In the West Bank, Israeli forces shot and injured a Palestinian near the West Bank separation barrier southwest of Jenin. In a separate incident, Israeli forces opened fire on Palestinians near a checkpoint by the West Bank separation barrier north by Nazlat Issa, causing 5 Palestinians to be hospitalized with gun wounds and others to suffer tear-gas related injuries. A raid by Israeli forces near Ramallah led to clashes with Palestinians; 2 Palestinians were injured by rubber-coated bullets. Israeli settlers began fencing off a piece of Palestinian-owned land in Burin. 11 Palestinians were arrested during late-night raids in and around Ramallah, Bethlehem, Nablus, and Jenin. In East Jerusalem, Israeli forces arrested 2 Palestinians: 1 during a late-night raid in Issawiyya and 1 employee of the Islamic Waqf at the Haram al-Sharif compound. The PA sent a request to Israel to allow Palestinians in East Jerusalem to be able to partake in the planned Palestinian parliamentary and presidential elections. Israeli officials said that the Israeli security cabinet would decide on the request. (HA 12/10)

The Netherlands informed the UNRWA that it will resume funding of the agency after suspending its funding on 31 July due to allegations of misconduct in UNRWA leadership. (WAFA 12/10)

Japan signed a contract to fund construction of hearing and speech units at the Maghazi Community Rehabilitation Society in Gaza amounting to $84,191. The EU contributed with $11 million to support PA payments of social allowances to vulnerable families in Gaza and the West Bank. (WAFA, WAFA 12/10)

In the West Bank, for the 2d day in a row, Israeli settlers from the Yitzhar settlement clashed with Israeli forces. Israeli settlers also damaged a Palestinian-owned home near Jalud. Israeli forces shot and injured a Palestinian minor who allegedly was throwing stones near Qalqilya. Israeli forces handed out notices in Qaryut informing residents of plans to seize 700 dunams (173 acres) of Palestinian-owned land. Elsewhere, in ‘Azun, Israeli forces closed a metal gate on an eastern entrance and put up a flying checkpoint on the western entrance to the town. 2 Palestinians were arrested, including 1 at a checkpoint in Qalqilya; and 1 during a house raid in Hebron. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound; at the same time, Israeli forces arrested 5 Palestinians in the area. In Gaza, the Erez border crossing was closed by Israel. In Israel, Prime Minister Benjamin Netanyahu told President Reuven Rivlin that he was not able to form a government, handing the coalition building efforts to his rival Benny Gantz. (HA 10/21)

After 5 days of protests in Lebanon, the Lebanese cabinet approved new measures to deal with the country’s economic crisis, including cutting the salaries of top officials in half. Prime Minister Sa’d Hariri said that the measures would reduce the country’s deficit by $3.4 billion in 2020. (HA 10/21)

In the West Bank, Israeli settlers attacked Israeli forces with stones near the Yitzhar settlement. 5 Palestinians were arrested, including 3 who attempted to enter Israel for work; 1 of the 3 was shot by live ammunition. Israeli forces forced Palestinian farmers picking olives to leave their fields in Qaryut. In East Jerusalem, 4 Palestinians were arrested during raids in Silwan. Hundreds of Israeli settlers toured the Haram al-Sharif compound. Israeli forces violently dispersed Palestinian worshipers holding a sit-in in protest demonstrating against the settler incursion. In the West Bank, Israeli forces demolished a water line and irrigation network in ‘Ayn al-Bayda in the Jordan Valley. Israeli forces also arrested 7 Palestinians during raids in and around Bethlehem and Qalqilya. In East Jerusalem, 1 Palestinian was arrested near Bab al-Rahma on the Haram al-Sharif compound. It was reported that he was injured and hospitalized during the arrest. In Gaza, Israeli forces made 2 incursions to level land east of al-Buraij refugee camp. (WAFA, WAFA 8/7; PCHR 8/8)

PA foreign minister Riyad al-Maliki announced that Nicaragua will be opening an embassy in Palestine and that a Nicaraguan citizen of Palestinian decent will be the ambassador to Palestine. (WAFA 8/7)

