In the West Bank, Israeli settlers threw stones at Palestinian vehicles near Burqa, causing damage. 1 7-year-old Palestinian child died during an Israeli house raid in Taqqua; the boy’s uncle said the child died of a heart attack when the Israeli forces entered his home and that he did not have any prior medical history. The U.S. state department called for “an immediate and through investigation” into the incident but later clarified that it believed Israel’s investigation was sufficient. Israeli forces also seized 1 bus in Ras al-Ahmar. Elsewhere, Israeli forces shot and injured 3 Palestinians during a raid in Dura. Israeli forces also demolished 1 Palestinian home in Artas. 10 Palestinians were arrested during late-night raids in Biddu, Beit Umar, Hebron, and Qalqilya. A general strike was observed in Jenin in protest over the killing of 4 Palestinians on 9/28. In East Jerusalem, 15 Palestinians were arrested in Isawiya, al-Tur, Sheikh Jarrah, Wadi Juz, and Silwan. The Israeli military announced that it will supply settlement outposts, deemed illegal by the Israeli government, with observation and warning systems, lighting, public address systems, and firefighting equipment. The move was approved by the Israeli ministry of justice. (HA 9/29)

The Israeli interior minister Ayelet Shaked informed 17 Palestinians, who are relatives of a Palestinian accused of killing 4 Israeli soldiers in 2017, that if they do not leave East Jerusalem for the West Bank by 10/7, they will be forcefully removed by Israeli forces. Interior Minister Shaked also told public security minister Omer Bar-Lev to prepare for the forced expulsion. (HA 9/29)

The Israeli central election committee barred the Palestinian party Balad from running in the upcoming Israeli parliamentary elections. Balad chairman Sami Abu Shehadeh said his party will appeal the decision, which he called “an attempt by Gantz and Lapid to engineer the Arab leadership according to their political needs. Just like the party came out stronger following previous attempts to disqualify us and to disqualify our platform, it won't work this time as well.” Balad was banned from running based on its platform, which calls for Israel to be a state for all its citizens and thus not a Jewish state. The Israeli attorney general had on 9/27 presented an opinion that Balad should not be banned from running. The election committee also rejected a request to bar Ra’am from running. Al Monitor reported that Israeli prime minister Yair Lapid’s office had rejected a request by PA president Mahmoud Abbas’s office to arrange a phone call between the 2 on the occasion of the Jewish new year on 9/25. (ALM 9/29)

In the West Bank, 2 Palestinians, including a member of the PA security service’s intelligence branch, and the Israeli deputy commander of the Nahal brigade’s special reconnaissance unit, were killed during an exchange of gunfire near the Jalamah checkpoint. Al-Aqsa Martyrs’ Brigades said the 2 Palestinians were members of its organization. Israeli forces raided Burqa, causing tear-gas related injuries. Israeli forces also demolished 2 agricultural structures and 20 olive trees in Rujeib, delivered stop-work notices for 1 house and 1 agricultural structure in Husan and demolition notices against 3 residential tents in Ras al-Ahmar. Elsewhere, Israeli forces seized 2 residential tents in the Masafer Yatta area. 12 Palestinians were arrested during late-night raids in Jamma‘in, ‘Ayn Bus, Nablus, al-Janiya, Silwad, and Hebron. Israel shut down the Jalamah and Salem checkpoints and prohibited Palestinians from Kafr Dan from entering Israel as a punitive measure for the early morning shooting (see above). Both the Palestinians killed were from Kafr Dan. (HA 9/14)

It was reported that Palestinian children in Tuba had been unable to attend school for 2 days as Israeli soldiers began refusing escorting the children to their school. Since 2004, Israeli soldiers have escorted children in Tuba to their school to protect them from settler attacks. Residents in Tuba said they believe canceling the escorting of the children was related to an incident on 9/12 where 1 Israeli settler was reported injured nearby after armed Israeli settlers attacked Palestinians working their land. The Israeli military said that they had not changed their policy, but had decided to temporarily cancel the escorts. (HA 9/14)

The U.S. senate foreign relations committee passed an amendment to the Manager’s package of the State Department Authorization Act, requiring secretary of state Antony Blinken to submit a report on the circumstances surround the killing of Palestinian American journalist Shireen Abu Akleh. U.S. assistant secretary of state for Near Eastern affairs Barbara Leaf told reporters that the U.S. is concerned about the security situation in the West Bank and cited economic conditions as a direct factor. (AX, HA 9/14; MEMO 9/15)

Axios reported that the EU special envoy for the Israeli-Palestinian peace process Sven Koopmans had complained to the Israeli foreign ministry that his requests for meetings with prime minister Yair Lapid, president Isaac Herzog, and defense minister Benny Gantz had been denied. (AX 9/14)

