Israeli forces shoot and kill 2 Palestinians during a raid in Attil. Israeli forces also raid Nur Shams refugee camp, uprooting streets, causing damage to infrastructure, including roads, water, electricity, sewage, and internet, affecting more than 84,600 people, and demolishing a home. Elsewhere, Israeli forces uproot 51 olive trees and 15 grape vines in Husan. Israeli forces also demolish 2 homes in Umm al-Tiran, displacing 7 people. Meanwhile, Israeli forces arrest 25 Palestinians during late-night raids in and around Ramallah, al-Bireh, Qalqilya, Salfit, and Bethlehem. In East Jerusalem, Israeli forces arrest 6 Palestinians, tying them together before dragging them through the streets in Isawiya. Israeli forces also prevent Palestinians from entering the Haram al-Sharif compound and place barbed wire fencing at the compound near the Lion’s Gate. In Gaza, Israeli forces bomb Khan Yunis, Rafah, Nuseirat refugee camp, Dayr al-Balah, and Gaza City, killing at least 67 people. 2 children die of starvation at the Kamal Adwan Hospital, bringing the death toll from starvation to at least 27. In Lebanon, Israeli forces attack 2 sites in the Beqaa Valley near Baalbek, killing one person and injuring others, and buildings in Ayta ash Shab and Naqoura. Israel restricts entry to the Haram al-Sharif compound on the first day of Ramadan to men over the age of 55, women over the age of 50, and children under the age of 10, in addition to requiring identification to enter. The Israeli military presents a plan to dismantle UNRWA operations in Gaza and in the West Bank, saying doing so will undermine Hamas’s civilian rule in Gaza. The plan includes slandering UNRWA and its staff with help from other Israeli governmental bodies. Israel’s military says it has assassinated the deputy head of Hamas’s military wing, Marwan Issa, saying he was the fourth highest ranking Hamas member. The UN Human Rights Office (OHCHR) releases a statement calling on Israel to halt all planned evictions and demolitions in the al-Bustan neighborhood in Silwan. The OHCHR says the demolitions could constitute a war crime. (OHCHR 3/11)

The UN Security Council discuss the UN report on sexual violence allegedly committed in Israel and Palestine. PA ambassador to the UN Riyad Mansour says the UN is displaying double standards by never holding a meeting on sexual violence committed by Israelis against Palestinians. U.S. ambassador to the UN Linda Thomas-Greenfield says the “evidence before us is damming and devastating.” Russia’s deputy permanent representative to the UN Maria Zabolotskaya says a comprehensive study covering Gaza is also needed before any conclusions can be made and points out that most of the UN data is from the Israeli government. UN secretary-general Antonio Guterres tells reporters that “[i]nternational humanitarian law lies in tatters . . . At a U.S. Senate Intelligence Committee hearing, CIA director Bill Burns outlines the current ceasefire proposal, which includes the release of 40 Israeli captives in exchange for a “defined number of Palestinian prisoners,” a 6-week ceasefire, and “a major surge in humanitarian assistance.” State Department spokesperson Matthew Miller says the U.S. has not received Israel’s plan for the protection of Palestinians in Rafah during its planned invasion. The U.S. fiscal 2025 budget request includes $7.6 billion for Middle East partners, including Israel, Jordan, and Egypt. Unlike past years, the budget does not include funding for UNRWA. 8 Democratic Senators write a letter to President Joe Biden, urging him to stop providing offensive weapons to Israel until Israel lifts its blockade on humanitarian aid going to Gaza, saying the transfer of weapons violates the Foreign Assistance Act. The letter is written by Senators Bernie Sanders (D-VT), Chris Van Hollen (D-MD), and Jeff Merkey (D-OR) and signed by Elizabeth Warren (D-MA), Mazie K. The UK Home Office grants a Palestinian citizen of Israel asylum, assessing that there is a risk he will be persecuted in Israel. In his asylum application, the Palestinian man said that Israeli apartheid systematically oppresses Palestinians and that he was at heightened risk of persecution due to his pro-Palestinian activism and anti-Zionist views. An Israeli settler shoots and kill a Palestinian man after he shoots and kills 2 Israeli settlers at a gas station near the Eli settlement. Israeli settlers also throw stones at Palestinians at the Za’atra checkpoint, injuring a man. Elsewhere, Israeli settlers ram a Palestinian man in al-Lubban ash-Sharqiya, causing minor injuries. In response to the Flour Massacre (see above), Israel’s military first says Palestinians were killed in a stampede trying to get aid, blaming the aid truck drivers, then