In Gaza, a Palestinian man is killed in a tunnel collapse nr. Rafah. In the West Bank, IDF troops shoot and critically injure a Palestinian youth by the separation wall nr. Jenin. The young man will succumb to his injuries late at night. They also conduct house searches and raids in Tulkarm, 1 village and al- ‘Azza r.c. nr. Bethlehem, and 1 village nr. Nablus, arresting 6 Palestinians; patrols in 5 villages nr. Jenin, al-‘Arub r.c. and 1 village nr. Hebron, and 1 village each nr. Ramallah, Qalqilya, and Tulkarm. Overnight, Israeli forces demolish 4 residential structures in the n. Jordan Valley and a home nr. Jenin; conduct a large drill nr. Tubas that leads to fire damage on 3,000–4,000 dunams of farmland. Israeli settlers chop down over 100 almond, grape, and olive trees outside Hebron. Unknown Palestinians throw Molotov cocktails at an Israeli settler’s car nr. Nablus, injuring 1 and causing damage. In East Jerusalem, hundreds of Palestinians gather in al-Tur for the funeral of the Palestinian youth killed by Israeli forces on 4/24, defying the Israeli attempt to restrict the funeral to 70 mourners. Minor clashes break out with Israeli forces, but there are no serious injuries. (The Israeli authorities withheld the teen’s body until early this morning and they required his family to pay approximately $5,000 to get it back.) UN Secy.-Gen. Ban publishes a summary of a report compiled by an official UN board of inquiry on OPE. The board found that the 7 documented attacks on UN schools during Israel’s assault on Gaza in 7–8/2014 led to 44 Palestinian deaths and 227 injuries. In the Gaza Strip, around 200 Palestinians violently protest outside the UN’s headquarters in Gaza City against UNRWA’s 1/27 suspension of its cash assistance program. The protest was organized by a Hamas comm. IDF troops e. of Khan Yunis open fire on agricultural lands, causing damage. Unknown assailants set fire to a Fatah official’s car in Gaza City. Also, dozens of Palestinian health professionals gather outside the Ministry of Health building to protest unpaid salaries. In the West Bank, a Palestinian youth is moderately injured when he sets off a piece of unexploded Israeli ordnance left over after recent IDF exercises nr. ‘Ayn al-Hilwa in the Jordan Valley. The IDF conducts arrest raids and house searches nr. Hebron and Jenin. In East Jerusalem, IDF troops conduct house searches and arrest raids in the Old City. Hours after the IDF retaliated to projectile fire from Syria on 1/27, Hizballah fighters fire an antitank missile from inside Lebanon at an IDF convoy in a disputed area along the border nr. Shaba‘ Farms, killing 2 soldiers and injuring 7. The IDF responds with artillery fire, killing a Spanish peacekeeper with the UN Interim Force in Lebanon (UNIFIL). About an hour later, Hizballah fires mortars at several IDF positions in the area, causing no injuries. The IDF responds again by firing between 25 and 50 artillery shells and conducting IAF flyovers. Following the exchange, Hizballah and the Israeli govt. then exchange messages through UNIFIL expressing the desire to avoid further escalation. (AFP, BBC, HA, JP, MNA, TOI 1/28)

U.S. House of Reps. minority leader Nancy Pelosi (D-CA) calls Israeli PM Netanyahu and asks him to postpone or cancel his planned 3/3 congressional address. Netanyahu also speaks to Sens. In the Gaza Strip, the Union of Civil Servants announces that all govt. employees will go on strike on 12/11, and that school workers will strike on 12/14, in protest of the PA unity govt.’s failure to pay civil servants in Gaza who were hired after Hamas came to power in 2007. An IDF tank stationed along the border e. of al-Bureij r.c. fires on agricultural land, causing damage. Hours later, 4 IDF tanks and 3 armored bulldozers cross the border fence in e. Gaza, leveling land and firing live ammunition toward Palestinian property. In the West Bank, IDF troops detain 2 Palestinians as they approach the Tekoa settlement nr. Bethlehem. Israeli forces confiscate 3 Palestinian-owned tractors while patrolling in a bedouin village in the n. Jordan Valley. They also stop work on a UN Development Program project nr. Salfit, detain 2 Palestinian workers, and confiscate 1 tractor. The IDF conducts house searches and arrest raids nr. Ramallah, Hebron, Tulkarm, and Jenin. Israeli settlers cut the wires to 4 electricity poles and chop down several olive trees nr. Burin village s. of Nablus, clearing the area for the expansion of 2 nearby settlements. In East Jerusalem, Israeli police raid the Silwan home of Ahmad al-Ghoul, head of the Fatah Youth Movement in Jerusalem, and arrest him. He was recently attacked by Israeli settlers on 11/21. Israeli authorities deliver demolition notices to several residences and commercial buildings in Silwan, al-Tur, Issawiyya, and Jabal Mukabir. Israeli police detain 2 Palestinian women at Haram al-Sharif. They also conduct arrest raids around East Jerusalem; deliver demolition notices in Silwan, al-Tur, Issawiyya, and Jabal Mukabir. After threatening a mass action on 12/6, 70 Palestinian prisoners in Israeli prisons launch a hunger strike in protest of Israel’s treatment of a fellow prisoner and its use of solitary confinement. (MNA 12/9; WAFA 12/10)

