In the West Bank, Israeli settlers with military escort raided al-Lubban ash-Sharqiya, leading to clashes between Israeli soldiers and Palestinians; 1 Palestinian was injured by a tear gas canister to his shoulder. Israeli forces raided a secondary school in Tuqu‘, physically assaulting 2 staff members and causing tear-gas related injuries among students and staff. 4 Palestinians were arrested during raids in Kharas, Tubas, Dheisheh refugee camp, and Anabta. In East Jerusalem, Israeli settlers opened fire in Sheikh Jarrah; no injuries were reported. 1 Palestinian minor was arrested in Sheikh Jarrah. Israeli forces demolished 1 Palestinian-owned home in Jabel Mukaber, leading to clashes with Palestinian protesters. Israeli forces also demolished 1 Palestinian-owned home in Silwan. An Israeli court denied the Israeli government’s request to demolish 41 Palestinian homes in the Israeli town Qalansawe. The Palestinian Israeli homeowners complained that Israel is using the installation of power lines as an excuse to demolish their homes when they can dig the power lines underground, as is done elsewhere. PA president Mahmoud Abbas extended the Covid-19 related state of emergency by 30 days. The state of emergency has been in effect since March 2020 when the 1st case of the Covid-19 virus was detected in Palestine. (WAFA 12/29)

In the West Bank, Israeli forces uprooted 50 olive trees in Wadi Fukin. Israeli forces also demolished 9 residential and 14 agricultural structures in Ibziq. Elsewhere, Israeli forces demolished a house under construction in Qalqas. Israeli force shot and injured 6 Palestinians using live ammunition during a late-night raid in Tubas. 13 Palestinians were arrested during raids in al-Am‘ari refugee camp, Beit Umar, Halhul, Yatta, Jenin, Ya‘bad, and Kaft Laqif; 1 Palestinian was injured by Israeli live ammunition during a protest against the raid in al-Am‘ari refugee camp. In East Jerusalem, Israeli forces physically assaulted 2 Palestinians in Isawiya and Jabel Mukaber. The Jordanian Detainees Committee in Saudi Arabia said that a Saudi court had reduced the sentence of former Hamas official Mohammad al-Khodari from 15 years to 3 years in prison. Al-Khodari was 1 of some 60 Jordanian and Palestinian nationals to receive sentences by Saudi Arabia earlier this year for an affiliation with Hamas or other resistance groups. (MEMO 12/29)

PA president Mahmoud Abbas met with Israeli defense minister Benny Gantz at Gantz’s residence in Rosh Ha’ayin. The 2.5-hour-long meeting was attended by Israel’s coordinator of government activities in the territories Rassan Aliyan, PA civil affairs minister Hussein al-Sheikh, and head of PA security service Majed Faraj. Civil Affairs Minister al-Sheikh said the 2 sides spoke of a political horizon while Defense Minister Gantz tweeted that the meeting was about economic and civic measures and security coordination. An Israeli statement said Israel had agreed to register 6,000 Palestinians living in the West Bank and 3,500 living in Gaza, give the PA a $32-million advance on its tax income, and grant more business permits and VIP passes for the PA. Israeli and Palestinian officials said that President Abbas demanded more action against settler violence and the revocation of terror designations for 6 Palestinian rights organizations. It was President Abbas’s 1st meeting with an Israeli official in Israel since 2010. A Hamas spokesperson condemned Abbas’s visit, saying he was accommodating the occupation and “deepening Palestinian political divisions.” Islamic Jihad and the PFLP also condemned the meeting. In Syria, Israel conducted air strikes in Latakia, causing damage at the city’s port. Israeli sources claimed that Israeli missiles had hit Iranian munitions stored in containers. A Russian official said 4 missiles were fired from 2 Israeli F-16s, causing minor material damage. In the West Bank, Israeli settlers placed a large menorah on the roof of a mosque in Nabi Samwil. Israeli settlers with military escort blocked an entrance to al-Lubban ash-Sharqiya. Elsewhere, Israeli settlers threw stones at Palestinian homes in Burqa. Israeli forces shot and injured 1 Palestinian, physically assaulted 1, and injured others by tear gas suffocation during a late-night raid in Silwad. 8 Palestinians were arrested during late-night raids in Surif, Tubas, Silat al-Harithiya, Nablus, and ‘Asira. In East Jerusalem, Israeli forces delivered a demolition notice for an apartment and office building in Silwan. Israeli forces also arrested and interrogated PA governor of Jerusalem Adnan Ghaith before releasing him to house arrest and renewing his ban on contacting PA officials. 16 others were arrested during late-night raids in Isawiya and Qalandia refugee camp. Egypt announced that it had signed an agreement with Israel to increase the amount of natural gas it receives from Israel. Egypt exports the gas it buys from Israel to the European market using its liquefied gas terminals. (MEMO 11/26)

