PA pres. Abbas addresses the UNGA in New York City and pledges to present the UN Security Council (UNSC) with a res. condemning Israel’s settlements in the West Bank. Israeli PM Netanyahu also addresses the UNGA in New York, reaffirming his pledge to resist any UN attempt to dictate the terms of a res. to the Israeli-Palestinian conflict and welcoming the “spirit” of the Arab Peace Initiative. He also invites Abbas to address the Israeli Knesset and promotes a regional framework for peace that the Palestinians can join or not. (HA, YA 9/22; MNA 9/23)

IDF troops shoot and injure a Palestinian youth at a checkpoint nr. Qalqilya as she is walking home from school. The Israeli soldiers reportedly thought she was planning a stabbing attack (she will be released from detention on 9/22). Elsewhere in the West Bank, IDF troops raid the Bil‘in homes of several leaders in the activist groups that organize the Friday protests in the Ramallah-area village, confiscating a number of cell phones and computers. Late at night, 2 Israeli soldiers torch a Palestinian-owned lumber warehouse in Nablus, and IDF troops arrest 7 Palestinians during raids and house searches nr. Tulkarm, Jenin, Bethlehem, and Tubas. In East Jerusalem, Israeli forces continue targeting Shu‘fat r.c., arresting 5 Palestinians during raids in the camp and in Abu Dis. Along Gaza’s border, IDF troops open fire on Palestinian homes nr. Following a request from the public prosecutor’s office, the Palestinian High Court of Justice postpones until 10/3 its decision regarding the municipal elections that were initially set for 10/8. The elections had been postponed indefinitely on 9/8 because of challenges to their legitimacy. (AFP, MNA 9/21)

While in New York for the UN General Assembly (UNGA) meeting, Israeli PM Netanyahu meets with U.S. pres. Obama. They reportedly do not discuss the push for Israeli-Palestinian peace that the Obama admin. is rumored to be planning after the U.S. election in 11/2016. Netanyahu tells Obama he will always be welcome in Israel, and Obama responds, “We’ll set up a tee time.” (AFP, EI, NYT, REU, YA 9/21; HA 9/25)

Amid an upswing in tension across the West Bank, Israeli soldiers shoot and seriously injure a Palestinian after he allegedly stabs and moderately injures an Israeli officer outside the Efrat settlement nr. Bethlehem. IDF troops on a patrol nr. Jenin clash with and violently disperse stone-throwing Palestinian youths; 4 Palestinians are arrested. They arrest 3 more Palestinians during late-night raids in and around Nablus; and patrol throughout the day nr. Nablus, Hebron, and Salfit. Israeli forces shut down the entrance to Bayt Umar village nr. Hebron to allow for maintenance work on an IDF watchtower in the area (the work will continue through 9/22). Meanwhile, the Israeli authorities return the body of the Jordanian killed on 9/16 to his family via the Allenby border crossing. Israeli forces carry out the punitive demolition of the Hebron-area home of a Palestinian prisoner accused of participating in the shooting of an Israeli settler rabbi on 7/1, sparking minor clashes; there are no injuries. Elsewhere in the West Bank, IDF troops conduct late-night raids and house searches in Nablus and patrol nr. Nablus, Tubas, and Hebron. An Israeli settler turns his dog loose on an elderly Palestinian nr. Nablus, causing moderate injuries. In East Jerusalem, Israeli forces return the body of a Palestinian withheld since being killed in a confrontation with them in 10/2015. He is buried in a cemetery outside the Old City while a large number of Israeli police keep watch. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against the Israeli occupation in 3 villages nr. IDF troops on the Gaza border e. of Khuza‘a fire warning shots at Palestinians nr. the border fence, causing no injuries. In the West Bank, the IDF conducts a house search and raid in a village nr. Reps. of most PLO factions release a statement warning about the dangers of excluding the Ramallah-based govt. from talks between Hamas and Israel, in response to recent rumors about the 2 sides possibly negotiating a long-term cease-fire. (MNA 3/12; ALM 4/14)

Israel’s COGAT Mordechai says that Israel plans to lift or ease a series of restrictions on Palestinian movement on 3/15 (implementation will be delayed until later in the week of 3/15). Palestinian men over the age of 55 and women over 50 will be allowed to cross into Israel for daily visits without permits. Also, married Palestinian men over the age of 22 will be able to apply for permits to work in Israel, lowering the minimum age from 24. He also announces the approval of 47 projects in the Gaza Strip to be funded by Qatar, Saudi Arabia, and several European countries. (MNA 3/13; TOI 3/15; MNA 3/17)

