PA prime minister Mohammad Shtayyeh met with a delegation from the Australian parliament, including the speaker, Milton Dick. Shtayyeh called on Australia to recognize Palestine and to pressure Israel to allow Palestinian elections to be held in East Jerusalem. (WAFA, WAFA 7/20)

PLO member Azzam al-Ahmad led a Palestinian delegation to the BRICS summit held in South Africa. The BRICS members, Brazil, Russia, India, China, and South Africa passed a resolution calling for a Palestinian state. (WAFA 7/20)

U.S. senators Bob Menendez (D-NJ) and Jim Risch (R-ID) introduced the Regional Integration and Normalization Act, earmarking funds to countries that would normalize relations with Israel. (MEE 7/21; HA 7/22)

Saudi Arabia signed an agreement to allow all UNESCO member states free access to a World Heritage Committee meeting in Riyadh in September, including Israel. In the West Bank, Israeli forces shot and killed 1 Palestinian woman after she allegedly stabbed and injured 1 Israeli settler in Huwwara. Israeli forces also shot and killed 3 Palestinians and wounded 4 others during a raid in Nablus. The Israeli military claimed that 2 of the Palestinian victims were involved in the killing of 3 Israeli settlers on 4/7. Elsewhere, Israeli forces shot and injured 6 Palestinians and injured others with tear gas during a raid in Bayt Rima. Israeli forces also shot and injured 3 Palestinians during a raid in Nabi Salih. Meanwhile, Israeli forces shot and injured 4 Palestinians with baton rounds and others with tear gas during a raid in Huwwara. Israeli forces also demolished 1 restaurant in al-Walaja. In a speech at the Washington Institute for Near East Policy, U.S. national security advisor Jake Sullivan said that he will meet with Saudi officials in Saudi Arabia to bolster U.S. ties with the country and to work on normalizing relations between the Saudi Arabia and Israel. In the West Bank, 1 Israeli settler was injured in a drive-by shooting on a settler running race near the Ofra settlement. Israeli forces subsequently closed down most roads in the Ramallah area. Israeli settlers blocked the DCO checkpoint and threw stones at a Red Crescent ambulance. Israeli settlers also obstructed traffic on a road between Nablus and Jenin. Israeli forces also issued demolition orders for 2 homes in ‘Ain al-Hilweh and 1 in Nueimeh. 3 Palestinians were arrested during raids in Qalqilya and Tulkarm. In East Jerusalem, Israeli forces raided the Bab al-Rahma area of the Haram al-Sharif compound for the third day in a row. The PA Foreign Ministry said that 190 Palestinians had been evacuated via bus from Khartoum to Gaza via Egypt. The 190 people, mainly students, were evacuated due to the fighting that broke out between the Rapid Support Forces and the Sudanese military last week. (QDS 4/24; QDS, WAFA 4/25)

The PA Ministry of Education said that most teachers had resumed work in Palestinian public schools after striking since the start of the semester. According to the ministry, the PA granted the public school teachers some concessions, including better pay. (WAFA 4/24; QDS, WAFA 4/25)

PA foreign minister Riyad al-Maliki addressed the UN Security Council ministerial meeting on the Middle East and the question of Palestine, calling on its members to help “bring the Nakba to an end.” On the sidelines of the meeting, al-Maliki met with UN secretary-general António Guterres who he briefed on the latest developments and called for accountability for Israel. In a statement celebrating Israel’s 75th Independence Day, U.S. president Joe Biden did not mention the two-state solution or Palestinians but said he would work with Israel to “create a more prosperous, peaceful, and integrated Middle East.” (WH 4/25; HA 4/26)

18 Democratic members of the U.S. House of Representatives and 1 Republican voted against a resolution celebrating Israel’s Independence Day. The resolution did not have any reference to a two-state solution or to Palestinians but instead lauded normalization efforts. 9 other Democrats did not vote. (HILL 4/25; HA 4/26; QDS 4/27)