In the West Bank, Israeli forces shot and killed 1 Palestinian man during a late-night raid in Tubas; Islamic Jihad said the man was a member of the organization, and PCHR said the man was throwing stones at Israeli forces but posed no imminent threat to them when they shot him from a distance of 33 yards; 2 Palestinians were arrested during the raid. Israeli forces also demolished 1 grocery store, 1 vegetable store, and 1 gas station near Qalandia and demolished 1 residential structure and 5 agricultural structures in Tarqumiyah, displacing 4. Elsewhere, Israeli forces fired tear gas at Palestinian pupils heading to a school in al-Lubban ash-Sharqiya, injuring 1 with a tear gas canister to his arm and some 70 with tear gas. 11 Palestinians were arrested, including 8 during late-night raids in Ya‘bad, Bayt Dajan, and Zababdeh; 3 were arrested while driving near Beita. It was reported in Israeli media that PA president Mahmoud Abbas met with new director of the Shin Bet Ronen Bar in the last week. The 2 were said to have discussed security coordination and efforts to reach a long-term ceasefire between Israel and Hamas. Director Bar had also in recent days held meetings with head of Egyptian intelligence Abbas Kamel and Jordanian officials. (HA, JP, MEMO 11/16)

An Israeli military court refuted claims by defense and foreign ministers Benny Gantz and Yair Lapid that a Spanish woman working for Health Work Committees had any links to the 6 Palestinian rights organizations that Israel last month deemed terrorist. The 2 ministers had tried to justify the designation by using the conviction of the Spanish woman as evidence, which the military court then rejected. The Spanish woman was also sentenced by the military court to 13 months in prison and a fine of $16,000 after entering a plea deal. (HA 11/16; AP, TOI 11/17)

The cybersecurity firm ESET published a report saying that the Israeli spyware company Candiru’s spyware was used to hack 20 websites in the UK, Yemen, South Africa, Italy, Iran, and Syria, including Middle East Eye. U.S. ambassador to the UN Linda Thomas-Greenfield met with Israel’s defense minister Benny Gantz in Israel. According to the readout from the meeting, Ambassador Thomas-Greenfield urged Gantz to curb settlement activity. (HA 11/16; MEMO 11/17)

Palestine Legal submitted a civil rights complaint against the George Washington University (GWU) to the DC office for human rights for discriminating against Palestinians. High-level GWU administrators had forced its employees to cancel a session for Palestinian students experiencing trauma related to the Israeli assault on Gaza in May. In the West Bank, Israeli settlers from the Yitzhar settlement threw stones at 1 house and 2 vehicles in Burin, breaking the windshields of the cars. 1 Israeli settler also rammed 1 Palestinian child with his car near the Kiryat Arba settlement. Israeli forces raided Aqabat Jaber refugee camp, leading to a confrontation with Palestinians; tear-gas related injuries were reported. 4 Palestinians were arrested during late-night raids in Fahma, Jaba‘, and Tubas. In Gaza, Israeli forces violently dispersed Palestinian protesters east of Jabalia refugee camp, killing 1 Palestinian and injuring 5 others with live ammunition; Israeli forces claimed Palestinians threw explosives at them. Israeli forces also shot and injured 1 Palestinian with live ammunition east of Abasan. In Syria, Israel conducted air strikes near Damascus, causing damage. Syrian state TV said the country’s missile defense system had intercepted most of the Israeli missiles. During the attack, 1 surface-to-surface missile was fired at Israel but landed in the sea. (AJ, HA, JP, TOI 9/3)

