Residents of the area say he was repairing a section of the tunnel that had been damaged by Egyptian forces when it collapsed. In Israel, an unidentified assailant stabs and injures an Israeli Jewish youth in Ramla, then flees the scene. The Israeli police later arrest a Palestinian in connection with the attack. In the West Bank, Israeli forces issue 11 stop-work notices to homes and agricultural structures under construction nr. Salfit and Hebron. IDF troops conduct house searches and raids in Qalqilya, Tulkarm and 1 nearby village, Hebron and 1 nearby village, 2 villages nr. Ramallah, and 1 each nr. On the 2d day of Palestinian national reconciliation talks in Doha, Hamas and Fatah officials reach a tentative agreement. They pledge to form a new unity govt., prepare for a new round of presidential and parliamentary elections, and reaffirm their commitments to previous agreements. They also agree that PASF troops will take control of the Rafah border crossing in Gaza, with Hamas staff supporting them. (TOI 2/9)

Hebron, around 80 Israeli settlers break into 2 empty homes, claiming that they were legally purchased from Palestinians (the Israeli govt. is caught unaware of their actions). The break-in sparks clashes with stone-throwing Palestinians in the area, which the IDF violently disperses; there are no serious injuries. Elsewhere, the IDF conducts raids and house searches in Balata r.c. nr. Nablus, Jenin, and 1 village nr. Tulkarm, arresting 5 Palestinians; patrols in 7 villages nr. Hebron and 1 nr. Ramallah. Small-scale violence continues in the Jerusalem and Hebron areas. A Palestinian shoots and injures an Israeli soldier outside al-Ibrahimi Mosque in c. Later, Israeli forces arrest a Palestinian in Jabal Mukabir, East Jerusalem, after he allegedly attempts to stab an Israeli at a bus station. Meanwhile, IDF troops conduct raids in Dahaysha r.c. nr. Bethlehem, arresting 1 Palestinian and sparking clashes with stonethrowing Palestinian youths; 3 Palestinians are injured. Israeli forces conduct further raids and house searches in Aida r.c. and 1 village nr. Bethlehem, Hebron and 2 villages nearby, 2 villages nr. Nablus, al-Fara‘a r.c. nr. Meanwhile, Israeli forces shoot and injure 4 Palestinian students n. of the city on the pretext that they were throwing stones; assault and arrest 3 Palestinians in a nearby village; arrest 4 Palestinians on raids in Jabal Mukabir and the Old City. In the West Bank, IDF troops arrest a Palestinian in c. Hebron when they allegedly find her carrying a knife through a checkpoint. They also raid 2 villages nr. Ramallah and ‘Askar r.c. nr. Nr. Tulkarm, Palestinian gunmen shoot and injure 2 Israeli settlers in a drive-by attack. Then, Israeli forces shut down entrances to Tulkarm with cement blocks; conduct raids in and around the city, sparking clashes with stone-throwers wherein 3 Palestinians are injured. The PA announces that 5 new ministers will be sworn in on 7/31, implementing the cabinet “reshuffle” that the PLO leadership approved on 6/30. Hussein al-Araj will serve as min. of local governance; Sabri Saydam will serve as min. of education; Samih al-Abed will serve as min. of transportation; Sufian Sultan will serve as min. of agriculture; and Abeer Odeh will serve as min. of national economy. After an all-night session, Israel’s Knesset passes, 46–40, the 2d and 3d readings of a bill to allow force-feeding of prisoners on hunger strike that was approved by the Israeli cabinet on 6/14. After a meeting of the European Union (EU) FMs in Brussels, EU foreign policy chief Federica Mogherini says that the EU is “ready and willing” to play a major role in a new round of peace negotiations between the Israelis and Palestinians. ICC prosecutor Bensouda says that she has not been provided any official information from either the Palestinians or Israel relating to Israel’s assault on the Gaza Strip in 7–8/2014, and that, unless that changes, her decision to launch a full investigation will be based on publicly available materials. Israeli PM Netanyahu’s new govt. presents a document to the Knesset outlining the basic principles binding its ruling coalition. In language similar to that used for the 2009 and 2013 govts., it says that the govt. will work toward a peace agreement with the Palestinians, but it does not specify a 2-state solution. It also notes that “if an agreement of this kind is reached [with the Palestinians], it will be brought for the approval of the cabinet and Knesset, and if necessary, a national referendum as well.” (AFP, HA 5/13)

In an interview published today, U.S. Pres. Obama says that the U.S. is “taking a hard look” at its positions regarding the Israeli-Palestinian conflict, and that the Palestinians “deserve an end to the occupation and the daily indignities that come with it.” Obama is hosting several leaders of the GCC countries at a summit in Washington today to discuss regional issues. The head of the Palestinian Power and Natural Resources Authority Omar Kittanah announces that the PA cabinet has approved an initiative to connect the electricity grid in the West Bank to Jordan. The PA will begin looking for funding for the project, which is estimated to cost $100 m. It is part of a regional, 3-year initiative to connect the grids of Turkey, Lebanon, Syria, Iraq, Libya, Egypt, Jordan, and the oPt. (MNA 5/13)

UN Secy.-Gen. Ban publishes a summary of a report compiled by an official UN board of inquiry on OPE. The board found that the 7 documented attacks on UN schools during Israel’s assault on Gaza in 7–8/2014 led to 44 Palestinian deaths and 227 injuries. The PA unity govt. delegation that arrived in Gaza on 4/19 departs for Ramallah, cutting short the planned weeklong visit that was meant to resolve ongoing issues, including the wage crisis. Tubas, and 1 village nr. Jenin; patrols in 3 villages nr. Ramallah, 2 villages nr. Jericho, and 1 village nr. Hebron. Overnight in East Jerusalem, Israeli police and private security officers accompany a group of Israeli settlers into Silwan, where the settlers move into 25 residences, sparking minor confrontations with Palestinians in 2 separate incidents. Off the coast of the Gaza Strip nr. al-Zahra, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries but arresting 5 fishermen. In a separate incident nr. On his way to New York, PA Pres. Abbas says that the Palestinian leadership is close to deciding if it will file complaints against Israel at UN institutions and courts. When he arrives, he meets with Arab League secy.-gen. Nabil al-‘Arabi and gives a speech at Cooper Union college, in which he calls on U.S. youth to “rethink Palestine.” (See Doc. A Palestinian delegation travels to Cairo ahead of planned indirect talks on 9/23 with Israel. The talks will be exploratory in nature, with the goal of establishing parameters for future talks in 10/2014, and mediated by Egypt. Mbrs. include Fatah leader and delegation head Azzam al-Ahmad, Hamas senior official Abu Marzuq, and Islamic Jihad leader Khalid al-Batsh. Meanwhile, Fatah and Hamas officials meet in Cairo to discuss issues facing the unity govt., such as paying salaries and rebuilding the Gaza Strip. They will continue their talks on 9/24.
