In the West Bank, Israeli forces closed al-Ibrahimi Mosque for Palestinians until the end of 10/17 for the Jewish Sukkot holidays. Israeli settlers threw stones at Palestinians driving on a road south of Bethlehem, causing damage but no injuries. In East Jerusalem, Israeli forces shut down 2 roads in Silwan to facilitate Israeli settler movement to the Haram al-Sharif compound. A natural spring was opened for Jewish visitors only; Israeli forces guarded the spring and closed a road leading to nearby Palestinian towns. In the West Bank, armed Israeli settlers threatened Palestinians harvesting olives to leave their own land near Tulkarm. In East Jerusalem, Israeli forces forced Muslim worshippers to leave the Haram al-Sharif compound to make way for Israeli settler tours. Israeli forces also detained 6 Palestinians present at the compound for questioning and 7 Palestinians were issued an order not to enter the compound for 15 days. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles from Rafah; no injuries were reported. The PA finance ministry announced that the PA civil servants who had received less in wages in April, May, and June due to Israel withholding PA tax revenue would receive the unpaid dues on 10/17. Payments not received from July, August, and September would be paid as additions to their salaries in the next 3 months. (WAFA 10/14)

A Jerusalem court ordered the eviction of Israeli settlers from a Palestinian home in Hebron that was acquired by the Israeli settlers on forged documents. The Palestinian family’s home was taken over by settlers in 2005 and the legal proceedings were ongoing since 2007. The Israeli settlers appealed the court’s decision which also stipulated that the settlers must pay the Palestinian family $161,000. Elsewhere in the West Bank, Israeli forces sealed off the al-Ibrahimi Mosque for Muslim worshippers in preparation for Passover celebrations. Israeli forces also arrested 18 Palestinians during late-night raids in and around Bethlehem, Hebron, Jenin, Salfit, and Ramallah. In the raid near Jenin, Israeli forces fired tear gas, causing dozens of residents to suffer from tear gas inhalation. In East Jerusalem, 170 right-wing Israelis, led by Minister of Agriculture Uri Ariel, stormed Haram al-Sharif with Israeli police escort. In Gaza, a prosthetic hospital was inaugurated to help the many Palestinians in Gaza who have lost limbs. The hospital’s expenses are covered by the Qatar Fund for Development. A day after Israel denied access of Christian Palestinians in Gaza to the West Bank and East Jerusalem for Easter celebrations, Israeli authorities reversed its position, allowing 500 Christians to enter the West Bank and East Jerusalem. Elsewhere in Gaza, Israeli forces opened fire against Palestinian farmers near Rafah and on Palestinian fishermen off the coast of Rafah; no injuries were reported. In the West Bank, Israeli forces blocked the entrance to the town of Tuqu‘ near Bethlehem and stormed the city center, leading to clashes with local residents; no injuries were reported. Israel also issued a military order to confiscate 401 dunams (99 acres) of Palestinian-owned land in al-‘Arub, Bayt Umar, and Halhul near Hebron. Israeli forces also confiscated 4 Palestinian-owned vehicles during late-night raids. 14 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Ramallah, Jenin, Nablus, and Salfit. Separately, a 19-year-old Palestinian woman was also arrested at the al-Zaayim checkpoint for allegedly attempting to stab an Israeli soldier. In East Jerusalem, around 87 Israeli settlers along with Israeli forces stormed Haram al-Sharif to perform prayers. Israeli forces sealed the Damascus Gate of the Old City and arrested 2 Palestinians in the vicinity. Later, demolition notices were delivered for 13 residential structures in the al-‘Izzawiya neighborhood. Israeli prime minister Benjamin Netanyahu declared victory after the 4/9 Israeli general elections and will serve his 5th term as prime minister. Both U.S. president Donald Trump and secretary of state Mike Pompeo congratulated Netanyahu with his victory. The PR firm behind the Likud party’s initiative to place cameras at the Palestinian-majority polling stations (see 4/9) boasted a historically low turnout among Palestinian citizens of Israel in a Facebook post that also depicted 2 of its employees with Netanyahu and his wife Sara. Turnout among Palestinian citizens of Israel was less than 50 percent. PLO Executive Committee member Hanan Ashrawi called Netanyahu’s victory a vote to “entrench and expand apartheid.” (HA, HA, WAFA 4/10; HA 4/11)

The Palestinian activist and co-founder of the Boycott, Divestment and Sanctions movement Omar Barghouti was denied entry to the U.S. to embark on a speaking tour in several U.S. cities and to attend his daughter’s wedding. He was stopped before boarding his plane in Tel Aviv and was told that the American consulate had ordered that he could not board the plane. (NYT 4/11)

