In the West Bank, Israeli forces demolished a water line and irrigation network in ‘Ayn al-Bayda in the Jordan Valley. Israeli forces also arrested 7 Palestinians during raids in and around Bethlehem and Qalqilya. In East Jerusalem, 1 Palestinian was arrested near Bab al-Rahma on the Haram al-Sharif compound. It was reported that he was injured and hospitalized during the arrest. In Gaza, Israeli forces made 2 incursions to level land east of al-Buraij refugee camp. (WAFA, WAFA 8/7; PCHR 8/8)

PA foreign minister Riyad al-Maliki announced that Nicaragua will be opening an embassy in Palestine and that a Nicaraguan citizen of Palestinian decent will be the ambassador to Palestine. (WAFA 8/7)

In the West Bank, Israeli forces seized 3 barracks and a water pump generator in Za’atra near Bethlehem. Israeli forces also handed demolition notices to several families in Qalandia. 2 Palestinians were arrested during late-night raids in Jenin. In East Jerusalem, a Palestinian man was killed by Israeli policemen in Issawiyya. The policemen said after the incident that they shot the man because he was lighting firecrackers in their vicinity. Other Palestinians were injured by rubber-coated bullets during the incident. Earlier in the day, Palestinians and Israeli activists were protesting the Israeli raids that have occurred in Issawiyya in the past 3 weeks. At least 5 Palestinians were arrested in East Jerusalem, including 4 in Wadi al-Juz. In Israel, Israeli officials reported 17 fires allegedly ignited by incendiary balloons launched from Gaza. PA president Mahmoud Abbas met with Chilean president Sebastián Pinera who was in Palestine on an official visit. Israeli forces also arrested PA Jerusalem affairs minister Fadi al-Hadami, who had accompanied President Pinera to the Haram al-Sharif compound on 6/26. (WAFA 6/27; HA 6/30)

In the West Bank, Israeli forces raided a school southwest of Jenin and seized construction equipment and a tractor. Israeli forces also closed the Huwwara checkpoint for the 1st of 2 days coinciding with the Bahrain workshop. In several places throughout the West Bank, Palestinians protested the Bahrain workshop. Israeli forces arrested 13 Palestinians during late-night raids in and around Ramallah, Tulkarm, Jenin, and Hebron. During a raid near Ramallah, several Palestinians were injured by rubber-coated bullets as they were protesting the Israeli incursion. A carpentry store was also damaged by Israeli forces during the incursion. In Bayt Umar, Israel forces prevented utility workers from working on the electricity network and seized a crane and a vehicle. In East Jerusalem, Israeli municipal workers tore down a protest tent set up by Palestinians protesting the Israeli planned demolitions of a number of buildings in Silwan. In Gaza, Israeli authorities halted transfers of fuel to the Gaza power plant indefinitely, citing incendiary balloons. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishing boats and detained 3 Palestinian fishermen within the permitted fishing area. 3 Palestinians were injured by live fire east of Bayt Hanun. Charges against a Palestinian man accused of raping a 7-year-old girl in an Israeli settlement in the West Bank was dropped after an Israeli court found that there was not enough evidence tying the man to the rape. The Israeli military prosecution was criticized for their handling of the investigation and an Israeli army spokesperson said that the military would launch a probe into the investigation. The U.S.-sponsored Bahrain workshop on Middle East economic development, dubbed the Peace to Prosperity, began for the 1st of 2 days. Despite focusing on the economic element of peace between Palestine and Israel, neither country was represented at the workshop. The U.S. peace team intends to raise $50 billion in contributions for economy development in Palestine and for its neighbors. A spokesperson for PA president Mahmoud Abbas said that the Arab Peace Initiative from 2002 was a red line that could not be redrafted if a peace plan was to be executed. The comments followed U.S. special adviser and son-in-law to President Donald Trump Jared Kushner’s comments to Al-Jazeera that a peace deal would need to be found “somewhere between the Arab peace initiative and between the Israeli position.” (WAFA 6/25; HA 6/26)

In the West Bank, 10 Palestinians were reported arrested by Israeli forces. In East Jerusalem, clashes between Israeli police and Muslim worshippers erupted after 120 Israeli settlers toured the Haram al-Sharif compound on the Israeli-celebrated Jerusalem Day, which included a flag march through the Old City. 1 Palestinian was injured with a head injury after being beaten by Israeli police and others suffered from tear gas inhalation. The march also left much of East Jerusalem closed to Palestinians. 40 Palestinians were arrested during late-night raids and throughout the day. The Israeli state comptroller criticized the Israeli and Jerusalem authorities for neglecting social services in East Jerusalem such as garbage disposal and street cleaning. The state comptroller also criticized the waiting time for East Jerusalem Palestinians seeking Israeli citizenship. (HA 6/2)

