDF sends troops into Gaza to bulldoze land nr. the border fence e. of Jabaliya. The UN reports several previously unreported Gaza incidents that took place between 5/7 and 5/12 (no exact dates given): the IDF killed 1 armed Palestinian and wounded 1 armed Palestinian and 7 civilians (no details); Palestinians fired “several” rockets and mortars into Israel, causing no injuries but damaging 1 house; the IDF made several air strikes on Rafah border tunnels in response; there were 6 incidents of IDF gunfire and shelling across the border at Palestinian farmers, in 1 case setting 15 d. of wheat ablaze nr. al-Qarara. In the West Bank, the IDF makes a morning incursion into Qalqilya to raid and search the home of a wanted Palestinian (not at home), arresting his mother. Jewish settlers perform religious ceremonies at the vacated Homesh settlement site northwest of Nablus. Jewish settlers in Hebron stage a provocative march through the town (fr. Kiryat Arba through Wadi al-Husayn, Wadi al-Nasara, Jabir, al-Salayma, the Ibrahimi Mosque/Tomb of the Patriarchs, al-Sahla, and al-Shuhada to Ramat Yishai settlement) in a show of force, vandalizing Palestinian homes and threatening Palestinians along the way; the IDF observes but does not intervene. Israeli naval vessels fire on and detain a Palestinian fishing boat off the coast of n. Gaza, ordering 3 fishermen to strip naked and swim to the gunboat and the 4th fisherman to accompany the gunboat to Ashdod port; the fishermen are released in the evening. IDF troops on the s. Gaza border fire on residential areas of al-Shuka, moderately wounding a Palestinian woman. In the West Bank, an IDF soldier is killed in a friendly fire incident nr. Ramallah. At an emergency session in Cairo, the Arab League states unanimously reject the Obama admin.’s request as relayed by King Abdallah (see 4/21) to amend the 2002 Arab League initiative by dropping demands for the Palestinian right of return as a means of jumpstarting comprehensive Arab-Israeli peace talks. (Irish Times 5/8; NYT 5/12; see also AP, UPI 5/6)

The IDF makes a late-night incursion into n. Gaza to level land along the n. border fence nr. Bayt Hanun. In the West Bank, the IDF raids and demolishes a bedouin encampment in al-Fahm southeast of Nablus, demolishing 8 homes and livestock pens, confiscating the contents and displacing 50 Palestinians; demolishes a Palestinian home in East Jerusalem, displacing a mother, father, and 5 children; conducts late-night arrest raids, house searches in Tulkarm and nr. Bethlehem, Hebron. In keeping with separation wall construction work begun on 4/19, the IDF declares 4,000 d. of Palestinian land s. of Hebron (belonging to the villages of ‘Arab al-Ramadin, Dura, and Dahariyya) a closed military zone. King Abdallah of Jordan meets with U.S. pres. Barack Obama, special envoy Mitchell at the White House. Obama lays out his admin.’s working plan, still in the formulating stage, for jumpstarting the peace process, asking the king to relay a request to the 22-mbr. Arab League to amend its 2002 peace initiative “to make it more palatable to Israel,” specifically by dropping demands for the Palestinian refugees’ right of return and setting a timetable for normalization with Israel. Israeli naval vessels fire on and chase 30 Palestinian fishing boats (69 fishermen) off the n. Gaza coast to force them back to shore, seizing 3 boats, demanding that the 8 crew mbrs. of 1 boat strip naked and jump into the water, then detaining them and taking them to the Ashdod port. In the West Bank, the IDF lifts the closure on Khirbat Safa imposed on 4/2 and withdraws fr. the area, but reenters the vicinity later in the day after Jewish settlers fr. Bet Ayn fire toward the village, causing no injuries; fires on stone-throwing Palestinian youths nr. Jericho, wounding 1; conducts late-night arrest raids, house searches in ‘Askar r.c., Balata r.c., al-Fara‘a r.c., Nablus, Tulkarm, and nr. Hebron, Jenin, Ramallah. A 200-lb. car bomb malfunctions and fails to detonate outside a shopping mall in Haifa, preventing what would have been the 1st car bombing inside Israel since 2002; the car was stolen fr. East Jerusalem; a little-known Israeli Palestinian group called the Free Men of the Galilee claims responsibility, but Israel says it is not certain the claim is valid and is still investigating. Israeli security forces break up several Palestinian events in East Jerusalem (including dispersing a children’s march and popping balloons at a school, dispersing a folklore show at a children’s center) marking the Arab League’s designation of Jerusalem as the capital of Arab culture for 2009, saying the programs violate the ban on Palestinian political activity in the city (see 2/21). The Israeli government has also banned several events planned by the Israeli Palestinian comm. inside Israel to celebrate Jerusalem, including an oud performance and soccer match, claiming they were initiated by the PA to “meddle in Jerusalem.” The IDF conducts late-night arrest raids, house searches nr. Some 400 Gazans protest on the Rafah border demanding that Egypt unilaterally open the crossing into Gaza. Egypt deploys 100s of additional police and border patrol officers along the Rafah border, fearing another breach, as occurred in 1/08 (see Quarterly Update in JPS 147). On the Rafah border, 5 Palestinians are killed, 3 are injured when a smuggling tunnel collapses. In the West Bank, the IDF raids and occupies a Palestinian home nr. Bethlehem as an observation post; conducts late-night arrest raids, house searches nr. Jenin, Tulkarm. Israeli security forces raid a theater in East Jerusalem to prevent a Palestinian folklore troupe fr. performing as part of a series of events billed as celebrating the Arab League designation of Jerusalem as the capital of Arab culture for 2009), saying the program violates the ban on Palestinian political activity in the city. Unknown assailants fire a Katyusha rocket fr. s. Lebanon into n. Israel, lightly injuring 3 Israelis. A 2d rocket lands inside Lebanon, causing no damage or injuries. Israel files a formal complaint with the UN, demanding stepped-up UNIFIL and Lebanese government enforcement in s. Lebanon in keeping with UN Res. 1701’s provisions to halt arms smuggling into s. Lebanon and reiterating Israel’s right to self-defense. (WJW 2/26)