In the West Bank, a group of Israeli settlers attacked Jibiya village north of Ramallah overnight by throwing stones, leading to 2 Palestinian injuries. Settlers also attacked Palestinian shepherds in the northern Jordan Valley. Also in the West Bank, Israeli forces arrested 19 during late-night raids in and around Ramallah, al-Bireh, Nabi Salih, Silwad, Jenin, Tulkarm, Qalqilya, and Hebron. The raid near Jenin triggered confrontations with locals trying to block the soldiers’ entrance to their village. Elsewhere in the West Bank, Israeli forces handed out demolition orders for 9 residential structures in Yatta and for animal barns in Bayt Jala near Bethlehem. In Hebron, students and teachers suffered from tear gas inhalation after Israeli soldiers fired the gas into the yard of their school. Some students were taken to a nearby hospital for treatment. A Palestinian man arrested in July 2018 was convicted by an Israeli military court for killing an Israeli soldier in May 2018. According to Israeli forces, the Palestinian man had confessed to throwing a marble slab on the soldier, leading to his death. In East Jerusalem, the Islamic Waqf Council Chairman Sheikh Abdel-Azim Salhab returned to Haram al-Sharif after a 40-day ban issued by Israeli authorities. In Gaza, 4 Palestinian fishermen detained last week by Egyptian authorities were released. Israeli forces also opened fire on Palestinian farmers east of Khan Yunis and on Palestinian fishermen on the northwestern coast of Gaza. There were no reports of injuries. The Chairman of the Prisoners’ Affairs Commission Qadri Abu Baker said that Palestinian prisoners in Israeli jails had shelved their planned hunger strike protesting the deterioration of their conditions to facilitate the progress in dialogue with the Israeli Prison Service (IPS). Abu Baker said that the IPS had agreed to install pay phones in the jails and to release some prisoners from solitary confinement. (WAFA 4/7)

Also along Gaza’s border, IDF troops open fire on Palestinians collecting stones and gravel near Rafah; 1 Palestinian is injured. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Khan Yunis and Rafah, causing no damage or injuries. In the West Bank, Israeli settlers throw stones at Palestinian vehicles near Nablus, damaging 2. After Hamas-affiliated prisoners stab and injure 2 Israeli security guards in Ketziot Prison, Israeli guards raid 3 sections of the prison and assault hundreds of Palestinians prisoners, injuring at least 9 (2 critically). Hundreds of right-wing Jewish activists visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinians in the area; 2 Palestinians are killed and 12 more are injured. The IDF later says that an explosive device was thrown at a patrol, prompting the fatal shooting. Elsewhere in the West Bank, IDF troops open fire on Palestinians in a vehicle outside al-Khadir near Bethlehem; 1 Palestinian is killed and another is injured. The IDF later says that the men were throwing stones at Israeli vehicles. The local authorities in Bethlehem declare a general strike in protest of the killing. Meanwhile, IDF troops also shoot and injure a Palestinian youth in Bayt Sira village near Ramallah; arrest 3 Palestinians during late-night raids near Jenin; patrol in and around Tulkarm and Hebron; and violently disperse Palestinian students gathering in al-Bireh to protest the Israeli occupation (there are no serious injuries reported). A Palestinian stabs and kills an Israeli soldier at the Ariel Junction near Salfit. He opens fire on a group of Israeli settlers, seriously injuring 1, before fleeing the scene. The IDF conducts raids and sets up roadblocks and mobile checkpoints in and around Salfit, searching for the assailant. IDF troops also conduct raids in Burqin village near Nablus, arresting 2 Palestinians and sparking clashes (2 Palestinians are injured). Three Palestinians are injured and three more are arrested during clashes sparked by similar arrest raids in nearby al-Zawiya and Kafr al-Dik late at night. Elsewhere in the West Bank, Israeli settlers throw stones at Palestinian homes and vehicles near Hebron, Ramallah, and Nablus, injuring 5 Palestinians and causing minor damage. IDF troops arrest a Palestinian minor when she is found with a knife on her person; arrest 6 more Palestinians during late-night raids in and around Bethlehem, Jenin, and Hebron; and patrol near Tulkarm, Hebron, and Salfit. Along Gaza’s border, IDF troops open fire on Palestinian farmers and shepherds working near Rafah, causing no damage or injuries. Earlier in the day along Gaza’s border, IDF troops arrest 5 Palestinians attempting to cross into Israel near Rafah and a 6th who attempts to cross near Khan Yunis armed with a knife. Meanwhile, Hamas security forces violently disperse Palestinians gathering in Gaza City to demonstrate against the high cost of living and the restrictions on imports to Gaza; several protesters are injured. In the West Bank, IDF troops arrest 2 Palestinians during late-night raids near Qalqilya; and patrol near Hebron, Tulkarm, and Salfit. After the rocket fire from Gaza late at night, the Hamas-run Ministry of Health in Gaza condemns the attack. “We are following up on the firing of rockets from Gaza against the national consensus and the ministry will take measures against the violators,” a ministry statement reads. Hamas’s military wing, for its part, denies responsibility for the rocket attack, claiming that the projectiles were fired when senior Hamas officials were meeting with a delegation from Egypt. PA president Mahmoud Abbas appoints senior Fatah official Mohammed Shtayyeh prime minister, replacing outgoing prime minister Rami Hamdallah. Abbas calls on Shtayyeh to form a new government that can work toward reuniting Gaza and the West Bank and prepare for a new round of elections. Meanwhile, PA finance minister Shukri Bishara announces that the PA will only be paying 50% of its civil servants’ salaries for 2/2019 due to budget constraints stemming from Israel’s decision to withhold a fraction of the tax revenues transferred monthly to the PA. Hours after the Israeli Air Force bombed several Hamas sites across Gaza, Israeli prime minister Benjamin Netanyahu says that Hamas should not expect Israel to abstain from a full-scale assault on Gaza because there is an Israeli election coming up on 4/9. “I suggest to Hamas—don’t count on it,” he adds. “We will do everything necessary to restore security and quiet to the area adjacent to the Gaza Strip and to the south in general.” (TOI 3/10)