Off the coast nr. al-Sudaniyya, Israeli naval forces open fire on Palestinian fishing boats, causing 2 injuries and arresting 4 fishermen. IDF troops e. of Gaza City fire on Palestinian homes and agricultural lands in the area, causing damage but no injuries. In the West Bank, the IDF conducts house searches and raids in 1 village each nr. Bethlehem and Nablus, arresting 3 Palestinians; patrols in 2 villages nr. Hebron; arrests 1 Palestinian nr. Jenin. The PCC meets in Ramallah for a 2d day in a row and adopts several major resolutions, including calls to end security coordination with Israel, boycott all Israeli products, and to reject recognition of Israel as a Jewish state. The PLO Exec. Comm. will execute the decisions made by the council at an appropriate time, according to a statement released at the conference’s end. (MNA, NYT, TOI, YA 3/5; HA, JP 3/6).

Israeli officials announce that Israel will partially resume importing fruits and vegetables from Gaza next week (on 3/12), a practice halted in 2007 after Hamas began governing Gaza. (HA, REU, TOI 3/5)

Israel’s High Court of Justice issues an injunction temporarily delaying the demolition of 24 under-construction apartments in the West Bank settlement Beit El. The apartments were set to be destroyed by 3/8, and the court does not give a new deadline. Meanwhile, the IDF temporarily suspends its use of canine units in the West Bank, days after a video depicting an Israeli dog attacking a Palestinian youth on 12/23 proliferated in the media. In Riyadh, U.S. Secy. of State Kerry briefs Saudi Arabia’s King Salman, other officials, and 6 FMs from the Gulf Cooperation Council (GCC) on the ongoing negotiations on Iran’s nuclear program. Kerry says that the U.S. is not seeking a “grand bargain” with Iran. (AFP, AP, JP, MNA, NBC, YA 3/5)

After receiving a letter of protest from a group of Democratic and Independent senators on 3/4, Majority Leader McConnell decides to temporarily postpone legislative action on the Iran Nuclear Agreement Review Act, in an effort to consolidate bipartisan support. (TOI 3/6)

In the West Bank, the IDF conducts house searches and arrest raids in 2 villages nr. Hebron and in Qalqilya; patrols in 3 villages nr. Ramallah, 1 village each nr. Jericho and Qalqilya, and in al-Bireh. (PCHR 10/23)

The Fatah Central Comm. issues a statement supporting PA Pres. Abbas’s plans to go the UNSC for a res. establishing a time line to end occupation. During the meeting, Abbas thanks Jordan, Saudi Arabia, Qatar, the UAE, Kuwait, and Egypt for supporting his plan. Meanwhile, PLO chief negotiator Erakat says that “it is really difficult to convince at least 9 mbrs. in the UNSC to vote in favor.” Unnamed Palestinians officials say that 7 mbrs. of the council have already agreed to support such a res. (JP, YA 10/18)