The Knesset Finance Comm. approves a series of public funds transfers, including PM Netanyahu’s 12/8 request for around $20 m. to support the West Bank settlements. (AFP, TOI, YA 12/9)

The Lower House of the Irish Parliament unanimously passes a nonbinding res. calling on the Irish govt. to recognize Palestinian statehood, similar to the 1 passed by the Upper House on 10/23. (REU 12/9; HA 12/11)

In the Gaza Strip, 1 Palestinian dies and 2 are injured in an explosion nr. al-Bureij r.c., while 1 other Palestinian dies in another explosion in the same camp, a mbr. of Hamas’s Izzeddin al-Qassam Brigades. Both are suspected to be “work accidents.” Israeli forces open fire on Palestinian protesters close to the border fence nr. al-Shuhada’ cemetery in the n. Gaza Strip, wounding 5. In the West Bank, the IDF evicts Palestinian activists at the ‘Ayn Hiljeh protest camp in the Jordan Valley, lightly wounding 35. Subsequently, activists establish a new protest village in al-Joula in the n. Jordan Valley. The IDF clashes with protesters in Jalazun r.c. and in Silwad nr. Ramallah, with 12 wounded by live ammunition in the former, and 10 wounded by rubber-coated metal bullets in the latter. The IDF patrols in Nablus and 1 nearby village, 2 villages nr. Hebron and 1 village each nr. Jenin and Nablus at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), 1 village nr. Qalqilya (Kafr Qaddum), and 1 village nr. Bethlehem (al-Ma‘sara). There are no serious injuries, except in Kafr Qaddum (2 struck by tear gas canisters and 2 with rubber-coated metal bullets) and Nabi Salih (3 struck by tear gas canisters and 1 with a rubbercoated metal bullet). In Washington, U.S. Secy. of State John Kerry and VP Joe Biden meet with senior Arab officials including the Bahraini, Egyptian, Jordanian and Qatari FMs, and representatives from the PA, Arab League, Lebanon, and Saudi Arabia for talks on the peace process. Qatari PM Shaykh Hamad Bin Jassem al-Thani, speaking on behalf of the Arab League delegation, cites the possibility of a border agreement that includes mutually agree and minor land swaps between the Israelis and the Palestinians. Kerry affirms the importance of the 2002 Arab Peace Initiative that promised full normalization for Israel’s complete withdrawal from the occupied territories (including the Golan). (AP, REU 29/4)

Unidentified Palestinians fire 1 rocket from Gaza into Israel, causing no damage or injuries. In response to recent rocket fire (see also 4/27), Israel closes the Kerem Shalom commercial crossing, further restricts movement through the Erez crossing to ‘‘humanitarian cases,’’ though it cancels visits for Gazan families of Palestinians jailed in Israel (VIPs were the only others allowed to cross Gaza). Israeli naval vessels fire on Palestinian fishermen off the south Gaza coast east of Rafah, causing no damage or injuries. In the West Bank, IDF soldiers evict several hundred Bedouin from Wadi al-Malih village in the Jordan Valley after declaring the area a live fire training zone (see 4/24). Meanwhile, Israel demolishes 4 Palestinian apartments in the al-Tur neighborhood of East Jerusalem, as well as a water well and utility room in the al-Fawar r.c. in Hebron. The IDF patrols in 3 villages nr. Tulkarm in the morning, in 2 villages nr. Jenin in the afternoon. At night, IDF troops conduct house searches and arrest raids in Dahaysha r.c. in Bethlehem, in Hebron, in 5 villages nr. Hebron, in Nablus, and in 1 village nr. Ramallah. UN Secy.-Gen. Ban Ki-moon urges the Syrian government to allow experts into the country to investigate reports of alleged use of chemical weapons. Damascus wants any investigation limited to a 3/2013 incident nr. Aleppo while Ban wants to also include a 12/2012 incident in Homs. (see 4/24) (AP 4/29)

