In the West Bank, PA forces arrested, for the 3d day in a row, Palestinian activists critical of the PA; at least 3 were rounded up. Israeli settlers set up 2 mobile homes in Deir Istiya. Israeli settlers also set fire to dozens of olive trees near Burin. Israeli forces razed a tract of land near Qalqilya to expand a settler-only road and sealed the entrances to Sinjil. Israeli forces arrested 5 Palestinians in and around Birzeit, Tulkarm, Kafr Qaddum, and Hebron. In Gaza, Israeli forces fired missiles at structures in Khan Yunis, Jabalia refugee camp, and Shuja‘iya, causing damage but no injuries. Israel said it was responding to incendiary balloons sent to Israel from Gaza. 2 Palestinians were arrested at the Erez crossing after receiving calls to come to the crossing for their trader permit applications. 1 Palestinian on administrative detention ended his hunger strike after reassurances from Israel that it would not extend his detention. The man was placed on administrative detention after being arrested on 2/22/2020 and had been hunger striking for 43 days. (WAFA 8/23)

Human Rights Watch (HRW) said that Israel’s targeting of 4 high-rise residential buildings in Gaza during Operation Guardians of the Wall violated international law. The U.S. State Department announces that the new U.S. embassy in Israel will open in Jerusalem in 5/2018, implementing President Trump’s 12/6/17 pledge to move the embassy from Tel Aviv. The embassy is set to open with ambassador David Friedman and a skeleton staff working out of an existing U.S. facility in the Arnona neighborhood. “This decision will turn the 70th anniversary of Israeli independence into an even bigger celebration,” says Israeli PM Netanyahu. “Thank you, President Trump, for your leadership and your friendship.” Palestine Liberation Organization (PLO) secretarygeneral Saeb Erakat says, “The U.S. decision to recognize Jerusalem as Israel’s capital and now to move its embassy on the eve of marking 70 years since the Nakba [. . .] shows the determination of the U.S. administration to violate international law, destroy the 2-state solution, and provoke the feelings of the Palestinian people, as well as of all Arabs, Muslims, and Christians around the globe.” (AP, HA, JP, TOI, WAFA 2/23)

Two days after the deadly attack in Tel Aviv, the IDF seals all border crossings between Israel and the West Bank and Gaza overnight, except for humanitarian and medical cases. The largescale closure will continue through midnight on 6/12. Elderly Gazans are barred from attending Friday prayers in Haram al-Sharif today. In the West Bank, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations in 3 villages nr. Meanwhile, IDF troops shoot and injure a mentally disabled Palestinian man after he allegedly attempts to stab Israeli soldiers at a checkpoint nr. Nablus. No Israelis are injured. The IDF arrests 4 Palestinians during raids nr. Tulkarm and Hebron, sparking minor clashes, but no serious injuries; and patrol nr. Salfit, Tulkarm, and Hebron. An Israeli settler driver rams a flock of Palestinian sheep nr. Jericho, killing 25. In East Jerusalem, the Israeli authorities only permit Palestinian men over the age of 45, as well as Palestinian women of any age, to visit Haram al-Sharif. Meanwhile, Israeli police deploy heavily across the city and assault, injure, and arrest 5 Palestinians outside the Old City. Along Gaza’s border, IDF troops open fire on Palestinian land nr. Khan Yunis, causing no serious damage. In Israel, 5 Palestinian-owned vehicles are vandalized in price-tag attacks in the Galilee. IDF troops shoot and kill a Palestinian after he allegedly attempts to stab an Israeli soldier at the Gush Etzion junction nr. Bethlehem. Palestinian witnesses say that the alleged attacker got out of his car without anything in his hands when the Israeli soldiers opened fire, unprovoked. Israeli soldiers also arrest a journalist documenting the incident. Separately, Israeli soldiers arrest 2 Palestinians accused of preparing to carry out a stabbing attack outside a settlement nr. Jerusalem. IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 3 areas along Gaza’s border, 3 villages nr. Following mos. of stalled talks, Jordan’s Minister of State for Media Affairs and Communications Mohammad Momani says that cameras will be installed at Haram al-Sharif in the coming days, implementing the 10/24/2015 Israeli-Jordanian agreement. The Israeli govt. does not comment on the reports, leading to speculation that Al Momani was merely restating Jordan’s position in the ongoing negotiations. (JP 3/19; AP 3/20)

Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, and Jalazun r.c.), and Kafr Qaddum nr. Qalqilya; 9 are injured. The IDF also clashes with Palestinians commemorating Nakba Day outside Ofer Prison nr. Ramallah and in Nablus; 17 Palestinians are injured by live ammunition and rubber-coated metal bullets. IDF troops conduct a late-night house search in a village nr. Israeli PM Netanyahu convenes his security cabinet to discuss the 4/2 agreement between the P5+1 and Iran, and the cabinet unanimously opposes the deal. Netanyahu says, “This is a bad deal not just for Israel, this is a bad deal for the region and for the world,” and calls for any final deal to require Iran to recognize Israel’s right to exist. The Palestinian Football Association (PFA) submits a formal res. to FIFA, the body governing international soccer, calling for the Israel Football Association (IFA) to be suspended until Palestinian players and coaches are allowed to move freely, facilities can be developed without obstruction, Israeli settler soccer clubs are banned from playing in IFA competitions, and the IFA takes “firm action” to eliminate racism in its leagues. On the 5th day of bilateral nuclear negotiations between reps. of the U.S. and Iran in Lausanne, Switzerland, Iran’s delegation is forced to return to Tehran 2 days early after Pres. Hassan Rouhani’s mother dies. The negotiations will resume on 3/26. Meanwhile, an IAEA report on Iran’s compliance with the JPOA is leaked to the press. It concludes that Iran is upholding its commitments, including capping uranium enrichment at 5% and holding any “further advances” at its enrichment facilities and the Arak heavy water reactor. Separately, 367 mbrs. of the U.S. House of Representatives send a letter to Pres. On the sidelines of economic talks in Egypt, U.S. Secy. of State Kerry meets with Jordan’s King Abdullah and PA Pres. Abbas to discuss the PA’s economic crisis. At the conference, Abbas says, “There is no alternative but to reevaluate the security and economic relations with Israel, so that the PA would restore its role in building and ending the occupation.” Kerry reportedly tells Abbas that he will pressure Israel into transferring the tax revenues that it has withheld for 3 mos. Acting pres. of the UN Human Rights Council (UNHRC) Joachim Rücker receives a letter of complaint from Israel’s permanent rep. to the UN in Geneva Eviatar Manor, alerting him to the previously unreported fact that the head of the UNHRC’s 3-mbr. commission currently investigating possible war crimes committed during OPE, William Schabas, was paid $1,300 for a consulting job with the PLO in 2012.