Israel released 1 pregnant Palestinian woman from prison after international and Palestinian pressure. The woman was released to house arrest and on $12,000 bail. Hamas said it rejected the framework agreement between the U.S. and the UNRWA signed on 7/15, calling it “dangerous and humiliating.” Hamas said that the framework threatens the refugee issue and is an obstacle to UNRWA employees. (MEMO 9/3; ALM 9/23)

PA president Mahmoud Abbas met with Egyptian president Abdel Fattah al-Sisi and Jordanian king Abdullah II in Cairo. The 3 leaders were said to have been coordinating their stance on Israel for the upcoming UN general assembly meeting in October. President al-Sisi’s spokesperson said after the meeting that al-Sisi emphasized that the creation of a Palestinian state depends of reconciliation between the PA and Hamas. President Abbas called for renewed peace negations under the auspices of the International Quartet for Middle East Peace. An unnamed PA source said, according to Haaretz, that the Biden administration has conveyed to the PA that it will not exert pressure on the Israeli government to engage diplomatically with the PA while Israel is in budget negotiations. The Jewish National Fund (JNF) approved a project that will seek to obtain from Palestinians 530 properties in the West Bank and 2,050 properties in East Jerusalem by reviewing documents only registered by the JNF to see if they can be used to evict Palestinians using Israeli courts. The JNF has set aside $31 million for the settler project. (HA 9/2)

In the West Bank, Israeli forces violently dispersed Palestinians during a raid in Tayasir, injuring 2 with live ammunition, 1 with a rubber-coated bullet, and other suffered tear-gas related injuries. Israeli forces raided a printing company in Hebron, seizing 19 printing machines and closing the company indefinitely. Israeli forces also demolished 1 agricultural structure and 1 water tank near Qiffin and 1 commercial structure in Ya‘bad. 15 Palestinians were arrested during late-night raids in and around Qalqilya, Deir Abu Mash’al, Tubas, Qusra, and Beit Umar. PA president Mahmoud Abbas met with the head of Egypt’s general intelligence service Abbas Kamel in Ramallah. The readout from the meeting said that the 2 discussed bilateral relations. However, it is likely that the 2 also discussed the Egyptian mediation efforts to create a long-term ceasefire agreement between Hamas and Israel. Egyptian security officials met with Israeli security officials earlier in the day in Cairo and Israeli prime minister Naftali Bennett and Defense Minister Benny Gantz met with Kamel prior to his visit to Ramallah. Palestinian factions in Gaza said they would resume protests at the Gaza fence on 8/21 if no progress had been made in easing the restrictions imposed on the Gaza blockade after the May assault on Gaza and if Qatari aid continued to be stalled. The Israeli high court of justice rejected a petition by the family of Ahmad Erekat, who was killed by Israeli forces on 6/23/2020, to have his remains handed over to his family. The PA called on the U.S. to intervene over Israeli plans to expand Israeli settlements with more than 2,000 housing units in the West Bank. The PA said the new construction contradicts U.S. president Joe Biden’s stance against settlement construction. (HA 8/12)

The PA said it had received 150,000 doses of the Pfizer COVID-19 vaccine. The health ministry further stated that it had received 1 million doses from Pfizer so far this year and that another 3 million would be delivered by the end of 2021. The PA also said it had sent 100,000 vaccine doses to Gaza, including 50,000 Pfizer and 50,000 of the Russian Sputnik vaccines. (AA, WAFA 8/12)