In the West Bank, PA forces violently dispersed Palestinians demonstrating against the detention of political prisoners held by the PA in Nablus, leading to tear-gas related injuries. Israeli settlers assaulted Palestinians in Hebron, injuring 2, including 1 minor. Israeli settlers also threw stones at farmers in Lasifer. Elsewhere, Israeli settlers vandalized 14 olive trees in Yasuf. Israeli forces demolished 4 structures in ‘Anata and issued a demolition notice for another in Ein ad-Duyuk at-Tahta, demolished 1 commercial structure in al-‘Awja, demolished 1 house in Kafr ad-Dik, and issued demolition notices for 2 structures in Maeen in the Masafer Yatta area. 15 Palestinians were arrested during late-night raids in Tuqu’, Beit Umar, Bayt Rima, Ya‘bad, and Nablus. In Gaza, Israeli forces made incursions to level land east of Khuza‘a. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen; no injuries were reported. In the West Bank, settlers with military protection toured Joseph’s Tomb in Nablus, leading to a confrontation with Palestinians protesting the incursion; 3 Israelis were shot and injured by Palestinian gunmen, including 1 soldier, and Israeli forces shot and injured 1 Palestinian using live ammunition, 16 others with baton rounds, and 40 were injured with tear gas. Israeli settlers also set fire to Palestinian-owned land planted with grapes and olives in Husan and uprooted some 200 cucumber saplings in Halhul. Israeli forces rammed a motorcycle carrying 2 Palestinians with their car in al-Khader, injuring both. Israeli forces also delivered stop-work notices for 2 houses and 1 agricultural structure in Ma‘in in the Masafer Yatta area. 12 Palestinians were arrested during late-night raids in Ni‘lin, al-Am‘ari refugee camp, Qarawat Bani Hassan, Anabta, Arrabah, Aida refugee camp, and al-Arroub refugee camp. In East Jerusalem, 2 Waqf guards were arrested at the Haram al-Sharif compound; 1 of them was later barred from entering the compound for 1 week. 2 others were arrested at the Bab al-Rahma area of the Haram al-Sharif compound and in Silwan. PA president Mahmoud Abbas spoke to U.S. secretary of state Antony Blinken in a phone call. According to a statement by the PA, the 2 spoke about preparations for president Joe Biden’s upcoming trip to Palestine and Israel later this month. Secretary Blinken also spoke to the soon-to-be Israeli prime minister Yair Lapid, congratulating him on his appointment (see below). (HA, REU, WAFA 6/30; REU 7/1)

The members of the Knesset voted to dissolve the parliament, leading to a new round of Israeli elections on 11/1. Foreign minister Yair Lapid will be prime minister beginning at midnight until a new prime minister is elected. (HA 6/29; AJ, AJ, AP, AX, HA 6/30)

The EU sent a letter to Al Haq and the Palestinian Centre for Human Rights (PCHR), informing the Palestinian rights organizations that it will reinstate EU funding that was cut after Israel alleged that Al Haq had financial ties to the PFLP. The EU anti-fraud agency OLAF did not find any indication that the Israeli allegations were true. The EU suspended funding to Al Haq and PCHR in May 2021. (AJ, HA 6/30; WAFA 7/2; MDW 7/5)

In the West Bank, 9 Palestinians were arrested during late-night raids in Bayt Awa, Beit Umar, al-Twana, Nablus, and Birin. In East Jerusalem, Israeli forces violently dispersed Palestinians at the Damascus Gate plaza, detaining and assaulting 2 and arresting 3 others. An Israeli court ordered a punitive demolition against the family home of 1 Palestinian in Silat ad-Dhahr accused of killing 1 Israeli settler on 20 December 2021. (WAFA 4/7)

3 Palestinian citizens of Israel were indicted on charges of smuggling pistols and hashish from Lebanon into Israel. According to the indictment, the 3 were going to sell the pistols to a man in Hebron. (HA 4/6)

PA prime minister Mohammed Shtayyeh met with 15 conservative members of the UK Parliament in Ramallah. Prime Minister Shtayyeh called on the MP to recognize the State of Palestine, citing the UK’s historical responsibility for the current situation. Shtayyeh also asked the politicians to help facilitate elections being held in Jerusalem. (WAFA 4/6)

The 6 Palestinian rights organizations deemed terrorist organizations by Israel in October 2021—al-Haq, Addameer, Bisan Center for Research and Development, Defence for Children International – Palestine, the Union of Palestinian Women’s Committees, and the Union of Agricultural Work Committees—issued a joint statement calling for international help to have their terror designations rescinded. The organizations said that verbal condemnation of the designations had not helped their situation. (AHQ 4/6; MDW 4/12)

Idit Sliman of Yamina said she would leave the Israeli government coalition after striking a deal with former prime minister Benjamin Netanyahu. Sliman’s departure from the coalition ended the coalition’s majority in the Knesset that is now split 60-60. Sliman commented that “the time has come to form a national, Jewish and Zionist government.” Sliman was promised, by Netanyahu, the role of health minister if he wins the next election. Joint List chairperson Ayman Odeh rejected calls for him and his party to join the government to restore the majority, saying that “we will not be a lifeline for [Prime Minister Naftali] Bennett and [Interior Minister Ayelet] Shaked.” (AJ, ALM, AX, CNN, GDN, HA, HA, HA, WSJ 4/6; MDW, TOI 4/7)

