Israeli forces fatally shoot 2 Palestinians and injure 9 others during a raid in Dura; a video shows that Israeli forces used a Palestinian man they took from his phone shop as a human shield. A video circulating on social media also shows 2 Israeli soldiers kicking a man lying on the ground during the raid. Israeli forces also fatally shoot a member of the PA security forces during a raid in Nur Shams refugee camp. Elsewhere, Israeli forces shoot and injure a Palestinian man and demolish 2 homes and a barbershop, displacing 12 people during a raid in Qalqilya. In Ra’anana, Israeli police arrest 2 Palestinians from Hebron, saying they rammed and stabbed 13 Israelis, killing 1 of them. Israeli forces subsequently raid the family homes of the 2 Palestinians in Bani Na’im and Bayt ‘Amr, taking measurements for punitive demolitions; tear-gas related injuries are reported in both places as Palestinians resist the raids. In Gaza, telecommunications services are down for the fourth day in a row. Israeli forces bomb Khan Yunis, Rafah, Gaza City, al-Bureij refugee camp, and Maghazi, killing at least 132 people. More than 24,100 Palestinians have been killed by Israeli forces in Gaza, including at least 16,870 women and children, and around 60,834 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 348 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 87 children. More than 4,197 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 186 Israeli soldiers have been killed and 1,113 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 108 trucks carrying aid enter Gaza via the Rafah crossing. Israel’s military says it has withdrawn an army division from Gaza, leaving 3 combat divisions in the area. The military also transfers the Duvdevan unit from Gaza to the West Bank as Israeli military officials say the West Bank is “on the brink of an implosion.” (AJ, HA, HA 1/15)

The Knesset approves the extension of an emergency regulation allowing Israel to deny Palestinian prisoners meetings with their lawyers for up to 180 days and approves the first reading of an extension of the temporary order which allows poorer conditions for prisoners. The Israeli cabinet approves the 2024 budget, slashing funds earmarked for the development of Palestinian communities in Israel by 15% and allocating $80 million to the Settlements and National Missions Ministry. 5 members of Benny Gantz’s National Unity party vote against the budget. In the West Bank, Israeli settlers with a military escort raided Duma, setting cars on fire and attacking Palestinians. Israeli forces shot and injured a Palestinian with live ammunition who was trying to fend off the settlers. Israeli settlers also set fire to a tent near Kisan; the Palestinian couple who owned the tent were later reported missing. Elsewhere, an Israeli settler attempted to ram Palestinians on a street in Tuqu’. Israeli settlers also threw stones at Palestinian vehicles traveling west of Jericho, causing damage. Israeli forces also shot and killed a Palestinian who allegedly attempted to ram soldiers at a checkpoint in Hebron using a tractor. Israeli forces also violently dispersed Palestinian protesters in al-Arroub refugee camp, killing a Palestinian and injuring 1 other with live ammunition. Elsewhere, Israeli forces violently dispersed a funeral procession in Beit Umar, killing 1 person and injuring 5 with live ammunition and others with baton rounds and tear gas. Israeli forces also shot and injured 2 people with live ammunition and injured 12 others with tear gas in ‘Ayn Bus. Meanwhile, Israeli forces violently dispersed Palestinian protesters in Huwwara, injuring 3 with live ammunition and others with tear gas. Israeli forces also violently dispersed Palestinian protesters at the Jalamah checkpoint, injuring 2 with live ammunition. Separately, Israeli forces violently dispersed Palestinian protesters in al-Bireh, injuring 1 with live ammunition and 3 with baton rounds. The Gaza Ministry of Health reported that as of 9:30 p.m. at least 687 Palestinians had been killed and 3,800 injured in Gaza, while 17 Palestinians, including 4 children, had been killed and 295 injured in the West Bank and East Jerusalem since 10/7. Israeli media reported more than 900 Israelis and foreign nationals have been killed and 2,616 injured. Israel said it had hit 500 targets in Gaza overnight and 1,100 since 10/7. Hamas said Israeli airstrikes have killed 4 Israeli captives in Gaza. The UN reported that more than 187,518 Palestinians were displaced, including 137,427 sheltering in UNRWA facilities. 790 housing units were destroyed and 5,330 were damaged since 10/7. The Israeli emergency rescue organization Zaka said that the bodies of 108 Israelis were found in Kibbutz Be’eri as were the bodies of Palestinian militants. Military spokesperson Daniel Hagari said the bodies of 70 militants were found in the town. (HA 10/10; AP 10/11)