In the West Bank, 5 Palestinians were arrested during late-night raids in and around Burqin and Jenin. Israeli forces seized an agricultural irrigation network in Jiftlik near Jericho. Israeli forces also demolished a playground, several water wells, and trees in the southern Hebron Hills. In East Jerusalem, Israel’s minister of agriculture and rural development Uri Ariel toured the Haram al-Sharif compound with a group of 42 Israeli settlers and police escort. In Gaza, Israeli authorities prevented a soccer game from being held between a team from Gaza and a team from the West Bank as Israel delayed issuing permits for the Gaza players. In the West Bank, Israeli forces raided a school southwest of Jenin and seized construction equipment and a tractor. Israeli forces also closed the Huwwara checkpoint for the 1st of 2 days coinciding with the Bahrain workshop. In several places throughout the West Bank, Palestinians protested the Bahrain workshop. Israeli forces arrested 13 Palestinians during late-night raids in and around Ramallah, Tulkarm, Jenin, and Hebron. During a raid near Ramallah, several Palestinians were injured by rubber-coated bullets as they were protesting the Israeli incursion. A carpentry store was also damaged by Israeli forces during the incursion. In Bayt Umar, Israel forces prevented utility workers from working on the electricity network and seized a crane and a vehicle. In East Jerusalem, Israeli municipal workers tore down a protest tent set up by Palestinians protesting the Israeli planned demolitions of a number of buildings in Silwan. In Gaza, Israeli authorities halted transfers of fuel to the Gaza power plant indefinitely, citing incendiary balloons. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishing boats and detained 3 Palestinian fishermen within the permitted fishing area. 3 Palestinians were injured by live fire east of Bayt Hanun. Charges against a Palestinian man accused of raping a 7-year-old girl in an Israeli settlement in the West Bank was dropped after an Israeli court found that there was not enough evidence tying the man to the rape. The Israeli military prosecution was criticized for their handling of the investigation and an Israeli army spokesperson said that the military would launch a probe into the investigation. The Chilean president Sebastián Pinera met with PA officials in East Jerusalem and toured the Haram al-Sharif compound. (HA 6/26)

The U.S.-sponsored Bahrain workshop on Middle East economic development, dubbed the Peace to Prosperity, began for the 1st of 2 days. Despite focusing on the economic element of peace between Palestine and Israel, neither country was represented at the workshop. The U.S. peace team intends to raise $50 billion in contributions for economy development in Palestine and for its neighbors. A spokesperson for PA president Mahmoud Abbas said that the Arab Peace Initiative from 2002 was a red line that could not be redrafted if a peace plan was to be executed. The comments followed U.S. special adviser and son-in-law to President Donald Trump Jared Kushner’s comments to Al-Jazeera that a peace deal would need to be found “somewhere between the Arab peace initiative and between the Israeli position.” (WAFA 6/25; HA 6/26)

In the West Bank, 2 Palestinians were arrested by Israeli forces during late-night raids in and around Abu Dis and Hebron. In East Jerusalem, 3 Palestinians were arrested at the Haram al-Sharif compound. In Israel, a Palestinian citizen of Israel was killed by an unknown perpetrator. His death marks the 25th Palestinian citizen of Israel to be killed inside Israel this year. (HA, WAFA 5/29)

The PA announced that civil servants in the West Bank and Gaza would only receive 60 percent of their salaries for May as Israel continues to withhold Palestinian tax revenues. (WAFA 5/28)

The 2 Trump administration officials leading the Middle East peace team, Jared Kushner and Jason Greenblatt, met with King Mohammed VI of Morocco to discuss June’s Palestinian-Israeli peace summit in Bahrain. Kushner and Greenblatt are scheduled to meet King Abdullah of Jordan on 29 May and Israeli prime minister Benjamin Netanyahu on 30 May. (HA 5/28)