In an interview with the French newspaper Le Point, Qatari leader Sheikh Tamim bin Hamad Al Thani dismissed the idea of normalizing relations with Israel, saying “are things normal in Israel? No! There are still occupied Arab lands, refugees who have not been able to return to their homes for over 70 years, Muslims and Christians, living under siege in Gaza.” Sheikh Al Thani further called the “Israeli-Palestinian question” the most important, saying there will not be peace in the Middle East without it being solved. The Washington Post reported that in the upcoming book, The Divider: Trump in the White House, 2017-2021 by Peter Baker and Susan Glasser, it is said that former U.S. president Donald Trump offered King Abdullah II of Jordan the West Bank. In the West Bank, Israeli forces violently dispersed Palestinian protesters in Hebron, injuring 3 with live ammunition and others with tear gas. Israeli forces also violently dispersed a funeral procession in Beit Umar by attacking the pallbearers. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 17 with baton rounds and others with tear gas. Israeli forces also violently dispersed protesters in Ein al-Beida and al-Juwaya in the Masafer Yatta area, arresting 5 international activists and causing tear-gas related injuries. Meanwhile, Israeli forces seized 1 tractor and farm equipment in al-‘Awja. 7 Palestinians were arrested during late-nights raid in Burqa, ‘Askar refugee camp, al-Yamun, and al-Dahariya. Human Rights Watch (HRW) said in a report that Palestinian security forces in the West Bank and Gaza systematically torture critics of the PA and Hamas in their detention. HRW called on countries donating to PA security forces to cut off their funding and for the ICC to investigate the issue. HRW said that Palestinian security forces use solitary confinement, beatings, and stress positions to punish and intimidate critics and political opponents and to elicit confessions. It was reported that newly appointed Israeli prime minister Yair Lapid would move into a house seized by Israel from a Palestinian family who fled Jerusalem during the Nakba. The house, Villa Hanna Salameh on Balfour Street, will serve as Prime Minister Lapid’s temporary housing until renovations at the prime minister’s official residence has been completed. In the West Bank, Israeli settlers marched to the Homesh settlement outpost, but were blocked by Israeli forces. Israeli settlers also assaulted Palestinian minors in Hebron. Elsewhere, Israeli settlers with military escort raided Burqa, leading to a confrontation between Palestinians and Israeli soldiers; 2 Palestinians were injured with baton rounds and 7 with tear gas. Israeli settlers also opened fire at Palestinians in Shufa, forcing them to leave their land; no injuries were reported. Israeli forces shot and killed 1 Palestinian minor during a raid in al-Khader; the minor suffered 3 shots to his neck and back while hiding in a garage. PA prime minister Mohammed Shtayyeh called the killing intentional. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with baton rounds and others with tear gas. An Israeli court ruled that 7 Palestinians had to be released after being arrested as a “preventive measure” ahead of the Israeli settler flag march in East Jerusalem on 5/29. (HA 5/27)

The U.S. state department released a statement saying that secretary of state Antony Blinken told Israeli foreign minister Yair Lapid that Israel should investigate the killing of Shireen Abu Akleh on 5/11. Multiple independent investigations have concluded that Israeli soldiers killed the Al Jazeera journalist, including some that asserted the killing was intentional. Pro-Israeli political action committee the Urban Empowerment Action PAC announced it will spend upwards of $1 million in a primary to unseat the only Palestinian American congressperson Rashida Tlaib in the primary elections for the 12th congressional district in Michigan. The new super PAC will put its support behind Congresswoman Tlaib’s Democratic opponent Janice Winfrey. (HA 5/29; MEE 5/30)

In the West Bank, Israeli settlers uprooted 17 olive trees and vandalized 1 agricultural structure in Kafr ad-Dik. Israeli settlers with military escort raided Joseph’s Tomb, leading to a confrontation with Palestinians; 1 Palestinian was shot with live ammunition and 13 with baton rounds; others suffered tear-gas related injuries. Israeli forces demolished 2 agricultural structures in al-Khader. Israeli forces also raided Burqa, opening fire near 2 schools and forcing them to evacuate. In East Jerusalem, Israeli forces demolished a 3-story building in Silwan, displacing 45 Palestinians; according to the families, they were not given prior notices or allowed to remove their possessions. 5 Palestinians were injured as Israeli police violently dispersed protesters during the demolition. Haaretz reported that Israel had revoked entry and work permits from 1,100 Palestinians who are relatives or friends of Palestinians accused of recent attacks against Israelis. In March, Israel expanded the list those subject to collective punishment measures to include 2d-degree relatives of suspected Palestinian attackers. The 2d-degree category includes cousins, grandparents, neighbors, and close friends. (HA 5/10)

Israel’s prime minister Naftali Bennett claimed that he had expelled 6 Waqf guards for supporting Hamas and said he had rejected Jordan’s request to increase Waqf staffing at the Haram al-Sharif compound. (HA, TOI 5/10)