In the West Bank, Israeli settlers raided Khirbet Zanuta, assaulting Palestinians and causing damage to houses. Israeli settlers also seized an old Jordanian army building in Arab al-Rashayida near Bethlehem. Israeli forces raided the headquarters of the Palestinian Red Crescent in Tubas, firing 29 tear gas canisters at the building, causing tear-gas related injuries and starting a fire. Israeli forces also assaulted a man at the Hamra checkpoint near Nablus. 6 Palestinians were arrested during late-night raids in and around al-Bireh, Jenin, and Tayassir. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters demonstrating against Israeli-planned evictions of Palestinians in Batn al-Hawa, injuring 1 minor before arresting him. Israeli forces also arrested 1 Palestinian for gesturing his middle finger at Israeli forces in the Old City; the man’s lawyer said he was beaten by Israeli police while in detention; it was the 2d man in 2 days arrested for making the gesture. Israel opened an investigation into why Israeli forces shot 1 girl and her father in their house in Shaykh Jarrah on 5/25. The girl was shot in the back with a rubber-coated bullet, fracturing her spine. Her father was hit in his leg and with a stun grenade. 1 Israeli soldier was suspended while the investigation was ongoing. (AP 5/26; HA 5/27)

Israel revoked social and health benefits for 16 Palestinian families in East Jerusalem as a punitive measure because at least 1 member in each family is seen as a political activist for Palestinian rights to live in Shaykh Jarrah or against Israeli attacks on the Haram al-Sharif compound. It was also reported that 11 Palestinian residents of East Jerusalem were placed in administrative detention for periods of 3-6 months. (HA, MEMO, WAFA 5/27)

An Israeli court in Jerusalem postponed making a judgment on the eviction of 86 Palestinian families from their homes in Batn al-Hawa in Silwan. 15 European diplomats were present at the court during the postponement. (AJ, MEE, MEMO, WAFA 5/26; ALM, WAFA 5/27; HA 5/28; AJ 5/29)

Hamas leader in Gaza Yahya Sinwar threatened Israel with a more intense attack if Israel continues to attack the Haram al-Sharif compound. Sinwar also said that Hamas would not touch “a single cent” of international aid for rebuilding Gaza. (AJ, HA 5/26)

U.S. secretary of state Antony Blinken met with Egyptian president Abdel Fatah al-Sisi and other senior Egyptian officials discussing the Egyptian brokered ceasefire between Israel and Hamas. Secretary Blinken also met with Jordanian king Abdullah II in Amman. (AJ, AJ, HA, REU 5/26)

In the West Bank, Israeli settlers used pepper spray on 3 Palestinians at the Wadi Qana nature reserve near Salfit and vandalized 5 vehicles. Israeli forces closed all the entrances to Dayr Nidham, closed roads leading to Ya‘bad with concrete blocks and set up a metal gate, and closed access to 7 villages near Salfit. 17 Palestinians were arrested during late-night raids in and around Kafr Dan, Qabatiya, Ya‘bad, Nablus, Balata refugee camp, al-Twana, Tulkarm, and Ramallah. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Shaykh Jarrah, injuring 1 with a sound bomb. Israel began allowing Jewish worshipers at the Haram al-Sharif compound for the 1st time since the beginning of Ramadan on 4/12; some 250 Jewish worshipers with military escort visited the compound; 9 Palestinians were arrested for protesting the settler incursion. 10 other Palestinians were arrested during raids in Bayt Hanina, al-Tur, and the Old City. In Israel, 1 Israeli woman succumbed to injuries sustained in a fall while seeking shelter on 5/15, raising the Israeli death toll from the Hamas-Israel escalation to 13. PA presidency spokesperson Nabil Abu Rudeineh warned that Israel’s lockdown of Shaykh Jarrah and continued attacks on the Haram al-Sharif compound could lead to an end of the ceasefire, which went into effect on 5/21, and asked the U.S. to intervene to keep the calm. (WAFA 5/23)