The Israeli high court of justice overturned former education minister Yoav Gallant’s decision to withhold the Israel Prize in mathematics and computer science from Oded Goldreich. Gallant had decided to withhold the prize given to Goldreich over claims that Goldreich is supporting a boycott of Israeli institutions in Israeli settlements. (HA 8/12)

Sudan said it would hand over its former president Omar al-Bashir to the ICC but did not provide a timeframe for doing so. Al-Bashir is wanted by the ICC for charges of genocide, war crimes, and crimes against humanity. (AJ 8/12)

AIPAC launched an ad campaign on Facebook implying that U.S. house representative Ilhan Omar (D-MN) stands with terrorists against the U.S. and Israel. The ad drew criticism from several pro-Israel organizations and Jewish Americans including J Street and Ilhan Omar’s staff, which claimed AIPAC ads were Islamophobic and putting Omar’s life at risk. Among other AIPAC targets in its ad campaign were Palestinian American Rashida Tlaib (D-MI), Alexandria Ocasio-Cortez (D-NY), and Cori Bush (D-MO). (AJ, HA 8/12)

In the West Bank, Israeli settlers with military escort obstructed a Palestinian protest march near Tubas against the establishment of a settlement outpost; no injuries were reported. Israeli settlers with military escort also threw stones at Palestinian houses in al-Twana. Elsewhere, Israeli settlers attacked journalists in the Tel Rumeida neighborhood of Hebron. Israeli settlers also attacked employees of the Palestinian Land Settlement Authority in Umm al-Shaqhan and stole 1 GPS device. Meanwhile, Israeli settlers attacked 1 Palestinian man working on his house near Qaryut. In the West Bank, Israeli settlers started construction of a settlement outpost between al-Khadir and Nahalin. Israeli forces razed an agricultural road near Yatta. Israeli forces also sealed off a main entrance to Qarawat Bani Hassan. Elsewhere, Israeli forces raided the headquarters of the Union of Heath Work Committees (UHWC) in al-Bireh, seizing documents and computers and posting a notice closing the building for 6 months; Amnesty International warned that closing UHWC will have “catastrophic consequences” for sick Palestinians. 16 Palestinians were arrested during raid in and around Umm Safa, Beitunia, Tuqu‘, al ‘Arub refugee camp, Tubas, Hizma, and Salem; during the raid in Tubas, Israeli forces shot and injured 3 Palestinians using live ammunition. In East Jerusalem, Israel banned Fatah member Awad al-Salaimeh from entering Shaykh Jarrah and Batn al-Hawa for 15 days. 2 were arrested in Batn al-Hawa. Israel put 1 Palestinian citizen of Israel in administrative detention. He is the 2d Palestinian citizen of Israel to be put in administrative detention since 5/17. 12 Palestinian residents of East Jerusalem have also recently been put in administrative detention. (HA 6/9; HA 6/24)

Israeli police commissioner Kobi Shabtai banned 2 members of the Knesset from the Otzma Yehudit (Jewish Power) party, Itamar Ben-Gvir and May Golan, from partaking in the planned Israeli Flag March in East Jerusalem on 6/10. The march had been postponed by the Israeli security cabinet on 6/8, but the lawmakers said they would march despite the postponement and encouraged others to join them. Police Commissioner Shabtai also wanted to ban Ben-Gvir from entering the Haram al-Sharif compound on 6/9 and 6/10, but that decision required Israeli prime minister Benjamin Netanyahu’s approval. UK Labor leader Keir Starmer called on UK prime minister Boris Johnson to press for recognition of the state of Palestine at the upcoming G7 meeting in Cornwall. Starmer referred to the Israeli attacks on Gaza as a reason why the recognition was urgent. (MEE 6/9; MEMO, WAFA 6/10)

