IDF troops on the Gaza border e. of al-Bureij r.c. fire warning shots at Palestinian farmers approaching the border fence, causing no injuries. In the West Bank, IDF troops conduct late-night raids in Hebron and 1 village each nr. Bethlehem, Ramallah, and Jenin, arresting 5 Palestinians and issuing arrest summons to 3; patrol during the day in 3 villages nr. Ramallah, 2 nr. Jericho, and 1 nr. Jenin. They also violently disperse Palestinian, Israeli and international activists at a demonstration against the Israeli occupation in Kafr Qaddum nr. Qalqilya, injuring 2 Palestinians. Israeli settlers fill an agricultural well with stones and earth nr. Salfit. In East Jerusalem, right-wing Jewish activists assault a Palestinian child outside Haram al-Sharif. Israel’s Justice Min. Ayelet Shaked says that the proposed release of Israeli spy Pollard from U.S. prison in 11/2015 is not connected to Israel’s complaints about the nuclear deal announced by Iran and the P5+1 on 7/14. Meanwhile, U.S. atty. gen. Loretta Lynch says that the Justice Dept. “will not interfere” in Pollard’s case, meaning that she will not seek to accelerate or delay his release beyond the standard parole procedures. In Gaza, the IDF bars a Palestinian journalist from passing through the Erez border crossing, despite the fact that he was issued a permit on 6/20. In the West Bank, Israeli forces demolish 2 Palestinian structures nr. Salfit. IDF troops conduct raids and house searches in 2 villages nr. Ramallah, confiscating property and arresting 3 Palestinians. Israeli settlers spray price-tag graffiti on walls in Tiberius; assault Palestinians in c. Hebron; cut down 70 olive trees nr. Nablus. In East Jerusalem, a Palestinian stabs and seriously injures an Israeli border policeman nr. Damascus Gate of the Old City. The policeman then shoots the Palestinian man multiple times, leaving him in critical condition. Israeli forces consequently raid the Palestinian man’s home nr. Hebron. Israeli forces later clash with Palestinians gathering nr. Damascus Gate and separately with Palestinians leaving Haram al-Sharif; 4 Palestinians are injured. They conduct late-night raids in Silwan, Jabal Mukabir, and Issawiyya, arresting 3 Palestinians. In n. In response to the 6/19 shooting nr. Ramallah and today’s stabbing in East Jerusalem, Israeli PM Netanyahu and DM Ya’alon annul the 6/16 announcement permitting 500 Palestinians to fly abroad via Ben Gurion Airport during Ramadan. Additionally, they instruct the Defense Ministry to revoke the work permits of all Palestinian residents of the village nr. Hebron where today’s perpetrator is from, and say they will consider further punitive restrictions. (HA, TOI 6/22)

In Ramallah, French FM Fabius meets with PA pres. Abbas to discuss the French initiative to restart the Israeli-Palestinian peace negotiations, including a French-drafted UNSC res. Fabius then meets with Netanyahu in Israel to discuss the same issues. Ahead of the meeting, Netanyahu opposes the French initiative, saying “we will forcibly reject any attempt to force upon us international dictates”. (JP 6/17; HA, MNA, NYT, TOI, WAFA 6/21)

The Egyptian govt. announces the appointment of a new amb. to Israel, Hazem Khairat, who will travel to Tel Aviv in the coming mos. Egypt has not had an amb. to Israel since 2012, when Atef Salem was recalled in the midst of Israel’s Operation Pillar of Defense. (HA, YA 6/21)

Israeli mbr. of Knesset (MK) Basel Ghattas (Joint List) announces his plans to join the Freedom Flotilla III, an international activist effort to deliver aid to Gaza and call attention to the Israeli blockade (the flotilla will set sail on 6/25). He calls on Netanyahu and the IDF to allow the flotilla to reach Gaza without their interference. (HA 6/21; MEE, MNA, WAFA 6/22)

