Israeli forces also fatally shoot a 14-year-old Palestinian during a raid in Ein as-Sultan refugee camp. Elsewhere, Israeli forces fatally shoot 2 Palestinians near Sa’ir, saying they tried to break through a checkpoint. Israeli forces also shoot and injure 1 Palestinian during a raid in Deir Sammit. Meanwhile, Israeli forces issue stop-work orders for several homes in Furush Bayt Dajan and 2 homes in Duma. Israeli forces arrest 40 Palestinians during late-night raids in and around Hebron, Nablus, Ramallah, Bethlehem, and Jenin. In East Jerusalem, Israeli authorities order owners of 200 homes and other facilities in the Old City to demolish or partially demolish their property, saying they were built illegally after 2015. In Gaza, the telecommunications outage from 1/12 continues for the third day in a row. Israeli forces bomb Beit Lahiya, Dayr al-Balah, Nuseirat refugee camp, Rafah, Gaza City, and Khan Yunis, killing at least 125 people, including 2 Paltel workers trying to restore telecommunications services and 3 relatives of MK Ahmad Tibi in Nuseirat refugee camp. Heavy rain mixed with sewage flood homes and tents in Gaza City, Khan Yunis, and Rafah. Near the Blue Line, Israeli forces fatally shoot 4 people in Shebaa Farms; the Alez al-Islami Brigades say the 4 men were members of their organization. More than 23,868 Palestinians have been killed by Israeli forces in Gaza, including at least 16,350 women and children, and around 60,582 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 345 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 87 children. More than 4,197 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 186 Israeli soldiers have been killed and 1,113 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 64 trucks carrying aid enter Gaza via the Rafah crossing, while 113 trucks enter via the Karem Abu Salem (Kerem Shalom) crossing. The Israeli military releases data on the 100th day of its assault on Gaza, saying it has bombed 30,000 locations, arrested 2,300 Palestinians in Gaza and 2,650 in the West Bank, and killed 9,000 militants in Gaza. U.S. National Security Council spokesperson John Kirby says it is time for Israel to start transitioning to a “lower intensity” operation in Gaza. President Joe Biden marks the 100th day of Israel’s war by releasing a statement that does not mention the killing of Palestinians but instead focuses on the Israelis held captive in Gaza. Chinese foreign minister Wang Yi says during a press conference with Egyptian foreign minister Sameh Shoukry in Cairo that there should be an international peace conference to set a timetable for the implementation of a 2-state solution. (HA 1/14)

Axios reports that President Biden’s patience with Israeli prime minister Benjamin Netanyahu is running out, citing unnamed U.S. officials. Biden is said to have spoken to Netanyahu almost every other day since 10/7 until a phone call on 12/23 where Biden ended the conversation in anger over Israel withholding the PA’s tax revenue, not allowing enough aid to enter Gaza, the intensity of the Israeli bombing of Gaza, and the lack of engagement on plans for after Israel’s war. Senator Chris Van Hollen (D-MD) tells Axios that “Netanyahu has given Biden the finger” at every juncture and that the Biden administration pleads with Netanyahu but gets “slapped in the face over and over again.” Axios also says Secretary Blinken’s visit to Israel earlier in the week was contentious due to the Israeli refusal to pay the PA its full tax revenue. Israeli Channel 12 reports that war cabinet member Gadi Eisenkot pressed the rest of the war cabinet to make a deal with Hamas to free the remaining captives, however, Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant reportedly disagreed, saying military pressure is the only way forward. Channel 12 also reports that the Bank of Israel expects the war on Gaza to cost $54 billion between 2023 and 2025. So far, the war has cost Israel $6.6 billion. (AJ 1/14)

In the West Bank, 1 Palestinian teen shot by Israeli forces during an anti-settlement protest on 6/16 in Beita succumbed to his injuries. Israeli forces demolished 1 house in Halhul and displaced 8 Palestinians, demolished 1 car wash in Jinsafut, delivered demolition orders for 8 structures in Jawaya, and demolished 1 agricultural structure in Wadi Muhaisen. Israeli forces also shot and injured 4 Palestinians during a late-night raid in Jenin. Elsewhere, Israeli forces continued blocking the main road to ‘Azun for the 2d day in a row. 7 Palestinians were arrested during late-night raids in and around Jalazun refugee camp, Yatta, Tarqumiyya, and Kafr Dan. In East Jerusalem, 2 Palestinians were arrested during late-night raids in Silwan. In Gaza, Israeli forces conducted air strikes in Khan Yunis and Gaza City, causing damage; no injuries were