Israel seizes 8,000 dunams (1,976) acres of land in the Jordan Valley for settlement expansion around the Yafit settlement near Fasayil and fast-track planning and construction of settler roads west of Ramallah. The seizure brings the total amount of seized land in the West Bank in 2024 to 10,640 (2,629 acres), more than the last 10 years combined. The PA calls the decision part of an “official policy racing against time to annex the West Bank and eliminate the possibility of creating a Palestinian state.” The Arab League condemns the decision. In East Jerusalem, more than 50 Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Rafah, Dayr al-Balah, Khan Yunis, Gaza City, Nuseirat refugee camp, and Jabalia refugee camp, killing at least 93 people, including 30 people involved in securing the safe passage of aid to Gaza City at the Kuwait Roundabout in Gaza City, 27 people in a building in Nuseirat refugee camp, and the director of police investigations in northern Gaza Raed al-Banna. Israel’s Channel 13 reports that Israeli national security and finance ministers Itamar Ben-Gvir and Bezalel Smotrich say they will resign and leave the government if Israel releases “dozens of terrorists with blood on their hands” as part of the ceasefire deal. The Qatari Foreign Ministry says there is cautious optimism regarding a ceasefire deal. Hamas political leader Ismail Haniyeh says Israel is trying to sow chaos and sabotage the ceasefire negotiations by assassinating police officers and Hamas officials. Newly appointed PA prime minister Mohammad Mustafa says in a mission statement that he will appoint a “non-partisan, technocratic government that can gain both the trust of our people and the support of the international community” and that will have a “zero tolerance” policy toward corruption. Mustafa also says he will create an independent agency to oversee the recovery and reconstruction of Gaza. Egypt presented a proposal for ending Israel’s assault on Gaza to Israel, Hamas, the U.S., and European governments that would see Israel withdraw from Gaza, all the captives released from Gaza, many Palestinian prisoners freed by Israel, and a united technocratic Palestinian government installed. In the first stage of the plan, all civilian captives would be released over a 7 to 10 day ceasefire period where Palestinian prisoners would also be released. The second stage would see all female soldiers released in exchange for Palestinian prisoners over a weeklong period. In the last stage, Hamas and Israel would negotiate the release of the remaining captives and Palestinian prisoners. Israel and Hamas agreed to the terms of a 4-day ceasefire that would see 50 women and children held in Gaza released in exchange for 150 Palestinian women and children being released from Israeli prisons. The start of the ceasefire would be announced within 24 hours, awaiting the Israeli High Court of Justice’s consideration of Israeli public appeals against the deal. The ceasefire could be extended for one additional day for every 10 additional captives released from Gaza. There are about 240 captives held by Hamas and Islamic Jihad. Israel agreed to stop military movement and allow people to travel from the north of Gaza to the south on Salah al-Din road, but said it would not allow movement to the north. 300 trucks carrying aid, including fuel, would be allowed into Gaza every day. Furthermore, Hamas said Israel had agreed to stop drone flights over southern Gaza during the period of the ceasefire and not fly over northern Gaza for 6 hours a day and that Israel could not attack or arrest anyone during the 4-day period. Israel published a list of 300 Palestinian prisoners, including 123 children, that it deemed eligible for release. Most of the prisoners on the list were arrested in the past 2 years for minor offenses. Islamic Jihad said the Israeli soldiers it is holding captive will not be released until all its members are released from Israeli prisons. Israel claimed to have found a 525-foot-long tunnels underneath al-Shifa Hospital, saying it was used by Hamas. Former Israeli prime minister Ehud Barak said earlier this week that Israel constructed tunnels under al-Shifa in the 1980s. U.S. president Joe Biden released a statement welcoming the temporary ceasefire, thanking the leaders of Qatar and Egypt.