In response to an Israeli television personality saying that Israel is a country for all its citizens, Israeli prime minister Netanyahu says that Israel is a state for Jews alone. “Israel is not a state of all its citizens. According to the Nation-State Law that we passed, Israel is the nation-state of the Jewish People—and them alone.” (HA 3/11)

PA minister of finance Shukri Bishara says that the PA intends to pay all its employees on time in the coming months, but that some of the higher salaries might be reduced due to the 2/17 Israeli decision to make deductions from the monthly transfers of tax revenues to the PA. “We are coming on difficult days in the coming weeks, and we will handle the issue of salaries as wisely and fairly as possible,” he says. Hosen L’Yisrael Party chair Benny Gantz and Yesh Atid Party chair Yair Lapid announce that they have agreed to run on a joint ticket ahead of the Israeli election on 4/9. Under their agreement, Gantz would serve as prime minister for two and a half years, then Lapid would take over the top job. Gantz is widely seen as Prime Minister Benjamin Netanyahu’s top challenger in the election, and this agreement is expected to strengthen his chances of becoming the next prime minister. Two days after Israel’s security cabinet ordered a deduction to the monthly transfers of tax revenues to the PA, PA president Mahmoud Abbas says, “We reject the tax, we don’t want it.” The deductions are set to total NIS 502,697,000 (approximately $138 million), which is purportedly equal to the amount that which the PA distributes in stipends to Palestinians imprisoned in connection with serious crimes against Israelis and the families of Palestinians killed in connection with such crimes. The monthly transfers of tax revenues typically total NIS 800 million (approximately $220 million), which amounts to about a third of the PA’s budget. “Frankly, if we are left with only 20 or 30 million shekels, which is the sum paid to families of martyrs, then we will pay them to the families of martyrs,” Abbas adds. On the 2d day of a Middle East security conference in Warsaw, U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner says that the Trump administration’s long-awaited plan for Palestinian-Israeli peace will require compromises of both sides. “We hear Jordan, Saudi Arabia, and Israel and we understand that there is a chance,” he adds. “They do a better job than me to explain why there is a reason to be optimistic.” Kushner also says that the Trump administration’s plan is not based on the Arab Peace Initiative. “I think it was a great initiative, in 2002 when it was done, but it hasn’t produced peace.” After meeting with Israeli prime minister Benjamin Netanyahu, U.S. secretary of state Mike Pompeo says that “stability in the Middle East” won’t be achieved “without confronting Iran.” Netanyahu’s office later leaks a video recorded during a closed session in Warsaw on 2/13 depicting several Arab foreign ministers downplaying the Palestinian-Israeli conflict in relation to Iran in terms of issues threatening the security of the Middle East. After the exchange of violence along Gaza’s border on 1/22, Israeli prime minister Benjamin Netanyahu threatens to escalate the IDF’s response if the shootings continues. “The response will be destructive and very painful, and we are ready for any scenario and escalation,” he adds. Later, Israel’s security cabinet meets to discuss the situation, and they decide to allow the transfer of $15 million in Qatari funds into Gaza within 24 hours. The entire cabinet reportedly supports the move. Netanyahu suspended the transfer for a 2d time on 1/22.
