Chief of Mossad Yossi Cohen met with U.S. president Joe Biden as he and other Israeli senior officials tried lobby the U.S. not to reenter the Iran nuclear deal. In the West Bank, 1 Israeli settler rammed into a flock of Palestinian-owned sheep near Susiya, killing 10. Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 15 using rubber-coated bullets while others suffered tear-gas related injuries; of the 15, 4 were hospitalized. PA president Mahmoud Abbas extended the COVID-19-related state of emergency for another 30 days. The 1st COVID-19-related state of emergency was issued on 5 March. According to the PA health ministry, more than 50,000 Palestinians in Gaza and the West Bank, including East Jerusalem, have tested positive for the COVID-19 virus and 379 people have died from it. The vice president of Sudan’s transitional government Mohamed Hamdan Dagalo said in an interview with a Sudanese TV station that if Sudan establishes relations with Israel then the U.S. will remove Sudan from the list of countries sponsoring terrorism. Dagalo said that Sudan would “need Israel” as the country could benefit from Israeli technical and agricultural capabilities. He further stated that establishing relations and normalizing are not the same. (AJ 10/3)

Israeli forces shot and injured 2 Palestinians using live ammunition as they were trying to enter Israel using a gate in the separation wall. Israeli forces and Palestinians clashed in Hebron, leading to tear-gas related injuries. Israeli forces also violently dispersed a protest in Kafr Qaddum, injuring 2 Palestinians with rubber-coated bullets. 1 Palestinian was arrested during a late-night raid in Jenin refugee camp. In Gaza, 5 Palestinians were injured by Israeli forces using live ammunition and rubber-coated bullets by the Gaza fence as some 300 Palestinians protested. Israel and militants in Gaza exchanged rockets; 4 Palestinians were injured, including 2 minors and 2 women, in al-Bureij, and extensive damage was reported in and around Khan Yunis; 2 houses in Sderot in Israel were damaged. After the release of a video depicting the killing of a minor along Gaza’s border today, the EU demands a “full investigation” and UN Special Coordinator Nickolay Mladenov calls on Israel to “stop killing children.” The IDF then announces that it will investigate the killing. The U.S. State Department announces that the new U.S. embassy in Israel will open in Jerusalem in 5/2018, implementing President Trump’s 12/6/17 pledge to move the embassy from Tel Aviv. U.S. pres. Trump announces that he is formally extending the waivers on U.S. sanctions on Iran, upholding the U.S. obligations under the 7/14/2015 nuclear agreement one last time. This last extension, he says, will give the U.S. time to negotiate a “follow on” agreement with its European allies before the next deadline for extending sanctions relief, 120 days hence. “In the absence of such an agreement, the U.S. will not again waive sanctions to stay in the Iran nuclear deal,” he says. “And if at any time I judge that such an agreement is not within reach, I will withdraw from the deal immediately,” At the same time, the U.S. Treasury imposes sanctions on 14 Iranian individuals, including the head of Iran’s judiciary, Sadeq Larijani. U.S. pres. Trump announces that his administration will not be certifying the 7/14/2015 Iran nuclear deal, triggering a 60-day period for the U.S. Congress to either reinstate sanctions, do nothing, or pass new legislation outside the context of the deal that could change the U.S. position toward Iran. Trump also announces “tough” new sanctions on Iran’s Revolutionary Guards Corps and promises to “work closely with Congress and our allies to address the deal’s many serious flaws so that the Iranian regime can never threaten the world with nuclear weapons.” In response, Iranian pres. Hassan Rouhani says that Tehran will expand its ballistic missile program, yet continue to honor its obligations under the deal.
