In the West Bank, al-Ibrahimi Mosque was closed to Muslim worshipers due to Israeli restrictions during the Jewish Sukkot holidays. Israeli settlers with military escort toured Solomon’s Pool south of Bethlehem, closing the area for Palestinians. Elsewhere, near Nablus, Israeli settlers and military escort toured Joseph’s Tomb, leading to confrontations with Palestinians; 51 Palestinians were injured including 3 by live ammunition, 14 by rubber-coated bullets and others suffered tear-gas related injuries. 1 Palestinian was shot after allegedly ramming his car into an undercover Israeli officer’s car in al-Am‘ari refugee camp. Israeli forces violently dispersed a protest in Turmus ‘Ayya, injuring 2 with rubber-coated bullets and others with tear gas. Israeli forces shot and injured 2 Palestinians trying to enter Israel for work near Jenin. 9 Palestinians were arrested, including 8 during raids in al-Am‘ari refugee camp, Jaba, ‘Azun, Anabta, and Bayt Awa; the Palestinian accused of ramming his car into the undercover Israeli officer’s car was also arrested. In East Jerusalem, hundreds of Israeli settlers attacked Palestinians and Palestinian-owned property in Issawiyya; Israeli forces arrested 7 of the perpetrators. Some 400 Israeli settlers also toured the Haram al-Sharif compound. Off the coast of Gaza, Israeli forces opened fire and used water hoses on Palestinian fishermen 3 nautical miles northwest of Gaza City, causing damage but no injuries were reported. In the West Bank, armed Israeli settlers threatened Palestinians harvesting olives to leave their own land near Tulkarm. In East Jerusalem, Israeli forces forced Muslim worshippers to leave the Haram al-Sharif compound to make way for Israeli settler tours. Israeli forces also detained 6 Palestinians present at the compound for questioning and 7 Palestinians were issued an order not to enter the compound for 15 days. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles from Rafah; no injuries were reported. The PA finance ministry announced that the PA civil servants who had received less in wages in April, May, and June due to Israel withholding PA tax revenue would receive the unpaid dues on 10/17. Payments not received from July, August, and September would be paid as additions to their salaries in the next 3 months. (WAFA 10/14)

In the West Bank, al-Ibrahimi Mosque was closed by Israeli authorities for Palestinians from midnight to 10 p.m. 5 Palestinians were arrested, including 3 during late-night raids in and around Bethlehem; 1 was arrested at a flying checkpoint near Salfit; and 1 near al-Ibrahimi Mosque for allegedly carrying a knife. In East Jerusalem, 4 Palestinians were arrested during late-night raids in Issawiyya. Some 400 Israeli settlers, including Israeli minister of agriculture Uri Ariel, toured the Haram al-Sharif compound; Muslim worshippers were forced to leave al-Aqsa Mosque. The Palestinian man who was hospitalized after allegedly being severely beaten during interrogation by the Shin Bet on 9/29 was reported to have suffered broken ribs and kidney failure after the interrogation. The Israeli ministry of justice said it had launched an investigation into whether the Shin Bet interrogators had used “excessive force.” (HA, WAFA 9/29; AJ, HA, WAFA 9/30)

Israeli authorities imposed a closure of all entries in and out of the West Bank and Gaza for Jewish New Year celebrations. The closure will last through 10/1. (WAFA 9/29)

The German city Aachen withdrew a $10,900 prize given to the artist Walid Raad because of Raad’s support for the Boycott, Divestment and Sanctions movement. Aachen’s mayor said in a statement, “According to research, we have to assume that the designated prizewinner is a supporter of the BDS movement and has been involved in various measures for the cultural boycott of Israel.” (ARTnews 10/1)