Palestinians detonate a roadside bomb nr. the Gaza border fence, sparking an exchange of gunfire with the IDF that leaves 2 armed Palestinians dead. In the West Bank, the IDF sends undercover units in a car with Palestinian license plates into Qabatya nr. Jenin to arrest a Palestinian; enters Bayt Umar village nr. Hebron to chase several stone-throwing youths, raiding 2 homes and a store, occupying rooftops, and firing on residential areas, wounding 1 Palestinian, arresting 2; fires live ammunition, rubbercoated steel bullets, tear gas at Palestinian, Israeli, and international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (injuring 9); fires live ammunition, rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, and international activists, some of whom throw stones at IDF troops, taking part in a demonstration against the separation wall in Bil‘in (10s suffer tear gas inhalation); uproots 70 olive seedlings on a Palestinian plot nr. After nearly 2 wks. of consultations with top 2/10/08 election vote-getters Tzipi Livni (Kadima) and Benjamin Netanyahu (Likud), Israeli pres. Shimon Peres taps Netanyahu to form a government. Netanyahu quickly opens coalition talks with various parties. (IFM 2/20; NYT, WP 2/21; WP 2/23; NYT 2/24)

In Washington, Livni and Rice sign the MOU on curbing arms smuggling, aimed at facilitating Israel’s acceptance of the EgyptHamas cease-fire offer (see 1/15). Anonymous Israeli military officials state that OCL is “in its final act.”