reported. Israel said the air strikes were in response to incendiary balloons sent toward Israel, which were said to have ignited 8 fires. In Israel, a Palestinian Israeli journalist had large parts of his home blown up by a bomb planted in his house in Taibeh, causing severe damage but no injuries. The Israeli justice ministry indicted 1 Israeli border police officer for reckless homicide in relation to the shooting of Eyad al-Hallaq, a Palestinian man with special needs, in the Old City of East Jerusalem on 5/30/2020. In the West Bank, Israeli settlers vandalized vehicles and set fire to 15 dunams (3.7 acres) of agricultural land in the Masafer Yatta area. 6 Palestinians were arrested, including 4 during late-night raids in and around Tubas and Nablus, and 2 at checkpoints near Huwwara and in Hebron. In East Jerusalem, Israeli forces violently dispersed Palestinian and Israeli protesters near Shaykh Jarrah, demanding that they end the lockdown of the area. 9 Palestinians were arrested, including 5 during house raids in Issawiyya and the Old City and 4 at the Haram al-Sharif compound. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Dayr al-Balah; no injuries were reported. In Israel, thousands demonstrated in Tel Aviv for “a joint future” for all Israelis after days of violence among Israeli citizens. Emir Al Thani promised to help organize other nations in ending Israeli attacks on the al-Aqsa Mosque. President Abbas also spoke to the emir of Kuwait, Nawaf Al‑Ahmad Al‑Jaber Al‑Sabah, and the Egyptian security delegation that had been working as intermediaries between Israel and Hamas before the ceasefire. The UN security council (UNSC) released its 1st statement since the escalation of violence against Gaza on 5/10, calling for adherence to the ceasefire. The statement mourned the loss of civilian lives, called for humanitarian aid to Palestinians, and reiterated its support for a 2-state solution. The U.S. has been criticized by other members of the UNSC for blocking statements before the ceasefire took effect on 5/21. UN humanitarian coordinator for the Palestinian territories Lynn Hastings also toured Gaza to assess the damage, calling for the blockade to end and expressing concern about a potential new COVID-19 outbreak. Israeli settlers also attacked Palestinians in Burin, demolished parts of a house, and set fields on fire. In East Jerusalem, 2 Israeli settlers attacked 1 Palestinian with a sharp tool, slicing her face as she was leaving the Haram al-Sharif compound. Israeli forces violently dispersed Palestinian protesters in al-Tur, injuring 1 with a rubber-coated bullet; others suffered tear-gas related injuries and 2 were arrested. 6 other Palestinians were arrested during house raids in the Old City, Jabal Mukabir, Silwan, and Shu‘fat. In Gaza, 34 Palestinians were killed, including 6 children, and dozens injured, raising the comprehensive death toll since 5/10 from 30 to 64, including 16 children. The casualties included: 4 in a drone strike on a car east of Bayt Lahiya; 8, including 3 children, in 3 air strikes on apartment buildings in Gaza City; 1 child in an air strike on a butcher in Gaza City; 6 in a drone strike on a car in Gaza city, including 3 inside the car and 3 passersby; 1, and 1 wounded, in another air strike on a vehicle in Gaza City; 1 in an air strike in Khan Yunis; 1 in an air strike on agricultural lands near Khuza‘a; 4, and 2 injured, in a drone strike on Nuseirat refugee camp; 2, and 1 child injured, in an air strike on a liquefied petroleum gas distribution vehicle in Khan Yunis; 2, and 3 wounded, including 1 child, in an air strike on a house in Khan Yunis; 2, and 2 wounded, all children, after a helicopter fired missiles at a gas station in al-Fukhari; and the body of 1 Palestinian was found in rubble near Bayt Hanun, it was assessed that he was killed in an air strike on 5/10; the body of 1 Palestinian was found near a mosque in Rafah, the Palestinian Centre for Human Rights said it was unclear if he had been killed by debris from an intercepted rocket or in an Israeli air strike. Hamas reported that the interior ministry and the passport office along with other government buildings had been hit by Israeli air strikes. A mob of Jewish-Israelis pulled 1 Palestinian-Israeli out of his car and beat him while tv cameras were rolling in Bat Yam; the man was said to be in serious condition. A mob of Jewish-Israelis also raided a number of Palestinian-owned businesses in Tel Aviv, causing severe damage. 1 Jewish-Israeli man was attacked by 5 Palestinian-Israelis in ‘Akka; he was said to be in serious condition. Jewish-Israelis also attacked a tent set up to mourn the death of 1 Palestinian-Israeli who was shot by a Jewish-Israeli on 5/10 in Lydda, throwing stones at the mourners. Elsewhere in Lydda, 1 Jewish-Israeli was shot and injured and 2 more were injured in stabbings, 21 Palestinian-Israelis were injured, including 1 by gunshot. PA president Mahmoud Abbas discussed the current situation with EU high representative Josep Borrell, King Abdullah II of Jordan, and Iraqi president Barham Salih. A White House statement also said that U.S. secretary of state Antony Blinken spoke with President Abbas and they discussed “the violence in Jerusalem, the West Bank and Gaza, and the Secretary expressed his condolences for the lives lost as a result. At a security cabinet meeting, Israeli prime minister Benjamin Netanyahu and other ministers decided not to accept a potential ceasefire and continue its attack on Gaza for the time being. (HA 5/13)