In his first statement since the 10/8 Arab League decision, Netanyahu, at the opening of the fall session of the Knesset, publicly offers a “limited” extension of its partial settlement freeze if the Palestinians recognize Israel as the nation-state of the Jewish people. Abbas rejects this as a key concession that Israel seeks as a basis to reject Palestinian refugees’ right of return to their homes in Israel, noting that the PLO formally recognized the State of Israel in an exchange of letters before signing the 1993 Oslo Accord. Meanwhile, Israel’s ministerial comm. on legislation sends a bill to the Knesset for a second reading that would require a national referendum before any territory could be ceded in a peace agreement. (JTA, NYT 10/11)

Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, IDF undercover units make an incursion into Silwan in East Jerusalem, arresting 4 Palestinian boys (ages 12–13), firing rubber-coated steel bullets, stun grenades at stone-throwing youths who confront them, seriously wounding a 14-yr.-old Palestinian boy; all 4 boys arrested are released on 10/12. The IDF also conducts late-night arrest raids, house searches nr. Qalqilya. An Israeli military court sentences Abdullah Abu Rahma, head of the Popular Committee Against the Wall in the West Bank village of Bil‘in who organizes the weekly demonstrations against the separation wall, to 1 year in jail (including time served) and a $1,250 fine; Abu Rahma was arrested in 12/09 and convicted in 8/2010 of incitement and participating in illegal demonstrations. PA PM Salam Fayyad holds a groundbreaking ceremony to inaugurate a new agroindustrial park in the Jordan Valley, which is expected to create 10,000 new Palestinian jobs. The IDF assassinates Hamas spiritual leader and founder Shaykh Ahmad Yasin, firing 3 internationally banned flechette missiles at him as he leaves a Gaza City mosque after morning prayers, also killing 3 bodyguards, 4 bystanders, wounding at least 17 Palestinians, including Yasin’s 2 sons. Immediately, 100,000s of Palestinians take to the streets throughout the territories to protest the assassination. The IDF seals Gaza; clashes with Palestinian demonstrators in Balata r.c. (killing an al-Najah Radio correspondent in Balata r.c., apparently thinking his mobile phone was a weapon), Bethlehem, Dayr al-Balah, Hebron (fatally shooting 1 Palestinian watching fr. his balcony), Jenin, Khan Yunis (killing 3 Palestinians), Nablus; fires on residential areas of Rafah, Qalqilya, Tal Zu’rub; imposes a curfew on areas around Jenin, fires on residential areas; temporarily occupies a Palestinian home as an IDF post nr. Dayr al-Balah. 100s of Palestinian youths in East Jerusalem gather at checkpoints to throw stones at IDF soldiers; Palestinian prisoners in 2 Israeli jails riot. Palestinians fire Qassam rockets, mortars, antitank rockets at Gush Katif and Netzarim settlements, nearby IDF posts, the western Negev, damaging 2 apartments in Netzarim but causing no injuries. An ax-wielding Palestinian fr. the West Bank village of Bidiyya wounds 3 Israelis outside an army base in Tel Aviv before being arrested. An unidentified assailant said to be Arab stabs, lightly wounds 3 Israelis on a Jaffa bus. 4 Palestinians are arrested for beating up a Jewish settler in East Jerusalem. Jewish settlers detain, beat a Palestinian man in the Jordan Valley. An estimated 200,000 Palestinians, including reps. of all Palestinian factions, take part in Yasin’s funeral services later in the day, with 21 PSF officers forming an honor guard for Yasin’s coffin, Gaza churches ringing their bells, mosques broadcasting Qur’anic verses. Meanwhile, Israeli defense chiefs meet, agree to target the entire remaining Hamas leadership immediately, without waiting for another Hamas attack.
