In the West Bank, Israeli settlers set a Palestinian-owned vehicle on fire and sprayed racist graffiti on walls in al-Mughayyir. Israeli settlers also assaulted Palestinian herders and journalists, razed land, and set up a tent in Khallet Taha near Bayt Awa. Elsewhere, Israeli settlers razed land in Aqraba and Majdal Bani Fadel. Israeli forces shot and injured 2 Palestinians with baton rounds during a raid in Rumana. In East Jerusalem, Israeli settlers dumped the belongings of the Sub Laban family on the street after they had seized their home in the Old City on 7/11; 1 member of the displaced family was arrested by Israeli police. Israeli forces issued demolition notices for several shops in Silwan. 2 Palestinians were arrested during raids in Jabel Mukaber. Off the coast of Gaza, Israeli naval forces shot and injured 1 Palestinian fisherman with a baton round 1.5 nautical miles west of Jabalia refugee camp. Islamic Jihad secretary-general Ziyad al-Nakhalah said that the group will boycott a meeting of Palestinian factions set to take place in Cairo on 7/30 unless the PA releases members of the Palestinian resistance, including Islamic Jihad members who have been arrested in recent weeks. Israeli prime minister Benjamin Netanyahu underwent surgery to have a pacemaker fitted. Justice Minister Yariv Levin was acting prime minister during the operation. In the West Bank, Israeli settlers attacked 2 Israeli soldiers and 1 Palestinian man with tear gas when the 2 soldiers were asking the Palestinian about settler vandalism at al-Mughayyir near the Adei Ad settlement outpost. Israeli settlers from the Ariel settlement also vandalized Palestinian property in Marda, spraying racist graffiti on walls and vehicles and puncturing tires. Elsewhere, Israeli settlers stole olive harvesting equipment in Burin. Israeli forces issued a demolition notice for a newly built road connecting Ya‘bad and Khirbat Emreha. Israeli forces also delivered notices for the seizure of 40 dunams (9.9 acres) of land in Yasuf. 10 Palestinians were arrested during late-night raids in and around ‘Azzun, Beita, Burqa, Nawawrah, Beit Umar, and Hebron; during the raid in Beit Umar, Israeli forces damaged 2 vehicles and fired tear gas at Palestinians confronting the soldiers. In East Jerusalem, Israeli forces violently dispersed Palestinians from the Damascus Gate plaza, forcing them to leave the area. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles west of Gaza; no injuries were reported. The Jerusalem local planning committee approved the expropriation of land in the planned East Jerusalem Israeli settlement of Givat Hamatos, where 1,257 housing units are planned, along with filing plans to expand Pisgat Ze’ev. (AJ, HA, MEE, MEMO 10/14; AP, TOI 10/15)

In Syria, Syrian officials said Israel had conducted an air strike near Palmyra, targeting a telecommunications tower and causing damage. Russia said that the Syrian air defense system did not engage the Israeli-fired missiles because the Israeli jets firing them were using civilian airplanes as cover. 9 people were killed in the attack, according to the London-based Syrian opposition group Syrian Observatory for Human Rights. Chairman of the Religious Zionist party Bezalel Smotrich told Palestinian Israeli lawmakers during a Knesset discussion that they are only in Israel because “Ben-Gurion didn’t finish the job and throw you out in 1948.” Smotrich also called the lawmakers “terror supporters.” (HA 10/13; MEMO 10/14)

Israel’s regional cooperation minister Issawi Frej and deputy minister of foreign affairs Idan Roll met with Sudanese justice minister Nasredeen Abdulbari in Dubai. U.S. secretary of state Antony Blinken met with Israeli foreign minister Yair Lapid and later had a trilateral meeting with Foreign Minister Lapid and foreign minister of the UAE Sheikh Abdullah bin Zayed Al Nahyan in Washington D.C. During a press conference, Secretary Blinken said that the U.S. is moving forward with reopening the U.S. consulate to Palestinians in Jerusalem, despite Israeli opposition. In the West Bank, 4 Israeli settlers attacked 1 Palestinian farmer working his land in al-Khadir; the man was later taken to a hospital for treatment of his injuries. Israeli forces raided Salfit, leading to tear-gas related injuries. 26 Palestinians were arrested during late-night raids in and around Bayt Kahal, Hebron, Dheisheh refugee camp, al-Mughayyir, Tell, and Nablus. In East Jerusalem, Israeli forces handed the former Grand Mufti of Jerusalem Shaykh Ekrima Sabri a notice banning him from traveling for 2 months. Off the coast of Gaza, Israeli naval forces opened fire and sprayed water on Palestinian fishermen within 6 nautical miles west of Dayr al-Balah, causing damage to 1 boat, which sank; no injuries were reported. In Gaza, Israeli forces opened fire at agricultural lands east of Dayr al-Balah; no injuries were reported. In Israel, anti-Palestinian Israelis vandalized more than 30 cars by slashing tires and writing in Hebrew “expel or kill” on them with graffiti in Kafr Kassim; The mayor of Kafr Kassim called it “an act of terrorism.” Israeli forces demolished the bedouin village al-‘Araqib for the 185th time since 2000. Thousands of Palestinians gather along Gaza’s border fence to continue the Great March of Return. Hamas reportedly orders the protesters to stay away from the fence so as not to provoke any escalation of violence. Nevertheless, IDF troops violently disperse the demonstrations near Gaza City, Khan Yunis, and Jabaliya refugee camp; 60 Palestinians are injured. Also along Gaza’s border fence, Israeli forces conduct a limited incursion to level land near Khan Yunis and open fire on Palestinian youths approaching the border fence near Bayt Lahiya, causing no damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinians at a Friday protest against the Israeli occupation in 3 villages near Ramallah (Ras Karkar, al-Mughayyir, and Bil‘in) and Kafr Qaddum near Qalqilya; 4 Palestinians are injured. They also arrest 2 Palestinians during raids in and around Bethlehem; and patrol near Nablus, Hebron, Tulkarm, and Qalqilya. A Jordanian laborer assaults and moderately injures 2 Israelis in Eilat. The Israeli police say they suspect the attacker of having political motivations. The Jordanian was in Israel with a work visa. His first day of work in Israel was 11/29. (HA 11/30)

Later, an incendiary balloon reportedly flown from Gaza lands on a street in Beersheba, causing no damage. Israeli firefighters put out 6 small fires allegedly sparked by similar devices closer to the border fence throughout the day.