Israeli president Reuven Rivlin condemned what he called a “pogrom” by “an Arab mob” on 5/11, despite the majority of the violence in Israel being perpetrated against Palestinian-Israelis. (HA 5/12)

Turkey said that its president Recep Tayyip Erdoğan and Russia’s president Vladimir Putin had discussed the situation in Jerusalem and Gaza, and that Turkey had called for international action against Israel. (AJ, AP, REU 5/12)

U.S. president Joe Biden said, during a press conference, that he believes that “Israel has a right to defend itself when you have thousands of rockets flying in your territory,” and that his “hope is that we’ll see this coming to conclusions sooner than later.” President Biden also spoke with Prime Minister Netanyahu, where he gave his “unwavering support for Israel’s security and for Israel’s legitimate right to defend itself and its people, while protecting civilians,” according to the readout. The Biden administration also dispatched deputy assistant secretary of state for Israel and Palestine Hady Amr to Israel for talks with Palestinian and Israeli officials. Israeli forces also raided the home of an alleged attacker in Turmus ‘Ayya and took measurements for a punitive demolition. 6 Palestinians were arrested, including 2 during late-night raids in and around Aida refugee camp and al-‘Arub refugee camp, and 4 at checkpoints in Qalandia and Nablus. The Kahanist lawmaker Itamar Ben-Gvir from the Otzma Jehudit (Jewish Power) party closed his makeshift office on the opposite side of the street from where Palestinians have been eating iftar meals in protest over Israeli threats of evicting Palestinian families in Shaykh Jarrah. Palestinians reported that information shared about Shaykh Jarrah had been censored by social media companies like Instagram and Twitter and in some instances, Palestinian accounts sharing information about Shaykh Jarrah had been closed by the companies. The U.S. issued a statement saying that the country “is extremely concerned about ongoing confrontations in Jerusalem, including the Haram al-Sharif/Temple Mount and in Sheikh Jarrah, which have reportedly resulted in scores of injured people . . . It is absolutely critical that all sides exercise restraint, refrain from provocative actions and rhetoric, and preserve the historic status quo on the Haram al-Sharif/Temple Mount—in word and in practice.” The UN also warned Israel that forced evictions of Palestinians in East Jerusalem could amount to war crimes. Representatives Marie Newman (D-IL) and Mark Pocan (D-WI) circulated a letter in congress calling on secretary of state Antony Blinken to pressure Israel not to move forward with the eviction and to stop home demolitions in al-Bustan. In the West Bank, about 30 Israeli settlers attacked Palestinian farmers working their lands in Humra; Israeli left-wing activists who witnessed the attack said the settlers also attacked them, and that Israeli forces intervened on behalf of the Israeli settlers, firing tear gas at Palestinians. Israeli forces raided ‘Aqabat Jabir refugee camp, injuring 2 with live ammunition and others suffered tear-gas related injuries. Israeli forces also clashed with Palestinian youth in Hebron, leading to tear-gas related injuries. According to a Haaretz source, Hamas and Islamic Jihad sent a message to Israel via Egypt that the 2 groups are not interested in escalating tensions with Israel after several dozen rockets were fired at Israel on 4/23 and Israel fired missiles, causing damage in Gaza. 2 groups, Nidal al-Amoudi Division and the Abu Ali Mustapha Brigades, claimed responsibility for the rockets fired at Israel, saying they were in response to the violence by Israeli right-wing activists in Jerusalem on 4/22. The U.S. state department issued new guidelines of how to refer to products produced in Gaza and the West Bank as secretary of state Mike Pompeo was visiting Israel and Israeli settlements in the West Bank. Under the new guidelines, products imported to the U.S. from Area C of the West Bank would have to be labeled “Made in Israel.” Products can no longer be labeled “Made in West Bank/Gaza,” so products