An Israeli police officer was charged with fracturing the leg of a Palestinian citizen of Israel and assaulting 7 others detained at a demonstration in Haifa in 2018. (HA 6/2)

Israel struck targets in Syria for the 2d day in a row. 2 people were reportedly killed and 2 others injured when Israeli missiles hit buildings at a Syrian military base in Homs. (HA 6/3; HA 6/4)

Egyptian president Abdel Fattah al-Sisi said of the still-unannounced U.S. peace plan that Egypt would not accept terms against Palestinian wishes. (HA 6/3)

U.S. president Donald Trump said of Israeli prime minister Benjamin Netanyahu’s failure to form a government that he is “not happy” with the outcome and that Israeli politicians “should get their act together.” (HA 6/3)

U.S. special adviser and son-in-law to President Donald Trump Jared Kushner said, when asked if he believed that Palestinians were capable of governing themselves, that “we’ll have to see. The hope is that they, over time, will become capable of governing.” Kushner would also not confirm if the U.S. peace plan includes 2 states. “I do think they should have self-determination. I’m going to leave the details until we come out with the plan.” (AJ 6/3)

In the West Bank, 2 Palestinians were arrested by Israeli forces during late-night raids in and around Abu Dis and Hebron. In East Jerusalem, 3 Palestinians were arrested at the Haram al-Sharif compound. In Israel, a Palestinian citizen of Israel was killed by an unknown perpetrator. His death marks the 25th Palestinian citizen of Israel to be killed inside Israel this year. (HA, WAFA 5/29)

The PA announced that civil servants in the West Bank and Gaza would only receive 60 percent of their salaries for May as Israel continues to withhold Palestinian tax revenues. (WAFA 5/28)

The 2 Trump administration officials leading the Middle East peace team, Jared Kushner and Jason Greenblatt, met with King Mohammed VI of Morocco to discuss June’s Palestinian-Israeli peace summit in Bahrain. Kushner and Greenblatt are scheduled to meet King Abdullah of Jordan on 29 May and Israeli prime minister Benjamin Netanyahu on 30 May. (HA 5/28)

U.S. secretary of state Mike Pompeo told a group of Jewish-American leaders at the Conference of Presidents of Major American Jewish Organizations that the U.S. peace plan might be “unexecutable.” He also told the audience that if Israel starts to annex the West Bank, the U.S would consider “What would be the best ways to achieve the outcomes that we think are in America and Israel’s best interests.” Pompeo’s statements were secretly recorded and published in the Washington Post. In the West Bank, 1 Palestinian child was injured by a rubber-coated bullet fired by Israeli forces at the weekly anti-settlement protests in Kafr Qaddum near Qalqilya; other protesters suffered from tear gas inhalation. In East Jerusalem, 2 medics from the Palestinian Red Crescent were assaulted by Israeli police near the Lions’ Gate while treating a patient. On the 1st Friday of Ramadan, some 180,000 Muslim worshippers were reported to have been praying in and around the Haram al-Sharif compound for Friday prayers. In Gaza, Israeli forces killed 1 Palestinian using live ammunition and injured another 32 during the Great March of Return protest. This brings the death toll stemming from the Great March of Return to 221. Israeli forces injured 1 Palestinian farmer using live ammunition while he was working his land east of Gaza City. Israel reopened the Gaza fishing zone and expanded it to 12 nautical miles in the southern half off Gaza’s shore and 6 nautical miles off the northern half. The fishing zone had been completely closed since 5/4. Israel also partly reopened the Kerem Shalom border crossing for commercial traffic. (AJ, HA, MNA, MNA 5/10)

The U.S. department of defense announced that it would send a Patriot missile defense battery and another warship to the Middle East as tensions between Iran and the U.S. have been rising in recent weeks. (DOD 5/10; HA 5/11; AJ 5/12)

The annual report by the Israeli state comptroller showed that Israeli government ministries have neglected housing problems in Palestinian communities in Israel. (HA 5/10)

In the West Bank, Israeli settlers contaminated a water container with poisonous material in Yatta south of Hebron. Elsewhere, in the village of al-Jib, Israeli settlers with military escort stormed an archeological site while closing the main road to the village for 2 hours. In East Jerusalem, Israeli forces escorted some 300 Israeli settlers while touring Haram al-Sharif. Meanwhile, Israeli forces set up checkpoints and roadblocks impeding access for Palestinians in the Old City. In Gaza, Israeli forces opened fire on Palestinian farmers; no injuries were reported. The Israeli foreign ministry announced that Israel would participate in the World Expo in the United Arab Emirates in 2020. Israeli prime minister Benjamin Netanyahu called Israel’s participation an expression of Israel’s “rising status in the world and the region.” (HA 4/27)

