Israeli troops on the n. Gaza border twice fire at suspicious movement in open areas e. of Bayt Hanun, causing no reported injuries. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF patrols in 1 village nr. Jenin in the morning and in Tulkarm town and r.c. in the evening, in both cases firing at stone-throwing youths who confront them, causing no reported injuries. OCHA reports that in the previous wk., the IDF demolished 10 tents and 5 animal pens in the Bedouin village of Fasayil al-Wusta and 2 animal pens in the neighboring Bedouin village of Fasayil al-Fauqa, both in the Jordan Valley. Fatah and Hamas announce that, in keeping with their 5/2011 reconciliation deal, they have agreed on formation of a new Central Elections Commission to prepare for presidential and parliamentary elections. They fail to reach an agreement on formation of a caretaker government to take the Palestinians to elections, postponing further discussion until late 1/2012. (JPI 12/30)

After a UNSC briefing on the Middle East, 14 UNSC mbrs. criticize the U.S. (without naming it directly) for blocking any criticism of Israel’s recent approvals for new settlement construction in East Jerusalem and the West Bank and of the increasing settler violence, as well as for threatening to veto any UNSC res. supporting Palestinian statehood. British UN Ambassador Mark Lyall Grant, speaking on behalf of the European UNSC mbrs. (Britain, France, Germany, and Portugal), calls recent Israeli settlement and settler actions “devastating” to the 2-state solution, saying “Israel’s security and the realization of the Palestinians’ right to statehood are not opposing goals. On the contrary, they are mutually reinforcing objectives. But they will not be achieved while settlement building and settler violence continues.” Grant also calls on Israel and the Palestinians to send their comprehensive proposals on territory and security to the Quartet as soon as possible. (The Palestinians have already submitted theirs to the Quartet, so this is seen as an added rebuke to Israel, which has not done so.) (HA 12/21, NYT 12/22)

The IDF patrols in 2 villages nr. Ramallah in the morning. A Palestinian shepherd is injured in the n. Jordan Valley when he accidentally triggers unexploded IDF ordnance. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Kafr Qaddum, al-Ma‘sara, Ni‘lin, and Nabi Salih. IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, injuring 3 Palestinian children (ages 9, 10, and 11) in al-Ma‘sara and accidentally starting a fire that burns 58 olive trees in Kafr Qaddum; 3 internationals are arrested. At EU urging, the Quartet convenes a senior-level mtg. in Washington to discuss issuing a statement on how to jumpstart the peace process, but because of sharp disagreements over a draft prepared by the U.S. in consultation with Israel, the members fail to issue a statement. Unidentified assailants attack Egypt’s natural gas pipeline to Israel and Jordan again (see 7/4). In the West Bank, the IDF demolishes a grocery store, sheep farm, and garage on land in al-Jib village nr. Jerusalem, strategically located between Givat Ze’ev and Givon settlements; declares a Palestinian olive grove in the Wadi Qana area nr. Salfit a closed military zone and uproots 600 trees; patrols in 3 villages nr. Ramallah, 2 nr. Salfit, and 1 nr. Jenin; conducts late-night arrest raids, house searches in and around Jenin town and r.c. and in Qalqilya. The World Zionist Organization’s settlement division (newly transferred to Netanyahu’s control; see 6/19) allocates 54,000 d. of agricultural land to 21 Jewish settlements in Jordan Valley, nearly doubling the total farmland under their control to 110,000 d.; it also increases water allocations to Jewish farmers in the Jordan Valley. The Knesset passes (47-38) into law a bill that would sanction individuals and organizations that call for a boycott of Israel or its settlements, denying them tax breaks and barring them from working for the government. The Knesset’s legal adviser warns, however, that the measure is “borderline illegal” since it strays into the right to free political expression. In Gaza, 1 Palestinian is injured in a smuggling tunnel accident on the Rafah border. In the West Bank, the IDF bulldozes the bedouin village of Fasayil al-Wusta in the Jordan Valley, saying it was erected on state land nr. a settler-only bypass road, displacing 103 bedouin (including 63 children); demolishes 2 wells nr. Hebron; patrols in 3 villages nr. Jenin and 1 nr. Tulkarm in the morning; arrests Qalqilya Fatah official Muhammad Walawil and his brother during the day, without giving cause; raids Tulkarm late at night to arrest 3 Palestinians who had ignored orders to appear before an Israeli military court on 6/13/11 to testify against a Palestinian prisoner. The IDF also escorts 8 Israeli MKs on a rare daytime visit to Joseph’s Tomb in Nablus, where they publicly call on the government to declare sovereignty over the site. The White House announces that U.S. special envoy George Mitchell has submitted his resignation, effective 5/20 (the day Obama is to meet with Netanyahu at the White House). Secy. of State Clinton appoints Mitchell aide David Hale as interim special envoy. (NYT, WP 5/14)

In Jerusalem, Israeli police and settlement security guards outside Beit Yonatan in Silwan fire on stone-throwing Palestinian youths, seriously wounding a Palestinian teenager walking some distance away. Numerous clashes are also reported, particularly around East Jerusalem, as Palestinians demonstrate in commemoration of the Nakba. In the Jordan Valley, a Palestinian boy is injured when he accidentally triggers IDF UXO.