Hamas’ Izzeddin al-Qassam Brigades spokesperson Abu Obaida said the Qassem Brigades would not negotiate the release of captives while Gaza was being bombarded. Earlier in the day Abu Obaida said Qassam Brigades would begin executing 1 Israeli captive each time Israel bombs a civilian target. There was no indication that the threat was carried out as civilian buildings were being bombed by Israel. Hamas official Moussa Abu Marzouk told Al Jazeera that Hamas is open to discussing a truce and all political dialogue. Hamas leader Ali Barakeh said only half a dozen members of Hamas planned the attack on Israel on 10/7 and none of its allies were informed but Hezbollah and Iran would join the battle if “Gaza is subject to a war of annihilation.” (AJ, REU, REU, REU 10/9; AJ, AP, HA 10/10)

PA president Mahmoud Abbas spoke to Turkish president Recep Tayyip Erdoğan, UN secretary-general Antonio Guterres, and Saudi crown prince Mohammed bin Salman about the Hamas-Israel war. In a statement, bin Salman’s office said Saudi Arabia “continues to stand with the Palestinian people in their pursuit for their legitimate rights, striving for a dignified life, realizing their hopes and aspirations, and achieving a just and lasting peace.” (AJ, WAFA, WAFA, WAFA 10/9)

Israeli military spokesperson Hagari said Israel had regained control in all communities surrounding Gaza but that Palestinian militants still could be in the area. (HA 10/9)

Reuters reported that Qatar was mediating a prisoner exchange that will see Israeli women and children released by Hamas in exchange for the release of 36 Palestinian women and children from Israeli prisons. Egyptian sources also said that Egypt was in close contact with Israel and Hamas to prevent further escalation, calling on Israel to exercise restraint and Hamas to keep the captives in good condition. Israeli defense minister Yoav Gallant said that he had ordered that no power, water, food, or gas enters Gaza, saying “[w]e are fighting human animals and we act accordingly.” His office later said Gallant had ordered the intensity of the Gaza bombings to increase. Several Israeli politicians called for the formation of an emergency unity government, including Finance Minister Bezalel Smotrich, who said the emergency government should “bring about the complete elimination of Hamas and the terrorist organizations in Gaza.” Benny Gantz’s National Unity party demanded that Smotrich and National Security Minister Itamar Ben-Gvir not be part of the war cabinet and that no legislation unrelated to the war would be promoted. Axios reported that Israeli prime minister Netanyahu told U.S. president Joe Biden that Israel will invade Gaza. The Washington Post reported that the U.S. is preparing for a prolonged war in Gaza and is assessing Israeli diplomatic, political, and military needs. The White House briefed members of Congress that Israel will need replenishment for the Iron Dome, ammunition rounds, precision-guided missiles, and small-diameter bombs. Biden said in a briefing that 11 U.S. citizens have been killed by Hamas and that there likely are U.S. captives being held in Gaza. The U.S. also said Iran was complicit in the Hamas attack and warned Iran about getting involved in the fighting. Iran denied any involvement or knowledge. Egyptian officials said they had warned Israel about an imminent attack from Gaza. Prime Minister Netanyahu’s office denied having received warnings. (HA 10/9)

The UN Security Council convened a meeting on the situation in Gaza without releasing a statement. Secretary-General Guterres called for an immediate ceasefire and said 137,000 Palestinians were sheltering in UNRWA facilities. U.S. secretary of state Antony Blinken deleted a tweet on X in which he said he “encouraged Turkey’s advocacy for a cease-fire.” The tweet was replaced by language that supported Israel’s “right to defend itself.” (HA 10/9)

