An IDF spokesperson says that the Palestinians were attempting to place a suspicious object along the border fence. Hours after the strike, hundreds of Palestinians march to the homes of senior Hamas and Islamic Jihad in Palestine (PIJ) leaders demanding that they retaliate against Israel. PIJ then puts out a statement threatening to respond and rejecting the Israeli narrative about what the 3 minors were doing. Meanwhile, IDF troops stationed along the border fence open fire on Palestinian bird-hunters working near Bayt Hanun; 1 Palestinian is injured. In the West Bank, Israeli forces chase a Palestinian shepherd off his land in the northern Jordan Valley. IDF troops assault and injure a Palestinian, arrest 9 other Palestinians, issue 1 arrest summons, and confiscate a Palestinian vehicle during late-night raids near Bethlehem, Hebron, Jenin, Tulkarm, and Qalqilya; and patrol near Nablus, Hebron, and Qalqilya. Israeli settlement security guards assault 2 Palestinians near Nablus. In East Jerusalem, Israeli forces arrest 5 Palestinians during late-night raids in Qalandia refugee camp, Anata refugee camp, and Shu‘fat. The PLO Central Council convenes in Ramallah for the first of 2 days of meetings on a variety of issues facing the Palestinian people. Opening the meetings, PA president Mahmoud Abbas says, “We are facing a historical moment; either to be or not to be.” He calls for the Palestinian people to support the PLO and reaffirms that there can be no Palestinian state without Gaza or a capital in Jerusalem. Along Gaza’s border, Israeli forces conduct a limited incursion to level lands near al-Bureij refugee camp. In the West Bank, Israeli forces uproot 130 Palestinian olive trees outside the Jordan Valley village of Bardala. Israeli soldiers shoot and injure 2 Palestinians in a car near Hebron. It’s unclear why they opened fire. The IDF also arrests 2 Palestinians during latenight raids in Qalqilya and near Bethlehem, and patrols near Tulkarm and Hebron. Israeli settlers slash the tires of 3 Palestinian cars and leave racist graffiti on a 4th in Jalud village near Nablus. A Palestinian journalist succumbs to injuries sustained when the IDF violently dispersed peaceful protests along Gaza’s border on 4/13, bringing the death toll stemming from the Great March of Return to 37. He is the 2d journalist killed since the protests began on 3/30. (HA, JP, MNA, TOI, YA 4/25; PCHR 4/26)

In the West Bank, Israeli settlers destroy several water pipes used by Palestinians in the northern Jordan Valley. IDF troops arrest 14 Palestinians during late-night raids in and around Ramallah, Qalqilya, Jenin, Nablus, Bethlehem, and Tubas, and patrol near Bethlehem, Jenin, Nablus, and Qalqilya. In East Jerusalem, Israeli forces raid a Palestinian school in Bayt Hanina, detaining 4 teachers before ordering the school to shut down. The students are told to look for another school to attend this year. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya on 3 separate occasions. They arrest 2 fishermen and confiscate their boat; there are no serious injuries. Along Gaza’s border, IDF troops open fire on farmlands near Gaza City and late at night near al-Maghazi refugee camp, causing no damage or injuries. (WAFA 11/6; PCHR 11/9)

