Israeli settlers also toured a religious site in Kifl Haris. Israeli forces hit 1 Palestinian minor with a military vehicle during a raid in Beit Furik, causing injuries. Israeli forces also issued a notification that Israel will seize 2 dunams (.5 acre) of land in al-Khader. Elsewhere, Israeli forces shot and injured 1 Palestinian man trying to enter Israel for work at the separation wall near Qalqilya. The Israeli cabinet decided to expand a law allowing Israeli residential communities to choose who can live in the communities and to subsidize land prices in communities with “demographic and security hardships,” as part of the larger policy of Judaizing the Galilee. (HA 6/5; MEE 6/6; WAFA 6/7)

In the West Bank, Israeli settlers blocked a road south of Jenin and threw stones at Palestinian vehicles, causing damage. Israeli settlers also vandalized heavy machinery in Madama. Elsewhere, Israeli settlers raided Burqa, throwing stones at Palestinian homes. Israeli forces seized a vehicle, an electric transformer, and a forklift used by Aqraba municipal workers to rehabilitate and clean a water spring. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli municipal workers demolished commercial structures in Wadi Qaddum. Palestinian citizens of Israel began a 3-day sit-in protest outside of Prime Minister Benjamin Netanyahu’s office calling on the Israeli police to ensure the safety of Palestinian citizens as the murder rate in Palestinian towns and cities continued to rise. (MEE 5/31) 

An Israeli parole committee in Ramle prison said it could not determine if Palestinian prisoner Walid Daqqa was eligible for parole and decided to refer the question to a different committee. The Palestinian Prisoner’s Society called the decision tantamount to killing him given Daqqa’s bone marrow cancer. (WAFA 5/31; MDW 6/4)

U.S. assistant secretary of state for near eastern affairs Barbara Leaf told the Senate Foreign Relations Committee’s Middle East subcommittee that there is “a lot of misreporting and hyperventilation in the press” regarding potential normalization between Israel and Saudi Arabia. In the West Bank, 1 Israeli settler was killed near the Hermesh settlement; the Al-Aqsa Martyr’s Brigades took responsibility, calling it revenge for Israeli attacks on the organization. Israeli forces subsequently closed multiple checkpoints in and around Tulkarm. Israeli settlers raided Jalud, throwing stones and attempting to set fire to a house. When Israeli forces showed up, they violently dispersed Palestinian protesters, injuring 3 with baton rounds. Israeli settlers also threw stones at Palestinian-owned vehicles traveling near Yasuf and Ya’bad. Elsewhere, Israeli settlers erected tents near Deir Istiya. Israeli settlers also vandalized Palestinian-owned vehicles near the Homesh settlement outpost. Israeli forces raided Askar refugee camp, injuring 1 with a baton round and 44 with tear gas. Israeli forces seized 2 bulldozers and 1 tractor in al-Walaja. Israeli forces also issued stop-work orders for 2 homes and 1 water well in the Masafer Yatta area and 8 stop-work orders for homes in Deir Balut. Elsewhere, Israeli forces raided a school in Huwwara, causing tear-gas related injuries. 2 Palestinian minors were arrested during a raid in Silwad. Israeli national security advisor Tzachi Hanegbi told Army Radio that normalization with Saudi Arabia depends on what the U.S. “is willing to pay for a deal.” Regarding reporting that Saudi Arabia wants a nuclear program in return for normalization, Hanegbi said that the “Americans will not advance on this issue with the Saudis without being in close contact with us.” (MEE, REU 5/30; HA 5/31; MEE 6/5; ALM 6/6)

In the West Bank, Palestinian militants opened fire at the Israeli town of Gan Ner from the West Bank, causing light material damage. The Jenin Brigades took responsibility. Israeli settlers threw stones at Palestinian vehicles traveling near al-Lubban ash-Sharqiya. Israeli forces shot and injured 1 Palestinian man with a baton round during a late-night raid in Tulkarm refugee camp. Israeli forces also raided Arrabah, causing tear-gas related injuries. Israeli attorney general Gali Baharav-Miara said she opposed Israeli legislation that would make the Nation State Law the guiding principal for all government decisions, saying that it cannot take precedence over the government’s obligation to treat all citizens equally. (HA, TOI 5/28)

The Knesset Ministerial Committee on Legislation postponed discussing a bill that would deny academic degrees to anyone who waves or displays the Palestinian flag. The bill had received criticism from Attorney-General Baharav-Miara and several Israeli universities. (HA 5/28)