U.S. secretary of state Mike Pompeo told a group of Jewish-American leaders at the Conference of Presidents of Major American Jewish Organizations that the U.S. peace plan might be “unexecutable.” He also told the audience that if Israel starts to annex the West Bank, the U.S would consider “What would be the best ways to achieve the outcomes that we think are in America and Israel’s best interests.” Pompeo’s statements were secretly recorded and published in the Washington Post. In the West Bank, Israeli forces prevented Palestinians from making a road to their agricultural land east of Nablus. Elsewhere in the West Bank, Israeli forces arrested 11 Palestinians in and around Jenin, Nablus, Qalqilya, and Bethlehem. The raid in Jenin triggered confrontations with local Palestinians, wounding 3 of them; 2 from live ammunition, and 1 from being hit by an Israeli military vehicle. Others suffered from tear gas inhalation. An additional 13 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, Ramallah, and Jenin. Israeli settlers chopped down dozens of Palestinian-owned almond trees near Nablus. In East Jerusalem, Israeli police evicted Muslim worshippers from the al-Aqsa Mosque for the 3d day in a row. Israeli settlers with military escort also stormed the Haram al-Sharif compound to perform prayers. In Gaza, Israeli forces made incursions to level land east of Bayt Hanun. The Israeli civil administration approved 2 roads to isolated Israeli settlements in the West Bank. The construction of the roads requires the Israeli government to seize 807 dunams (200 acres) of Palestinian-owned land. The construction is scheduled to start in July. (HA 5/13)

A Qatari envoy headed by Mohammed al-Emadi arrived in Gaza to hold meetings with UN envoy Nickolay Mladenov and Hamas chief Ismail Haniyeh about the transfer of $30 million in aid. (HA 5/13)

Israeli president Reuven Rivlin granted Prime Minister Benjamin Netanyahu 2 additional weeks to form the next government. The extension allows Netanyahu until 29 May to form a government. (JPOST, TOI 5/13)

PLO executive committee member Hanan Ashrawi wrote on Twitter that her U.S. visa application had been rejected without any reason. In February, U.S. special representative for international negotiations Jason Greenblatt invited her to meet him at the White House as Ashrawi and Greenblatt exchanged tweets about the U.S. peace plan. The UNRWA released a statement urging donors to contribute, as UNRWA needs an additional $60 million to continue providing food for 620,000 Palestinians in Gaza. (AJ 5/13)

In the West Bank, Israeli settlers with military escort raided an archeological site near Bethlehem to perform prayers. During the raid, Israeli forces sealed off the area, impeding traffic for local Palestinians. In East Jerusalem, some 90 Israeli settlers with military escort stormed the Haram al-Sharif compound. All Gaza and West Bank crossings into Israel were closed except for medical and other emergencies for the 4th day in a row. Israeli authorities announced the closure on 5/6, citing Israeli celebrations of Memorial Day and Independence Day. Palestinians in Israel commemorated the Nakba on Israel’s Independence Day by marching to 1 of the villages that was depopulated during the Nakba. Each year, Palestinians in Israel march to 1 of the more than 140 villages that was depopulated during the Nakba. This year, they marched to Khubbayza. (HA 5/9)

At the UN, PA foreign minister Riyad al-Maliki called the U.S. peace plan “conditions for surrender” and not a plan for peace. U.S. special representative for international negotiations Jason Greenblatt was at the UN meeting. Greenblatt has been actively debunking rumors on Twitter about the U.S. peace plan and criticizing the Palestinian leadership for not engaging with the U.S.. Al-Maliki told Mondoweiss at the UN that he urged European nations to start thinking about putting sanctions on Israel, as calls for stopping settlement expansions have proven ineffective. An Egyptian security delegation arrived in Gaza to meet with Hamas leader Yahya Sinwar and other officials from Hamas and Islamic Jihad in Palestine. The officials discussed demonstrations on Nakba Day held on 15 May and efforts to ensure a relative calm. (HA 5/9)

The Lebanese president Michel Aoun said, during a meeting with a delegation from the Middle East Council of Churches, that “Lebanon would never survive if half a million Palestinian refugees and 1.6 million Syrian refugees remained in the country.” (MNA 5/10)

Canada announced that it contributed $2.4 million to the UN World Food Programme for vulnerable Palestinians in Gaza and the West Bank. New Zealand pledged $2 million for the UNRWA. (MNA, WAFA5/9)