Israeli police released a statement saying it had arrested 1,550 people since 5/9 who have taken part in violent and non-violent protest throughout Israel. Over 70% of the people arrested were Palestinian citizens of Israel, prompting Adalah to call it a “war” against Palestinian demonstrators. The Jordanian foreign ministry condemned Israel’s continued violations of status quo agreements in East Jerusalem, specifically the continued raids on the Haram al-Sharif compound and policy reversal in allowing Jewish worshipers at the compound. (WAFA 5/23)

U.S. secretary of state Antony Blinken said that the Biden administration is committed to “giving Israel the means to defend itself,” despite growing calls among democrats and activists to condition U.S. military aid to Israel. (AJ 5/23)

The UN humanitarian coordinator for the Palestinian territories Lynn Hastings said that the UN would launch an urgent appeal to countries to help rebuild Gaza after Israeli air strikes caused massive destruction during the latest escalation, which ended on 5/21. U.S. president Joe Biden said his administration would work with the UN to send humanitarian aid to Gaza in a way that prevents Hamas from benefiting. Israeli defense minister Benny Gantz said he will condition any aid that is not for humanitarian relief on the release of Israeli prisoners and the bodies of 2 Israelis to Israel. Israeli settlers also attacked Palestinians in Burin, demolished parts of a house, and set fields on fire. Israeli forces shot and killed 1 Palestinian child during a late-night raid in Tubas and injured 1 other by running him over. Israeli forces also shot and killed 1 Palestinian during a late-night raid in al-Fawar refugee camp. Elsewhere, Israeli forces shot and killed 1 Palestinian at a checkpoint near Huwwara, claiming he had tried to attack 2 Israeli soldiers. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 2, including 1 with live ammunition. Separately, Israeli forces violently dispersed Palestinian protesters in Yatta, injuring 1 with live ammunition and 2 with rubber-coated bullets. Israeli forces violently dispersed Palestinian protesters in al-Tur, injuring 1 with a rubber-coated bullet; others suffered tear-gas related injuries and 2 were arrested. 6 other Palestinians were arrested during house raids in the Old City, Jabal Mukabir, Silwan, and Shu‘fat. In Gaza, 34 Palestinians were killed, including 6 children, and dozens injured, raising the comprehensive death toll since 5/10 from 30 to 64, including 16 children. The casualties included: 4 in a drone strike on a car east of Bayt Lahiya; 8, including 3 children, in 3 air strikes on apartment buildings in Gaza City; 1 child in an air strike on a butcher in Gaza City; 6 in a drone strike on a car in Gaza city, including 3 inside the car and 3 passersby; 1, and 1 wounded, in another air strike on a vehicle in Gaza City; 1 in an air strike in Khan Yunis; 1 in an air strike on agricultural lands near Khuza‘a; 4, and 2 injured, in a drone strike on Nuseirat refugee camp; 2, and 1 child injured, in an air strike on a liquefied petroleum gas distribution vehicle in Khan Yunis; 2, and 3 wounded, including 1 child, in an air strike on a house in Khan Yunis; 2, and 2 wounded, all children, after a helicopter fired missiles at a gas station in al-Fukhari; and the body of 1 Palestinian was found in rubble near Bayt Hanun, it was assessed that he was killed in an air strike on 5/10; the body of 1 Palestinian was found near a mosque in Rafah, the Palestinian Centre for Human Rights said it was unclear if he had been killed by debris from an intercepted rocket or in an Israeli air strike. Hamas reported that the interior ministry and the passport office along with other government buildings had been hit by Israeli air strikes. Israeli air strikes also demolished 2 high-rise buildings, the 10-story al-Jawhara building, and the 14-story al-Shorouq building, which housed news outlets and other offices, and the headquarters of the interior ministry and UNRWA schools. In Israel, 1 Israeli soldier was killed and 2 injured from an anti-tank missile fired from Gaza and 1 child succumbed to injuries sustained in Sderot, raising the Israeli death toll to 7. Dozens of rockets were also fired at Israel from Gaza, most of them intercepted. A mob of Jewish-Israelis pulled 1 Palestinian-Israeli out of his car and beat him while tv cameras were rolling in Bat Yam; the man was said to be in serious condition. A mob of Jewish-Israelis also raided a number of Palestinian-owned businesses in Tel Aviv, causing severe damage. 1 Jewish-Israeli man was attacked by 5 Palestinian-Israelis in ‘Akka; he was said to be in serious condition. Jewish-Israelis also attacked a tent set up to mourn the death of 1 Palestinian-Israeli who was shot by a Jewish-Israeli on 5/10 in Lydda, throwing stones at the mourners. Elsewhere in Lydda, 1 Jewish-Israeli was shot and injured and 2 more were injured in stabbings, 21 Palestinian-Israelis were injured, including 1 by gunshot. Israeli police announced a nighttime curfew in Lydda from 8 p.m. to 4 a.m. 1 Palestinian-Israeli man was injured when rammed by a car­ and beaten near Or Akiva. 