A boat carrying nearly 2 dozen active and retired intelligence officers from Italy and Israel’s Mossad capsized on Lake Maggiore in Italy, resulting in the death of 1 former Mossad agent, 2 Italian intelligence officers, and a Russian woman. It was reported that the remaining Israeli intelligence officers left the country on a military flight without returning their rental cars. It was also reported that at least 10 Mossad agents were on the boat when it capsized and that the gathering was a birthday celebration. In the West Bank, Israeli settlers damaged 5 dunams (1.25 acres) of wheat crops with pesticides in Beit Umar. Israeli settlers also razed land in Burqa, near the Homesh settlement outpost. Initially the Israeli military prevented the work from being carried out, but stopped intervening on the orders of Defense Minister Yoav Gallant. Israeli forces shot and injured 13 Palestinians with live ammunition and arrested 14 during raids in Aqabat Jaber refugee camp, where at least 50 Palestinian homes were raided, including the home of the Jericho governor Jihad Abu al-Assal. Israeli forces also violently dispersed Palestinians protesting a raid in Beit Umar, leading to tear-gas related injuries. Elsewhere, Israeli forces issued stop-work orders for 17 structures in Aqraba. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. U.S. president Joe Biden released a 60-page document on how his administration seeks to combat anti-Semitism. It was feared that the document would adopt the International Holocaust Remembrance Alliance (IHRA) working definition of anti-Semitism. However, the highly controversial definition was only mentioned as being “embraced” by the administration. The IHRA definition is used to stifle criticism of Israel by conflating anti-Semitism with criticism of Israel. (HA, HA 5/25; AP, MEE 5/26; MDW 6/1)

In the West Bank, Israeli settlers with a military escort raided Burqa, attacking Palestinians and setting a barn and olive trees on fire; tear-gas related injuries were reported. Israeli forces demolished 1 house in Dahariya, 1 agricultural structure in Beit Jala, 1 agricultural structure in Hebron, and 1 commercial structure in al-Walaja and razed land in Sur Bahir. A delegation of EU officials met with Sebastia mayor Mohammad Azem to learn about the recent Israeli measures to seize Sebastia’s archeological site. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli authorities demolished 1 house in Jabel Mukaber, displacing 5. 4 Palestinians were arrested during raids in al-Tur and Ras al-Amud. The Hamas-affiliated voting bloc Islamic Wafa won 25 of 51 seats in the Birzeit University student union elections. The election result follows another win by Islamic Wafa on 5/16 at An-Najah National University. (QDS 5/24; HA, MEE 5/25)

3 Israeli soldiers were sentenced for abducting and assaulting 1 Palestinian man before releasing him in a remote area. 2 of the soldiers were sentenced to 60 days in prison while the third was sentenced to 40 days. (TOI, TOI 5/24; AJ 5/25)