In the West Bank, Israeli forces took measurements for possible demolition of the houses in Bayt Kahil belonging to the 2 Palestinian suspects for the killing of the Israeli settler on 8/8. They also arrested 1 Palestinian in Hebron during a late-night raid. In East Jerusalem, clashes between Muslim worshippers and Israeli forces erupted after morning prayers at the Haram al-Sharif compound on Eid al-Adha. 61 Palestinians were wounded, including 15 who were taken to nearby hospitals. 4 Israeli officers were lightly wounded, and 7 Palestinians were arrested. 1 Palestinian woman was also attacked by an Israeli man after leaving the compound; the Israeli man was then beaten by a Palestinian bystander. Following the clashes, hundreds of Israeli Jews entered the Haram al-Sharif compound with police escort. In Gaza, 1 Palestinian man was killed by Israeli forces in the vicinity of the Gaza fence; according to media reports, the man was armed. Israeli forces also bombed targets near Bayt Hanun. In the West Bank, Israeli forces violently dispersed the weekly anti-settlement demonstrations in Kufr Qaddum and Qalqilya; no injuries were reported. In Halhul north of Hebron, clashes erupted between Israeli forces and Palestinian residents during a raid; 3 Palestinians were injured by rubber-coated bullets. At the Allenby Bridge, 1 Palestinian returning from Jordan was arrested. Israeli forces also arrested 1 Palestinian during a daytime raid in Bayt Fajjar. Israeli settlers attacked Palestinians and Palestinian-owned property around Hebron. East of Yatta, settlers sprayed racist graffiti and set fire to hay bales. Settlers also threw stones and glass bottles at Palestinian-owned vehicles on a road east of Hebron. They also threw stones at 2 Palestinian-owned homes in Tuqu‘ and Nahalin near Bethlehem; in the incident in Tuqu‘, 1 vehicle also sustained damage. In protest over the possibility that Israeli police would allow Israeli Jews to commemorate Tisha B’Av on the Haram al-Sharif compound on the same day as Eid al-Adha, the Islamic Waqf called on Muslims to attend a mass service on the compound on 8/11—the day of Eid al-Adha—and announced that all mosques in the Old City would be closed except Al-Aqsa Mosque. In the West Bank, 10 Palestinians were reported arrested by Israeli forces. In East Jerusalem, clashes between Israeli police and Muslim worshippers erupted after 120 Israeli settlers toured the Haram al-Sharif compound on the Israeli-celebrated Jerusalem Day, which included a flag march through the Old City. 1 Palestinian was injured with a head injury after being beaten by Israeli police and others suffered from tear gas inhalation. The march also left much of East Jerusalem closed to Palestinians. 40 Palestinians were arrested during late-night raids and throughout the day. The Israeli state comptroller criticized the Israeli and Jerusalem authorities for neglecting social services in East Jerusalem such as garbage disposal and street cleaning. The state comptroller also criticized the waiting time for East Jerusalem Palestinians seeking Israeli citizenship. (HA 6/2)

An Israeli police officer was charged with fracturing the leg of a Palestinian citizen of Israel and assaulting 7 others detained at a demonstration in Haifa in 2018. (HA 6/2)

Israel struck targets in Syria for the 2d day in a row. 2 people were reportedly killed and 2 others injured when Israeli missiles hit buildings at a Syrian military base in Homs. (HA 6/3; HA 6/4)

Egyptian president Abdel Fattah al-Sisi said of the still-unannounced U.S. peace plan that Egypt would not accept terms against Palestinian wishes. (HA 6/3)

U.S. president Donald Trump said of Israeli prime minister Benjamin Netanyahu’s failure to form a government that he is “not happy” with the outcome and that Israeli politicians “should get their act together.” (HA 6/3)

U.S. special adviser and son-in-law to President Donald Trump Jared Kushner said, when asked if he believed that Palestinians were capable of governing themselves, that “we’ll have to see. The hope is that they, over time, will become capable of governing.” Kushner would also not confirm if the U.S. peace plan includes 2 states. “I do think they should have self-determination. I’m going to leave the details until we come out with the plan.” (AJ 6/3)

In the West Bank 1 Palestinian teen was killed by Israeli forces at a checkpoint east of Bethlehem. Another Palestinian was wounded in the incident. 4 Palestinians were injured by Israeli forces using rubber-coated bullets during the weekly anti-settlement protest in Kafr Qaddum; other Palestinians suffered from tear gas inhalation. In East Jerusalem, 1 Palestinian man was killed by Israeli forces after an alleged stabbing attack in the Old City. 2 Israelis were reported to be wounded by the Palestinian. Thousands of Muslim worshippers prayed at the Haram al-Sharif compound for the last Friday of Ramadan. Males between 13 and 40 were prohibited from entering East Jerusalem from the West Bank. In Gaza, at least 7 Palestinians were injured by live ammunition and rubber-coated bullets fired by Israeli forces at protesters during the weekly Great March of Return demonstrations. In the West Bank a 15-year-old Palestinian boy was pepper-sprayed and assaulted by Israeli forces at a flying checkpoint near Jenin. In East Jerusalem, thousands of Muslim worshippers attended prayers on the Haram al-Sharif compound for the 3d Ramadan Friday prayers. Males between the age of 13 and 40 were not allowed to enter East Jerusalem from the West Bank. Israeli forces fired tear gas canisters at a group of Palestinians seeking to reach East Jerusalem, causing tear-gas suffocation. (QUDS, WAFA, WAFA 5/24)

