In the West Bank, 4 Israeli settlers, including 1 private security officer, assault a Palestinian shepherd nr. Tubas, seriously injuring him. They bring him back to the Messicot settlement and Israeli soldiers detain him for several hours. Nr. Ramallah, Israeli settlers set a Palestinian home on fire and leave racist graffiti on the walls. Palestinian youth set fire to the checkpoint at the entrance to al-Shuhada Street, prompting the IDF to close the checkpoint intermittently for 3 weeks. The IDF conducts arrest raids and house searches overnight nr. Hebron and Ramallah. In the Gaza Strip,IDF troopsshoot and injure a Palestinian as he approaches the border fence e. of Jabaliya. Later, IDF troops along the border fence arrest 2 Palestinians attempting to enter Israel. In the West Bank, an Israeli settler opens fire on a Palestinian taxi driver n. of Hebron, causing no injuries. IDF troops enter Yatta village s. of Hebron and deliver a summons to the home of a Palestinian who has been incarcerated for 3 years. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against Israel’s separation wall, settlements, and occupation, as well as the recent violence in Jerusalem, in 5 areas nr. Ramallah (Bil‘in, Nabi Salih, Ni‘lin, Silwad, and outside Ofer prison), 1 village nr. Qalqilya (Kafr Qaddum), Qalandia r.c., and nr. al-Shuhada Street in Hebron, injuring 12 Palestinians. The IDF conducts house searches and raids nr. Tubas. In East Jerusalem, an Israeli man runs over a Palestinian woman with his car nr. Shu‘fat r.c., seriously injuring her. After 3 Israeli settlers provoke local residents in al-Tur, 2 of the settlers are stabbed and 1 Palestinian is hospitalized with moderate injuries. Separately, Israeli settlers attack Ahmad al-Ghoul, the head of the Fatah Youth Movement in Jerusalem, nr. Damascus Gate, moderately injuring him. In n. In the West Bank, IDF troops shoot and wound a Palestinian with a rubber-coated metal bullet in al-Fara‘a r.c. nr. Tubas during clashes sparked by a raid in the camp. Separately, 3 Palestinian children nr. Bayt Umar n. of Hebron are wounded by an unexploded Israeli sound bomb. Meanwhile, an Israeli border police officer is lightly injured when Palestinians throw a Molotov cocktail at an army post in n. Bethlehem. The IDF conducts house searches and arrest raids in 1 village nr. Jenin; patrols in 3 villages nr. Jenin and 2 villages nr. Ramallah. Israeli settlers torch a mosque in Aqraba village nr. Nablus and leave “price tag” graffiti. In East Jerusalem, hundreds of Israelis tour Haram al-Sharif for the festival of Sukkoth, while Palestinians under 50 and all women are prevented from entering for morning prayers. UN Secy.-Gen. Ban makes a brief visit to the Gaza Strip, meeting mbrs. of the PA unity govt. and seeing some of the devastation firsthand. Hamas spokesperson Sami Abu Zuhri issues a statement calling on Ban to take “serious actions” to end the suffering of Palestinians in Gaza, and claiming that the UN official “took part in providing cover for the Israeli massacres in Rafah.” Meanwhile, truckloads of cement and steel enter Gaza for the 1st time in a year (600 tons of cement, 50 trucks of construction materials, and 10 trucks of metal), while Israeli authorities allow 15 tons of produce, mainly dates and sweet potatoes, to be sent for sale in the West Bank. In the West Bank, the IDF conducts house searches and arrest raids in 3 villages nr. Hebron, 1 village nr. Ramallah, and in Tubas and the nearby al-Fara‘a r.c.; patrols in 2 villages nr. Qalqilya and 1 village each nr. Hebron and Ramallah. In Hebron, 2 Jewish settlers are injured when Palestinians throw stones at their car. In East Jerusalem, hundreds of Israeli security troops enter Haram al-Sharif, deploying stun grenades and rubbercoated metal bullets to disperse stone-throwing Palestinian worshippers. In the West Bank, a Palestinian child is wounded by unexploded Israeli ordnance in a village nr. Bethlehem. The IDF conducts house searches and arrest raids in al-Fara‘a r.c. nr. Tubas, and 1 village nr. Jenin; patrols in 3 villages nr. Ramallah, 2 villages nr. Jericho, and 1 village nr. Hebron. Overnight in East Jerusalem, Israeli police and private security officers accompany a group of Israeli settlers into Silwan, where the settlers move into 25 residences, sparking minor confrontations with Palestinians in 2 separate incidents. Off the coast of the Gaza Strip nr. al-Zahra, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries but arresting 5 fishermen. In a separate incident nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishermen, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Jenin, and in 1 village each nr. Hebron and Ramallah; patrols in 3 villages nr. Ramallah, 2 villages nr. Hebron, 1 village nr. Jericho, and Tubas. (PCHR 9/25)