The Knesset approved the Israeli government’s 2023-24 budget, which was criticized for heavily favoring ultra-orthodox communities in Israel. Approximately $4 billion is allocated in discretionary funds for ultra-Orthodox and pro-settler parties. The Otzma Yehudit party also said it had been appeased by the allocation of $67 million to Judaize the Naqab and Galilee through the Negev and Galilee development ministry. The EU and U.S. expressed dismay with a bill that the Knesset Ministerial Committee for Legislation was set to debate on 5/28. The bill would impose a 65% tax on non-profits that receive funding from foreign governments while engaging in public advocacy. According to the bill it seeks to curb foreign interference. PayPal shareholders warned the company that they will take action if it does not expand access to the platform to Palestinians in the West Bank and Gaza. At the same time, U.S. congressperson Mark Pocan (D-WI) circulated a letter among his colleagues calling on PayPal CEO Dan Shulman to allow Palestinians equal access to the company’s services. Forensic Architecture released an investigation in cooperation with Adalah on the Tantura Massacre committed by the Israeli army 1 week after the establishment of Israel. In the West Bank, Israeli settlers assaulted 2 Palestinian shepherds with pepper spray in al-Hama. 1 person rammed an Israeli soldier in Huwwara, lightly injuring the soldier. Israeli forces subsequently forced shops in Huwwara to close and set up flying checkpoints in the town. Israeli forces also razed 30 dunams of land planted with onions and eggplant and damaged water pipes in Nu’eima and a tract of land in ‘Asira al-Qibliya. Meanwhile, Israeli forces notified Palestinians in Tell, Jit, and Far’ata that Israel will seize 14.5 dunams (3.6 acres) to expand the Havat Gilad settlement outpost. In East Jerusalem, Israeli national security minister Itamar Ben-Gvir toured the Haram al-Sharif compound, saying in a statement “[a]ll the threats from Hamas will not help them, we are in charge of Jerusalem and all of the land of Israel.” Ben-Gvir did not coordinate the tour with the Islamic Waqf. In response to National Security Minister Ben-Gvir’s tour of the Haram al-Sharif compound, the PA said that he “will not bring about Israeli sovereignty over the complex,” warning that Ben-Gvir may ignite a religious war. The Israeli cabinet held a meeting in the controversial “Western Wall Tunnels” built under the Muslim Quarter of the Old City of Jerusalem. Agreements were made at the meeting to allocate $16 million to the settler organization Western Wall Heritage Foundation and $8 million to the settler organization Elad Foundation. Ahead of the cabinet meeting, Finance Minister Bezalel Smotrich forced through the removal of a discussion of a 5-year plan to improve life in East Jerusalem. Haaretz reported that the members of the Negev Forum will meet in Morocco on 6/25 and that Israel and the U.S. are working to add “an African country with a Muslim majority” to the summit. Israel’s Channel 13 News reported that Morocco, Egypt, Bahrain, and the UAE had asked Israel and the U.S. to change the forum’s name to something not related to Israel. Al Monitor reported that Israeli foreign minister Eli Cohen believed that a breakthrough in Saudi-Israeli normalization can reached before the end of 2023. However, according to Israeli officials Saudi Arabia could demand a settlement freeze and commitments to Muslim control over the Haram al-Sharif compound. In the West Bank, Israeli settlers shot and injured 1 Palestinian shepherd near Madama. Israeli forces shot and injured 1 Palestinian minor near the separation wall southwest of Jenin. Israeli forces also razed land in Deir al-Hatab to expand the Elon More settlement and notified Palestinians in Shufa that Israeli will seize 5 dunams (1.25 acres) of land. In East Jerusalem, Israeli settlers with a police escort marched and assaulted Palestinians in the Old City, Ras al-Amud, and al-Tur, causing injuries and damage to property. Israeli settlers also gathered at the entrances to the Haram al-Sharif compound, chanting provocations at Muslim worshippers for the third day in a row. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen 3 nautical miles west of Gaza City and 5 nautical miles northwest of Khan Yunis; no injuries were reported. In Tel Aviv, Israelis protested for the twentieth week in a row against the government’s planned judicial reform. Police in Berlin arrested 12 people participating in a Nakba Day rally for chanting “From the river to the sea, Palestine will be free.” The demonstration was a small rally of 400 people arranged by Jewish organizations in Berlin because a larger Nakba Day rally was banned by Berlin police, claiming it could lead to “anti-Semitic incitement.” The ban was upheld by a regional court in Germany. In the West Bank, Israeli settlers with a military escort attacked Palestinians at a water spring in Qaryut, leading to tear-gas related injuries. Israeli forces violently dispersed Palestinian protesters in Beita and Bayt Dajan, injuring 14 with tear gas. Israeli forces also violently dispersed Palestinians protesting in Beit Umar, causing tear-gas related injuries. Meanwhile, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3 