later said that Israeli soldiers had opened fire due to fear of the crowds but that most of the Palestinians had been killed in a human stampede and by the aid trucks. In its defense, Israel releases edited drone footage which appears to show hundreds of Palestinians taking cover from Israeli bullets. The PA calls the incident an “ugly massacre” and Hamas calls the attack an “unprecedented war crime.” UN secretary-general Antonio Guterres labels the incident appalling and calls for an independent investigation. EU high commissioner for foreign affairs Josep Borrell calls it “totally unacceptable,” Colombia denounces Israel’s genocide, suspending weapons purchases from Israel. French president Emmanuel Macron expresses “[d]eep indignation at the images coming from Gaza where civilians have been targeted by Israeli soldiers. I express my strongest condemnation of these shootings and call for truth, justice, and respect for international law.” Spain, Belgium, Turkey, Portugal, Italy, Qatar, Saudi Arabia, Egypt, Jordan, China, Canada, Yemen, Australia, and other countries express shock and contempt for the Israeli actions. The U.S. blocks an Algerian statement at the UN Security Council that assigns blame to Israel for the incident, saying it needs to be “thoroughly investigated.” The Israeli newspaper Haaretz for the first time calls on Israel to end its war, citing the incident. The Israeli Civil Administration declares 2,640 dunams (652 acres) of land in Abu Dis and al-Eizariya Israeli state land. 120 Palestinian families live on the land. The area declared state land connects the Ma’ale Adumim settlement and the Keidar settlement. (AJ, REU, WAFA 2/29; HA 3/1)

Norwegian prime minister Jonas Gahr Store says the PA has received $114 million from Israel as part of the tax revenue payments and that more money will be dispersed in “the coming days.” (REU 2/29)

UNRWA says it has not received $89 million from the European Commission that was due on 2/29. 17 rights and aid organizations, including Save the Children and Oxfam, call on the EU to disperse the funds. The UN says Israel has not provided evidence about its claims against 12 UNRWA staffers for the independent investigation by the UN. Germany says it will increase aid to Gaza by $21.6 million and that its military will start taking part in aid airdrops if enough aid cannot be dispersed by land. (AP, AP, REU 2/29)

Israel claims it has killed more than 13,000 militants in Gaza since its ground invasion. Israeli prime minister Benjamin Netanyahu calls Hamas’s demands for a ceasefire “delusional,” saying he will not accept them and that he rejects international calls for a ceasefire. The Israeli negotiators who had been in Qatar this week return to Israel. Finance Minister Bezalel Smotrich calls for a “massive” settlement expansion in response to the killing of 2 Israeli settlers near the Eli settlement. National Security Minister Itamar Ben-Gvir says aid to Gaza must stop as it endangers Israeli soldiers, citing the Flour Massacre where no Israeli soldiers were injured while more than a 100 Palestinians were killed. The Israeli government says it is still reviewing whether it will severely limit the number of Muslim worshippers it will allow to enter the Haram al-Sharif compound during Ramadan. U.S. president Joe Biden walks back his comment that a ceasefire will happen by 3/4 but says that he is still hopeful. Biden also issues a statement calling on Republicans to pass a bill providing aid to Israel to “help ensure Israel can defend itself against Hamas and other threats.” Biden speaks with Qatar emir Sheikh Tamim bin Hamad Al Thani and Egyptian president Abdel Fattah el-Sisi, discussing the need for aid and a ceasefire in Gaza. White House deputy press secretary Olivia Dalton says the U.S. is deeply concerned that it has not received an Israeli plan for how it will provide security for Palestinians in Rafah if the Israeli military invades the city. British politician George Galloway of the Workers Party of Britain wins a seat in the UK parliament in the by-election in Rochdale, telling Labour Party leader “Kier Starmer, this is for Gaza.” The Labour Party held the seat in Rochdale until last month when MP Tony Lloyd died. UNOCHA releases a report saying that Palestinians in the West Bank were prevented from harvesting olives in more than 96,000 dunams (23,622 acres) of land due to Israeli restrictions during the 2023 harvesting season. Palestinians suffered a loss of $10 million from not being able to harvest olives. The report also notes that there were 113 incidents of Israeli settlers attacking Palestinians harvesting olives and stealing their crops between September and November. (UNOCHA 2/20; AJ 2/21)