Combat notes: Early in the day, the IDF pulls back to the outskirts of Gaza City (with reports indicating that Tal al-Hawa has been devastated), but fighting intensifies again in the evening. Intensified IDF ground operations under cover of air strikes and heavy shelling are reported on the outskirts of Khan Yunis. The IDF reports hitting more than 50 targets during the day, including 15 rocket-launching sites, 13 groups of armed men, 4 suspected weapons depots, 2 smuggling tunnels, at least 1 mosque, Hamas’s Asda’ media center outside Khan Yunis (previously hit on 12/27). Air strike target areas include Bani Suhayla, Bayt Lahiya, alBureij r.c., the al-Fukhari area, Gaza City (al-Shuja‘iyya, Tal al-Hawa; al-Tuffah), Izbat ‘Abid Rabbuh, Jabaliya town and r.c., Khan Yunis (white phosphorous suspected), alNasser (n. of Rafah), Rafah, the al-Satar al-Gharbi area (nr. Khan Yunis), and the alTannour area (e. of Rafah). Artillery and tank fire are reported in Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah (white phosphorous suspected), Gaza City (city center and al-Sudaniyya, al-Zaytun), Jabaliya town, Khan Yunis, al-Qarara, al-Shuka, Twam, Wadi alSilqa (white phosphorous suspected). Naval bombardments center on open areas w. of Khan Yunis and in the al-Mawasi area, and in s. Rafah. Ground engagements are reported in Bayt Hanun, Bayt Lahiya, the al-Fukhari area and nearby Ma’an, Gaza City, al-Mughraqa, al-Zahra’. At least 3 ambulances are hit trying to evacuate the dead and wounded in clashes in central Gaza nr. Shuhada junction and in al-Mughraqa.

In a highly publicized incident, IDF tank shells hit a Gaza City home, killing 4 young girls (3 sisters, 1 cousin). Father of the 3 sisters, Izzeddin Abu al-Aish, a prominent Gazan doctor who appears regularly as a commentator on Israeli TV, phones ITV channel 10’s live broadcast to beg for medical assistance for his injured family, reports that his daughters are dead. In addition, an IDF air strike targets a home receiving condolence visits in Gaza City’s al-Shuja‘iyya neighborhood, killing 10 Palestinians, wounding 7. Another air strike on a home in al-Bureij r.c. kills a mother and her 5 children, ages 7–15. Gazan medical officials put the Palestinian toll at 1,140 dead, more than 5,100 wounded (470 in serious condition).

Palestinians fire 22 rockets and 5 mortars into Israel. Areas hit include Ashdod and Kiryat Gat (where at least 3 Israelis are injured, 1 seriously).

Israel’s security cabinet authorizes the IDF to open phase 2 of OCL at its discretion by sending ground troops into Gaza “to destroy the terrorist infrastructure of the Hamas in the area of operation, while taking control of some of [sic] rocket launching area used by the Hamas”; authorizes the call-up of 10,000s of additional reservists. The IDF does not immediately take action.

Israeli action: The IDF continues air strikes and naval bombardment of Gaza, carrying out 65 air strikes and hitting 65 individual sites. Target areas include al-Atatra, Bayt Lahiya, Dahaniyya, Dayr al-Balah, Gaza City (Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, Nussayrat, Rafah, Tal al-Za‘atar. Primary targets include the homes of more than 12 senior Hamas officials (including senior IQB official Imad Akel, who reportedly is killed along with 3 children nearby; and Haniyeh’s chief of staff Muhammad Madhun and fmr. PA Refugee Affairs M Atif Udwan, who are believed to be in hiding); a car carrying Hamas’s Gaza City military cmdr. Muhammad (Abu Zakariya) al-Jamal, assassinating him; the Rafah airport site (already heavily damaged by yrs. of IDF attacks); the American International School in al-Atatra in n. Humanitarian notes: The IDF escorts 226 foreigners who opt to leave Gaza to the Allenby Bridge crossing into Jordan; allows 64 truckloads of humanitarian goods into the Strip.

In the West Bank, the IDF fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, and international activists taking part in weekly nonviolent protests against the separation wall in Bil‘in (injuring 5 Palestinians), Ni‘lin (wounding 1 Israeli, 3 Palestinians), and Jayyus (injuring 3 Palestinians; 1 is hit with live ammunition). In Jerusalem, 100s of Palestinians clash with Israeli police after Friday prayers. Small demonstrations against OCL are reported in East Jerusalem and across the West Bank (including Bani Na‘im nr. Hebron, Bethlehem, Hebron, Issawiyya, Ramallah, Shu‘fat r.c.). IDF troops shoot at protesters in Bani Na‘im, wounding 5. The PASF breaks up large rallies against OCL in Hebron and Ramallah, firing tear gas at demonstrators, ripping up pro-Hamas placards and flags, beating and arresting suspected Hamas supporters, injuring at least 10 Palestinians.