Israeli forces shot and injured 1 Palestinian using live ammunition during a raid in Ya‘bad; others suffered tear-gas related injuries. Israeli forces demolished 1 residential tent and 2 agricultural tents, and seized solar panels in al-Samou. Israeli forces also razed a tract of land near Khirbet Umm al-Khawas in the Masafer Yatta area for settlement expansion. 21 Palestinians were arrested during raids in and around Ramallah, Tulkarm, Jenin, Tubas, Qalqilya, Bethlehem, Hebron, and Qatanna. During a trip to Israel, senator Lindsey Graham (R-SC) told Fox News that Israel is planning to ask the U.S. for $1 billion in military aid to “replenish the Iron Dome batteries” after the 11 days of escalation of violence last month, which Israel dubbed “Operation Guardian of the Walls.” (HA, HILL, REU 6/1; AJ 6/2)

17 Democratic U.S. senators led by Chris Van Hollen (D-MD), Tim Kaine (D-VA), Chris Murphy (D-CT), and Jeff Merkley (D-OR) signed a letter to secretary of state Antony Blinken urging him to pressure Israel to allow humanitarian aid into Gaza. Israel is conditioning the allowance of much of the humanitarian aid into Gaza on a number of demands to Hamas, including releasing 2 Israeli citizens and the bodies of 2 soldiers. In East Jerusalem, Israeli forces violently dispersed Palestinian and Israeli protesters near Shaykh Jarrah, demanding that they end the lockdown of the area. 9 Palestinians were arrested, including 5 during house raids in Issawiyya and the Old City and 4 at the Haram al-Sharif compound. The UN security council (UNSC) released its 1st statement since the escalation of violence against Gaza on 5/10, calling for adherence to the ceasefire. The statement mourned the loss of civilian lives, called for humanitarian aid to Palestinians, and reiterated its support for a 2-state solution. The U.S. has been criticized by other members of the UNSC for blocking statements before the ceasefire took effect on 5/21. UN humanitarian coordinator for the Palestinian territories Lynn Hastings also toured Gaza to assess the damage, calling for the blockade to end and expressing concern about a potential new COVID-19 outbreak. In the West Bank, Israeli settlers opened fire at Hizma, causing damage. Israeli settlers also attacked a Palestinian TV crew near Hebron covering the killing of 1 Palestinian woman (see below). Israeli forces shot and killed 1 Palestinian near Hebron, claiming that she had opened fire at soldiers and settlers with an M16 rifle; no Israelis were injured. Israeli forces seriously wounded 1 Palestinian near Jaba‘. Israeli forces also sealed off the entrances to Silwad and Kafr al-Dik. Elsewhere, Israeli forces fired tear gas and stun grenades at a car repair shop near al-Za‘ayyem, causing a fire damaging several vehicles. Israeli forces also violently dispersed Palestinian protesters in Huwwara, injuring 2 with rubber-coated bullets and 15 with tear gas. Hamas said it estimated that $92 million’s worth of damage was sustained to residential buildings and non-governmental offices since 5/10. $22 million’s worth of damage was sustained to the power grid as people in Gaza only are receiving 3-4 hours of electricity a day. An Israeli court ruled that Israeli forces had violated international law when they shot and killed 1 Palestinian 14-year-old in 2004 near Rafah, but that the family was not entitled to compensation, citing a wartime action principle. The Israeli soldiers shot her after she ran away from them as they fired warning shots. After she ran from the soldiers, they fired at her back and the commander shot her again as she lie dead on the ground. The commander was acquitted of all charges at an Israeli military court the year after. (HA 5/20)

A spokesperson for the Israeli military said that it had been trying to assassinate the head of Hamas’s military division Mohammed Deif throughout the duration of the ongoing attack on Gaza. Hamas later told AP that Deif is still alive and in charge of its military operations. (HA 5/19; AP 5/20)