The Israeli Justice Ministry is investigating 3 Israeli police officers who are suspected of sexually assaulting a man they arrested at the Hizma checkpoint in late December 2023. The unnamed victim told an Israeli court that the police officers “stuck whatever they had in the car into my anus.” A sexual assault examination conducted by the Institute for Forensic Medicine found that he had been sexually assaulted. Israeli military chief of staff Herzl Halevi calls on Israeli military officers to “distinguish between terrorist and non-terrorist, not to take anything that is not ours – a souvenir or military item – and not to film revenge videos . . . We are not on a killing spree, revenge or genocide . . . We will not make a mistake and allow it to achieve anything in the international arena.” +972 Magazine and Local Call reports that Israeli soldiers are stealing Palestinian property in Gaza with the blessing of their commanders. Hamas political leader Ismail Haniyeh travels to Egypt for ceasefire negotiations. Hamas spokesperson Osama Hamdan says the U.S. veto of a ceasefire resolution at the UN Security council (see below) shows the U.S. is an accomplice to Israeli crimes. UNRWA commissioner-general Philippe Lazzarini says Israel has not presented any evidence to back its allegation against UNRWA employees despite repeated calls for Israel to cooperate with the UN in its investigation. (AJ, HA 2/20)

At the UN Security Council, the U.S. vetoes an Algerian draft resolution demanding an immediate ceasefire. The UK abstains, while the 13 other members vote in favor. U.S. ambassador to the UN Linda Thomas-Greenfield calls the resolution “wishful and irresponsible.” The U.S. has offered its own draft resolution calling for a temporary ceasefire as soon as it is practical, but the resolution was not formally presented for a vote. PA ambassador to the UN Riyad Mansour calls the U.S. veto “absolutely reckless and dangerous.” The PA Presidency condemns the veto, saying U.S. support for Israel makes it “a partner in the crime of genocide, ethnic cleansing, and war crimes.” France, Jordan, Oman, Kuwait, the OIC, and Saudi Arabia say they regret that a ceasefire resolution could not be adopted. On the second day of the ICJ hearings on the legality of the Israeli occupation of Palestinian territories, South Africa says the occupation is “inherently and fundamentally illegal,” that Israeli apartheid is even more extreme than that in South Africa, and calls Israel’s occupation settler colonialism. Algeria, Saudi Arabia, the Netherlands, Bangladesh, Belgium, Belize, Bolivia, Brazil, and Chile also deliver statements on the question of Israel’s occupation. A UN Security Council resolution calling for ceasefire and the unconditional release of the Hamas-held captives was vetoed by the U.S., with the UK abstaining and the remaining 13 members voting in favor. Before the vote, PA UN envoy Riyad Mansour said the objective of the Israeli campaign was to ethnically cleanse Gaza, adding Israeli representatives were publicly admitting it. U.S. UN ambassador Robert Wood said the Hamas attack on 10/7 was the “worst attack on our people” in decades. After the vote Wood explained the veto, calling the resolution imbalanced for not condemning Hamas’ operation on 10/7. During an interview with Reuters, PA president Mahmoud Abbas called for an international conference to end the war in Gaza and to create the foundations for a lasting end to the Israeli occupation. Abbas said he was for “peaceful resistance” that led to a 2-state solution with a sovereign Palestinian state in Gaza, the West Bank, and East Jerusalem. Abbas also said he would accept a future election result if Hamas won. In East Jerusalem, Israeli police dispersed a march by Israeli extremists who called for full Israeli control over the Haram al-Sharif compound. The march was dispersed after marchers violated the agreement with Israeli police. 6 Palestinians were arrested in Sur Baher and at the Haram al-Sharif compound. Israeli videos of dozens of Palestinian men being stripped to their underwear, forced to sit on the ground, and taken by Israeli forces to a large hole dug in the ground circulated in Israeli media and on social media. What happened to the men, who were taken from UN schools in Beit Lahiya, remained unknown as some of them were identified as civilians, including journalists, doctors, and academics. Hamas condemned the Israeli action, calling it revenge for Israel’s failed invasion and calling on human rights organizations to intervene. A +972 Magazine and Local Call investigation based on interviews with 7 current and former members of the Israeli intelligence community, Palestinian testimonies, data, and documentation from Gaza revealed that