1 Palestinian-Israeli was lightly injured by a mob of Jewish-Israelis while driving in Tiberias. 1 Jewish-Israeli was injured in a stabbing incident in Tamra. A mob of Jewish-Israelis also attacked 1 Palestinian-Israeli in Haifa. The possible kingmaker in the Israeli elections, Ra’am (United Arab List) chairman Mansour Abbas held a press conference, where he told Jewish-Israelis and Palestinian-Israelis to find common ground rather than focusing on the 2 groups’ differences. Benjamin Netanyahu ally and chairman of the Otzma Yehudit (Jewish Power) party Itamar Ben-Gvir said Abbas was trying to portray himself as a “cute bear,” but that he sanctifies infant killers. Jordan sent a letter of complaint to the Israeli foreign ministry condemning the Israeli violation of the status quo of the Jerusalem holy sites. In an interview with CNN, U.S. secretary of state Antony Blinken said he applauded the normalization deals between Israel, the U.S., the UAE, Bahrain, Morocco, and Sudan, and said that peace between Palestine and Israel is far away, saying the 2 need to engage in peace before the U.S. can get involved. Secretary Blinken also said the Biden administration supported a 2-state solution but when asked about whether a Palestinian state would have East Jerusalem as its capital, he said it was part of final status issues, despite saying the U.S. considers Israel’s capital Jerusalem. PA president Mahmoud Abbas met with the president of the World Jewish Congress Ron Lauder in Ramallah. The meeting lasted some 3 hours and Lauder arrived in a Jordanian helicopter. In the West Bank, Israeli forces demolished the home in al-Zawiya of a Palestinian accused of killing an Israeli settler and Israeli soldier in March. The Palestinian man was killed by Israeli forces 2 days after the episode. The demolition leaves 6 of the Palestinian’s family members homeless. A confrontation between Palestinian residents and Israeli forces broke out during the demolition and Israeli forces fired tear gas and sound bombs at the Palestinians; no injuries were reported. Israeli settlers with military escort raided the Palestinian town al-Samou near Hebron. Meanwhile, Israeli forces set up checkpoints in al-Thahriya, Yatta, Taffuh, and Hebron. Two days after Israel’s security cabinet ordered a deduction to the monthly transfers of tax revenues to the PA, PA president Mahmoud Abbas says, “We reject the tax, we don’t want it.” The deductions are set to total NIS 502,697,000 (approximately $138 million), which is purportedly equal to the amount that which the PA distributes in stipends to Palestinians imprisoned in connection with serious crimes against Israelis and the families of Palestinians killed in connection with such crimes. The monthly transfers of tax revenues typically total NIS 800 million (approximately $220 million), which amounts to about a third of the PA’s budget. “Frankly, if we are left with only 20 or 30 million shekels, which is the sum paid to families of martyrs, then we will pay them to the families of martyrs,” Abbas adds. A senior U.S. official says the U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner is planning to discuss the Trump administration’s long-awaited Palestinian-Israeli peace plan at an international security conference in Warsaw on 2/14. The Trump administration is co-organizing the conference on 2/13–14 and has invited Israel and a number of Arab states to attend (The Palestinians are not invited). A principle focus of the conference is Iran and its influence across the Middle East. In response, PA president Mahmoud Abbas calls for the international community to come together for a peace conference to devise a multilateral mechanism to advance the Palestinian-Israeli peace process. “This is where the European Union and its member states can play an important role alongside the [UN] Security Council,” he says. Israeli prime minister Benjamin Netanyahu announces that his government does not intend to renew the mandate of the Temporary International Presence in Hebron (TIPH), an international civilian group that has been monitoring “efforts to maintain normal life” in Hebron since it was established as part of the Hebron Protocol in 1997. The TIPH’s mandate, which has been renewed every 6 months since then, is set to expire on 1/31. The High Planning Committee of Israel’s Civil Administration meets for a 2d day to discuss proposals to expand Israel’s West Bank settlements. Between today and yesterday, they have advanced plans for 2,191 new residences in various settlements, 3 new industrial zones, and the retroactive authorization of 2 illegal settlement outposts. Separately, Israel’s Civil Administration announces plans to put together a new proposal for as many as 2,500 new