1 Israeli journalist from Channel 20 was fired after saying, during a live broadcast, that “[o]ne [rocket] has fallen on a soccer field in a large Arab community [Shefa-Amr, a Palestinian-Israeli community]. U.S. president Joe Biden spoke to Israeli prime minister Benjamin Netanyahu, urging him to de-escalate the violence, according to a White House readout. It was the 4th time the 2 spoke in a week. Prime Minister Netanyahu said later in a statement that he was “determined to carry on with the attacks until calm and security are restored to Israeli citizens.” It was also reported that Egypt had secured a ceasefire agreement in principle between Hamas and Israel. Hamas spokesperson Hazem Qassem said calm could only be restored if Israel stopped its attack on Jerusalem and Gaza. A letter circulated among House Democrats by Debbie Dingell (D-MI) and Alan Lowenthal (D-CA) called for the U.S. secretary of state Antony Blinken to work toward a ceasefire between Hamas and Israel, and to provide humanitarian relief to Gaza. The letter also called for more than doubling the U.S. funding to the UNRWA, bringing the U.S. funding back to the level it was before the Trump administration ended all funding. Separately, more than 130 members of the House called on an immediate ceasefire. 3 Democrats in the House, Alexandria Ocasio-Cortez (D-NY), Mark Pocan (D-WI), and Rashida Tlaib (D-MI) also introduced a resolution aimed at blocking the $735 million’s worth of arms to Israel. In the Senate, senators Elizabeth Warren (D-MA), Bernie Sanders (D-VT), and Chris Van Hollen (D-MD) introduced a resolution calling for an immediate ceasefire, saying that every Palestinian and Israeli life matters; 8 other Democrats later co-sponsored the resolution. 250 employees at Alphabet, the parent company of Google, wrote an open letter calling for Alphabet to review all business contracts, terminating those “with institutions that support violations of Palestinian rights,” including the Israeli military. At the UN, the U.S. again refused to support a UN security council (UNSC) statement calling for an immediate ceasefire after intensified pressure from France. At a counter-protest, the Kahanist lawmaker Itamar Ben-Gvir from Otzma Yehudit (Jewish Power) had set up an outdoor office protected by dozens of Israeli police officers. In a video of the counter-protest, the deputy mayor of Jerusalem Aryeh King was filmed yelling to a Palestinian activist, while standing next to Ben-Gvir, “Abu Hummus [the Palestinian activist], how is your ass? Did they take the bullet out of your ass? Did they take it out already? It is a pity it did not go in here,” pointing to his head. A Human Rights Watch (HRW) report said that Israel is guilty of committing the crimes against humanity of apartheid and persecution in the West Bank, Gaza, and East Jerusalem. The 213-page report named “A Threshold Crossed: Israeli Authorities and the Crimes of Apartheid and Persecution” maintained that “Israeli authorities methodically privilege Jewish Israelis and discriminate against Palestinians. Laws, policies, and statements by leading Israeli officials make plain that the objective of maintaining Jewish Israeli control over demographics, political power, and land has long guided government policy. In pursuit of this goal, authorities have dispossessed, confined, forcibly separated, and subjugated Palestinians by virtue of their identity to varying degrees of intensity. In certain areas, as described in this report, these deprivations are so severe that they amount to the crimes against humanity of apartheid and persecution.” PA president Mahmoud Abbas welcomed the report, urging the international community to intervene. The Palestinian central elections committee said it provided polling stations for about 150,000 Palestinians in East Jerusalem who live in neighborhoods on the West Bank side of the separation barrier. There are still some 150,000 Palestinians in East Jerusalem who do not know if Israel will allow them to participate in the upcoming Palestinian elections, as Israel has not responded to the PA’s request to let them participate. Hamas declared a total lockdown of Gaza to curb the COVID-19 virus, which has been spreading at unprecedented levels. The lockdown will last until the morning of 4/16. Right-wing Israeli politician and leader of HaTzionut HaDatit (Religious Zionist Party) Bezalel Smotrich wrote on Twitter, “I heard that after Rabbi Shmuel Eliyahu, may he live a long life, said that a true Muslim must know that the Land of Israel belongs to the Jewish People, Ahmad Tibi opened his mouth against him. So, Ahmad, a true Muslim must know that the Land of Israel belongs to the Jewish people, and over time Arabs like you, who do not recognize that, will not remain here. Rabbi Shmuel and tens of thousands of his students, including us, will make sure that happens.” Smotrich’s comments about Palestinian-Israeli politician Ahmad Tibi drew condemnation from pro-Israel organizations in the U.S., including the Anti-Defamation League and AIPAC offshoot Democratic Majority for Israel. Jordanian king Abdullah II said that “the sedition has been buried,” in reference to the alleged plot against him from 4/3, where his half-brother Prince Hamzah bin Hussein was placed under house arrest for steering the plot. The U.S. announced that it will resume providing aid to the UNRWA, which has been cut since 2018. In its 1st aid package, the U.S. will provide $150 million to the UNRWA, $75 million in economic and development assistance to the West Bank and Gaza, and $10 million for “peacebuilding programs” through the USAID. The U.S. also sent $15 million in assistance to the West Bank and Gaza to help with their COVID-19 response in March. The Israeli ambassador to the U.S. Gilad Erdan condemned the U.S. decision to resume aid to UNRWA, saying that Palestinian refugees are not “real” refugees. The possible kingmaker in the Israeli elections, Ra’am (United Arab List) chairman Mansour Abbas held a press conference, where he told Jewish-Israelis and Palestinian-Israelis to find common ground rather than focusing on the 2 groups’ differences. Benjamin Netanyahu ally and chairman of the Otzma Yehudit (Jewish Power) party Itamar Ben-Gvir said Abbas was trying to portray himself as a “cute bear,” but that he sanctifies infant killers. Jordan sent a letter of complaint to the Israeli foreign ministry condemning the Israeli violation of the status quo of the Jerusalem holy sites. Jordan particularly pointed out that Israel continues to allow Jewish worshipers on the Haram al-Sharif compound, which violates the status quo agreement. WAFA reported that the man was shot during a late-night raid and was in serious condition; and in a settlement outpost where 1 Palestinian woman allegedly tried to stab 1 settler before being arrested. Israeli forces also shot with live ammunition and injured 2 Palestinian minors during a raid in al-Khadir; 1 was reported in serious condition and the other in moderate condition. Israeli forces claimed the 2 had thrown Molotov cocktails at the forces. Elsewhere, Israeli forces raided the offices of the Palestinian Health Work Committees in Ramallah, seizing computers; 2 were arrested. Israeli forces also violently dispersed a protest against settlement expansion south of Hebron, injuring 1 with a tear gas canister while others suffered tear-gas related injuries. The Israeli high court of justice ruled that Israeli officials must explain why the Jerusalem cable car project was approved at Israel’s national infrastructure committee and not through the Jerusalem district and planning committee and why they have categorized the project as a transportation project and not a tourism project. In a report, Forensic Architecture concluded that a Palestinian man Ahmed Erekat was killed by Israeli forces in an “extrajudicial execution” on 7/23/2020. The Forensic Architecture report stated that Erekat was shot and killed while not posing a threat to Israeli forces and that the forces had prevented him from getting medical attention after he was shot. Israel claims that Erekat intended to ram Israeli forces at a checkpoint, but the report states that he did not accelerate his car while approaching the checkpoint, that he kept a low speed of 9.3 miles per hour, and that he held his arms in the air after exiting his vehicle after the accident. Israel announced that it will share COVID-19 vaccination doses with Guatemala, Honduras, the Czech Republic, and Hungary, all countries that have enhanced ties to Israel in the last couple of years. PA civil affairs commission chairman Hussein al-Sheikh met with Marwan Barghouti in the Hadarim prison in Israel to discuss whether Barghouti will be running in the upcoming Palestinian elections. Barghouti is serving 5 life sentences and 40 years in Israeli prison. The Palestinian Central Elections Commission said that 2.4 million Palestinians, around 85 percent of eligible votes, have registered to vote in the West Bank and Gaza. (HA, WAFA, WAFA 2/11)