Israel had increased its attacks on what it calls “power targets,” which include private buildings, infrastructure, and high-rise blocks, to create a shock effect among civilians. According to the sources, the goal of bombing these civilian targets is to “lead civilians to put pressure on Hamas.” Several sources also said Israel has files that show its assessment of how many civilians will be killed in the bombing of these civilian targets. A source told the 2 publications that Israel had increased its permitted “collateral damage” from dozens when targeting a Hamas commander to hundreds and that Israel is fully aware how many civilians will be killed in its attacks. The sources also revealed that Israel use AI-based systems, such as Habsora, to identify targets, including the suspected homes of junior members of Hamas and Islamic Jihad. The investigation also said that Israel had broken from previous protocol by allowing the targeting of residential buildings without warning the residents, with Israeli Air Force chief of staff Omer Tishler saying that the “roof knocking” policy does not apply to war. The New York Times reported that Israeli military and intelligence officers knew of Hamas’ plans for Operation Al-Aqsa Flood but dismissed the attack as aspirational. The Israeli military obtained a 40-page document it called “Jericho Wall” outlining the plans for the operation, which the Times said was followed “with shocking precision.” The document showed that Hamas had intricate knowledge of Israeli military bases, prompting questions of whether it had informants in the Israeli military. Elsewhere, Israeli settlers raided Shaab al-Butum in the Masafer Yatta area, demolishing a residential structure and vandalizing solar panels, water tanks, and 70 olive tree saplings. Israeli settlers also attacked 2 Palestinians and 2 foreign journalists during a raid in Manizil and al-Rakiz in the Masafer Yatta, causing bruises. Israeli forces shot and killed a Palestinian man during a raid near al-Arroub refugee camp. Israeli forces also shot and injured a Palestinian during a raid in Arrabah. Elsewhere, Israeli forces demolished a 4-story building under construction in al-Za’im. Nearly 50 Palestinians were arrested during late-night raids in and around Hebron, Deir al-Ghusun, Ramallah, Deir Ibzi, Bethlehem, and Qaryut. Al Jazeera reported that Arafat Hamdan, who died in Israeli custody on 10/24, died because he was beaten and left in the sun with a bag over his head for hours while being refused his diabetes medicine. The U.S. House of Representatives blocked a motion to censure Democrat Rashida Tlaib (D-MI). The motion, which was brought to the floor by Marjorie Taylor Greene (R-GA), charged Tlaib with “anti-Semitic activity” and “leading an insurrection,” referring to a Jewish-led sit-in at the Capitol where protestors demanded a ceasefire in Gaza. Taylor Greene has herself made anti-Semitic comments. 23 Republicans voted against the motion and 13 Democrats abstained. The first trucks carrying aid to Gaza arrived through the Rafah crossing. About 35 trucks carrying aid entered Gaza. Israeli military spokesperson Richard Hecht said Israel may not use the same “level of fidelity” in warning civilians before striking homes and apartment buildings. It had been reported that Israel no longer used smaller munitions to “knock” on the roofs of apartment buildings or call building managers before demolishing them with larger bombs. Hecht also called the parliament and ministries in Gaza legitimate targets. Hecht further said Palestinians in Gaza should flee to Egypt via the Rafah crossing, first saying that it is open and later tweeting that he did not know if it was open. U.S. president Joe Biden gave a televised speech calling the Hamas operation on 10/7 “pure, unadulterated evil,” recounting unconfirmed Israeli narratives of militants committing rapes. Biden also compared Hamas to ISIS, attributed the operation to anti-Semitism, rather than resistance, and reiterated his stance in support of Israel, saying Israel has a “duty to respond,” despite the mass civilian casualties in Gaza. Biden further stated that the U.S. is sending ammunition and interceptors for the Iron dome to Israel. Lastly, Biden warned other countries and organizations against getting involved against Israel. Hamas called Biden’s speech deplorable and inflammatory, saying Hamas launched its operation to defend the Palestinian people and put an end to the occupation. Biden also spoke with Prime Minister Netanyahu about U.S. assistance. 