Hungary, Bulgaria, and Poland evacuated hundreds of their own citizens and European and Israeli nationals from Israel. (HA, HA 10/9)

The U.S., Germany, the UK, France, and Italy issued a joint statement of support for Israel, saying the countries are coordinating to “ensure Israel is able to defend itself, and to ultimately set the conditions for a peaceful and integrated Middle East region.” (AP, REU 10/9; HA, HA 10/10)

Russian foreign minister Sergey Lavrov condemned violence against Palestinians and Israelis and criticized the U.S. for its “destructive policy” of undermining the Quartet by monopolizing Israeli-Palestinian dialogue during a press conference with Arab League secretary-general Ahmed Aboul Gheit. The EU, Germany, and Austria said they suspended all aid to Palestinians in response to Hamas’ operation in Israel. None of the aid in question is delivered to Hamas. Later EU countries, including Ireland, France, Spain, and Luxembourg, objected to the EU Commission's decision and EU Crisis Management commissioner Janez Lanercic said the EU aid would continue. The Bank of Israel said it will sell $30 billion of foreign currency to maintain the shekel’s stability in light of the war with Hamas. The shekel had lost 10% of its value compared to the dollar in 2023 before the war. (AJ, ALM, HA, REU 10/9)

In the West Bank, 1 Israeli settler was killed near the Hermesh settlement; the Al-Aqsa Martyr’s Brigades took responsibility, calling it revenge for Israeli attacks on the organization. Israeli forces subsequently closed multiple checkpoints in and around Tulkarm. Israeli settlers raided Jalud, throwing stones and attempting to set fire to a house. When Israeli forces showed up, they violently dispersed Palestinian protesters, injuring 3 with baton rounds. In the West Bank, 1 Israeli settlement security guard was shot and killed by 2 assailants at the entrance to the Ariel settlement. Israel said it arrested the alleged attackers on 4/30 in Qarawat Bani Hassan and identified them as Palestinians. Al-Aqsa Martyrs’ brigade took responsibility for the attack. Israeli settlers razed farmland in al-Farisiya. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 9 with baton rounds and others with tear gas. Israeli forces also placed dirt mounds at the northern entrance to Salfit, blocking access. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beit Dajan, causing tear-gas related injuries. 3 Palestinians were arrested, including 2 during late-night raids in Bil‘in and Tulkarm and 1 at the Qalandia checkpoint. The head of Bisan Center for Research and Development Ubai Aboudi said Israel had prevented him from traveling to a conference in Mexico via the Allenby bridge. Aboudi, who is a U.S. citizen, said the Israeli officers refused to tell him why they prevented him from traveling abroad. The Bisan Center is 1 of 6 Palestinian rights organizations that was placed on Israel’s terrorism list in October. 1 day later, on 4/30, Israel prevented the director of Addameer, Sahar Francis, from traveling to the same conference from Ben Gurion airport. Israeli forces shot and killed 1 Palestinian minor during a raid in Husan, saying he had thrown a Molotov cocktail at the Israeli forces; 4 others were injured by live ammunition. Israeli forces also shot and killed 1 Palestinian man during a raid in Silwad; 6 others were injured. Commander of the Samaria Brigade Roi Zweig told his soldiers, in a televised speech, that they had to “restore the honor to this land and the people of Israel,” before the troops entered Nablus to guard the site of Joseph’s Tomb, which is undergoing restoration work after it was vandalized on 4/9. In the West Bank, an Israeli settler rammed by car 1 Palestinian man walking at the Beit Sira checkpoint, killing the man; it was unclear whether the settler rammed the man intentionally. Israeli settlers also tried to attack a car repair shop in Bazariya, but were repelled by Palestinians. Israeli forces shot and killed 1 Palestinian man during a late-night raid in Balata refugee camp; Israel claimed the man had opened fire at Israeli soldiers raiding the camp; no Israelis were injured. The Dutch government announced that it will no longer provide funding to the Union of Agricultural Work Committees (UAWC). Israel put UAWC, along with 5 other Palestinian rights organizations, on its terror list on 10/22/2021, claiming that the organizations are linked to the PFLP. The international community, including the EU, has criticized the terror designations for the organizations, saying Israel have not provided any evidence to support its claims. The Dutch government’s decision follows an external review