Iranian parliamentarians approve amendments to the bill introduced on 6/17 to increase oversight on implementation of any agreement made with the P5+1. The amendments shift oversight responsibilities, and the power to end the deal, from parliamentarians to the Supreme National Security Council, which is chaired by Pres. Hassan Rouhani and controlled by Supreme Leader Ayatollah Khamenei. The bill must still be approved by the parliament and ratified by the Khamenei-controlled Guardian Council to become law. In Israel, Israeli forces demolish the bedouin village al-‘Araqib in the Negev for the 81st time since it was 1st targeted in 2010; detain the head of the Prisoners’ Families Comm. in Jerusalem, Amjad Abu Asab, at Ben Gurion airport where he was on his way to participate in a conference in Turkey. In Gaza, 2 Palestinians are killed in separate incidents in underground tunnels: an Izzeddin al-Qassam Brigades (IQB) mbr. dies in a Hamas-operated tunnel w. of Rafah; and, a man dies of accidental electrocution in a smuggling tunnel also nr. Rafah. In the West Bank, the IDF patrols in 1 village each nr. Tulkarm, Salfit, and Hebron. Israeli settlers destroy 40 olive trees nr. The International Atomic Energy Agency (IAEA) delivers a report on Iran’s nuclear program, concluding that the Iranian govt. is still not fully cooperating though it has largely upheld its obligations under the Joint Plan of Action (JPOA), which governs its negotiations with the P5+1. IAEA officials will discuss these issues with Iranian officials in Tehran on 3/9. (AP, FT, HA, NYT, REU 2/19; REU 2/20)

In the Gaza Strip, Egyptian authorities open the Rafah border crossing for passage in both directions. Civil employees go on a 1-day general strike in protest of the fact that they haven’t been paid a full salary since 6/2, and dozens stage a sit-in protest outside the PA unity govt.’s headquarters in Gaza City. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops violently disperse a peaceful protest outside Ofer detention center nr. Ramallah, injuring 1 Palestinian with live ammunition. Israeli forces demolish 2 homes, a store, and a barn in a village s. of Hebron; deliver 34 evacuation notices to Palestinian families in 2 villages in the Jordan Valley. The IDF also conducts house searches and arrest raids in ‘Askar r.c., Balata r.c., al-‘Arub r.c., as well as nr. Ramallah and Hebron, where they arrest a journalist with al-Aqsa TV; patrols nr. Hebron, Qalqilya, and Salfit. In East Jerusalem, Israeli forces clash with stone-throwing Palestinians in al-Tur and Issawiyya, injuring 2 with rubbercoated metal bullets. They also arrest Palestinians in al-Tur, Issawiyya, and Bab Hettah. Meanwhile, around 40 officials from Israel’s Foreign Affairs Ministry and 30 rightwing Jewish activists tour Haram al-Sharif accompanied by IDF troops. In Israel, Palestinian citizens observe a general strike protesting the killing of 2 Palestinian bedouin men in Rahat by Israeli police. Residents of Rahat continue their strike, which they began on 1/18, and around 200 Palestinians throwing stones clash with Israeli police; 4 Palestinians are arrested. In his annual State of the Union address, U.S. Pres. Obama reiterates his promise to veto any new legislation relating to the sanctions on Iran that would threaten the ongoing negotiations between Iran and the P5+1. (NYT 1/21; HA 1/23)

The IAEA publishes a report on Iran’s adherence to the Joint Plan of Action, which governs its negotiations with the P5+1. It concludes that Iran has not enriched any uranium above 5% or made any “further advances” at the Natanz or Fordow plants, or the Arak reactor. (AP 1/21)