392 members of the U.S. House of Representatives co-sponsored a resolution in support of Israel, calling the Hamas operation “barbaric.” It is unknown if the resolution will pass, as it is unclear if the acting speaker of the House Patrick McHenry (R-NC) has the authority to bring the resolution to the floor. EU high commissioner for foreign affairs Josep Borell said he had invited PA and Israeli foreign ministers Riyad al-Maliki and Eli Cohen to an EU foreign ministers meeting to discuss the situation in Palestine and Israel. Borell also said that Israel must adhere to international law, saying Israel violates the law by imposing a total blockade on Gaza. The UN high commissioner for human rights Volker Turk said the total siege of Gaza imposed by Israel was illegal under international law as it deprives civilians of goods essential to their survival. In the West Bank, Israeli forces conducted 10 airstrikes on Jenin before beginning a large-scale ground force invasion with more than 1,000 soldiers, killing 8 Palestinians, injuring at least 50 others, and causing extensive damage to infrastructure and homes. The Israeli forces also shot at clearly marked Palestinian journalists, destroying their equipment, and used bulldozers to make streets in Jenin refugee camp impassable to vehicles. At night, 3,000 Palestinians fled Jenin refugee camp after Israeli loudspeakers were said to order them to leave them camp, an order the Israeli military denied. Jenin suffered widespread power, internet, and water outages as a result of the Israeli damage. The Palestinian Red Crescent said it was having trouble reaching the many injured in the camp. Israel dubbed the attack ‘Operation House and Garden.’ Palestinians protested the Israeli attack in many towns and cities throughout Palestine. Israeli forces also shot and killed 1 Palestinian during a protest in Ramallah against the Israeli attack in Jenin. Elsewhere, Israeli forces shot and injured 3 Palestinian minors with live ammunition in Beit Umar. Israeli forces also shot and injured 1 Palestinian with live ammunition near Hebron. Meanwhile, Israeli forces uprooted 45 grape tree saplings in Jawarish near Nablus. Israeli settlers stole 3 sheep from Palestinians in Aqraba. Israeli settlers also vandalized a Palestinian home in Burqa, causing damage. In East Jerusalem, 1 Palestinian family was forced to demolish parts of their home in Jabel Mukaber. The PA called the Israeli attack on Jenin refugee camp (see above) a war crime and said it had suspended security coordination with Israel. Egypt, Qatar, Turkey, the UAE, Saudi Arabia, and Jordan condemned the Israeli attack. The Arab League issued a statement saying the Israeli attack was “tantamount to a war crime” and called on the UN Security Council to intervene. The U.S. national security council spokesperson said that the U.S. supported “Israel’s security and right to defend its people against Hamas, Palestinian Islamic Jihad, and other terrorist groups.” U.S. ambassador to Israel Tom Nides also attended a U.S. embassy event with Israeli prime minister Benjamin Netanyahu as the attacks were unfolding. UN special rapporteur on the situation of human rights in the Palestinian territories Francesca Albanese said the Israel attack amounted “to egregious violations of international law and standards on the use of force and may constitute a war crime.” UN secretary-general Antonio Guterres called the airstrikes and use of violence in Jenin the worst in the West Bank in years and said Israel, as an occupying power, has an obligation to protect civilians. The Israeli high court of justice denied petitions challenging the legality of the nation-state law, ruling 10-1 that the law is not anti-democratic in the eyes of the judges. The dissenting judge is the court’s only Palestinian Israeli judge. Chairman of the Joint Arab List Ayman Odeh called the ruling “racist and anti-democratic.” Adalah said that the court had “enshrined Jewish supremacy and racial segregation as founding principles of the Israeli regime” with its ruling. The U.S. embassy in Israel issued a statement criticizing the Israeli punitive demolition of the house of an accused Palestinian-American assailant in Turmus ‘Ayya (see above); secretary of state Antony Blinken “raised concern directly with senior Israeli officials” about the issue, possibly because the family living in the building are U.S. citizens. The IDF continues its assault on the Gaza Strip by air and sea, and intensifies its ground offensive, especially in the Shuja‘iya neighborhood in e. Gaza City, killing 149 Palestinians. In the West Bank, IDF troops open fire on Palestinians gathered to demonstrate in Hebron, Ramallah, and the surrounding areas, injuring dozens in Hebron, Qalandia, and Jalazun r.c. The rallies are celebrating the reported capture by Palestinians in Gaza of a live Israeli soldier. The IDF conducts house searches and arrest raids in 2 villages nr.