made in Gaza should be labeled “product of Gaza” and products made in Area A and B of the West Bank should be labeled “product of West Bank.” In a statement by Secretary Pompeo, he said that the U.S. is adhering to a “reality-based” approach, which would indicate that the new guidelines are a way for the U.S. administration to recognize Israel’s annexation of Area C. The statement also stipulated that “Gaza and the West Bank are politically and administratively separate and should be treated accordingly.” Secretary Pompeo also made another policy announcement during a press conference with Israeli prime minister Benjamin Netanyahu. At the press conference, Pompeo announced that the State Department regards the Boycott, Divestment and Sanctions (BDS) movement as anti-Semitic and that the U.S. would start identifying organizations that support BDS to penalize them. The BDS movement released a statement reiterating that it rejects “all forms of racism, including anti-Jewish racism” and said it would resist “these McCarthyite attempts to intimidate and bully Palestinian, Israeli and international human rights defenders into accepting Israeli apartheid and settler-colonialism as fate.” The American Civil Liberties Union responded to Pompeo’s announcement that “[c]riticism of Israel, or any government, is fully protected by the First Amendment. Threatening to block government funds to groups that criticize Israel is blatantly unconstitutional.” Secretary Pompeo also visited the Israeli-occupied Golan Heights and was the 1st secretary of state to do so. Pompeo’s visit to Israeli settlements in the West Bank was also a 1st for a U.S. secretary of state. Israeli officials told Haaretz that, despite normalizing relations with the UAE, Israel is still opposed to the U.S. selling advanced weapons such as F-35 fighter jets to the UAE. However, Haaretz reported that some Israeli officials believe that Israeli prime minister Benjamin Netanyahu had promised to support the sale of weapons to the UAE as part of the normalization deal. In the West Bank, 1 Palestinian was killed and 1 injured when an Israeli bulldozer crashed into a vehicle west of Hebron. Israeli forces also stopped PA minister of culture Atef Abu Saif at the Qalandia checkpoint and told him he was banned from East Jerusalem. 10 Palestinians were arrested during late-night raids in and around Jenin, Ramallah, Hebron and, Nablus. Israeli settlers set fire to a Palestinian-owned vehicle and vandalized houses with racist graffiti northwest of Ramallah, cut 30 olive trees in al-Sawiya, and vandalized 4 vehicles in Dayr ‘Ammar. A federal judge in Texas temporarily blocked the enforcement of a Texas state law that prohibits boycotting Israel as a condition of public employment. The Special Coordinator for the Middle East Peace Process Nickolay Mladenov warned in a report that the financial crisis due to Israel withholding 6 percent of the PA tax revenue, and the PA refusing to accept any of the revenue as long as it is not 100 percent, “threatens the stability of the West Bank and the very survival of the Palestinian state-building effort.” (MNA, UNSCO, WAFA 4/25)

In the West Bank, Israeli forces blocked the entrance to the town of Tuqu‘ near Bethlehem and stormed the city center, leading to clashes with local residents; no injuries were reported. Israel also issued a military order to confiscate 401 dunams (99 acres) of Palestinian-owned land in al-‘Arub, Bayt Umar, and Halhul near Hebron. Later, demolition notices were delivered for 13 residential structures in the al-‘Izzawiya neighborhood. Israeli prime minister Benjamin Netanyahu declared victory after the 4/9 Israeli general elections and will serve his 5th term as prime minister. Both U.S. president Donald Trump and secretary of state Mike Pompeo congratulated Netanyahu with his victory. The PR firm behind the Likud party’s initiative to place cameras at the Palestinian-majority polling stations (see 4/9) boasted a historically low turnout among Palestinian citizens of Israel in a Facebook post that also depicted 2 of its employees with Netanyahu and his wife Sara. Turnout among Palestinian citizens of Israel was less than 50 percent. The Palestinian activist and co-founder of the Boycott, Divestment and Sanctions movement Omar Barghouti was denied entry to the U.S. to embark on a speaking tour in several U.S. cities and to attend his daughter’s wedding. In East Jerusalem, Israeli forces shoot and kill a Palestinian after he allegedly stabs and injures 2 Israeli police officers in the Old City. Separately, Israeli forces arrest 22 Palestinians allegedly involved in a Hamas-affiliated wedding in the Old City. In the West Bank, armed Palestinians open fire on IDF troops setting up a mobile checkpoint outside the Ofra settlement, killing 2 soldiers and critically injuring 