In the West Bank, 3 Palestinians were arrested by Israeli forces during late-night raids in and around Ramallah and Bethlehem. In East Jerusalem, Israeli police forcefully evicted hundreds of Muslim worshippers from the Haram al-Sharif compound. In Gaza, 1 Palestinian was injured by Israeli forces opening fire on a group of Palestinians east of Khan Yunis. Also in Gaza, a 5-year-old Palestinian girl died shortly after returning to her parents following surgery for brain cancer in Jerusalem. In the West Bank, Israeli forces prevented Palestinians from making a road to their agricultural land east of Nablus. Elsewhere in the West Bank, Israeli forces arrested 11 Palestinians in and around Jenin, Nablus, Qalqilya, and Bethlehem. The raid in Jenin triggered confrontations with local Palestinians, wounding 3 of them; 2 from live ammunition, and 1 from being hit by an Israeli military vehicle. Others suffered from tear gas inhalation. An additional 13 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, Ramallah, and Jenin. Israeli settlers chopped down dozens of Palestinian-owned almond trees near Nablus. In East Jerusalem, Israeli police evicted Muslim worshippers from the al-Aqsa Mosque for the 3d day in a row. Israeli settlers with military escort also stormed the Haram al-Sharif compound to perform prayers. In Gaza, Israeli forces made incursions to level land east of Bayt Hanun. The Israeli civil administration approved 2 roads to isolated Israeli settlements in the West Bank. The construction of the roads requires the Israeli government to seize 807 dunams (200 acres) of Palestinian-owned land. The construction is scheduled to start in July. (HA 5/13)

A Qatari envoy headed by Mohammed al-Emadi arrived in Gaza to hold meetings with UN envoy Nickolay Mladenov and Hamas chief Ismail Haniyeh about the transfer of $30 million in aid. (HA 5/13)

Israeli president Reuven Rivlin granted Prime Minister Benjamin Netanyahu 2 additional weeks to form the next government. The extension allows Netanyahu until 29 May to form a government. (JPOST, TOI 5/13)

PLO executive committee member Hanan Ashrawi wrote on Twitter that her U.S. visa application had been rejected without any reason. In February, U.S. special representative for international negotiations Jason Greenblatt invited her to meet him at the White House as Ashrawi and Greenblatt exchanged tweets about the U.S. peace plan. In the West Bank, 1 Palestinian child was injured by a rubber-coated bullet fired by Israeli forces at the weekly anti-settlement protests in Kafr Qaddum near Qalqilya; other protesters suffered from tear gas inhalation. In East Jerusalem, 2 medics from the Palestinian Red Crescent were assaulted by Israeli police near the Lions’ Gate while treating a patient. On the 1st Friday of Ramadan, some 180,000 Muslim worshippers were reported to have been praying in and around the Haram al-Sharif compound for Friday prayers. In Gaza, Israeli forces killed 1 Palestinian using live ammunition and injured another 32 during the Great March of Return protest. This brings the death toll stemming from the Great March of Return to 221. Israeli forces injured 1 Palestinian farmer using live ammunition while he was working his land east of Gaza City. Israel reopened the Gaza fishing zone and expanded it to 12 nautical miles in the southern half off Gaza’s shore and 6 nautical miles off the northern half. A Jerusalem court ordered the eviction of Israeli settlers from a Palestinian home in Hebron that was acquired by the Israeli settlers on forged documents. The Palestinian family’s home was taken over by settlers in 2005 and the legal proceedings were ongoing since 2007. The Israeli settlers appealed the court’s decision which also stipulated that the settlers must pay the Palestinian family $161,000. Elsewhere in the West Bank, Israeli forces sealed off the al-Ibrahimi Mosque for Muslim worshippers in preparation for Passover celebrations. Israeli forces also arrested 18 Palestinians during late-night raids in and around Bethlehem, Hebron, Jenin, Salfit, and Ramallah. In the raid near Jenin, Israeli forces fired tear gas, causing dozens of residents to suffer from tear gas inhalation. In East Jerusalem, 170 right-wing Israelis, led by Minister of Agriculture Uri Ariel, stormed Haram al-Sharif with Israeli police escort. In Gaza, a prosthetic hospital was inaugurated to help the many Palestinians in Gaza who have lost limbs. The hospital’s expenses are covered by the Qatar Fund for Development. A day after Israel denied access of Christian Palestinians in Gaza to the West Bank and East Jerusalem for Easter celebrations, Israeli authorities reversed its position, allowing 500 Christians to enter the West Bank and East Jerusalem. Elsewhere in Gaza, Israeli forces opened fire against Palestinian farmers near Rafah and on Palestinian fishermen off the coast of Rafah; no injuries were reported. Israeli forces demolish a Palestinian home and dismantle 3 Palestinian makeshift residential structures south of Hebron. Unidentified assailants open fire on an Israeli settler bus near Salfit, causing minor damage. Israeli settlers throw stones at Palestinian vehicles near Nablus, damaging several. In East Jerusalem, Israeli forces arrest a Muslim worshipper and an Islamic Waqf guard at Haram al-Sharif. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries (2 fishermen are detained). Along Gaza’s border, hundreds of Gazans gather near al-Bureij refugee camp to set tires on fire, throw stones, and otherwise continue the Great March of Return late at night. After unidentified Gazans fly an incendiary balloon into southern Israel, the Israeli Air Force conducts an air strike near the protesters near al-Bureij refugee camp, causing damage. Meanwhile, Israeli forces conduct a limited incursion to level land near Gaza City and open fire on Palestinian farmlands near Khan Yunis, causing no major damage. In the West Bank, IDF troops violently disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya and Bi‘lin near Ramallah; 1 Palestinian is injured. IDF troops also shoot and injure 5 Palestinians during clashes sparked by an IDF patrol in Jalazun refugee camp near Ramallah. IDF troops also patrol near Hebron, Nablus, and Qalqilya. The organizing committee behind the Great March of Return announces that today’s planned demonstrations along Gaza’s border have been cancelled in light of the extensive Israeli air strikes in Gaza last night. This brings the death toll stemming from the Great March of Return to 205. The also disperse Palestinians, Israelis, and international activists at Friday protests against the Israeli occupation in al-Mughayyir near Ramallah (3 Palestinians are injured); arrest 4 Palestinians during late-night raids near Qalqilya, Tulkarm, Jenin, and Jericho; and patrol near Jenin, Nablus, and Hebron. Israeli settlers uproot 200 olive tree seedlings from a Palestinian grove near Hebron. In East Jerusalem, hundreds of Palestinians gather at Haram al-Sharif to protest the recent Israeli incursions at the sanctuary. Ahead of the mid-day prayer, Muslim leaders lead the protesters into the al-Rahma Gate area of the sanctuary for the first time since 2003. In the West Bank, Israeli forces carry out the punitive demolition of a Yatta-area apartment belonging to a Palestinian who stabbed and killed an Israeli settler on 9/16/18. The demolition sparks clashes in the Hebron-area village; there are no reported injuries. IDF troops patrol near Hebron and Bethlehem. In East Jerusalem, 3 days after Muslim worshippers blocked an Israeli police officer wearing a yarmulke from entering Haram al-Sharif, Israeli forces enter the sanctuary in force. Their presence raises tensions for several hours, but they eventually leave without incident. Off Gaza’s coast late at night, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries (1 fisherman is arrested and his boat is confiscated). Haaretz reports that the Israeli authorities are planning to decide whether or not to allow the next tranche of Qatari money into Gaza after the planned protests along Gaza’s border fence on 1/18. Some foreign diplomats are reportedly concerned that any further delay in the transfer of $15 million could spark another escalation of violence. One senior Hamas official says that Israeli prime minister Benjamin Netanyahu suspended the transfer because it wouldn’t help his chances in the upcoming 4/9 election. “The transfer of the Qatari money does not serve him well at the moment,” the official adds. “He will try or is trying to extort something from Hamas. At the end of the day, the continued pressure on the Gaza Strip could blow up in Netanyahu's face.” (HA 1/17)