predating the Israeli terror designation, which found that UAWC employees have personal ties to members of the PFLP, but that no funding has been used for PFLP purposes and that there are no organizational links between the PFLP and UAWC. The Arab League secretary-general Ahmed Aboul Gheit said Israel was responsible for the escalation between Hamas and Israel, stating that “Israeli violations in Jerusalem . . . is what led to the ignition of the situation in this dangerous way.” Secretary-general Gheit’s comments came after a meeting of Arab League foreign secretaries discussing the situation. Haaretz reported that Palestinian and Egyptian sources said that talks to end the escalation between Hamas and Israel had ended due to opposition from Islamic Jihad and Israel. Leader of Hamas Ismail Haniyeh said that the escalation was started by Israel and that Hamas is ready for “an escalation and ready for calm, on the condition that they end the aggression against al-Quds.” Israeli prime minister Benjamin Netanyahu said, “Hamas and Islamic Jihad have paid—and will pay—a heavy price for their aggression . . . Israeli public security affairs minister Amir Ohana condemned attacks against Jewish-Israelis in Jerusalem on 4/22, despite the fact that large crowds of right-wing Israeli activists and Israeli settlers had attacked Palestinians throughout Jerusalem, leading to more than 100 injuries. The attacks were planned by the Lehava group, which has links to right-wing Israeli lawmakers in the Otzma Yehudit (Jewish Power) party. The U.S. embassy in Israel said that the U.S. is “deeply concerned about the incidents of violence” and called on “all responsible voices” to promote calm. Jordan condemned the violence, saying that Israel as “the occupying power” in East Jerusalem must protect the Palestinian residents against the violence. Prime Minister Shtayyeh also announced that the COVID-19-related lockdown of the West Bank was extended by 2 weeks. The WHO announced that Palestine will start receiving 37,000 doses of the Pfizer/BioNTech vaccine around the middle of February though the COVAX program. Kosovo’s foreign minister Meliza Haradinaj and Israeli foreign minister Gabi Ashkenazi signed an agreement between the 2 countries, which include Kosovo opening an embassy to Israel in Jerusalem and designating Hezbollah as a terrorist organization. In September, Kosovo, Serbia, the U.S., and Israel signed an agreement to have the 2 Balkan countries open embassies to Israel in Jerusalem in return for financial incentives. Serbia’s foreign minister said Serbia has “invested serious efforts in our relations with Israel in recent years and we are not happy with this decision.” Serbia is displeased that Israel as part of the agreement recognized Kosovo as an independent state. PA president Mahmoud Abbas signed a presidential decree setting dates for Palestinian elections. The elections for the Palestinian Legislative Council are scheduled to be held on 5/22 and presidential elections on 7/31. The decree was signed after weeks of meetings between chairman of the Palestinian Central Election Committee Hanna Nasser and Hamas and Fatah leadership. It remains unclear how the elections will be carried out given the Israeli-controlled physical barriers between Gaza, East Jerusalem, and the West Bank. At the same time, the Israeli ministry of housing and the Israel land authority opened the bidding process for the construction of 1,257 new settler units in the Givat Hamatos settlement in East Jerusalem. However, shortly after Netanyahu’s announcement, UAE state media and a spokesperson from the UAE foreign ministry said that the deal was signed between 2 private companies in the UAE and 2 private companies in Israel. Israeli forces also seized fruit and vegetable stands near a checkpoint south of Dhariyya. 1 Palestinian girl was injured when an Israeli settler car hit her by Jab’a southwest of Bethlehem. In East Jerusalem, 8 Palestinians were arrested, 4 at the Haram al-Sharif compound and 4 during late-night raids in Issawiyya. Israel and the PA agreed that the PA can collect fuel taxes directly rather than receiving the taxes from Israel. The agreement is likely a work-around to alleviate the PA economy, while the PA still refuses to accept the Israeli-collected taxes since Israel is withholding part of the taxes that Israel perceives will be paid to Palestinian prisoners and their families. The PA also announced that it would start paying back money it owes to its civil servants who have only received 60% of their salaries since February. The PA pledged to pay its civil servants 110% of their salaries for August. (AJ, HA 8/22)