Soon after the planned 72-hour cease-fire takes effect, it breaks down and the IDF continues its assault on the Gaza Strip, killing 160 Palestinians. Armed Palestinian groups resume rocket fire, launching 38 into Israel. IDF troops are primarily active in Shuja‘iya in e. Gaza City, Bayt Hanun in the n. Gaza Strip, and Khan Yunis in the s. Gaza Strip. The cease-fire breaks down after both sides accuse the other of violating it during an incident in s. Gaza. According to the IDF, 2 hours after the ceasefire began, al-Qassam Brigades fighters attacked IDF troops demolishing a tunnel, killing 2 and capturing 1. The Hamas armed wing denies reports of the capture, saying that the soldier might have been killed in clashes before the cease-fire began. In the West Bank, IDF troops shoot and kill 2 Palestinians in separate incidents. The 1st dies in clashes nr. Tulkarm during protests against the assault on Gaza, and the 2d dies in Safa nr. Ramallah in similar circumstances. In the clashes in Safa, 5 are injured by live ammunition and 10 by rubber-coated metal bullets. At Hawara checkpoint nr. Nablus, IDF troops shoot and injure 6 Palestinians with live ammunition during protests. In Hebron, meanwhile, around 50,000 residents protest the assault on Gaza, leading to clashes with IDF troops in which 90 Palestinians are injured with live fire and rubber-coated metal bullets. The IDF conducts house searches and arrest raids in 1 village nr. Salfit and al-Jalazun r.c.nr. Ramallah at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). In Ni‘lin, 1 is seriously injured by a rubber-coated metal bullet; in Nabi Salih, 2 are seriously injured by rubber-coated metal bullets; and in Kafr Qaddum, 4 are wounded by rubber-coated metal bullets. In East Jerusalem, Palestinians clash with Israeli security forces in ongoing demonstrations against the Gaza offensive, causing dozens of injuries. U.S. officials express outrage and disappointment at the breakdown of the ceasefire. U.S. Pres. Obama calls for the release of the soldier that was reported kidnapped and says it will be “very hard to put a cease-fire back together again if Israelis and the international community can’t feel confident that Hamas can follow through on a cease-fire commitment.” White House spokesperson Earnest says that the U.S. “would encourage those who have influence with Hamas to get them back on to the terms of the cease-fire and to get them to abide by the agreements that they struck just yesterday.” Meanwhile, Kerry calls Qatari FM Khalid bin Mohammed al-Attiyah and Turkish FM Ahmet Davutoğlu and urges them to use their influence with Hamas to release the soldier. Davutoğlu tells reporters that Turkey would do what it can. Kerry also speaks with PM Netanyahu and Pres. Abbas. Talks planned in Cairo are postponed until further notice. The IDF launches dozens of air strikes across the Gaza Strip, killing 28 Palestinians and wounding approximately 550. There are fatal strikes in Gaza City, Rafah, Dayr al-Balah, Jabaliya, Khan Yunis, and Bayt Lahiya, among others. Palestinians fire dozens of projectiles into Israel, with 1 rocket hitting a house in Ashdod, causing damage. Other targeted towns include Beersheba, Ashqelon, and Sdot Negev in the s., and Rehovot, Yavne, Lod, Ramle, and Gadera in the c. Iron Dome batteries intercept 2 rockets fired at the Jerusalem area and 2 others fall in open areas. A mortar shell injures 2 Israeli soldiers close to the border. Israeli PM Netanyahu says that attacks will continue to “expand and continue until the fire on our communities is over and the quiet returns.” The PM also tells mbrs. of the Knesset Foreign Affairs and Defense Comms. that a cease-fire with Hamas is not on the agenda. Islamic Jihad spokesperson Abu Ahmad says the “factions in Gaza are not going to surrender.” At an emergency meeting of the UNSC in New York, UN Secy.-Gen. Ban says that “it is now more urgent than ever to try to find common ground for a return to calm and a cease-fire understanding,” and that he has been in contact with Israel, the PA, Saudi Arabia, Qatar, Egypt, the Arab League, the U.S., and the EU. Palestinian UN amb. Riyad Mansour tells the meeting that the international community is obliged to ensure protection of Palestinian civilians, and accuses Israel of violating its responsibility as an occupying power. Israeli UN amb. Ron Prosor says Hamas is “committing a double war crime: targeting Israeli civilians while hiding behind Palestinian civilians.” Pres. Obama telephones PM Netanyahu and tells him that the U.S. is willing to help negotiate a cease-fire. PA security forces clash with residents outside Jalazun r.c. nr. Ramallah, leaving more than 100 demonstrators and 40 police officers wounded. The confrontations begin when police try to reopen roads blocked as part of protests against the UNRWA employees’ strike that began 12/3. (HA, REU 1/12)

U.S. Secy. of State Kerry meets with Arab League foreign ministers in Paris to discuss the Israeli-Palestinian peace process. Those attending include PA FM Riad al-Maliki, along with the foreign ministers of Bahrain, the UAE, Saudi Arabia, Qatar, Kuwait, Egypt, and Morocco. (JP, ToI 1/12)

U.S. Secy. of State Kerry visits Jordan and Saudi Arabia before returning to Jerusalem, in a day of whistle-stop diplomacy focused on the Israeli-Palestinian peace process. In Amman, Kerry meets with Jordan’s King Abdallah II and FM Nasser Judeh, and then with King Abdallah in the Saudi monarch’s desert residence. Following 3 days of talks with Israeli and Palestinian leaders, an anonymous Palestinian official says that Kerry demanded Abbas recognize Israel as the Jewish homeland, in exchange for Israel’s acceptance of its pre-1967 borders as the basis for talks. Meanwhile, Israeli FM Lieberman tells a meeting of Israeli diplomats that he supports a comprehensive agreement with the Palestinians in the context of U.S.-led negotiations, but also says that he would only accept an agreement including the exchange of land and population, a reference to his longstanding proposal to move a number of Palestinian citizens into a putative Palestinian state. Separately, Israel’s ministerial cmte. on legislation rejects 2 bills proposed by the Labor Party that would have facilitated a two-state solution by placing restrictions on settlement construction and preventing unilateral annexation. The Israeli PM’s Office passes responsibility for creating and implementing govt. development plans for the Bedouin communities in the Negev to the Agriculture and Rural Development Ministry. Until now, the legislative measure set to codify the Prawer Plan was being overseen by former minister Benny Begin. (ToI 1/3; ToI 1/5)