A federal judge in Texas temporarily blocked the enforcement of a Texas state law that prohibits boycotting Israel as a condition of public employment. The judge cited the 1st Amendment as a reason for his decision. The ruling comes after 2 federal judges in Kansas and Arizona blocked similar state laws last year. (WP 4/26)  

The Special Coordinator for the Middle East Peace Process Nickolay Mladenov warned in a report that the financial crisis due to Israel withholding 6 percent of the PA tax revenue, and the PA refusing to accept any of the revenue as long as it is not 100 percent, “threatens the stability of the West Bank and the very survival of the Palestinian state-building effort.” (MNA, UNSCO, WAFA 4/25)

In the West Bank, Israeli forces demolished the home in al-Zawiya of a Palestinian accused of killing an Israeli settler and Israeli soldier in March. The Palestinian man was killed by Israeli forces 2 days after the episode. The demolition leaves 6 of the Palestinian’s family members homeless. A confrontation between Palestinian residents and Israeli forces broke out during the demolition and Israeli forces fired tear gas and sound bombs at the Palestinians; no injuries were reported. Israeli settlers with military escort raided the Palestinian town al-Samou near Hebron. Meanwhile, Israeli forces set up checkpoints in al-Thahriya, Yatta, Taffuh, and Hebron. Elsewhere, clashes between Israeli forces and residents ensued in al-‘Arub refugee camp north of Hebron. Israeli forces fired live ammunition and stun grenades; no injuries were reported. In Nablus, 27 Palestinians were injured by Israeli forces escorting some 1,500 Israeli settlers to Joseph’s Tomb; 3 of the injured Palestinians were taken to a hospital. 3 Palestinians were arrested during late-night raids in and around Hebron, Bayt Iksa, and Ramallah. In East Jerusalem, some 500 Israeli settlers and military escort stormed Haram al-Sharif to perform prayers. Israeli authorities also banned 2 Palestinians from Haram al-Sharif for 4 and 6 months. In a meeting with U.S. senators Mitt Romney (R-UT) and Chris Murphy (D-CT) in Ramallah, Palestinian prime minister Mohammed Shtayyeh stressed the importance of U.S. support of a 2-state solution and asked for the U.S. to recognize the State of Palestine and lift the ban on the PLO. (MNA 4/25)

Two days after sealing it, Israeli forces re-open al-Rahma Gate to Haram al-Sharif. A senior Islamic Waqf official says that Jordanian officials were actively engaging with the Israeli authorities to re-open the gate throughout the closure. Later in the day, Israeli forces assault a number of Palestinian protesters congregating outside after the mid-day prayer; 19 protesters are arrested and several are injured. Meanwhile, hundreds of Palestinians gather along Gaza’s border fence to continue the Great March of Return and cheer on approximately 20 Palestinian ships sailing in a symbolic challenge to Israel’s blockade. IDF troops and Israeli naval forces violently disperse the demonstrations; 33 Palestinians are injured. Also off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, Bayt Lahiya, and Jabaliya refugee camp, causing no damage or injuries. In the West Bank, Israeli forces evacuate and dismantle 2 makeshift Palestinian residential structures, 3 sheep barns, and a water tank in the northern Jordan Valley. IDF troops conduct raids in Sabastiya near Nablus, sparking minor clashes with stone-throwing Palestinians; there are no serious injuries reported. They arrest 22 Palestinians and assault a 23d on further raids near Bethlehem, Tulkarm, Nablus, Hebron, Ramallah, Salfit, and Qalqilya; and patrol near Qalqilya, Salfit, Hebron, and Nablus. Two days after Israel’s security cabinet ordered a deduction to the monthly transfers of tax revenues to the PA, PA president Mahmoud Abbas says, “We reject the tax, we don’t want it.” The deductions are set to total NIS 502,697,000 (approximately $138 million), which is purportedly equal to the amount that which the PA distributes in stipends to Palestinians imprisoned in connection with serious crimes against Israelis and the families of Palestinians killed in connection with such crimes. The monthly transfers of tax revenues typically total NIS 800 million (approximately $220 million), which amounts to about a third of the PA’s budget. “Frankly, if we are left with only 20 or 30 million shekels, which is the sum paid to families of martyrs, then we will pay them to the families of martyrs,” Abbas adds. Later, hundreds of Palestinians gather along the border fence near Jabaliya refugee camp to continue the Great March of Return. IDF troops violently disperse them, injuring 3 protesters (1 Israeli soldier is reportedly injured when a Palestinian throws an explosive across the border fence). Israeli artillery then shell 2 Hamas observation posts in the area, causing damage. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Khan Yunis, Jabaliya refugee camp, and Rafah, causing no damage or injuries. In the West Bank, Israeli settlers assault a Palestinian shepherd and steal 2 of his sheep in the northern Jordan Valley. Settlers also assault a Palestinian vegetable vendor in Jenin, causing minor injuries. IDF troops arrest 4 Palestinians during late-night raids in and around Tubas, Hebron, Tulkarm, and Jenin; and patrol near Qalqilya and Hebron. One raid in Tulkarm sparks minor clashes with stone-throwing Palestinian minors; there are no reported injuries or arrests. In East Jerusalem, Israeli police seal al-Rahma Gate leading into Haram al-Sharif. The move reportedly comes in response to certain Palestinian officials praying at the gate last week. In response, a PA spokesperson calls the Israeli decision “arbitrary” and says that it will be “given a priority” in the Palestinian leadership’s discussions in the coming days. Hamas security forces forcibly prevent PA security forces from staffing the Palestinian side of the Kerem Shalom border crossing, according to the PA (Hamas claims that the PA troops left of their own free will). A senior Hamas official says that Hamas is carrying out “necessary security measures.” Sources in Gaza say that Hamas suspects the PA security forces are allowing Israel to transfer espionage equipment into Gaza. Hamas is reportedly demanding that PA staffers in Gaza submit to questioning and background checks. (HA, TOI 2/17)