On his way to New York, PA Pres. Abbas says that the Palestinian leadership is close to deciding if it will file complaints against Israel at UN institutions and courts. When he arrives, he meets with Arab League secy.-gen. Nabil al-‘Arabi and gives a speech at Cooper Union college, in which he calls on U.S. youth to “rethink Palestine.” (See Doc. A Palestinian delegation travels to Cairo ahead of planned indirect talks on 9/23 with Israel. The talks will be exploratory in nature, with the goal of establishing parameters for future talks in 10/2014, and mediated by Egypt. Mbrs. include Fatah leader and delegation head Azzam al-Ahmad, Hamas senior official Abu Marzuq, and Islamic Jihad leader Khalid al-Batsh. Meanwhile, Fatah and Hamas officials meet in Cairo to discuss issues facing the unity govt., such as paying salaries and rebuilding the Gaza Strip. They will continue their talks on 9/24. During the day, the IDF launches multiple strikes on targets across the Gaza Strip, killing 21 Palestinians, except during a 5-hour humanitarian cease-fire. After the humanitarian pause, Palestinian groups resume rocket fire into Israel, launching 105 projectiles, 20 of which are intercepted by Iron Dome batteries. One Israeli soldier nr. the border is wounded by a mortar shell just before the end of the pause. Meanwhile, 13 armed Palestinians enter Israel through a tunnel, but their attack is halted by IDF troops. Reports differ on whether or not 1 Palestinian is killed during the attack. Palestinians also launch a drone into s. Israel, which IDF troops shoot down nr. Ashqelon. UNRWA announces that 20 rockets were discovered in an unused school in Gaza, and condemns those responsible for a “flagrant breach” of international law. At approximately 10:30 P.M., the IDF launches a ground invasion of the Gaza Strip, beginning with heavy artillery shelling of Bayt Hanun and Bayt Lahiya in the n. and incursions nr. the border fence to expand the buffer zone. IDF spokesperson Peter Lerner says the invasion has 2 objectives: “to strike Hamas . . . so they do not have the motivation to continue” and “to strike the terrorist infrastructure, the rockets, the tunnels.” During the invasion, 1 Israeli soldier is killed by friendly fire. In the West Bank, IDF troops shoot a Palestinian farmer nr. Nablus, shoot and injure 1 resident during clashes in al-Fara’a r.c. nr. Tubas, and shoot and injure 2 residents during clashes nr. Ramallah. IDF troops also shoot and injure 7 Palestinians during a demonstration at Qalandia checkpoint. The IDF conducts house searches, arrest raids in 1 village nr. Qalqilya at night; patrols in 3 villages and al-‘Arub r.c. nr. Hebron and 1 village nr. Salfit in the afternoon. Meanwhile, armed Palestinians open fire on IDF troops at a checkpoint nr. Ramallah, causing no injuries. In East Jerusalem, Israeli security forces raid Haram al-Sharif and assault worshippers protesting a visit by rightwing Jewish activists. UN Special Coordinator for the Middle East Peace Process Serry requests a 5-hour humanitarian cease-fire and it is observed. An unnamed Israeli defense official tells the media that the cease-fire is for Palestinians in Gaza to see the damage wrought by Israel thus far. (AFP, AP, HA, REU 7/17)

Hours before the ground invasion starts, the U.S. Senate agrees to a nonbinding res. condemning the rocket fire against Israel and reiterating Israel’s right to defend itself. The res. has 78 cosponsors and the support of many U.S.-based, pro-Israel groups, including AIPAC. (AFP, AP, JP 7/17; AJ 7/18)

In the Gaza Strip, armed Palestinians fire 4 rockets into s. Israel, causing no damage or injuries. The IDF responds with 8 air strikes in the Gaza Strip, targeting military training sites belonging to Hamas’s Izzeddin al-Qassam Brigades, Islamic Jihad’s al-Quds Brigades, and the Popular Resistance Comms. (PRC) in the c. Gaza Strip, Rafah, and Khan Yunis. Damage is sustained, and 2 civilians are wounded when they are hit by shrapnel in separate attacks. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishermen, causing no damage or injuries. Meanwhile, a 10-year-old boy dies, succumbing to injuries sustained in an Israeli air strike on 6/11. Israeli PM Netanyahu announces that the Israeli govt. holds the PA responsible for the fate of the 3 missing Israeli teenagers, since “the terrorists originated from Palestinian territory.” Anonymous PA officials tell the media that Abbas has instructed his security services to help in the manhunt. Meanwhile, the IDF continues intensive sweeps of the s. West Bank, and wideranging arrest raids, which pick up 80 Palestinians, including 4 mbrs. of the Palestinian Legislative Council (PLC). The IAEA announces in a quarterly report that Iran has cut its stockpile of higher-enriched uranium by around 80%, in compliance with earlier agreements. The report also says Iran is meeting its other obligations. (AP, REU 5/23)

A second round of UN-sponsored peace talks on Syria gets underway in Switzerland, with no sign of even a modest breakthrough. Meanwhile, Russia and China frustrate efforts to draw up a UNSC res. that would raise the prospect of sanctions against Damascus without unrestricted access for the delivery of humanitarian aid. Reps. from Russia promise to veto the res., saying that it would prepare the way for military strikes against the Syrian govt. Meanwhile, the OPCW says in a statement that Syria has shipped a 3rd batch of chemical weapons material out of its territory via an internationally accompanied Norwegian cargo vessel. The head of Iran’s Atomic Energy Organization, Ali Akbar Salehi, says that Tehran has developed new, more powerful centrifuges, used for enriching uranium. Salehi claims that the development does not violate the 6-mo. interim deal that went into effect on 1/20. Meanwhile, Pres. Ruhani states that the country’s doors are open to IAEA inspectors. Israeli authorities publish plans for the construction of 272 new settlement homes in the West Bank, including the 1st ever master plan for Ofra, a settlement located 15 km (9 mi.) from the Green Line. PM Netanyahu holds a meeting with Likud MKs and tells them that he opposes evacuating settlements in Hebron and Beit El, despite their location outside the major blocs.
