The Palestine Chronology

As the quarter opens, Israel’s siege of Gaza continues, with Israel barring all exports, all but limited humanitarian imports, and most cross-border transit by individuals (with very limited exceptions for extreme medical cases, VIPs, and international NGO workers). Violence in the West Bank is low and restrictions on Palestinian movement between major population centers have eased noticeably. Israeli-Palestinian peace talks are on hold as Palestinian Authority (PA) Pres. Mahmud Abbas refuses to resume negotiations until Israel implements a comprehensive settlement freeze (which Israel rejects).Today in Gaza, 4 Palestinians are injured when a smuggling tunnel under the Rafah border collapses. In the West Bank, the Israel Defense Forces (IDF) conducts late-night arrest raids, house searches in and around Tubas, in Bayt Fajjar nr. Bethlehem, and in Qalandia refugee camp (r.c.) nr. Ramallah. Of note, 6 IDF soldiers refuse orders to dismantle structures at an unauthorized settlement outpost; they are relieved of duty pending a court-martial hearing. IDF troops on the Gaza border nr. the Erez crossing fire on a group of Palestinians scavenging building materials fr. the rubble of commercial buildings in the Erez industrial zone previously bulldozed by the IDF; fire on a Palestinian farmer working on his land nr. the border, causing damage but no reported injuries. In the West Bank, a Palestinian shepherd is severely beaten nr. Yitzhar settlement either by Jewish settlers or IDF troops posted outside the settlement; other IDF troops arrive on the scene and take the shepherd into custody, later transferring him to a hospital in Israel. The IDF conducts late-night raids, house searches in Tubas, nr. Jenin and Qalqilya, arresting 4 Palestinians (including 1 teenager). (OCHA, PCHR 11/5)

After unidentified Palestinians fire 1 rocket fr. Gaza into Israel (causing no damage or injuries), the IDF carries out air strikes on smuggling tunnels along the Rafah border and on a warehouse in Gaza City; no casualties are reported. (OCHA, PCHR 10/29)

In the West Bank, the IDF conducts late-night raids, house searches in and around Nablus and nearby ‘Askar r.c., in and around Tubas, nr. Jenin and Ramallah, arresting 8 Palestinians (including 4 teenagers). (PCHR 10/29)

IDF troops on the n. Gaza border nr. Bayt Hanun fire on Palestinian farmers approaching their land some 600 m fr. the border fence, killing 1 Palestinian teenager. The IDF also makes a brief incursion into s. Gaza to level land in Khuza village nr. Khan Yunis. (PCHR 9/10; OCHA 9/11; OCHA Humanitarian Report 9/09)

In the West Bank, the IDF fires rubbercoated steel bullets, sound bombs, tear gas at Palestinian and international human rights activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (injuring 3, including an Israeli and a Palestinian journalist) and at Palestinian activists, some of whom throw stones at IDF troops, taking part in a demonstration against the separation wall in Bil‘in (injuring 2, including 1 teenager); conducts latenight raids, house searches in and around Tulkarm town and r.c., in al-Fara‘a r.c. nr. Tubas, and nr. Jenin, Ramallah, and Hebron, making no arrests but summoning at least 1 Palestinian for questioning; patrols Qabatya but makes no arrests. (PCHR 9/10)