Israel’s Walla news reported that the Jewish National Fund (JNF) is expected to announce that it will start buying land in the West Bank to expand Israeli settlements. It is already operating in the West Bank but using a subsidiary. According to the proposal, which will be discussed at the JNF’s highest level on 2/14, the JNF will focus on expanding settlements around East Jerusalem such as the Gush Etzion settlement bloc between Jerusalem and Bethlehem. Spokesperson of the U.S. state department Ned Price responded to questions about the plan by saying that neither party should engage in unilateral steps to undercut negotiations for a 2-state solution. Israeli soccer club Beitar Jerusalem, notorious for its racist fans, announced that it will no longer move forward with selling half of the ownership of the club to UAE royal Sheikh Hamad bin Khalifa Al Nahyan. Al Nahyan had started acquiring ownership of the club shortly after the UAE-Israeli-U.S. normalization deal in August. In the West Bank, Israeli settlers raided Palestinian lands near Bethlehem before being fended off by Palestinians. Israeli forces shot and killed 1 Palestinian teen, claiming he tried to stab 2 Israeli soldiers with a knife at a checkpoint near Nablus; none of the Israeli soldiers were injured. When Israeli forces raided the deceased Palestinian’s family home in Qarawat Bani Hassan, clashes erupted. Israeli forces also seized 1 agricultural structure in al-Burj and razed Palestinian-owned farmland in Luban al-Sharqiyya. Elsewhere, Israeli forces raided Tubas, leading to clashes; tear-gas related injuries were reported. Israeli forces also assaulted 1 Palestinian near Husan who was later taken to a hospital for his injuries. Meanwhile, Israeli forces shot and injured 1 Palestinian with live ammunition during a raid in Hizma. 10 Palestinians were arrested during raids in Bayt Fajjar, Tulkarm, Jenin refugee camp, Nablus, and Qalqilya; during the raids in Jenin refugee camp, clashes erupted and 1 Palestinian was shot with live ammunition, others suffered tear-gas related injuries. At the UN security council, PA foreign minister Riyad al-Maliki criticized Israel for not providing vaccines for Palestinians in the West Bank and Gaza, saying that Israel is evading its responsibility to do so. (TOI 1/26)