In the West Bank, dozens of Palestinians suffered from tear gas inhalation near a school in Hebron after Israeli forces fired tear gas canisters. 4 Palestinians were arrested during late-night raids in and around Nablus and 1 Palestinian was arrested at a checkpoint near Jenin. In East Jerusalem, 4 Palestinians were arrested after a fight broke out between Palestinians and Israeli settlers. UN humanitarian coordinator for the Palestinian territories Jamie McGoldrick told reporters that 1,700 people in Gaza are in risk of needing amputations due to lack of funds to undertake complicated operations. He further stated that the high number was due to Israeli lethal response to the Great March of Return, where 29,000 Palestinians were wounded in 2018; 7,000 of the wounded were hit by gunshots from Israeli snipers. In Jordan, all cabinet ministers tendered their resignations as Jordan’s King Abdullah prepares to reshuffle the government after he fired several security officials reported to be plotting against the regime. King Abdullah said that the security officials were replaced because of incompetence and some used their position for personal gain. (HA 5/8)

U.S. president Donald Trump imposed further sanctions on Iran via executive order. The U.S. move follows Iran’s announcement that it would begin to enrich uranium in 60 days if the signatories of the Iran nuclear deal did not uphold their commitments. (AJ 5/7; HA 5/8)

In the West Bank, 8 Palestinians were arrested during late-night raids in and around Ramallah, Tulkarm, Hebron, and Jericho. During a raid in Hebron, surveillance camera recordings were confiscated and solar panels were damaged. East of Ramallah, Israeli forces uprooted 120 olive trees. In ‘Urif, Israeli settlers attacked a Palestinian high school by throwing stones at the building, causing moderate damage. In East Jerusalem, 3 Palestinians were arrested; 2 during late-night raids in Issawiyya and 1 near the Haram al-Sharif compound. In Gaza, Israeli shelling continued for the 3d day in a row, killing 19 Palestinians and wounding 29. Several buildings in Gaza were completely destroyed and others were damaged. 3 Israelis were killed by rockets from Gaza and 4 people were wounded in Israel, including a Thai national. This makes the comprehensive death toll from the Israeli attack on Gaza on 4/5-5/5 30 Palestinians total. By the end of 5/5 (U.S. eastern time), it was reported that a cease-fire agreement had been reached. Israel indicated that it had resumed its policy of executions, what Israeli authorities refer to as target killings. Israel killed a Palestinian man in Gaza alleged to facilitating transfers of funds from Iran to Hamas during its attack on Gaza. Chief of the Israeli forces southern command Hertzi Halevy said that the Israeli executions of Palestinians alleged to be involved in terror activity “is expected to continue.” (HA 5/5)

U.S. president Donald Trump tweeted, “Once again, Israel faces a barrage of deadly rocket attacks by terrorist groups Hamas and Islamic Jihad. We support Israel 100% in its defense of its citizens . . . To the Gazan people—these terrorist acts against Israel will bring you nothing but more misery. END the violence and work towards peace—it can happen!” Member of the PLO executive committee Hanan Ashrawi called Israel’s attack on Gaza “criminal and morally reprehensible.” (Twitter, WAFA 5/5)

In the West Bank, the entrance to ‘Azun east of Qalqilya was blocked by Israeli forced for the 15th day in a row. Israeli forces also sealed the entrance to al-‘Arub refugee camp north of Hebron and al-Fawar refugee camp south of Hebron. Separately, Israeli forces conducted raids in Sair, Bayt Umar, and Sabastiyya. During the raid in Sabastiyya, several Palestinians suffered from tear gas inhalation after clashes with Israeli forces. During late-night raids in and around Sair and Jenin, Israel forces arrest 7 Palestinians and injure 2 others. In East Jerusalem, the Israeli minister of agriculture Uri Ariel toured Haram al-Sharif along with a group of Israeli settlers and security forces. Off the coast of Gaza, Israeli naval forces fired toward Palestinian fishermen 3 nautical miles from the shore of al-Sudaniyya; no injuries were reported. 2 Palestinians were arrested by Israeli forces near the Gaza fence. It was announced that the Saudi Arabian government, through the Saudi Fund for Development, donated $23 million to UNRWA projects across Syria, Jordan, Gaza, Lebanon, and the West Bank, including East Jerusalem, to maintain school and health centers. (WAFA, UNRWA 4/11)