settler residences at the site of the Givat Eitam outpost near Bethlehem, which is within the municipal boundaries of the Efrat settlement, but not contiguous to any of that settlement’s buildings. Meanwhile, hundreds of Israelis from communities near Gaza gather in central Tel Aviv to protest the government’s response to the recent rocket fire from Gaza. Many call for Netanyahu to resign. Netanyahu, for his part, presents to a group of leaders from the border communities a NIS 500 million (approximately $135 million) plan to support them over the next 2 years. UNRWA commissioner general Pierre Krähenbühl says that the agency has almost entirely made up for the budget shortfall caused by U.S. president Trump’s decision to slash U.S. support for UNRWA earlier this year. He says that UNRWA has raised an addition $382 million, bringing the deficit to just $64 million. “I’ll be very honest in saying, I don’t think many people believed that we would be able to overcome a $446 million shortfall at the beginning of the year,” he says, crediting the EU, Kuwait, Qatar, Saudi Arabia, and the UAE for each upping their pledges of support this year. Israeli defense minister Avigdor Lieberman says that he will not allow any more Qatari-funded fuel transfers to Gaza until all violence along Gaza’s border is “entirely” over. “As long as the violent protests continue on the Gaza border, including the launching of incendiary balloons and kites and the burning of tires near Israeli towns, the fuel and gas for the Gaza Strip will not be renewed.” Lieberman ordered the transfers to stop on 10/12. PA president Mahmoud Abbas addresses the UN General Assembly in New York City, calling on the Trump administration to reverse its recognition of Jerusalem as Israel’s capital, reinstate aid to UNRWA, and oppose Israel’s settlement enterprise. “It is ironic that the [Trump] administration still talks about what they call the ‘Deal of the Century,’” he says. “But what is left for this administration to give to the Palestinian people?" He also calls on Hamas to implement their 12/7/17 reconciliation agreement and give up control of Gaza to the PA. In response, Hamas releases a statement calling Abbas’s speech a “declaration of failure” on the stalled Palestinian reconciliation process. On the sidelines of the UN General Assembly in New York City, U.S. president Donald Trump meets with Israeli prime minister Benjamin Netanyahu. At a joint press conference, Trump says he thinks a “2-state solution will work best.” His statement marks the first time he has publicly expressed a preference for the 2-state solution while in office. Later in the day, Trump says that Netanyahu was “very nice” to him and that a 2-state solution is “more likely,” but that he would be “OK with 1 state, 2 states, whatever they want.” Netanyahu, for his part, tells Israeli reporters that Trump accepts that Israel should retain a military presence in the West Bank even if a 2-state solution is agreed upon. Ahead of PA president Mahmoud Abbas’s planned address to the UN General Assembly on 9/27, Hamas denounces Abbas as an illegitimate representative of the Palestinian people. According to sources close to Hamas’s leadership, the statement stems from the Egyptian delegation’s visit to Gaza last week for talks on the stalled Palestinian reconciliation process. The Egyptians reportedly backed Abbas’s position that there could be no long-term cease-fire with Israel until Hamas and Fatah reconcile and the PA resumes control of Gaza. “Most of the donor countries, including the Arab countries, have adopted this line,” the source says. “So it looks like Hamas is losing the momentum to advance calm on a separate track from reconciliation, and the situation in Gaza is getting worse.” Meanwhile, Hamas security forces summon dozens of Fatah members for interrogation in Gaza. Israel’s security cabinet approves a 40% reduction in the transfer of electricity to Gaza, acquiescing to the PA’s 4/27 request (see JPS 46 [4]). The security cabinet also discusses a proposal to build an artificial island off Gaza’s coast to host a port to facilitate economic growth and alleviate the region’s humanitarian crisis. The Israeli Knesset’s Ministerial Comm. for Legislation approves a bill to deduct from Israel’s monthly transfers of tax revenues to the PA a sum equal to the amount the PA pays to Palestinians convicted of serious crimes against Israelis and their families. The bill is modeled after similar legislation introduced in the U.S. Congress in 2/2017 (see H.R. 1164 of 2/16/2017 and S. 474 of 2/28/2017 at congressionalmonitor.org, as well as H.R. 1164 of 2/16/2017). The EU Foreign Affairs Council endorses the French peace initiative at its monthly meeting in Brussels. The Israeli National Council for Planning and Building approves a plan proposed by the settler organization Elad to build a 16,000 m2 archaeological center in the City of David National Park adjacent to the Old City.