2 more. After the shooting, the IDF shuts down all roads leading into Ramallah and conducts extensive raids in the area searching for the assailants; 40 Palestinians are arrested. Meanwhile, IDF troops shoot and kill a Palestinian driver after he allegedly rams a group of Israelis outside al-Bireh, lightly injuring 1. Some Palestinian witnesses say that the initial collision appeared to be an accident. IDF troops later conduct raids in al-Bireh, arresting 5 Palestinians and sparking clashes; 2 Palestinians are injured. They also arrest 28 Palestinians and issue 1 arrest summons during late-night raids in and around Hebron, Bethlehem, and Nablus; and patrol near Tulkarm, Hebron, Nablus, and Ramallah. Israeli settlers throw stones at Palestinian vehicles driving near Nablus, damaging 7 and sparking minor clashes between their IDF escort and Palestinians in the area; there are no reported injuries. Amid an uptick in Israeli violence against Palestinians in the West Bank, PA president Mahmoud Abbas accuses Israel of creating a climate of incitement through repeated incursions into major Palestinian cities. “Our constant policy is to reject violence, incursions and settlers’ terror and that incitement should stop and not to create an atmosphere that contributes to the aggravation of the situation.” Israeli prime minister Benjamin Netanyahu, for his part, announces plans to promote the retroactive authorization of thousands of Israeli settler homes in the West Bank, the construction of 82 new homes in the Ofra settlement, and the establishment of 2 new settlement industrial zones in response to the violence. “They are thinking of uprooting us from our land, but they will not succeed,” he says. According to a senior Israeli official, Netanyahu also conveyed a message to Hamas threatening to break the cease-fire in Gaza if violence in the West Bank continues. In the evening, approximately 1,000 right-wing Israeli protesters gather outside Netanyahu’s residence in Jerusalem to call for his resignation, burn pictures of Abbas, and push for the IDF to “crush the terrorist authority,” as one protester puts it. In response to U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital, the Palestinian delegation at the UN files a formal complaint, requesting that the UN Security Council (UNSC) work toward reversing Trump’s decision. Senior PA official Jibril Rajoub says that U.S. VP Mike Pence, who is set to visit Israel and the oPt later this month, is “unwelcome in Palestine.” He says the Palestinians “will not welcome Trump’s deputy in the [oPt].” The response from the international community is near-universal condemnation, with few exceptions. Israeli PM Netanyahu says that some countries have reached out to discuss similar recognitions of Jerusalem. “I have no doubt than when the U.S. embassy will move there, and even before that, many embassies will relocate to Jerusalem,” he adds. Amid a 2d day of deadly violence in the West Bank, unidentified assailants open fire on an Israeli settler vehicle nr. Hebron, killing 1 settler and injuring 3 (1 critically). Meanwhile, IDF troops shoot and kill a Palestinian in c. Hebron after she allegedly attempts to stab Israeli officers at a security checkpoint. The alleged attacker was from Bani Na‘im, the home village of the Palestinian killed nr. Hebron on 6/30. The IDF then locks down Bani Na‘im village completely. Earlier, the IDF locks down Shwayka village nr. Tulkarm, the hometown of the Palestinian killed in Netanya on 6/30. Israeli troops conduct raids in Shwayka overnight, threatening punitive demolition of the attacker’s home. Elsewhere in the West Bank, IDF troops fire tear gas at Palestinians throwing stones in frustration over long wait times at the Qalandia checkpoint; 27 Palestinians are lightly injured. Palestinian paramedics are temporarily prevented from treating those affected, and 1 Palestinian suffers a heart attack and dies. The Israeli authorities say 3 Israeli soldiers are injured as well. In response to the day’s violence in and around Hebron, the IDF places the region under a general closure (the closure will be in place in some form through most of 7/2016): All crossings in and out of the city are closed, except for humanitarian cases, and the entrances to at least 9 nearby villages are also blocked off. Furthermore, a news leak, quoting senior Israeli sources, says that Israeli PM Netanyahu and DM Lieberman approve the construction of 42 new housing units in the Kiryat Arba settlement nr. Hebron, where a settler youth was killed on 6/30. The same Israeli sources that leak this also say that the political leadership has decided to establish a special graveyard for Palestinians killed during or after committing serious crimes against Israelis, which they think can end the conflict over withholding these Palestinian bodies.