U.S. senator Jeff Merkley (D-OR) introduced to the Senate a resolution (S. Res. 171) seeking to restore bilateral assistance to the West Bank and Gaza after the Trump administration slashed all aid to Palestine in 2018. IDF troops violently disperse hundreds of Palestinians gathering along Gaza’s border near Khan Yunis and Jabaliya refugee camp late at night to set tires on fire, throw stones and otherwise continue the Great March of Return; 4 Palestinians are injured. Also along Gaza’s border, Israeli forces conduct a limited incursion to level land near Jabaliya refugee camp and open fire on Palestinian shepherds working near Dayr al-Balah, causing no injuries. IDF troops also shoot and injure a Palestinian collecting stones and gravel near Gaza City. In the West Bank, Israeli forces demolish a water well Umm al-Nir near Hebron. IDF troops arrest 6 Palestinians during late-night raids near Bethlehem, Nablus, and Hebron; and patrol near Nablus, Jenin, and Salfit. Israeli settlers throw stones and glass bottles at Palestinian homes and vehicles in Kafr Haris near Salfit and outside Nablus, injuring 2 Palestinians and breaking several windows. An Israeli settler succumbs to injuries sustained in the shooting attack near Salfit on 3/17. Meanwhile, Israeli prime minister Benjamin Netanyahu visits the site of the 3/17 shooting and announces the construction of 840 new housing units in the nearby Ariel settlement. “Tomorrow, we will begin building 840 housing units in Ariel in a new neighborhood as was approved two years ago,” he says. Unidentified assailants assault and seriously injure a Fatah spokesperson in Gaza near his home in Bayt Lahiya. Later, a senior Fatah official in Gaza says that the assailants broke the man’s arms and legs and that Hamas was behind the “assassination attempt.” Hamas, for its part, denies the accusation and pledges to conduct a full investigation into the incident. The attack comes amid ongoing popular protests against Hamas and the high cost of living in Gaza and rising tensions between Hamas and Fatah. (HA, JP 3/19)