Amid a 2d day of deadly violence in the West Bank, unidentified assailants open fire on an Israeli settler vehicle nr. Hebron, killing 1 settler and injuring 3 (1 critically). Meanwhile, IDF troops shoot and kill a Palestinian in c. Hebron after she allegedly attempts to stab Israeli officers at a security checkpoint. The alleged attacker was from Bani Na‘im, the home village of the Palestinian killed nr. Hebron on 6/30. The IDF then locks down Bani Na‘im village completely. Earlier, the IDF locks down Shwayka village nr. Tulkarm, the hometown of the Palestinian killed in Netanya on 6/30. Israeli troops conduct raids in Shwayka overnight, threatening punitive demolition of the attacker’s home. Elsewhere in the West Bank, IDF troops fire tear gas at Palestinians throwing stones in frustration over long wait times at the Qalandia checkpoint; 27 Palestinians are lightly injured. Palestinian paramedics are temporarily prevented from treating those affected, and 1 Palestinian suffers a heart attack and dies. The Israeli authorities say 3 Israeli soldiers are injured as well. In response to the day’s violence in and around Hebron, the IDF places the region under a general closure (the closure will be in place in some form through most of 7/2016): All crossings in and out of the city are closed, except for humanitarian cases, and the entrances to at least 9 nearby villages are also blocked off. Furthermore, a news leak, quoting senior Israeli sources, says that Israeli PM Netanyahu and DM Lieberman approve the construction of 42 new housing units in the Kiryat Arba settlement nr. Hebron, where a settler youth was killed on 6/30. The same Israeli sources that leak this also say that the political leadership has decided to establish a special graveyard for Palestinians killed during or after committing serious crimes against Israelis, which they think can end the conflict over withholding these Palestinian bodies. Late at night, Palestinian fighters fire a rocket from Gaza into Israel. It lands in Sderot, causing minor damage to 1 building and lightly damaging several others. In response, the IAF launches air strikes on at least 9 Hamas and PIJ military sites in Gaza City, nr. Bayt Lahiya and Bayt Hanun, causing substantial damage and 1 minor injury. Nablus, and s. of Bethlehem, claiming that the women are carrying knives. A video of the Bethlehem incident will show IDF troops forcing the Palestinian woman to pick up a knife prior to her arrest. Late at night, Israeli troops raid the Nablus-area home of the Palestinian woman accused of planning a stabbing attack outside a nearby settlement earlier in the day. In Tel Aviv, 2 Palestinians armed with knives attack a group of Israelis at an office building, killing 2 and injuring 2. Israeli police arrest 1 of the attackers and the other flees. Later, IDF troops raid the Hebron-area home of 1 of the suspects, delivering punitive demolition orders and arresting 3. Nr. Bethlehem, a Palestinian driver opens fire in the Gush Etzion settlement bloc, injuring 10 settlers and killing 3 others, including a U.S. citizen. Israeli forces shoot at the driver, causing him to crash his car and killing 1 Palestinian bystander in the crossfire; they arrest the driver at the scene. In c. Hebron, Israeli forces fire tear gas and skunk water, blocking a number of Palestinian children from accessing their school, after a Palestinian allegedly throws a tear gas canister at an Israeli checkpoint and injures a soldier. In East Jerusalem, Israeli security forces enter the Jabal Mukabir neighborhood, sparking clashes with stone-throwing Palestinians nr. the homes of the 2 Palestinian men who were killed after they attacked a West Jerusalem synagogue on 11/18. Ahead of the French Parliament’s 12/2 vote on Palestinian statehood, FM Fabius presents a new diplomatic proposal for restarting peace negotiations. The proposal includes a UNSC res., currently being drafted by French officials as an alternative to a Palestinian-drafted text, which will provide a framework and a 2-year deadline for talks.