IDF troops arrest 3 Palestinians during late-night raids near Qalqilya, Jenin, and Nablus; and patrol near Qalqilya and Salfit. In East Jerusalem, right-wing Jewish activists tour Haram al-Sharif in the morning. Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Dayr al-Balah and open fire on Palestinian farmlands near al-Maghazi refugee camp, causing no damage. A senior U.S. official says the U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner is planning to discuss the Trump administration’s long-awaited Palestinian-Israeli peace plan at an international security conference in Warsaw on 2/14. The Trump administration is co-organizing the conference on 2/13–14 and has invited Israel and a number of Arab states to attend (The Palestinians are not invited). A principle focus of the conference is Iran and its influence across the Middle East. In response, PA president Mahmoud Abbas calls for the international community to come together for a peace conference to devise a multilateral mechanism to advance the Palestinian-Israeli peace process. “This is where the European Union and its member states can play an important role alongside the [UN] Security Council,” he says. Abbas also says that the Palestinians will not participate in any peace conference not based on past UN resolutions. (JP 2/5; MNA, WAFA 2/6)

Along Gaza’s border, IDF troops shoot and injure a Palestinian minor approaching the border fence near Khan Yunis. They also open fire on Palestinian farmers and shepherds near Dayr al-Balah and al-Bureij refugee camp, causing no reported injuries. In the West Bank, Israeli settlers assault and lightly injure a number of Palestinian farmers working near Hebron. Israeli forces demolish a number of structures on Palestinian farmland near Bethlehem and seize a tractor from a farm near Tubas. IDF troops arrest 7 Palestinians during late-night raids near Tulkarm, Ramallah, Nablus, and Jenin; and patrol near Qalqilya, Hebron, and Ramallah. An unexploded piece of Israeli ordnance detonates in the northern Jordan Valley, killing 4 Palestinian-owned cows. In East Jerusalem, Israeli MK Yehuda Glick (Likud) leads a group of right-wing Jewish activists on a tour of Haram al-Sharif. Separately, Israeli forces arrest 3 Palestinians during a raid in Hizma. Palestinian ambassador to the UN Riyad Mansour says that the effort to submit the State of Palestine for full membership at the UN is on hold until “obstacles” are no longer in the way, alluding to the U.S. veto at the UN Security Council. Earlier this month, PA foreign minister Riyad al-Maliki said he intended to file the paperwork for another full membership bid before the end of 1/2019. (AP, TOI 1/29)

Israeli prime minister Benjamin Netanyahu announces that his government does not intend to renew the mandate of the Temporary International Presence in Hebron (TIPH), an international civilian group that has been monitoring “efforts to maintain normal life” in Hebron since it was established as part of the Hebron Protocol in 1997. The TIPH’s mandate, which has been renewed every 6 months since then, is set to expire on 1/31. A PA spokesperson calls the move “unacceptable.” “We call on the countries sponsoring this agreement to take a clear stance from this grave Israeli position and to immediately act to pressure the Israeli government to continue implementation of the agreement as agreed and not to treat Israel as a state above the law.” (HA, JP, TOI, WAFA, WAFA 1/28; MNA, TOI 1/29; FMEP 2/1)