In the West Bank, IDF troops shoot and kill a Palestinian man during a late-night arrest raid in Qalandia r.c. nr. Ramallah. Clashes then break out in the camp, with residents throwing stones and Israeli soldiers injuring around 30 Palestinians with rubber-coated metal bullets and stun grenades. In response to Palestinian youth who were throwing stones and empty bottles at Israeli settlers’ vehicles nr. Nablus, IDF troopssurround a school and fire tear gas into its yard, causing no injuries. Israeli forces deliver stop-work notices in 2 villages nr. Hebron, both of which are outside the Gush Etzion settlement bloc. Shortly after, the soldiers clash with stone-throwing Palestinian youth in the area, dozens of whom suffer from tear gas inhalation. The IDF conducts house searches and arrest raids nr. Bethlehem, Jenin, Salfit, Tulkarm, and Hebron. In East Jerusalem, Israeli forces deliver a demolition order to the Silwan home of the Palestinian man who is suspected of shooting right-wing Jewish activist Yehuda Glick on 10/29 and was killed on 10/30 by Israeli security forces. They had previously delivered an order to punitively demolish the home on 11/19, but the Israeli High Court of Justice froze the order. They also deliver a demolition order to a 19-person residence in the Old City. Separately, Israeli police detain 3 Palestinian children at Haram al-Sharif. Israeli PM Netanyahu meets with U.S. Secy. of State Kerry in Rome to discuss the rival draft UNSC res. being prepared by the Palestinians and the French. Netanyahu opposes both, saying, “We will not accept attempts to dictate to us unilateral moves on a limited timetable.” Kerry then meets with French FM Fabius, UK Foreign Secy. Hammond, German FM Frank-Walter Steinmeier, and EU foreign affairs chief Mogherini in Paris. Separately, Arab League secy.-gen. Nabil Elaraby meets with Fabius in Paris. Fabius hopes to persuade the Palestinians and the Arab League to back the French draft as a compromise, avoiding a U.S. veto. (AFP, HA, MNA, NYT, TOI, YA 12/15)

Iranian and U.S. diplomats hold bilateral talks over Iran’s disputed nuclear program ahead of negotiations between Iran and the P5+1 on 12/17. The 2 sides agreed to a 7-mo. extension to the talks on 11/24. (AFP 12/15)

The IDF continues its ground invasion, as well as air strikes in the Gaza Strip, killing 53 Palestinians, including 8 mbrs. of a single family killed in Bayt Hanun. IDF troops face resistance on the ground, in particular from fighters in al-Qassam Brigades and al-Quds Brigades, with both groups claiming attacks on IDF soldiers and positions inside the Gaza Strip. Palestinians fire more than 40 rockets into Israel, and Iron Dome batteries intercept several over Tel Aviv while 25 land in open areas, with no reports of casualties. In the West Bank, IDF troops shoot and injure dozens of Palestinians in a number of protests in solidarity with Gaza, including at Qalandia checkpoint, outside Ofer prison, in Biddu village nr. Jerusalem, and in Shuqba village nr. Ramallah. The IDF conducts house searches and arrest raids in Hebron at night; patrols in 3 villages each nr. Jericho and Ramallah, and 1 village nr. Salfit in the afternoon. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin). There are no serious injuries, except in Nabi Salih, where 1 is hit by a bullet, and Ni‘lin, where another is hit by a bullet. In East Jerusalem, Israeli security forces clash with Palestinians at Haram al-Sharif, 9 are taken to the hospital, including at least 4 injured by rubber-coated metal bullets. The Israeli security cabinet meets to discuss expansion of the ground operation, with Netanyahu saying that “since there is no way to deal with the tunnels only from the air, our soldiers are doing it now from the ground.” Meanwhile, Pres. Abbas asks France to lobby Hamas’s regional allies Turkey and Qatar to pressure the Palestinian group to accept a ceasefire. French FM Fabius meets Abbas in Cairo after flying out specifically to boost efforts at reaching a cease-fire. Abbas then heads to Turkey for talks with PM Recep Tayyip Erdogan. U.S. Pres. Obama, meanwhile, speaks with PM Netanyahu, underscoring Israel’s right to defend itself, but also stressing the risks of “further escalation.” In New York, the UNSC holds an emergency meeting at the request of Jordan, where it is announced that Secy.-Gen. Ban will head to the region the next day. Separately, EU foreign affairs chief Ashton publishes a statement, saying she is “very concerned” about the violence, “including the resumption of rocket fire into Israel and the Israeli ground operation.” (AP, HA, JP, MNA, REU, YA 7/18)