Palestinians with baton rounds and others with tear gas. Israeli forces also raided Tulkarm, detonating an explosive at a carpentry shop and causing it to burn down. 10 Palestinians were arrested during raids in Tulkarm, Sanur, and al-Mughayyir. In East Jerusalem, Israeli settlers gathered at the entrances to the Haram al-Sharif compound, attacking Palestinians and their property and chanting provocations at Muslim worshippers for the second day in a row. At the 32nd Arab Summit in Jeddah, Syrian president Bashar al-Assad attended for the first time since Syria was suspended from the Arab League in 2011. Ukrainian president Volodymyr Zelenskyy also attended. UNRWA commissioner-general Philippe Lazzarini addressed the attendees, calling on the Arab states to increase their funding for the agency. The Arab states affirmed the centrality of the Palestinian cause to the Arab League in its final communique. In the West Bank, Israeli forces shot and injured 1 Palestinian minor in Aida refugee camp. In East Jerusalem, tens of thousands of Israelis marched through the Old City, including the Muslim Quarter for the so-called Flag March, attacking Palestinians and Palestinian property and yelling genocidal and racist slogans such as “Death to Arabs,” “May your village burn down,” and profanities against the Prophet Muhammad. 3 journalists and 3 Palestinians were assaulted by the marchers. Israeli police also assaulted several journalists, including CNN correspondent Ben Wedeman. The U.S. condemned the behavior at the march as “outrageous and unacceptable.” National Security Minister Itamar Ben-Gvir took part in the march. Thousands of Israeli settlers, including Negev and Galilee development minister Yitzhak Wasserlauf and MKs Dan Illouz, Amit Halevi, and Ariel Kallner toured the Haram al-Sharif compound. Later Israeli forces also prevented the call to prayer before the sunset prayer from al-Aqsa Mosque. In Gaza, Israeli forces violently dispersed Palestinians protesting against the Flag March along the Gaza fence, injuring 5 with baton rounds and causing tear-gas related injuries. The Israeli defense minister Yoav Gallant ordered Israeli Central Command chief Yehuda Funch to authorize entry of Israeli settlers to the Homesh settlement outpost and to grant the Shomron Regional Council a plot of land to create a Yeshiva on. The move was made to prevent Palestinian landowners from successfully appealing to the Israeli High Court of Justice to have the settlers cleared from Homesh and for them to regain access to their land. U.S. State Department spokesperson Matthew Miller said that the U.S. was “deeply troubled” by the Israeli decision, noting that the order contravened promises made by then Israeli prime minister Ariel Sharon in 2004 to the Bush administration and by the Netanyahu government to the Biden administration. The French foreign ministry also condemned the move, saying it contravened commitments made by Israel at the Aqaba and Sharm El Sheikh summits in February and March. According to Axios, Israeli officials had told the Biden administration that Israel does not intend to turn Homesh into a new settlement. Haaretz reported that Israeli finance minister and de facto governor of the West Bank, Bezalel Smotrich, has stressed at closer door meetings that it is Israeli policy to improve infrastructure in Israeli settlements and outposts to prepare for an additional 500,000 Israeli settlers moving to the West Bank. Smotrich also instructed government officials to draw up plans for more checkpoints between Israel and the West Bank for settlers. The U.S. responded to the reporting saying that “we view the expansion of settlement as an obstacle to peace.” The Israeli government later said that Smotrich’s statements did not represent the policies of the Netanyahu-led government. 6 Democratic members of the U.S. House of Representatives held a press conference outside of the Capitol building criticizing the Biden administration and their colleagues for not holding Israel accountable for the killing of Al Jazeera journalist Shireen Abu Akleh last year and for human rights violations against Palestinians in general. The 6 members, Andre Carson (D-IN), Ilhan Omar (D-MN), Rashida Tlaib (D-MI), Jamaal Bowman (D-NY), Betty McCollum (D-MN), and Cori Bush (D-MO), spoke alongside members of Abu Akleh’s family. In the West Bank, Israeli settlers vandalized 1 water well, 120 olive tree saplings, and wheat and barley crops in the Masafer Yatta area. Israeli forces shot and injured 6 Palestinians, including 1 with live ammunition and 5 with baton rounds during a raid in Nablus to clear the area around Joseph’s Tomb for a large settler tour. Israeli forces also demolished 1 agricultural structure in Nabi Ilyas and issued a demolition notice for a commercial structure in Deir Balut. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces demolished 1 residential building in Wadi Qaddum, displacing 50. The subcommittee for settlements under the Higher Planning Committee in the Civil Administration approved 552 housing units for construction in the Givat Ze’ev settlement. The Israeli Ministry of Construction and Housing also issued a tender for the construction of 58 housing units in the planned new settlement Ariel West. (PCN 5/17; WAFA 5/20)