Acting U.S. ambassador to the UN Richard Mills said at the UN security council that the Biden administration will restore U.S. aid to programs in the West Bank and Gaza and reopen diplomatic missions for Palestinians in East Jerusalem and Washington. He further stated the administration’s commitment to a mutually agreed upon 2-state solution and asked both Israelis and Palestinians to refrain from committing unilateral actions that goes against the viability of a 2-state solution, including “Israeli settlement activity in the West Bank and annexation plans, demolitions, incitement to violence and providing compensation for individuals imprisoned for acts of terrorism.” Acting Ambassador Mills also expressed support for the normalization deals brokered by the Trump administration. Also at the UN security council, Russian foreign minister Sergey Lavrov backed PA president Mahmoud Abbas’s call for an international conference to promote peace between Palestine and Israel. Foreign Minister Lavrov said the conference should be held in the spring or summer and that it should include participants from Israel, Palestine, Russia, the UN, the U.S., the EU, Bahrain, Egypt, Jordan, the UAE, and Saudi Arabia. In the West Bank, Israeli settlers assaulted 2 Palestinian farmers in Khirbet al-Tawil, leading to their hospitalization. Israeli settlers also threw stones at Palestinian vehicles traveling near Turmus ‘Ayya, causing damage. Israeli forces shot and injured 1 Palestinian at al-Ibrahimi Mosque in Hebron; Israeli authorities say the man had pulled a knife on the soldiers, but no injuries were reported among the Israeli forces. Israeli forces also razed farmland and uprooted some 80 olive trees in Bayt Umar. Israeli prime minister Benjamin Netanyahu spoke at a campaign rally in Nazareth to try to reach out to Palestinian citizens of Israel after demonizing that part of the Israeli population for decades. At the rally, Netanyahu shared the stage with Nazareth mayor Ali Salam, who spoke in favor of the prime minister. 19 people were arrested during a demonstration against Netanyahu and several people were injured by police, including Palestinian-Israeli members of Knesset.