Tensions in East Jerusalem remain high as Israeli forces mount new security cameras at the entrances to Haram al-Sharif to supplement the new metal detectors installed in the wake of the deadly attack on 7/14. They also reopen the sanctuary, allowing more than 100 Jewish settlers to tour it in the morning. Palestinians protest and pray outside the sanctuary throughout the day; approximately 21 are injured during the ensuing clashes with Israeli forces. Meanwhile, Israeli forces arrest 3 Palestinians during raids in al-Tur. In the West Bank, armed Israeli settlers march through a Palestinian village nr. Jenin in protest of the deadly attack on 7/21. Other settlers throw stones at Palestinian vehicles nr. Nablus and Hebron, causing no serious damage. IDF troops shoot and injure 3 Palestinians: 1 attempting to cut through a fence nr. Qalqilya, another evading arrest in the n. Jordan Valley, and a 3d driving “suspiciously” at a checkpoint nr. Nablus, according to an IDF spokesperson. Meanwhile, the IDF violently disperses Palestinians protesting in solidarity with the Muslim worshippers outside Haram al-Sharif in Jayyus village nr. Qalqilya (2 Palestinians are injured), arrests 4 Palestinians and issues 1 arrest summons during late-night raids nr. Bethlehem and Hebron, and patrols nr. Hebron and Salfit throughout the day. Unidentified Palestinians fire 2 rockets from Gaza into s. Israel; 1 explodes in midair, and the other lands in an open area nr. Ashqelon, causing no damage or injuries. Late that night, Israeli tanks positioned along Gaza’s border shell a Hamas post nr. Dayr al-Balah and an open area nr. Khan Yunis, causing an unknown amount of damage. At the Israeli Embassy in Amman, an Israeli security guard shoots and kills 2 Jordanians, the property owner and a teenage worker, in disputed circumstances. The attack exacerbates Israeli-Jordanian tensions, which are already running high given the ongoing crisis at Haram al-Sharif. The Israeli authorities refuse to allow the Jordanian police to question the guard, and the Jordanian authorities refuse to allow the Israeli Embassy staff to leave the country until the guard submits to questioning. The Israeli press reports that the IDF has barred Palestinian workers from entering Halamish and a number of other Israeli settlements following the deadly attack on 7/21 and the settler protests on 7/22. Meanwhile, Israeli PM Netanyahu says that the home of the Palestinian who stabbed 4 Israeli settlers on 7/21 will be demolished soon. (MNA, TOI, WAFA, YA 7/23)

In the n. Jordan Valley, Israeli forces confiscate 2 Palestinian water pumps in Khirbat al-Dayr and demolish a new well in Bardala. Israeli settlers throw stones at Palestinian vehicles outside Huwwara nr. Nablus, seriously injuring 1 Palestinian before Israel Defense Forces (IDF) disperse the crowd. IDF troops also arrest 13 Palestinians during late-night raids in and around Bethlehem, Hebron, and Nablus; and patrol during the day nr. Nablus and Hebron. Palestinian activists gather on a main road nr. Tulkarm and set tires on fire in solidarity with the 1,500-plus hunger-striking Palestinian prisoners observing the Dignity Strike in Israeli prisons. Israeli forces shell a Hamas military post along Gaza’s border nr. Dayr al-Balah, causing no injuries, in response to shots fired at an IDF patrol in the area earlier in the day. In the West Bank, hundreds of Israeli settlers visit Joseph’s Tomb nr. Nablus overnight, sparking clashes between their IDF escort and Palestinian youths from nearby Balata r.c.; there are no serious injuries. Elsewhere, Israeli settlers assault and moderately injure a Palestinian nr. Jenin and damage his car. Israeli forces demolish water pipelines serving Bardala village in the n. Jordan Valley as well as 3 structures in illegal settlement outposts nr. Ramallah. IDF troops arrest 5 Palestinians during late-night raids nr. Bethlehem and Jenin, and patrol nr. Public and private Palestinian institutions across the West Bank and Gaza observe a general strike in solidarity with the Palestinian prisoners who have been on hunger strike since 4/17. Approximately 500 mbrs. of PIJ declare a 1-day hunger strike in solidarity as well. Meanwhile, Israeli settlers open fire on Palestinian protesters marching through al-Bireh in solidarity with the prisoners; there are no serious injuries. In East Jerusalem, Israeli forces violently disperse Palestinians at a sit-in in Issawiyya and a solidarity march in Shu‘fat r.c.; there are no serious injuries. (JP, MNA, TOI, WAFA 4/27; MNA 4/28)

The PA informs the Israeli govt. that it will no longer be paying for the electricity that Israel supplies to the Gaza Strip, marking a major change in the PA’s policy toward Hamas’s control over Gaza. The move comes amid an escalating electricity shortage in Gaza, and also follows reports that PA pres. Abbas has been planning to increase pressure on Hamas to give up control of the Gaza Strip. The PA generally pays Israel about NIS 40 m. (approx. $11 m.) per mo. to provide Gaza with around 30% of the electricity it requires. Israel takes the electricity fees out of the taxes it collects on behalf of the PA. Meanwhile, UN coordinator for humanitarian aid and development activities Robert Piper approves the release of $500,000 to buy emergency power for hospitals in the Gaza Strip. Five missiles strike ammunition depots nr. the Damascus International Airport overnight, causing damage but no reported injuries. Syria’s official news agency blames Israel for the strike. The IDF does not comment. Later in the day, Israeli forces shoot down an unmanned aircraft that flew into Israeli airspace from Syria. (HA, JP, NYT 4/27)

Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Gaza City, causing no damage or injuries. In East Jerusalem, a Palestinian family demolishes their own home in Jabal Mukabir to avoid paying Israeli demolition fees. In the West Bank, Israeli settlers threaten to harm a group of Palestinian shepherds over an ongoing land dispute in the n. Jordan Valley. IDF troops patrol in Qalqilya, firing tear gas canisters that injure a Palestinian baby. They also arrest 7 Palestinians during late-night raids nr. Bethlehem and Ramallah, and patrol nr. An Israeli stabs and injures 2 Palestinian street cleaners in Beersheba in the morning. The police say the motive behind the attack was “criminal” and do not offer further details. In the West Bank, IDF troops deliver stop-work orders to 16 Palestinian buildings under construction in the n. Jordan Valley. They also arrest 7 Palestinians during arrest raids in and around Qalqilya and Hebron, and patrol nr. Nablus, Ramallah, and Hebron. In East Jerusalem, right-wing Jewish activists tour Haram al-Sharif in the morning. Israeli forces arrest 9 Palestinians during late-night raids in Jabal Mukabir, the Old City, and Issawiyya. A Palestinian family demolishes their own store in the Old City to avoid paying Israeli demolition fees. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Bayt Lahiya and later nr. Rafah, causing no injuries or damage. Along Gaza’s border, a fighter with the Democratic Front for the Liberation of Palestine (DFLP) is injured by shrapnel from an Israeli artillery shell, according to the DFLP. In the West Bank, Israeli forces demolish 5 Palestinian agricultural structures in Kardala village in the Jordan Valley. IDF troops raid a community center in Aida r.c. nr. Bethlehem, confiscating computers and security footage. They also arrest 2 Palestinians during raids nr. Ramallah and Tulkarm, and patrol nr. Qalqilya, Nablus, Ramallah, and Hebron. Israeli settlers assault a Palestinian photojournalist with rocks nr. Ramallah. They also damage his car. In East Jerusalem, Israeli forces demolish a Palestinian building in Bayt Hanina. Concluding 3 days of talks in Moscow, Hamas and Fatah officials agree to form a new Palestinian unity govt. In the West Bank, international solidarity activists establish a protest village in the n. Jordan Valley, called “al-Yasser,” in response to Israel’s demolition of Palestinian properties in the area. The IDF dismantles the village hours later, dispersing the activists. IDF troops arrest 2 Palestinians and issue 2 arrest summons during late-night raids nr. Nablus and Bethlehem, and patrol nr. Hebron throughout the day. Israeli forces raid a coal manufacturing facility nr. Jenin, seizing trucks and equipment. Palestinian youths open fire on Palestinian Authority security forces (PASF) troops nr. the al-Fara‘a r.c. during a protest against the PA’s recent detention of residents of the camp; there are no serious injuries. In the West Bank, IDF troops conduct late-night house searches and raids nr. Hebron, Tulkarm, Ramallah, and Bethlehem, arresting 7 Palestinians, confiscating some personal property, and violently dispersing stone-throwers nr. Tulkarm (there are no injuries). They also patrol during the day nr. Hebron, Salfit, and Jenin. Israeli forces demolish a 4-km water pipeline under construction nr. Tubas overnight and 2 homes in the Jordan Valley during the day. A Palestinian demolishes 2 of his own animal shelters nr. Nablus to avoid paying for an Israeli demolition crew. In East Jerusalem, Israeli forces issue an arrest summons to a Palestinian and arrest a Popular Front for the Liberation of Palestine (PFLP) leader during raids in Silwan, and order the closure of a Palestinian education organization, the Sa’ed Institution for Educational Consultations, in the Old City, claiming that it supports terrorism against Israelis. Israel’s army radio reports that the Israeli govt., in response to a Palestinian petition to the Supreme Court, has stated that it no longer opposes the Israel Electric Corporation’s (IEC) punitive cuts of electricity to areas of the West Bank. The IEC punitively cut power to major West Bank cities intermittently over the summer in response to unpaid Palestinian debts (see JPS 45 [4]). (TOI 8/8)