Hebron during a raid. The IDF conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon, and in Hebron at night; patrols in 3 villages nr. Hebron at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). There are no serious injuries except in Kafr Qaddum with 2 injured by tear gas canisters. Meanwhile, Jewish settlers vandalize property in a village nr. Nablus, leaving “price-tag” graffiti. As he departs Israel, U.S. Secy. of State Kerry says that Israel and the Palestinians are closer than they have been in years to achieving a peace deal. Speaking to reporters at Ben Gurion Airport, Kerry issues an upbeat assessment following 2 days of meetings with Netanyahu (who he met on 3 separate occasions) and Abbas (who he met once). Kerry says that 160 experts were involved in preparing a security plan presented by Gen. John Allen during the trip to both Netanyahu and Abbas (the details of which are not revealed). Separately, Israeli FM Lieberman tells the annual Saban Forum at the Brookings Institution in Washington that a deal is unlikely but talks are positive if only for the sake of conflict management. An explosion targets IDF troops patrolling the border fence between the Israeli-occupied Golan Heights and Syria, causing no injuries or damage. Army investigations conclude that the blast was from a bomb remotely-detonated as troops passed by. (YA 12/6; AFP 12/7)

The Organisation for the Prohibition of Chemical Weapons announces in a statement that it has verified the destruction of Syria’s unfilled munitions, as well as the destruction of parts of buildings at weapons production facilities. (AP 12/6)

The UNGA approves Jordan’s 2-year term on the UNSC, taking the place that Saudi Arabia rejected on 10/18 as a protest over the UN’s response to the civil war in Syria. Jordan will assume its role on 1/1, having secured 178 votes from the body’s 193 mbrs. (AFP 12/6)

In the West Bank, IDF troops clash with residents in a village nr. Qalqilya during a raid, with 1 Palestinian wounded by a tear gas canister striking him on the hand. The IDF conducts house searches and arrest raids in 1 village nr. Jenin in the morning, and in 1 village and al-‘Arub r.c. nr. Hebron at night; patrols in Tulkarm and 1 village each nr. Jenin and Ramallah in the morning, in 1 village each nr. Hebron and Jenin in the afternoon, and in 2 villages each nr. Hebron and Jenin, and 1 village nr. Ramallah at night. In a televised interview, Hizballah leader Shaykh Hasan Nasrallah accuses Saudi Arabia of being behind the suicide bombing attacks that targeted the Iranian Embassy in Beirut on 11/19. He dismisses claims that differences between Saudi Arabia and Iran are sectarian, saying that they are based on Riyadh’s desire to be the dominant regional influence. (AP, DS, REU 12/3)

Israel officially acknowledges for the 1st time that it is providing humanitarian aid along the border fence for victims of Syria’s civil war, an announcement made by DM Ya’alon during a visit to the occupied Golan Heights. (AP 12/3)

Demonstrations in Hebron and outside Ofer detention center nr Ramallah lead to clashes with IDF troops. Outside Ofer, Israeli forces fire live ammunition, rubber-coated metal bullets and tear gas canisters, while demonstrators throw stones and set fire to tires. No serious injuries are reported. In Hebron, stone-throwing Palestinians are met with tear gas from Israeli soldiers. Also in the West Bank, the IDF conducts house searches and arrest raids in 1 village each nr. Palestinian chief negotiator Erakat says that Israeli policies, including continued settlement construction and arrest raids have led him to believe that there is no room for progress, hence his resignation on 11/13. Erakat says that the most recent meeting of the Israeli and Palestinian negotiating teams took place on 11/5. Erakat also says that he believes the Russians would become more involved, pointing to Pres. Abbas’ scheduled visit to Moscow next month. (HA 11/27)

The Syrian govt. announces that it will attend the UN-sponsored negotiations in 1/2014 (announced 11/25), according to a report by state news agency SANA, but will also resist demands for Pres. Bashar al-Asad to step down. Meanwhile, the Syrian National Coalition pres.