On the 2d Friday of Ramadan, the IDF continues to enforce age restrictions announced on 8/23 limiting Palestinian access to Jerusalem for prayers; an estimated 130,000 Palestinians enter the city, but as a result of intense crowding at Qalandia checkpoint, many other “qualified” Palestinians are prevented fr. entering and 19 people (primarily women and children) are injured in the crush of worshipers awaiting entry at IDF checkpoints around the city. Israel allows limited diesel and gasoline for personal vehicles into Gaza for the 1st time since 11/2/08. In the West Bank, the IDF conducts late-night searches of homes and shops in Barta‘a village w. of Jenin, arresting at least 200 nonresident Palestinian laborers who are staying in the village because it affords shorter commutes to jobs inside Israel; stages late-night arrest raids, house searches nr. Jenin and in Balata r.c., al-Fara‘a r.c. nr. Tubas. The IDF also removes 3 mobile homes fr. a new unauthorized settlement outpost named Inbalim nr. Ma’ale Mikhmas settlement nr. Hebron; settlers scuffle with Israeli border police at the site, injuring 2. An Israeli court rules that the Jewish settlers that occupied the Farhan-Hijazi properties in Shaykh Jarrah on 7/26 must halt construction on the site until the court reaches a final verdict on ownership; settlers ignore the ruling and keep building. Meanwhile, Jewish settlers storm and occupy another Palestinian home in Shaykh Jarrah (the Abu Diyab property), throwing stones at neighboring Palestinian homes fr. the roof before eventually leaving. U.S. defense secy. Robert Gates begins a 2-day visit to Israel to meet with PM Netanyahu, DM Barak, other Israeli officials regarding bilateral defense concerns, highest among them Iran. In the afternoon, Gates goes to Amman to meet with King Abdallah of Jordan. (NYT 7/26; WP 7/27; WP, WT 7/28)

Israeli naval vessels fire on Palestinian fishing boats off the Bayt Lahiya coast for a 2d day, forcing them to return to shore. In the evening, IDF troops on the n. Gaza border fire on Palestinian homes in Bayt Hanun, causing damage but no injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Tubas and in and around Hebron, Jenin. (OCHA 5/13; PCHR 5/14)

IDF troops fire on armed Palestinians laying a roadside bomb nr. the Israel-Gaza border, sparking a cross-border exchange of gunfire and calling in an air strike, leaving 2 armed Palestinians dead and 3 armed Palestinians and 1 IDF soldier wounded; the IDF enters Gaza to clear the area, claiming to find a cache of grenades and an antitank missile. Palestinians also fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. The UN reports that in 3/09, a total of 10 Palestinians were killed in tunnel incidents (7 collapses, 2 electrocutions, 1 fall) and 12 were rescued fr. tunnels experiencing unexplained breathing difficulties. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Hebron, Jenin, Tubas. The UN reports that over the previous wk., the IDF has installed a guardrail along 7 km of Road 317 (used by Jewish settlers) nr. The Knesset approves (69–45, with 5 Labor MKs who had opposed joining the coalition abstaining, 1 Israeli Palestinian MK absent) Netanyahu’s coalition government, which bills itself as representing Israelis who are unhappy with the peace process, worn down by Palestinian rocket fire fr. In Gaza, the UN reports that 2 Palestinians have been killed and 3 injured in tunnel collapses on the Rafah border in the past 2 days. In the West Bank, the IDF patrols in Nablus in the evening, firing on stone-throwing youths who confront them, wounding 1; fires live ammunition, rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, and international activists taking part in nonviolent demonstrations against the separation wall in Bil‘in (injuring 2), Jayyus (beating 2 women), al-Ma‘sara nr. Bethlehem (also beating 2 women), and Ni‘lin (injuring 12); makes late-night incursions into Tubas and neighboring al-Fara‘a r.c., patrolling streets and firing on residential areas, wounding 2 Palestinians. Jewish settlers fr. Yitzhar nr. Nablus stone Palestinian cars driving in the area. In Gaza, interfactional fighting breaks out at the funeral in al-Maghazi r.c. for an Islamic Jihad mbr. killed by IDF crossborder fire on 3/5; 3 Palestinians are injured. UNRWA accuses Hamas-affiliated police of raiding a UN compound in Shati’ r.c. on 2/3 and confiscating 400 food parcels and 3,500 blankets intended for the needy after UNRWA refused Hamas’s request to turn the aid over to Hamas-run Social Affairs Min. Meanwhile, Israel allows 101 truckloads of humanitarian aid and commercial goods into Gaza. In the West Bank, the IDF conducts early morning house searches in Hebron, photographing homes but making no arrests; bulldozes 90 d. of Palestinian land near 3 Jewish settlement and the separation wall w. of Qalqilya; conducts late-night arrest raids, house searches nr. Bethlehem, Hebron, Nablus, Tubas. In the East Jerusalem environs, Israeli authorities demolish 1 Palestinian home in Jabal al-Tur, 2 homes in Issawiyya as part of the project to link the E1 and Ma’ale Adumim settlement areas.