Two Palestinians open fire on a crowd of Israelis in an open-air shopping area in c. Tel Aviv, killing 4 and injuring 10. Israeli forces shoot the 2 men, critically injuring 1 and mildly injuring the other. IDF troops raid the attackers’ home village of Yatta nr. Hebron late at night, detaining several Palestinians and barring all entrances and exits, except for humanitarian cases. In the West Bank, Israeli forces confiscate a Palestinian truck from Khirbat al-Hadidiya in the Jordan Valley. Israeli settlers raze some Palestinian land nr. Bethlehem. In a meeting with French PM Valls in Ramallah, PA PM Rami Hamdallah rejects Israeli PM Netanyahu’s 5/23 call for direct Israeli-Palestinian negotiations. Elsewhere, a U.S. official says that the Obama admin. is skeptical of Netanyahu’s push for bilateral talks, saying “we of course support meaningful negotiations, [but] we do not believe in negotiations just for the sake of negotiations.” (AFP, HA, JP, JTA, MNA, TOI 5/24)

Two Palestinians stab and injure 2 Israeli women in an Israeli settlement in East Jerusalem in the morning. The assailants flee the scene. In the evening, an Israeli soldier is seriously injured when he accidentally detonates an improvised explosive device (IED) planted at a checkpoint n. of the city. After the blast, the IDF discovers and safely detonates several other IEDs planted in the area. Elsewhere in the West Bank, Israeli forces deliver stopwork orders to 5 homes and a water pipeline under construction in the Jordan Valley. IDF troops patrol in 3 villages nr. Hebron and 2 each nr. Late at night in East Jerusalem, Israeli forces return the body of a Palestinian killed in a confrontation with Israeli border police in 11/2015. Meanwhile, Israeli forces arrest 4 Palestinians during late-night raids in Jabal Mukabir, Qalandia r.c., and Issawiyya; and assault and arrest a Palestinian in the Old City. Along Gaza’s border, Israeli forces open fire on Palestinian farmers working nr. Khan Yunis, causing no injuries. In the West Bank, Israeli forces raze 50 dunams (around 12.3 acres) of Palestinian land nr. Qalqilya, uprooting 50 olive trees; and issue a stopwork order to a water pipeline under construction in the Jordan Valley. IDF troops conduct late-night house searches and raids nr. In Ramla, Israel, 2 Palestinian youths are detained after allegedly stabbing and lightly injuring an Israeli security guard at a bus station. In Silwan, unidentified assailants throw Molotov cocktails at an Israeli bus, causing substantial damage and no injuries. Meanwhile, Israeli forces violently disperse Palestinian youths gathering in Jabal Mukabir, East Jerusalem, to call for the return of the bodies of Palestinians killed by Israeli forces (there are no serious injuries).Israeli forces also demolish a building in al-‘Izzariya; conduct a raid in Abu Dis, sparking clashes with stone-throwers (there are no serious injuries); arrest 3 Palestinians on further raids in Silwan, Qalandia r.c., and Biddu. In the West Bank, Israeli forces demolish 18 Palestinian homes and agricultural stores in 3 villages in the n. Jordan Valley and another home nr. Hebron. IDF troops conduct late-night raids and house searches in 2 villages nr. Nablus, Hebron and nearby villages, and 1 village nr. Jenin, arresting 7 Palestinians and issuing an arrest summons to 1. They also conduct raids in a village nr. Ramallah, issuing arrest summons to 3 Palestinians and sparking minor clashes with stone-throwing Palestinian youths; 5 Palestinians are arrested. In East Jerusalem, Israeli officials order 2 Palestinians to vacate their homes before 8/11 on the grounds of “absentee ownership.” Similarly, the extended Abu Nab family is ordered to vacate their Silwan homes before 8/11 following a court ruling in favor of Israeli settlers’ ownership claims (the Israeli police will forcibly remove the Abu Nab family from their homes on 10/19). Following a meeting in Cairo, Fatah official Azzam al-Ahmad announces that his party and Hamas have agreed on a set of principles to implement a reconciliation agreement. Dep. head of Hamas’s political bureau Musa Abu Marzuq says that the movement will not agree to dismantle the IQB as part of a prospective reconciliation deal with Fatah.