A former USAID official confirms that the agency is planning to end all of its projects and programs in the West Bank and Gaza on 1/31, calling it “another example of the end of the 2-state solution.” The move comes after the Trump administration slashed several Palestinian aid programs in 2018. It specifically stems from the implementation of the Anti-Terrorism Clarification Act (see *S. 2946 of 5/24/18 at congressionalmonitor.org), which President Trump signed on 10/3/18 and which forced the PA to either accept liability in certain areas or reject U.S. aid. In the West Bank, Israeli forces deliver stop-work orders to a Palestinian house, water well, and barn under construction in Yatta village near Hebron. IDF troops assault and lightly injure a Palestinian at a checkpoint north of Ramallah. They ultimately let him pass through when they fail to find weapons in his vehicle. IDF troops also arrest 23 Palestinians and issue 5 arrest summons during late night-raids near Hebron, Ramallah, Nablus, Jenin, and Bethlehem; and patrol near Jenin, Hebron, and Ramallah. In East Jerusalem, Muslim worshippers block an Israeli police officer wearing a yarmulke from entering the Dome of the Rock at Haram al-Sharif. The worshippers then barricade themselves inside the building, sparking a minor confrontation; 1 Islamic Waqf official lightly injured and 4 Waqf guards are arrested. Later in the day, Israeli forces temporarily block Muslim worshippers from entering the sanctuary. Meanwhile, Israeli forces arrest 2 Palestinians during raids in Silwan. Outgoing IDF chief of staff Gadi Eisenkot tells Israel’s Army Radio that he “can say with confidence that we found all Hezbollah tunnels infiltrating into Israel.” Eisenkot’s comments come one day after the IDF announced the end of Operation Northern Shield and 2 days after the discovery of a 6th Hezbollah tunnel in the context of that operation.