EU high commissioner for foreign and security affairs Josep Borrell hosted a meeting of the Ad Hoc Liaison Committee at the EU commission’s building in Brussels. PA prime minister Mohammed Shtayyeh and finance minister Shukri Bishara participated in the meeting, as did Israeli regional affairs minister Issawi Frej. In the West Bank, Israeli settlers from the Homesh settlement outpost threw stones at Palestinian vehicles near Burqa. 1 Palestinian citizen of Israel said he was detained in Qalansawe by Israeli undercover forces who beat him before leaving him in a forest after discovering they had mistaken his identity for another person. The Israeli forces also damaged the man’s car during the incident. (HA 4/5)

1 Palestinian prisoner, arrested on 24 December 2020, was sentenced to life in prison and issued a fine of $936,600. The man’s family home was punitively demolished by Israeli forces on 10 February 2021. (WAFA 4/3)

In Lebanon, 1 member of the PA National Security Forces was shot and killed in the Ain al-Hilweh refugee camp. It was unclear who the perpetrator was. (JP 4/4)

Israeli prime minister Naftali Bennett spoke with Jordan’s king Abdullah II in a phone call. King Abdullah urged Prime Minister Bennett to avoid steps that could escalate violence during the month of Ramadan and to allow Muslim worshippers free access to the Haram al-Sharif compound. Israeli forces razed an olive grove in Wadi Fukin, uprooting 30 olive trees. The Palestinian man, who was a resident of Hura, was said to be a supporter of ISIS and was reportedly arrested in 2015 and 2016 for attempting to join ISIS in Syria. In a report to the UN Human Rights Council, the UN special rapporteur Michael Lynk charged Israel with committing crimes of apartheid. Special Rapporteur Lynk wrote that Israel has “an institutionalized regime of systematic racial oppression and discrimination ... where Israeli Jews and Palestinian Arabs in East Jerusalem and the West Bank live their lives under a single regime which differentiates its distribution of rights and benefits of the basis of national and ethnic identity, and which ensures the supremacy of one group over, and to the detriment of, the other.” (NYT 3/23; HA, WAFA 3/24; WAFA 3/25)

Israeli settlers uprooted and stole grape saplings and damaged a stone wall and barbed wire fence in Kafr ad-Dik. Israeli settlers also razed a plot of land near Battir. Israeli forces violently dispersed a memorial service held for a Palestinian killed by Israeli forces on 3/1 at the Khadouri Technical University campus north of Hebron, injuring 3 with rubber-coated bullets and others with tear gas. Israeli forces also confiscated 2 water pumps and electric cables in Birin. Elsewhere, Israeli forces demolished 1 Palestinian-owned home in Khallet al-Eideh near Hebron and assaulted 2 Palestinians resisting the demolition. Israel’s police commissioner Kobi Shabtai instructed the Israeli police to halt Palestinian home evictions and demolitions in East Jerusalem and the Naqab during the month of Ramadan. (HA 3/9)

The Israeli civil administration said, after having to respond to a freedom of information petition from HaMoked, that during 2021 it had banned 10,594 Palestinians from the West Bank from traveling abroad. According to a source in the civil administration, travel bans can be applied to Palestinians by Israel automatically, for example, in cases where the person is a relative of someone deemed by Israel to be involved with terrorism. PA civil affairs minister Hussein al-Sheikh met with Israeli foreign minister Yair Lapid. Civil Affairs Minister al-Sheikh said he stressed to Lapid the need for a political horizon and an end to Israeli settlement expansion. (WAFA 3/9)

The Jewish Agency said that “[i]f all goes well, we will bring tens of thousands [of Ukrainians] to Israel in the coming year,” referring to the refugee crisis in Ukraine as Russia has declared war on the country. (HA 3/9)

Former U.S. vice president Mike Pence toured Hebron, including al-Ibrahimi Mosque, with Israeli settler activists MK Itamar Ben-Gvir and Baruch Marzel, who were both leaders of the Kach movement. Vice President Pence also received an honorary degree from the settler university in Ariel and met with former Israeli prime minister Benjamin Netanyahu, current prime minister Naftali Bennett, president Isaac Herzog, and foreign minister Yair Lapid. Israel’s foreign minister Yair Lapid and Foreign Minister Annalena Baerbock said at a joint press conference that the 2 countries will cooperate to find ways for Germany to fund projects in the West Bank without allowing funds to go to the 6 Palestinian rights organizations deemed terror organizations by Israel. The 6 organizations outlawed by Israel’s defense ministry in October 2021 are al-Haq, Addameer, Defense for Children International-Palestine, Bisan Center for Research and Development, the Union of Palestinian Women’s Committees, and the Union of Agricultural Work Committees. In the West Bank, Israeli settlers vandalized an agricultural structure in Khallet al-Dabe. Israeli settlers with military escort raided Burqa, leading to clashes between Palestinians and Israeli forces; 3 were injured by rubber-coated bullets and others suffered tear-gas related injuries. Israeli forces razed 40 dunams (9.9 acres) of Palestinian agricultural lands near al-Khader and a tract of land in Kafr ad-Dik. Israeli forces also violently dispersed Palestinians protesting against the administrative detention of a Palestinian who has been hunger striking for 140 days in Fawwar refugee camp, leading to tear-gas related injuries.