The Knesset approved a preliminary vote to ban flying the flag of a “hostile entity,” including the Palestinian flag. If enacted the flying of the Palestinian flag could be punishable by up to 1 year in prison. The bill will have to pass 3 readings in the Knesset to become law. (QDS 5/17; JDF, MEE 5/18: HA 5/25)

Ahead of the Jerusalem Day march in Jerusalem, Israeli national security minister Itamar Ben-Gvir said that his policy is “to allow the complete freedom of movement for Jews in Jerusalem.” (HA 5/17)

Jordanian member of parliament Imad al-Adwan was charged in a state security court in Amman for smuggling weapons to the West Bank. Al-Adwan was arrested by Israeli forces on 4/22 and later handed over to Jordan. (AP, MEE 5/17)

Israeli Foreign Ministry director general Ronen Levy met with U.S. officials in Washington D.C. to discuss ways to expand the normalization deals the U.S. has been brokering for Israel, particularly the prospect of normalizing ties with Saudi Arabia. Among the U.S. officials were White House Middle East coordinator Brett McGurk, presidential envoy on energy security Amos Hochstein, and White House senior director for African affairs Judd Devermont. Hochstein and McGurk met with Saudi crown prince Mohammed bin Salman on 5/7. Axios also reported that the White House was considering appointing former U.S. ambassador to Israel Dan Shapiro as the State Department normalization envoy. PA president Mahmoud Abbas addressed the UN to commemorate the 75-year anniversary of the Nakba. It was the first time that the UN officially commemorated the Nakba. In his address, Abbas called on the UN to suspend Israel or enforce the resolutions made on Israel and Palestine and called on the international community to intervene to protect Palestinians, invoking the settler attack on Huwwara and the genocidal rhetoric from the current Israeli government. An Egyptian and Qatari mediated ceasefire took effect in the late evening after 5 days of Israeli airstrikes on Gaza, dubbed Operation Shield and Arrow. 33 Palestinians were killed in Gaza, including 6 children and 4 women, and 190 were injured, including 64 children and 38 women. The UN said at least 12 of those killed were civilians. 2 people were killed by rockets fired from Gaza, including 1 Israeli woman and 1 Palestinian from Gaza working at a construction site; 9 were injured. 103 housing units in Gaza were completely destroyed and hundreds of others damaged, displacing 1,244 Palestinians. Airstrikes also damaged al-Aqsa Hospital in Dayr al-Balah, the Indonesian hospital, 2 health-care clinics, and 6 UNRWA and 20 PA schools. According to Islamic Jihad the ceasefire agreement included Israel stopping its assassination campaign. Israeli officials claimed that Hamas had not been an active participant in the alleged firing of more than 1,000 rockets at Israel, 865 of which were said to have crossed into Israel from Gaza. On the 1-year anniversary of the Israeli killing of Palestinian American Al Jazeera journalist Shireen Abu Akleh, Israeli military spokesperson Daniel Hagari told CNN that “we are very sorry of the death of Shireen Abu Akleh.” Abu Akleh’s niece Lina said the remarks did not amount to an apology, calling it “a slap in the face to Shireen’s legacy and to our family. An apology, which that was not, is not accountability.” Memorial services for Abu Akleh have been carried out in Washington D.C., Ramallah, and Doha. Abu Akleh’s family members, U.S. lawmakers, Al Jazeera, and several press associations marked the anniversary by demanding accountability for her death. The Israeli military refused to investigate the trashing of a Palestinian-owned apartment building in Huwwara by Israeli forces. The building was temporarily seized by Israeli forces after the large-scale settler attack in February. According to the Palestinian owner, the Israeli soldiers had vandalized his property leaving trash and feces throughout the building and burned 2 water meters and a portable toilet. (HA 5/11)

The World Food Programme announced that it will suspend food aid to 200,000 Palestinians, about 60% of current recipients in Palestine, from June due to severe shortage in funds. U.S. State Department spokesperson Vedant Patel told reporters that the U.S. has been seeking accountability for the Israeli killing of Al Jazeera journalist Shireen Abu Akleh by asking Israel to review its rules of engagement. The Office of the UN Special Coordinator for the Middle East Peace Process (UNSCO) released a report saying that a strategic shift by the parties and the international community is necessary to reverse the negative trajectory of the PA. The Israeli-run Jerusalem municipality retracted its support for the establishment of a new neighborhood in East Jerusalem built for Palestinians on privately owned Palestinian land. The new neighborhood of 2,500 homes would have been the first established since 1967 intended for Palestinian residents. According to reports Jerusalem mayor Moshe Leon retracted his support for the project due to fear of losing the upcoming local elections. (HA 4/19)

The Israeli state prosecutor closed a probe into the Israeli police’s killing of 1 Palestinian citizen of Israel near the Haram al-Sharif compound on 3/31. Israeli police claimed that no cameras caught the incident as the police officers’ body cameras were turned off and that the incident happened in a blind spot for surveillance cameras. Palestinians have contested the police’s narrative and several organizations have questioned the notion that no camera would have caught the incident given that the area is heavily surveilled. 13 Democrats in the U.S. House of Representatives, headed by Jamaal Bowman (D-NY), and Bernie Sanders (D-VT) in the Senate wrote a letter to U.S. president Joe Biden and Secretary of State Antony Blinken urging them to shift U.S. policy on Israel-Palestine. The letter mentioned the worsening violence, Israel’s “further annexation of land, and denial of Palestinian rights.” The group also said that U.S. taxpayer money should not be used for Israeli settlement projects and the U.S. should investigate if U.S. military aid violates the Leahy Law. The militant group Lion’s Den announced it had executed a Palestinian resident of Nablus on 4/8 who the organization said had collaborated with the Shin Bet, leading to the Israeli assassination of 1 of their members.