Unidentified Palestinians launch a number of projectiles from Gaza into southern Israel late at night. Israel’s Iron Dome missile defense system intercepts at least 6 and the rest land open areas, causing no damage or injuries. Afterwards the Israeli Air Force conducts air strikes on approximately 100 Hamas sites across Gaza; at least 4 Palestinians are injured and extensive damage is wrought. Earlier in the day along Gaza’s border, IDF troops arrest 5 Palestinians attempting to cross into Israel near Rafah and a 6th who attempts to cross near Khan Yunis armed with a knife. Meanwhile, Hamas security forces violently disperse Palestinians gathering in Gaza City to demonstrate against the high cost of living and the restrictions on imports to Gaza; several protesters are injured. In the West Bank, IDF troops arrest 2 Palestinians during late-night raids near Qalqilya; and patrol near Hebron, Tulkarm, and Salfit. In East Jerusalem, approximately 150 right-wing Jewish activists tour Haram al-Sharif in the morning. Israeli forces arrests 1 Palestinian during a late-night raid in Issawiyya. After the rocket fire from Gaza late at night, the Hamas-run Ministry of Health in Gaza condemns the attack. “We are following up on the firing of rockets from Gaza against the national consensus and the ministry will take measures against the violators,” a ministry statement reads. Hamas’s military wing, for its part, denies responsibility for the rocket attack, claiming that the projectiles were fired when senior Hamas officials were meeting with a delegation from Egypt. They also arrest 2 Palestinians attempting to cross into Israel near Jabaliya refugee camp. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries (1 fisherman is arrested and his boat is confiscated). In the West Bank, Israeli settlers raze a swath of Palestinian land to set up an illegal settlement outpost near Nablus. Also near Nablus, settlers also uproot 33 olive trees from a Palestinian grove and throw stones at Palestinian vehicles, causing no reported damage or injuries. Israeli forces demolish a Palestinian barn and uproot a number of nearby trees outside al-‘Arub refugee camp near Hebron. They also deliver stop-work orders to a Palestinian home under construction near Hebron. IDF troops arrest 10 Palestinians during late-night raids in and around Qalqilya, Ramallah, Salfit, Jenin, and Nablus; and patrol near Nablus and Hebron. In East Jerusalem, dozens of right-wing Jewish activists tour Haram al-Sharif in the morning. Israeli forces arrest 1 Palestinian during raids in the Old City. PA president Mahmoud Abbas appoints senior Fatah official Mohammed Shtayyeh prime minister, replacing outgoing prime minister Rami Hamdallah. Abbas calls on Shtayyeh to form a new government that can work toward reuniting Gaza and the West Bank and prepare for a new round of elections. Meanwhile, PA finance minister Shukri Bishara announces that the PA will only be paying 50% of its civil servants’ salaries for 2/2019 due to budget constraints stemming from Israel’s decision to withhold a fraction of the tax revenues transferred monthly to the PA. PA minister of finance Shukri Bishara says that the PA intends to pay all its employees on time in the coming months, but that some of the higher salaries might be reduced due to the 2/17 Israeli decision to make deductions from the monthly transfers of tax revenues to the PA. “We are coming on difficult days in the coming weeks, and we will handle the issue of salaries as wisely and fairly as possible,” he says. Hosen L’Yisrael Party chair Benny Gantz and Yesh Atid Party chair Yair Lapid announce that they have agreed to run on a joint ticket ahead of the Israeli election on 4/9. Under their agreement, Gantz would serve as prime minister for two and a half years, then Lapid would take over the top job. Gantz is widely seen as Prime Minister Benjamin Netanyahu’s top challenger in the election, and this agreement is expected to strengthen his chances of becoming the next prime minister. Implementing legislation passed in 7/2018, Israel’s security cabinet approves a deduction to the monthly transfers of tax revenues to the PA equal to that which the PA distributes in stipends to Palestinians imprisoned in connection with serious crimes against Israelis and the families of Palestinians killed in connection with such crimes. The cuts are expected to total NIS 502,697,000 (approximately $138 million) over a 12-month period. In response, a PA spokesperson calls the Israeli decision “arbitrary” and says that it will be “given a priority” in the Palestinian leadership’s discussions in the coming days. Hamas security forces forcibly prevent PA security forces from staffing the Palestinian side of the Kerem Shalom border crossing, according to the PA (Hamas claims that the PA troops left of their own free will). A senior Hamas official says that Hamas is carrying out “necessary security measures.” Sources in Gaza say that Hamas suspects the PA security forces are allowing Israel to transfer espionage equipment into Gaza. After the exchange of violence along Gaza’s border on 1/22, Israeli prime minister Benjamin Netanyahu threatens to escalate the IDF’s response if the shootings continues. “The response will be destructive and very painful, and we are ready for any scenario and escalation,” he adds. Later, Israel’s security cabinet meets to discuss the situation, and they decide to allow the transfer of $15 million in Qatari funds into Gaza within 24 hours. The entire cabinet reportedly supports the move. Netanyahu suspended the transfer for a 2d time on 1/22. In East Jerusalem, 3 days after Muslim worshippers blocked an Israeli police officer wearing a yarmulke from entering Haram al-Sharif, Israeli forces enter the sanctuary in force. Haaretz reports that the Israeli authorities are planning to decide whether or not to allow the next tranche of Qatari money into Gaza after the planned protests along Gaza’s border fence on 1/18. Some foreign diplomats are reportedly concerned that any further delay in the transfer of $15 million could spark another escalation of violence. One senior Hamas official says that Israeli prime minister Benjamin Netanyahu suspended the transfer because it wouldn’t help his chances in the upcoming 4/9 election. “The transfer of the Qatari money does not serve him well at the moment,” the official adds. “He will try or is trying to extort something from Hamas. At the end of the day, the continued pressure on the Gaza Strip could blow up in Netanyahu's face.” (HA 1/17)

A former USAID official confirms that the agency is planning to end all of its projects and programs in the West Bank and Gaza on 1/31, calling it “another example of the end of the 2-state solution.” The move comes after the Trump administration slashed several Palestinian aid programs in 2018. It specifically stems from the implementation of the Anti-Terrorism Clarification Act (see *S. 2946 of 5/24/18 at congressionalmonitor.org), which President Trump signed on 10/3/18 and which forced the PA to either accept liability in certain areas or reject U.S. aid.
